NOAA / NMFS / AKFSC

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AKFSC), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Alaska State Department of Fish and Game, to procure the following:

Logistic support services in accordance with the Use Agreement No. 04-ABWJ-252 NMFS Sub port Facility Site and Alaska Department of Fish and Game (ADFG), Per Use Agreement (PUA) Vessel Usage for 2025. Little Port Walter Research Station (LPW) is located on the southeastern coast of Baranof Island in Tongass National Forest. The station supports both seasonal and year-round research, with the onsite population ranging from two people in the winter up to 25 in the summer depending on research needs. The station requires the transport of fuel, scientific equipment and supplies, construction material, and other items as needed for delivery to Little Port Walter Research Station three times per year.

Under the terms of the Agreement NMFS reimburses ADFG for the variable costs (premium pay, food, administrative fee, etc.) associated with the voyage(s).  Each of the three (3) Little Port Walter (LPW) trips are scheduled to occur during regular workdays (Monday to Friday).  In the event of inclement weather or other conditions the proposed voyages should be rescheduled with the COR. Cost increases for weekend or holiday work due to inclement weather will be borne by the government through a modification of this contract. Cost increases for weekend or holiday work due to changes to the contractor’s schedule will be borne by the contractor.

As per previous PUA’s, NMFS will provide their own fuel required for each trip, from their supplier.  For NMFS planning and budgetary purposes, an estimate of 1,000 gallons of #2 diesel would be required for each LPW trip.  Arrangements to load this fuel will be coordinated with NMFS and ADFG, and if possible will be done in conjunction with mobilization activities. Trips will typically consist of four days: a mobilization day, two-day round-trip transit, and a demobilization day. A total of 14 PUA days should be provided, with 2 PUA days in the balance during the calendar year.

The applicable Size Standard is North American Industry Classification System (NAICS) Code 488390, with a Small Business size standard of $47.0 M.

The Alaska Department of Fish and Game is the only source that can provide logistic support services to Little Port Walter Research Station per the Use Agreement.

The Government intends to negotiate a firm fixed price contract.  This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.  Submissions are due no later than December 17, 2024 at 5pm Eastern Time.  Oral communications are not acceptable in response to this notice.  Responses may be emailed to Christie.Lang@noaa.gov. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only can Alaska Department of Fish and Game, can provide the requirements stated above.
