STATEMENT OF WORK PART A GENERAL INFORMATION A.1 INTRODUCTION Boiler Maintenance and Tuning A.2 BACKGROUND The Hershel Woody Williams VAMC Boiler Plant and Boiler Operations requires additional services for equipment programming, maintenance, repairs and tuning. A.3 SCOPE OF WORK The contractor shall provide supervision and all resources necessary to accomplish the additional services for equipment programming, maintenance, repairs and tuning for the equipment described, except as may otherwise be specified in section B. STATEMENT OF WORK PART B WORK REQUIREMENTS B.1 Tasks to be accomplished: Programming, maintenance, repairs, and parts (per hour rate for normal business hours and after hours; replacement parts): General Service (per hour rate for normal business hours and after hours): Vendor shall provide a qualified technician as required to perform boiler maintenance/repairs. This shall be on a as requested basis. Vendor Shall Provide a Preferred Utilities Certified Service Engineer for Boiler #1 controls and programming. This would include DLC program updates for Fuel Curve or other program updates. This would also include any other troubleshooting of the Preferred Controls Package and boiler components. Vendor Shall Provide a HAWK ICS Controls Certified Engineer for Boilers #2, #3, and #4. This would include DLC program updates for Fuel Curve or other program updates. This would also include any other troubleshooting of the Hawk ICS Controls Package and boiler components. (NOTE): This Package is currently not installed but is being installed under a current construct Contract. Boiler #3 still has Honeywell 7800 BMS and single point linkage controls. Vendor Shall Provide a Lochinvar Certified Engineer for Boiler #5. This would include programing updates, troubleshooting of the controls, boiler components and programing changes as needed. Vendor Shall Provide a Knight Certified Engineer for Boiler #6. This would include programing updates, troubleshooting of the controls, boiler components and programing changes as needed. Vendor shall provide a comprehensive safety device testing manual for all onsite boilers, Plant devices, DA Tank and Condensate tank & associated plant equipment. This manual shall include site specific testing procedures as required by VHA directive 1810. All site-specific testing procedures must follow the format of the most current VHA boiler and Associated plant safety device testing manual designed to meet the Boiler Plant Supervisor or designee s intent. Reestablishing the air-fuel mixture on natural gas and #2 fuel oil for the operating range of the boiler Oxygen and carbon monoxide are balanced to provide safe and efficient combustion. Examine the burner internal components and identify any defects, if applicable Examine the general boiler conditions and identify any defects. Observe flame pattern, flame dimensions, and burner condition. Flue gas oxygen/carbon monoxide content Flue gas emissions content Provide print out/documentation on both fuel type consumption/usage to identify proper fuel curve. Provide combustion analyzer and factory recommended calibrations per VA requirements. Provide manufacture analyzer consumables and VA specific test gas cylinders to ensure government combustion testing equipment is in sync with the contractor s combustion testing equipment. Ample consumables and test cylinders to remain in the boiler plant to ensure supplies do not run out. Parts (replacement parts) Vendor shall provide replacement parts and materials that are kept in onsite inventory for emergent repairs of boiler plant systems and equipment as directed by the Boiler Plant Supervisor or designee. These parts may include air switches, gas pressure switches, regulators, oil pressure switches, pressure gages, combustion air pressure switches or any other parts that may be required for VAMC boiler plant operations. These parts will be orderable at the request of the COR and will be paid for under this contract. Vendor shall provide a quote for the requested part(s) and the COR will review and approve each request. Parts are to be shipped within (10) Business Days after approved. If replacement would take longer the vendor must inform the COR within the (10) day window. Vendor to provide VA specified testing tools and equipment to be kept onsite for future work. Vendor is responsible to ensure meters, gauges, testing tools etc. are always calibrated per manufacture specification. Vendor to provide replacements or repairs of the above-mentioned items within (10) Business Days. If replacement or repair would take longer the vendor must inform the COR within the (10) day window. All services shall be brought to 1540 Spring Valley Drive, Huntington, WV. Delivery vehicles shall keep traffic disruptions to a minimum. Use of any other entry points must be approved by Chief, Engineering Service prior to use. Vendor shall deliver required services, parts or equipment specified above during approved work times. Approved work times for this job shall be normal working hours of 8AM 430PM. C.2 Period of Performance Base year + 4 option years. Anything that requires boiler shutdown should be anticipated to be conducted during the months of June or August. Vendor should be prepared to coordinate with the Boiler Plant Supervisor and other potential vendors servicing equipment due to the down-time guidelines. Periods of Performance: Base: March 1, 2025 - February 28, 2026 OP1: March 1, 2026 - February 28, 2027 OP2: March 1, 2027 - February 29, 2028 OP3: March 1, 2028 - February 28, 2029 OP4: March 1, 2029 - February 28, 2030 C.3 Special Considerations C.3.1 Contractor Furnished Materials All labor, materials, equipment to perform the job. When furnish , provide , install , or similar term is used it shall mean a complete installation, ready for use. The vendor shall supply all parts, equipment, material, and labor to perform the work described above. The work will include all items as described in the Scope of Work listed above. C.3.2 Government Furnished Materials and Services. Government furnished property, if any, will be identified and will only be used for the performance of this contract unless otherwise authorized by the Contracting Officer. The Contractor shall, always, take all steps necessary for maintenance and preservation of all Government-furnished property. The Contractor shall comply with all reasonable requests of the Contracting Officer to enclose, or specifically protect, Government-furnished property. C.3.3 Qualifications of Key Personnel Contractor s employees should be knowledgeable of standards associated with this type of work. C.3.4 Supervision/Communications. At all times during the performance, the Contractor s Superintendent (if applicable) shall be available by cellular phone. Prior to beginning any work, the Contractor shall supply the COR with the telephone number for the Superintendent. The Contractor s Competent Person that meets OSHA training guidelines, can make decisions and acting on behalf of the Contractor shall be physically always located on site during performance of the contract. If the Contractor s Competent Person is absent from the job site for an extended period, the COR may send all Contractor/sub-contractor employees off the job. C.3.5 Security Requirements: Contractor shall identify which employees will be working under the awarded contract. Contractor personnel shall include employees, sub-contractors, subcontractor employees, suppliers and delivery personnel entering the Medical Center. This does not apply to suppliers and delivery personnel making deliveries to the VA warehouse dock only. Those employees shall bring photo ID to obtain a VA Contractor identification badge that shall be always worn above the belt while on Medical Center property. Contractor s employees shall return all I.D. badges to designated personnel at time designated in the task order. C.3.6 The Contracting Officer s Representative (COR) is responsible for the inspection of the work called for in this job. The Contracting Officer s Representative will be identified in the task order by name, telephone number and location. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. C.3.7 Drawings General. Contract drawings (if applicable) will indicate the extent and location of work. If any departure from the contract drawings is deemed necessary by the Contractor, the details of such departure and the reasons therefore shall be submitted to the Contracting Officer for approval as soon as practical. No such departure shall be made without proper written permission of the Contracting Officer. The Contractor is responsible for all information and requirements in drawings and specifications that pertain to the task order. C.3.8 Verification of Dimensions The Contractor shall visit the job site to thoroughly familiarize himself with all the details of the work and working conditions. The Contractor shall also verify all dimensions in the field and shall advise the Contracting Officer of any discrepancy before performing any work. The Contractor shall be specifically responsible for the coordination and proper relation of his work to the building, structure, phasing and ensure the safety of employees and workmen. C.3.9 Smoking Policy. We are a smoke free facility. C.3.10 Parking/Traffic Regulations. The Contractor shall not park on grassy areas unless approved by the COR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be always observed by operators. Seat belt use is mandatory on the VA grounds. C.3.11 Selection Criteria Includes but not limited to: Personnel that are trained and qualified to the correct level by NFPA 70E perform such tests. A qualified contractor is a vendor that is knowledgeable and experienced in the design and construction of boiler plants and VA s standards for construction and testing of safety devices. A qualified testing contractor is an individual/company that has performed testing in compliance with VHA Boiler and Associated Plant Safety Device Testing Manual in at least three other VA medical facilities.
