Notice of Intent to Sole Source
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopsis of Proposed Contract Actions.
US Army Corps of Engineers (USACE), Portland District (NWP) intends to award a sole source, firm-fixed price, service contract for the procurement of enhanced law enforcement patrols with the Linn County Sheriff's Department, Oregon (LCSO). The purpose of this acquisition is to furnish enhanced law enforcement patrols of recreational areas associated with dams and waterways within the Willamette Valley Projects (WVP). The contract will be for a potential total of five (5) years: one (1) mandatory Base Year commencing 01 May 2025 through 30 April 2036, with four (4) additional 12-month Option Year periods afterwards.090612
The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(5) as implemented by FAR 13.106-1(b)(1)(i) - Soliciting from a Single Source.
The government intends to solicit this action with NAICS code 92210, Police Protection. Sector 92: Small business size standards are not established for this sector. Establishments in the Public Adminsitration Sector are Federal, state, and local government agencies which adminsiter and oversee government programs and activities that are not performed by private establishments.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quote to the contracting officer before the notice end date. If no affirmative written responses are recieved by 2:00PM PST of the response date of this notice, a solicitation will be made without further notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Oral Communications are not acceptable in response to this notice. Capability Statement Submission Requirements
A company’s response shall include the following information:
1. Company name, address, point of contact, phone number, email address, CAGE code and UEI number;
2. If applicable, company’s small business category and Business Size: Small Business, Small Disadvantaged, 8(a) certified small business, Historically Underutilized Business Zone small business (HUBZone), Woman owned small business (WOSB), Economically Disadvantaged Women-owned small business (EDWOSB), and Service-Disabled Veteran-owned small business (SDVOSB);
3. Provide relevant and verifiable information on the Company’s experience/capabilities as it pertains to the proposed requirement;
4. Evidence supporting your Company’s opinion that LCSO is not the correct authority.
This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses, a solicitation may be published in the Government point of entry (SAM.gov). All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of a Government contract.
