****UPDATE TO PRESOLICITATION NOTICE (SYNOPSIS) DATED 1/17/2024: THE REQUEST FOR PROPOSALS (RFP) NUMBER UTILIZED IN THE PRESOLICITATION (SYNOPSIS) NOTICE POSTED TO SAM.GOV ON DECEMBER 27, 2023 (RFP #SP3300-24-R-5002) IS NO LONGER APPLICABLE TO THIS ACQUISITION.  DUE TO TECHNICAL SYSTEM ISSUES, THE PREVIOUS RFP NUMBER USED IN SAM.GOV IS NOT CROSS-REFERENCING WITH THE PIEE SOLICITATION MODULE NUMBERING. DLA Distribution Corpus Christi, TX has a requirement for a Contractor to provide all management, supervision, and labor, required to perform Beyond Economical Repair (BER) and receipt, stow, issue, local delivery of material, and Computer Operations in the Work in Process Control Area (WIPCA) of the Corpus Christi Army Depot (CCAD) Maintenance Activity. The Labor Support Services performed under this contract will help to ensure that DLA Distribution Corpus Christi provides distribution support to the WIPCA CCAD Maintenance Activity during maintenance cycles to maintain production schedules.

The Contractor shall utilize the Automated Storage Retrieval System (ASRS) to perform the stow, pick and issue process; Logistics Modernization Program (LMP), Warehouse Management System (WMS), WEBFLIS, Federal Logistics Data (FEDLOG) to perform required research; and the Electronic Turn-In Document System (ETIDS) to perform the Beyond Economical Repair (BER) processes. The Contractor shall utilize the Distribution Standard System (DSS), and Warehouse Management System (WMS) to manifest material moving to the work centers by non-Automatic Ground Vehicle (AGV) transport.   

The anticipated period of performance for this contract is as follows:

This requirement has been accepted by the Small Business Administration’s 8(a) program providing for full and open competition after the exclusion of sources under FAR Part 15, Contracting by Negotiation.  Contract award will be made on the basis of competition limited to eligible 8(a) firms.  It is anticipated that award will be made during August 2024.  

The North American Industry Classification System (NAICS) code and size standard are 493110 and $34 million, respectively.  The Product Service Code is S215 (Housekeeping – Warehouse/Storage). All documents related to this notice will be posted to the SAM.gov website.  Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice.  There will be no advance notification of amendment/modification/solicitation issuance.  Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations.

The incumbent contractor is Bowhead Operations and Maintenance Solutions, LLC performing under Contract No. SP3300-20-C-5001.  This contract expires on December 31, 2024. 

It is anticipated that Solicitation SP3300-24-R-5002 will be posted to the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module site by early January 2024.  Amendments to the Solicitation will also be posted to this site (PIEE). Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the “Register to Receive Notification” function to register as an interested vendor.

A site visit for this procurement is anticipated/planned for the week of January 22, 2024.  Further information and instructions for registering for the site visit will be posted to the PIEE Solicitation Module website (https://piee.eb.mil/). The scheduled date for the site visit is January 22, 2024. Registration is required per the attached instructions.
