THIS IS NOT A REQUEST FOR QUOTATION. NO QUOTATIONS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

This notice is issued by the NASA/Information Technology Procurement Office (ITPO) to post the following documents to solicit responses from interested parties:

Attachment A – Performance Work Statement (PWS)

Attachment B – Request for Information (RFI) Questions

Attachment C – Interface Diagrams

These documents are for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. 

The Human Health & Performance Directorate (HH&PD) at NASA is responsible for ensuring the health and productivity of humans during all phases of spaceflight. This includes providing flight and ground-based healthcare, occupational health, research, test subject screening, and support functions. The goal is to achieve NASA's mission objectives.

HH&PD collects, processes, stores, uses, and disseminates human subject health-related information to fulfill these functions. They use various data management products and services, including an Electronic Health Record (EHR) system, to support operational decision-making.

The purpose of the JSC Clinic is to recognize, evaluate, control, and mitigate illness and disease associated with the flight and institutional work environments and to ensure the health, productivity, and wellness of the JSC team members.

NASA intends to replace the current commercial-off-the-shelf (COTS) EHR system at JSC with a new COTS EHR solution. The current EHR is installed primarily on-premises at Johnson Space Center in Houston, Texas, with limited cloud-based test environments and connectivity. Backup facilities are in White Sands, New Mexico. This configuration is stable, well-understood, expandable, secure, and highly functional.

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.  The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFQ as necessary.

All questions shall be submitted electronically via email to nicolas.a.zogaib@nasa.gov, no later than December 11, 2024 at 5:00PM ET.  All RFI responses, which includes responses to Attachment B - RFI Questions document, shall be submitted electronically via email to nicolas.a.zogaib@nasa.gov, no later than December 13, 2024 at 5:00PM ET. If a solicitation is released, then it and any additional documents will be available on www.Sam.gov.  It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.
