The U.S. Army Corps of Engineers – New Orleans District is issuing a Pre-Solicitation Notice for Mississippi River and Tributaries, Morganza to the Gulf of Mexico, Reach A, Phase 1 of Levee Construction, Terrebonne Parish, Louisiana.
This requirement will be issued as a 100% Total Small Business set-aside under invitation for bid W912P824B0047.
The work consists of anticipated 3 miles of earthen levee constructed in a marsh environment over intersecting utilities. The project is located southwest of Houma, starting approximately 1.5 miles southeast of the southern intersection of Minors Canal and Gulf Intracoastal Waterway. General work consists of clearing and grubbing, embankment placement to elevation 6.0’, culvert installations (24”-48”), access roads, surfacing, turf establishment, installation of 72” culverts on a parish road and other related incidental work. Experience working in unique local marsh conditions and around existing utilities is imperative to success.
The Rough Order of Magnitude (ROM) of construction is between $10,000,000.00 and $25,000,000.00.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, with a small business size standard of $45.0 Million.
It is being procured as a firm fixed price under FAR Part 14, Sealed Bidding.
The contractor shall furnish all necessary labor, supervision, other items and services necessary to satisfactorily perform the excavation as defined in the SOW at the designated facilities within the U.S. Army Corps of Engineers (USACE) Mississippi Valley New Orleans District (MVN).
The solicitation will be issued on or about 23 MAY 2024, and a due date for bids will be established in the solicitation posted on sam.gov. The instructions and closing date and time for submission of quotes will be contained in the solicitation notice and package. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on SAM.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the SAM.gov web site. Prospective contractors who would like their company name included on the IVL list may do so on the sam.gov website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration’s Subnet, at http://web.sba.gov/subnet.
