This is a Sources Sought Synopsis. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is NOT a Solicitation for proposals and No Contract shall be awarded from this synopsis. The U.S. Army Engineering and Support Center, Huntsville is soliciting comments on a Market Research basis for Electronic Security Systems services. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Please note that we are seeking equipment manufacturers only; system integrators will not be considered.
The Sources Sought synopsis is to solicit input from manufactures about a Commercial Intrusion Detection System (CIDS) which will be used to protect sensitive conventional Arms, Ammunition, and Explosives (AA&E). The CIDS uses multiple transmission media (telephone, cellular, and internet protocol) to assure successful notification of alarm and status change conditions. The CIDS intended is to provide alarm and system status data from one or more protected areas to a UL Listed Central Station. Additional optional features for transmission of data and alarm annunciation to a local workstation, an enterprise security system, or a security system located in another geographic location may be provided. All additional features shall include safeguards and shall be user configurable, such that the features or options can be disabled in a secure manner by security system manager(s) without adverse impact on system performance.
The system contains several major components to include Digital Control-Communicator (DCC), Cellular Alarm Transmission Devices (CATD), and Internet Alarm Transmission Device (IATD). These components may be separate which work together in an interactive system or a single integrated component. We have provided information about the CIDS in a Functional Requirements Document (FRD) which outlines the systems purpose, components, and functions. We have also provided an excel CIDS Evaluation Matrix which lists each of the individual paragraphs and provides a space for comments beside each of them. We are asking that the CIDS Evaluation Matrix be completed and comments be made so that the point of contact listed below can fully evaluate the response for each of the items provided in the excel file. It should be stressed that we need responses to all of the requirements listed in the matrix in order to better evaluate the product.
