Item: Document Destroyer (M814 and M605)
Description: The M814 and M605 Document Destroyers are emergency incendiary drums used for rapid destruction of materials to include paper, film, photo, or cryptographic devices. Each drums weighs 275 lbs. with a height of 35” and diameter of 23”. The steel drum has a lid and gasket with a lever lock ring that seals the inner contents. All drums have been presumably sealed and the inner contents have remained static for 50+ years. The drums are light grey in color with outer markings for identification. Each kit is self-contained using a 55-gal steel drum (outer) with a centrally positioned inner fiberboard drum.
Between the inner and outer drum, (approx. 2 inch) the kit contains approx. 190 lbs. of sodium nitrate in prill form that is readily accessible and sometimes loosely packed. The sodium nitrate acts as the primary oxidizer to support combustion and consume materials placed inside the drum. The sodium nitrate could be coated with calcium phosphate or pure prill form. Sodium nitrate is classified as an oxidizer but has other potential uses in commercial and agricultural industries.
ANMC cannot verify the current physical state of the sodium nitrate to account for any decomposition or its stability. Funding of all chemical analysis and testing of the decomposition or stability of the sodium nitrate will be at the bidder’s expense. In 2019, ANMC conducted static test burns of the contents. The results indicated that all the consumables (wood, paper) were fully destroyed during the burn process, however the sodium nitrate was not fully consumed, leaving a thick residue that required disposal through our local Environmental Office (HAZWASTE). ANMC does not have the resources to reclaim or recycle the sodium nitrate and steel drums and is seeking buyers who would purchase these items for reuse/recycling.
Before sale, each drum will be partially disassembled by ANMC personnel to remove the igniter and fuse. All disassembly operations will take place at ANMC prior to shipping or delivery to a potential customer. ANMC will dispose of the fuses and igniters. Each drum will then be re-assembled, containing only 190 lbs. of sodium nitrate and the fiberboard inner drum. No energetic materials will remain in the drum, only the sodium nitrate (oxidizer) and fiberboard.
Current inventory of Document Destroyers:
M814 Document Destroyer, Quantity: 2,133 Each

Approximate amount of Sodium Nitrate:
M814: 405,270 lbs.
M605: 139,650 lbs.

The Naval Sea Systems Command (NAVSEA) intends to award a contract to Austal USA (Austal) Mobile, Alabama on an other than full and open competitive basis to support foreign military sales (FMS) and United States (US) requirements. The contract will be to: develop and utilize shipyard sources to moderate existing US shipbuilder workload; and procure embedment efforts that will entail embedding personnel in positions that will enable them to build skills necessary to support construction and maintenance/modernization of a conventionally-armed, nuclear-powered submarine. The anticipated period of performance for this effort is five years from date of contract award. In accordance with 10 U.S.C 3204(a)(4) as implemented by FAR 6.302-4(a)(2), full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the US and a foreign government or international organization, or the written direction of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government. This authority may be used in circumstances such as when a contemplated acquisition is to be reimbursed by a foreign country that requires that the product be obtained from a particular firm as specified in official written direction such as a Letter of Offer and Acceptance, as documented here in the Letter of Offer and Acceptance (LOA) in support of an FMS customer. The contemplated contract will also include US and additional FMS customer requirements to be awarded pursuant to 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Austal is uniquely positioned as the only shipbuilder with an existing “Focus Factory” for construction of nuclear-powered submarines. The “Focus Factory” approach, combined with Austal’s previous shipbuilding experience, has accelerated Austal’s viability as a strategic source, providing the ability to execute non-nuclear submarine module construction in support of nuclear-powered submarine construction. It is estimated that the time to duplicate the Austal “Focus Factory” would be approximately five years, at a minimum, and require oversight at an additional shipyard, complicating the construction of modules and straining existing resources in an already resource-constrained environment. A delay of this length would unacceptably impact both FMS customer and US national program schedules. In order to fulfill the contractual demands of current and future US national programs, while also meeting the requested FMS customer requirements, Austal is the only existing responsible source for this effort and the time to develop another source for these efforts would result in unacceptable delays.
Parties interested in subcontracting opportunities should contact Austal directly. This notice is for informational purposes only. Solicitation documents are not available. This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit offers or award contracts. The Government is not soliciting proposals as a result of this synopsis, and this synopsis is not a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the original response date of this notice. Any response to this notice must show clear, compelling, and convincing evidence that a competition will be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
No telephone inquiries will be accepted. The Government does not commit to providing a response to any comment or questions. No basis for a claim against the Government shall arise as a result of this announcement.

Acquisition Regulation (FAR) Part 35 and Funding Opportunity Announcement under 2 Code of Federal Regulations (CFR) 200.204 (henceforth referred to as “BAA”) is to solicit research proposals for submission to the United States (U.S.) Army Space and Missile Defense Command (USASMDC) Space and Missile Defense Technical Center (SMDTC) for funding consideration.
The SMDTC supports the joint warfighter by providing science, technology, and test and evaluation expertise to enable warfighter dominance today and in the future. As part of the Army Science and Technology enterprise, the SMDTC contributes to the current fight and enables the next generation to prevail in conflicts to come. The SMDTC focuses on three essential tasks: executing science and technology, research and development, and test and evaluation; managing and operating the Ronald Reagan Ballistic Missile Defense Test Site; and conducting space operations and space domain awareness.
The SMDTC contributes to the success of the warfighter and joint force in four major technology areas of interest: tactical responsive space and high-altitude technologies, test and evaluation, strategic weapon technologies, and hypersonic defeat.
White papers for initial concept reviews and full proposals are sought from institutions of higher education, nonprofit organizations, state and local governments, and for-profit organizations (i.e., large and small businesses) for scientific research that supports the SMDTC mission and the published SMDTC research topics of interest. White papers and full proposals are expected to be for cutting-edge innovative research that could produce discoveries having a significant impact on enabling new and improved Army operational capabilities and related technologies.
In an effort to provide SMDTC's topics of interest and related information, USASMDC has published the following public webpage listing all current SMDTC research topics: https://www.smdc.army.mil/ORGANIZATION/TC/, hereafter referenced as the SMDTC webpage. Changes to these topics will be made using this website on an as-needed basis. Interested parties should also review https://www.grants.gov/ and https://www.SAM.gov/ to obtain the latest version of the BAA for white paper and proposal submission requirements.
To conserve valuable applicant and Government resources, and to facilitate determining whether a proposed research idea meets the guidelines described herein, prospective applicants contemplating submission of a white paper are strongly encouraged to contact the ACC-RSA SMD/SP POCs identified on Section V of this BAA, who will provide an SMDTC Technical Point of Contact (TPOC) to first discuss the concept. The TPOCs’ names and contact information will be provided to the prospective applicant by the ACC-RSA SMD/SP POC.
After initial contact with an SMDTC TPOC, if an applicant elects to submit a white paper (Step 1), it should be prepared in accordance with the instructions contained in this BAA. Upon receipt, the white paper will be reviewed by the SMDTC TPOC and a recommendation will be provided to the applicant with either “encouraged to submit a proposal” or “not encouraged to submit a proposal” based on the review and availability of funding. Proposal submission (Step 2) should also be prepared in accordance with the instructions contained in this BAA. Note that a recommendation by the government for proposal submittal does not guarantee award or obligate the government for proposal cost.
