Oura Rings & Software Subscription or equivalent products at Mountain Home AFB, ID

Sources Sought (SS) number is FA489725SS004.

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.  THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.  REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.

The 366 Contracting Squadron (366 CONS) is conducting market research to determine the availability, interest, and capability of potential business sources qualified and able to compete for a contract to provide the Mountain Home AFB with Oura Rings and Software Subscription or equivalent products in accordance with the Specification Sheet. We are specifically interested in a lifetime, one-time purchase for the software subscription.

The Government intends to award this requirement on a sole source basis to Oura Ring Inc. Any interested vendors who believe they are capable of providing fitness tracking rings and a compatible liftetime software subscription, please submit your company’s capabilities in accordance with the instructions listed below.

The NAICS code for this requirement is 339920 – “Sporting and Athletic Goods Manufacturing”

The Small Business Size Standard is 750 Employees.

366 CONS is interested in quantifying and pre-qualifying the likelihood of setting aside competition for this requirement to a small business.  Depending upon the responses to this notice and other market research, 366 CONS may limit the competition to a specific socio-economic small business category at the exclusion of all other potential business concerns.  This announcement serves as the first step to determine the viability of setting aside this requirement for competition solely within or among certain small businesses in selected categories. This is a Sources Sought Announcement only; no solicitation exists or is available at this time.

Instructions:

The Government requests interested parties to review the “DRAFT” Specification Sheet to ensure your company/proposed product is capable of meeting the requirements. Qualified companies who believe they can meet this requirement, and are interested/intend to submit a proposal in response to a future solicitation should

1. Review the attached Draft Specification Sheet.

2. Complete the Sources Sought Response Template (attached) in its entirety. Interested parties may include relevant attachments such as a copy of your SAM profile, SBA certifications, and a brief capabilities statement (relevant to this requirement) limited to three (3) pages in length.

3. In your Email response, please include in the Subject line: “Sources Sought Response FA489725SS004– “Your Company Name”

5352.201-9101 Ombudsman- ACC

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues,

disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC/KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc.a7k1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting office.
