The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement, and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested, as well as any large business interested and capable. This REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE in support of the Roseburg VA Healthcare System, is for market research purposes and planning purposes only, and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Results will be used to determine set-aside. The intended contract is a firm-fixed price supply purchase. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and SAM.gov UEI number/code. Current documented OEM Authorized Distribution Letter from the manufacturer for this service is required. 2) The applicable size standard will be based on the anticipated North American Industry Classification System (NAICS) code 811210. Please indicate whether you are a Small Business, SDVOSB, VOSB, Small Business Manufacturer, Other Small Business, or Large Business, and whether you are the manufacturer of the items listed below. 3) The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM). 4) Any Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Small Business Administration VetCert Registry located at https://veterans.certify.sba.gov. 5) If not a manufacturer, only authorized representatives/providers/distributors of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Current documented OEM Authorized Distribution Letter from the manufacturer for this service is required. It is the intent of the VA to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contracting Opportunities website located at sam.gov or GSA eBuy. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on vendors who can provide ASP Advanced Sterilization Products Service in accordance with the Statement of Work below. This is an Unrestricted/Open Market Request for Information/Sources Sought Notice. STATEMENT OF WORK (SOW) 1. Contract Title: Advanced Sterilization Products (ASP) Full service contract. 2. Background. Roseburg Health Care System requires an on-site, full-service maintenance and repair contract to ensure that all ASP systems are kept in proper operating condition and ready for use. This contract includes all parts and service to properly provide preventative maintenance, diagnostics, phone support, on-site repairs, and software updates to ensure that all units are fully operational according to manufacturer specifications. 3. Scope. This SOW outlines work elements for service, maintenance and repair for all ASP systems. The Roseburg VA Medical Center currently owns the below units, located at the Roseburg and Eugene campuses. PM Interval & PM Kits Full Preventive Maintenance (PM) visits per year are provided including maintenance kits of wear parts. See chart below for equipment list. Emergency Call Out Emergency callout visits and repairs are included under this contract, including repair parts as necessary. Repair Response Time Priority response in case of an emergency breakdown or issue. Contractor target response time is two (2) hours by phone and forty-eight (48) hours on site. 4. Specific Tasks. The contractor shall bear all parts and travel costs. The scheduled maintenance shall be provided with the frequency outlined in the above tables. For repairs, any required repair work will be scheduled, and the necessary spare parts will be ordered and replaced (including additional parts found to be defective during the service). The contractor shall not replace any part which should incur additional expense from the government without first obtaining prior approval and a PO from the VA Contracting Officer. A comprehensive service report shall be provided to the customer at the end of service/repair stating serial number of equipment repaired, model number, and nomenclature. An electronic report is preferred. 4.4. The work according to this contract shall be carried out during the normal business hours (Monday - Friday, 08:00 to 17:00), with the exception of contractor s holidays, and federal holidays. Work requested by the Client outside normal business hours is chargeable. 5. Performance Monitoring: The tasks are well defined and can, therefore, be easily monitored by the Government POC, who shall represent the Government for this process. Contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed. 6. Government Furnished Property: Government furnished property will not be provided to the contractor. 7. Security Requirements The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities.  The contractor employees shall have intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. The C&A requirements do not apply, and a Security Accreditation Package is not required 8. Place of Performance. Work will be performed at the Roseburg VA medical Center and the Eugene Health Care Center. 9. Period of performance: The term of contract is based on a 5-year contract period to begin 4/1/2025, or upon the Effective Date. The Effective Date is the date it has been properly executed by both parties, whichever is later (with this date hereinafter referred to as Effective Date ). The Effective Date is defined as the latest date of the final authorizing signature. This contract can be terminated by either party giving three months notice before the end of a full contractual year (12 months from the date of contract in each case). It ends automatically at the end of the final full year of contract.
