THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is Special Notice that includes a REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997) provision, this notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government contractually for any services or supplies whatsoever. Furthermore, the United States Marine Corps (USMC) is not seeking proposals at this time. If an RFP is anticipated for future release, there will be specific terms and conditions contained in the RFP. Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in a future RFP, if one is issued. If a solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. If responses to this RFI indicate there is adequate competition, a solicitation may be released via SeaPort Next Generation. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

1.0 Background 

The Navy/Marine Expeditionary Ship Interdiction System (NMESIS) is comprised of subsystems from multiple Original Equipment Manufacturers (OEMs). Subsystems include: a Remote Operated Ground Unmanned Expeditionary (ROGUE)-Fires Carrier; Naval Strike Missile Launch Unit; ROGUE-Fires Leader Kit; NMESIS Weapons Control Station; an Encanistered Missile-Training; and various support equipment. Maintenance will primarily be provided by organic Marines. Certain technical aspects of the system will be beyond Marines’ capabilities and require a Field Service Representative (FSR) to operate, troubleshoot, and maintain these portions of the system.

2.0 Description

The Marine Corps is interested in retaining support to provide FSR services. The service shall provide technical assistance, maintenance and repair support, and recommendations to key maintenance personnel with respect to system maintenance, repair, and parts supply support. The Government will coordinate system specific training and certification. The service shall be provided by individuals trained and proficient on all NMESIS subsystems operations and maintenance. When equipped with common tools, given access to special tools as required, Technical Manuals (hard copy and Interactive Electronic Technical Manual as appropriate, and test equipment pertaining to the NMESIS, FSRs shall be capable of:

•troubleshooting and repairing the NMESIS System;

•installing engineering change proposals as directed by the program office;

•performing Preventative Maintenance Checks and Services, organizational

maintenance, and field level maintenance;

Additionally, FSRs should have the following attributes:

•Education – Technical certification in the relevant field associated with mechanical, electrical or industry maintenance.

•Experience – Several (3+) years of experience in tactical vehicle maintenance, repair, and service of equipment in the field.

•Technical Skills –

•Mechanical and Electrical skills -Ability to use diagnostic tools to diagnose and repair

mechanical and electrical issues.

•Critical Thinking - Ability to use logic and reason to identify alternative solutions, conclusions,

or problem approaches.

•Monitor - Ability to monitor gauges, dials, or indicators to ensure equipment is in working

order.

•Equipment Preventive Maintenance – Ability to perform routine maintenance on equipment

and determine the timing and type of maintenance required.

•Computer Literacy – Familiarity with maintenance management software and basic computer

skills.

•Safety Certification – Occupational Safety and Health Administration certified or other relevant safety training.

•Problem Solving – Troubleshooting - Ability to determine root cause of operating errors and determine corrective measures. Strong analytical and troubleshooting skills.

•Communication – Excellent verbal and written communication skills.

•Physical Requirements – Ability to perform physical tasks, sometimes in challenging environments.

Qualified FSRs are expected to:

•Sign Non-Disclosure Agreements with OEMs to be able to access proprietary information;

•Attain and maintain up to a Secret Clearance;

•Maintain a valid driver’s license for traveling to different sites

•Be able to travel anywhere in the Continental United States to perform duties within 48 hours of notification by the Government;

•Be able to travel anywhere outside the Continental United States to perform duties within 30 days of notification by the Government;

The FSR may be required to work beyond an eight-hour day and occasional weekends.

With the exception of the FSR Team Lead, the FSR team shall perform their duties at the following locations:  Marine Corps Base Camp Lejeune, NC; Marine Corps Base Camp Pendleton, CA; Marine Corps Base Hawaii, HI; Fort Sill, OK; Fort Gregg-Adams, VA; Guam; and Okinawa Japan.

3.0 Requested Information 

Provide a short narrative capability statement in which you identify your interest and capability to respond to this requirement, along with any unmentioned capabilities that could potentially be of benefit to the USMC. Respondents should also provide information on any current Multiple Award Contracts or Government Wide Acquisition Contracts the Government could potentially leverage to meet this requirement.

Pamphlets and promotional materials should provide information on proposed support and should include an overall description along with the following:

• Program Management;

• Security Clearance Management;

• Lead time from notification to FSR in place;

• Estimated annual costs per FSR;

• Recruit qualified individuals;

• Training and certification;

• Movement and support of personnel in garrison and deployed environments.

The North American Industry Classification System Code assigned to this acquisition is 336414, with a size standard of 1,250 employees. Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e., Small Business, 8(a), Historically Underutilized Business Zones, Economically Disadvantaged Women Owned Small Business, Women Owned Small Business, Service Disabled Veteran Owned Small Business, or Small Disadvantaged Business). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Product Supply Code is 1410.

4.0 Responses

All correspondence sent via email shall contain a subject line that reads NMESIS. If this subject line is not included, the e-mail may not get through e-mail filters at Marine Corps Base Quantico. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, .docx,. xsls, or .xls documents are attached to your email. All other attachments may be deleted.

All responses must include the following information: Company Name; Company Address; Company Business Size; Commercial Activity Government Entity Code, and Point of Contact (POC) name, phone number, fax number, and e-mail address. Responses shall not include classified data.

Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

Note that the Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a Department of Defense contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set-Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14.

5.0 Industry Discussions 

Product Manager NMESIS representatives may or may not choose to meet with potential respondents. Such discussions would only be intended to gain clarification of respective capability/technology to meet the requirements, especially any development and certification risks.

7.0 Summary

THIS IS AN RFI ONLY to identify potential sources capable of providing readily available shore-based, coastal defense capabilities designed to provide precision kinetic fires against ships at ranges of 80 miles or greater. Information provided in the RFI is subject to change and is not binding on the Government. Any information submitted by respondents is voluntary. The USMC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the responses received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business, or any particular small business program.
