The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR25R0020 for the construction of the Army Reserve Center and associated secondary facilities, located in Birmingham, Alabama. Description of the construction project is as follows: 

The construction of the Army Reserve Center is to be a construction project of a 600-member in Birmingham, Alabama. Primary facilities include land acquisition and construction of an Army Reserve Center (53,000 sf), collocated Vehicle Maintenance Shop (19,300 sf) and an Unheated Storage Building (3,400 sf).  Supporting facilities include site development, utilities and connections, Military Equipment Park (MEP), non-organizational parking, vehicle wash rack/platforms, bi-level equipment loading ramp, circulation pavements, storm drainage, paving, walks, curbs and gutters, fencing, gates, lighting, information systems, landscaping, and signage.  Accessibility for the disabled will be provided. Anti-terrorism Force Protection (ATFP) and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability and Energy measures will be provided. The project delivery method will be Design-Bid-Build (DBB). The facility will need to be compatible with applicable DoD and Army standards.

The Contract Duration is estimated at four hundred and seventy (470) calendar days from Administrative Notice to Proceed.

TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. 

TYPE OF SET-ASIDE: This acquisition will be Full and Open procurement (Unrestricted)

SELECTION PROCESS: This is a single phase, Design/Bid/Build procurement.  The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government.  The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance and Volume I – Management Plan, Volume II – Price and Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.  All evaluation factors, other than price, when combined, are considered approximately equal to cost or price. 

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be more than $10,000,000 in accordance with FAR 36.204.

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 18 December 2024.  Details regarding the Optional Site Visit will be included in the solicitation.  Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to sam.gov.

THIS IS A PROJECT LABOR AGREEMENT (PLA) SURVEY ONLY.

This is a SPECIAL NOTICE only.  The U.S. Army Corps of Engineers Louisville District is soliciting comments from the construction community addressing use of a PLA for the Anniston Army Depot (ANAD) ERCIP Microgrid Construction project in Anniston, AL.  The solicitation is forthcoming via solicitation number W912QR25R0021.

DESCRIPTION OF WORK:

The Government is planning to issue a Design-Bid-Build Construction project to provide energy resiliency by providing an on-site, automated energy control / generation storage management system: Construct a microgrid system that will have full islanding capability. The microgrid will integrate the new and existing generation assets with the Nichols, Demil, and Eulaton 46kV / 12.47kV substations to enable islanding for all critical loads. During a grid outage, the automated switching and microgrid controls will enable direct routing of electricity generated by the onsite assets to mission critical loads and load shedding of large blocks of non-critical loads.  The microgrid will be designed in accordance Unified Facility Criteria 4-010-06 Cybersecurity of Facility Related Control Systems, or policy current at time of design, as well as with emerging distribution system operator requirements. This project will be tasked with Construct an installation-wide black-start capable microgrid incorporating 10MW of new firm natural gas (NG) generation and medium voltage distribution switchgear connected at the Eulaton substation that will be owned and operated by Anniston Army Depot (ANAD) to combine with ANAD existing Demil substation solar photovoltaic (PV) array, owned by Alabama Power Company (APC), and the existing Depot-owned NG generation. This project expands upon the previous FY20 ERCIP microgrid, which consists of a 7.5MW natural gas generation and an existing 2.65MW PV array installed at the Nichols substation. This microgrid will integrate the previous microgrid assets, as well as 4.75MW of additional existing APC-owned onsite solar PV at the Demil substation. Additionally, this project will install NG generators, SCADA microgrid controls and communication upgrades at the Nichols, Demil, and Eulaton substations, as well as substation interconnection points between the Nichols and Demil substations, and reclosers to isolate noncritical loads across the Depot. The completed system will utilize automatic switching to isolate from the APC’s electrical distribution system and prioritize critical loads to maintain continuity of operations across ANAD during electrical outages for a minimum of 14 days (required resilience period) IAW 10 USC 2914. Each generator will be equipped with a weather-proof sound attenuating enclosure. A fire hydrant along with a new water line will be installed by the new power plant. A storage shed currently located at the proposed project site will be relocated to a location determined by ANAD Directorate of Public Works (DPW) personnel. This project will tap into an existing natural gas line to feed the newly installed natural gas Reciprocating Internal Combustion Engine (RICE) generators.  Load shedding during utility outages via the microgrid switching system will also ensure continuous energy to critical loads regardless of the intermittency of solar power.


The microgrid system will support energy resiliency by providing on-site energy generation, this includes solar panels, mounts, inverters, transformers, controls and communication, AC/DC wiring with conduit, low voltage switchgear, and security measures.  The net metering and interconnection agreements will require approval by the utility provider.

MAGNITUDE:

In accordance with DFARS 236.204, the magnitude of the estimated cost of construction (ECC) range for this project is between $25,000,000.00 and $100,000,000.00.

FACTORS TO BE CONSIDERED:

Some of the factors that may be considered regarding PLA use are:

  1. The project will require multiple construction contractors and/or subcontractors employing workers in multiple crafts or trades.
  2. There is a shortage of skilled labor in the region in which the construction project will be sited.
  3. Completion of the project will require an extended period of time.
  4. Project labor agreements have been used on comparable projects undertaken by Federal, State, municipal, or private entities in the geographic area of the project.
  5. A project labor agreement will promote the agency's long term program interests, such as facilitating the training of a skilled workforce to meet the agency's future construction needs.
  6. Any other factors that the agency decides are appropriate.

FEDERAL ACQUISITION REGUATIONS (FAR) 22.502 DEFINITIONS:

Project labor agreement means a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U. S.C. 158(f).

FAR 22.503 – POLICY:

PLAs are a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of PLAs in connection with large-scale construction projects.

An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a PLA with one or more labor organizations if the agency decides that the use of PLAs will:

Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; Be consistent with law. (Refer also to FAR 52.222-33 Notice of Requirement for PLA and FAR 52.222-34 PLA).

INDUSTRY COMMENTS:

The construction community is invited to comment on the solicitation’s

inclusion of a PLA using the following questions:

  1. Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation.
  2. Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible.
  3. Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible.
  4. Identify specific reasons why or how you believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.
  5. Identify specific reasons why you do not believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.
  6. Identify any additional information you believe should be considered on the use of a PLA on the referenced project.

Active Electronically Scanned Array Radar (AESA): Pertaining to this notice THIS IS A REQUEST FOR INFORMATION ONLY to support a potential in-flight demonstration of the Active Electronically Scanned Array (AESA) Radar to be conducted on Redstone Arsenal, Al. It is the intent of the government to investigate AESA Radar technologies capable of fulfilling the requirements of multiple rotary and fixed wing platforms. Desired capabilities include Fire Control, Pilotage, Pilot aid in Degraded Visual Environments (DVE), Pole/Tower and Cable Detection, Airborne Hazards, Terrain Following (TF), Terrain Avoidance (TA), and Shoreline mapping using Augmented Reality (AR) techniques. If respondents can only provide a subset of capabilities, they are still encouraged to respond.

The U.S. Government, Project Manager for Apache Attack Helicopter within the Program Executive Office for Aviation is conducting market research to determine potential sources capable of meeting technical requirements for an AESA Radar for the Army’s Attack (AH-64 Apache), Utility (UH-60 Black Hawk), Cargo (CH-47 Chinook) helicopters, Fixed Wing and Future Long Range Assault Aircraft. Interested respondents are encouraged to provide substantiated evidence of their relevant capabilities, successes, and readiness for in-flight demonstration. Section 1.0 – “Surrogate Platform Interface Requirements” gives an overview of integration requirements to mount and connect the demonstration article to a standard Apache weapons pylon.  Additional information can be obtained from the AH-64E V6 TM 1-1520-263-10 Operators Manual, AH-64E V6 System Subsystem Design Descriptions (SSDD), MIL-STD-8591, and MIL-STD-810. United States Government (USG) will assist in the publishing of the required Airworthiness Release (AWR) and submission of the DD-1494 for this demonstration event.

Description:

The Missile Defense Agency (MDA), 5224 Martin Rd, Redstone Arsenal, AL 35898, is issuing this Request for Proposal (RFP) for the Sea-Based X-Band Radar Mission Integration (SBX-MI). The Government intends to award this contract to a single awardee as a Total Woman-Owned Small Business Set-Aside on a competitive, best value basis. Prospective offerors are placed on notice that the Government may not award a contract depending upon the quality of proposal(s) received and the availability of funds.

SBX-MI integrates daily operations and vessel movements. Such efforts include the planning of the shipyard maintenance period, crew rotations, materiel movements, test event coordination, the operations and sustainment of SBX Satellite Communications (SATCOM) equipment, the mission support communications network, the vessel security system, and additional IT systems. MI support also includes SBX planning and coordination with external Government agencies, such as: US Strategic Command, US Northern Command, US Indo-Pacific Command, US Navy Pacific Fleet, US Coast Guard, US Federal Aviation Administration, and US Military Sealift Command.

Participation in this effort is voluntary with no cost or obligation to be incurred by the MDA. The Government will not reimburse Offerors for proposal preparation costs or costs for participating in the source selection process. Additionally, participation in this or future Agency transactions and procurement opportunities is not contingent upon responding to this posting.  Industry is reminded that interested Offerors may register at https://sam.gov/ to receive email notification when additional information, solicitation documentation, or amendments regarding this acquisition are issued and available for downloading. The MDA will not directly send Offerors the solicitation documents or any amendments. It is the Offerors responsibility to periodically check this website for updates.

The anticipated period of performance (PoP) for this acquisition is a base period of 24 months and three priced 12 month options.

NOTE: Prospective Offerors who received the previous Draft RFP should examine the RFP carefully for changes. One change in particular is that Contract Line Items formerly designated as Cost-Plus-Incentive-Fee are now designated as Cost-Plus-Fixed-Fee.

Organizational Conflict of Interest

Prospective offerors are placed on notice: If a firm provided any advisory or assistance services relating to this solicitation, or will serve as a non-Government advisor to the proposal evaluation team, the firm is expressly prohibited from competing on this acquisition in any fashion, i.e., being a prime, subcontractor, or teaming partner.

Foreign Ownership Exclusion

This RFP contains classified reference documents that will be utilized in the performance of the resulting contract. Companies under Foreign Ownership, Control, or Influence (FOCI) will be excluded from contract award unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government.

Companies responding with any affirmative answers on a Standard Form (SF) 328 indicating the entity may be under Foreign Ownership, Control, or Influence (FOCI) will be excluded from contract award unless/until positive measures are applied to mitigate or negate the effects of FOCI to a level deemed acceptable to the U.S. Government (USG). Responsibility lies with the Offeror at time of proposal submission to ensure that it and its subcontractor(s), entities proposed to perform under Intercompany Work Transfer Agreement(s) (IWTAs), vendors and suppliers that require access to classified information are not restricted from participating in this acquisition due to FOCI.

In accordance with 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), a U.S. company is considered to be under FOCI when: 1. A foreign interest has the power to direct or decide issues affecting the entitys management or operations in a manner that could either: a. Result in unauthorized access to classified information, or; b. Adversely affect performance of a classified contract or agreement. 2. The foreign government is currently exercising, or could prospectively exercise, that power, whether directly or indirectly, such as: a. Through ownership of the U.S. entitys securities, by contractual arrangements, or other means, or; b. By the ability to control or influence the election or appointment of one or more members to the entitys governing board.

A U.S. entity that is considering requesting an entity eligibility determination for access to classified information and subsequently determined to be under FOCI is ineligible for access to classified information unless and until effective security measures have been put in place to negate or mitigate FOCI to the satisfaction of the Cognizant Security Agency (CSA).  The RFP (Sections A through K, Section J attachments, Section L, Section L attachments and Section M), and the Offerors Library will be made available to prospective Woman-Owned Small Business prime offerors as set forth below.

Access to RFP/Offerors Library

The RFP and Offerors Library, which includes, questions and answers from Industry Day and prime offeror one-on-one discussions, and classified and unclassified compliance and reference documents, is available upon request to potential prime offerors only. Access to the SBX-MI RFP and Offerors Library is restricted to potential prime offerors that have been cleared by MDA Contracting and Security Officials. Dissemination of the RFP and Offerors Library by potential prime offerors to potential subcontractors will be in accordance with the SBX-MI DD Form 254, which MDA will provide upon access approval. In order to receive the classified documents, the potential prime offerors require a facility security clearance and level of safeguarding of no less than SECRET. This requirement shall be flowed down from the potential prime offerors to all subcontractors prior to dissemination of information.

The RFP and Offerors Library may be obtained by submitting the RFP and Offerors Library Access document via email to sbxmi@mda.mil. The subject line shall state SN HQ0862-24-R-0001-RFP Unclassified Offerors Library. For access requests, potential prime offerors must complete the Document Access Agreement and Request Form and the Contact Information Form no later than 10 business days after the posting of this notice. Additionally, the Contact Information Form must be completed in its entirety clearly listing two Points of Contact (POC), one primary and one alternate, for receipt of unclassified information, receipt of classified information and security personnel. Classified Access

The MDA classified information is only released to the Offeror upon request and following verification of the Offerors facility clearance and safeguarding. The DD 254 shall act as security guidance for the safeguarding of SBX-MI related classified information at the Offerors facility. The Defense Counterintelligence and Security Agency maintains security cognizance of classified information stored at a contractor facility. However, the following stipulations apply:

a. In Accordance With (IAW) National Industrial Security Program Operations Manual (NISPOM) Paragraphs 117.15(a) and 117.15(e)(6), Offerors shall ensure full written accounting and control over all MDA classified information provided to the contractor by MDA or created as copies by the Offeror.

b. IAW NISPOM Paragraphs 117.15(h)(1) and 117.15(h)(2), distribution of MDA classified information shall only be made to those cleared Offeror personnel working on the Offerors response to the request for information, unless otherwise authorized by the Procuring Contracting Officer (PCO).

c. IAW NISPOM Paragraph 117.15(h)(2)(i), for purposes of this submission request, further distribution of MDA classified information shall only be authorized by the MDA PCO overseeing this request for information.

d. IAW NISPOM Paragraph 117.15(j)(2), all classified information provided for use in submission preparation shall be returned to MDA or destroyed.

Personnel and Facility Security Clearance Requirements

The Government intends to solicit this as a limited competitive procurement. If any contractor has access to this proprietary data, please provide a capabilities statement to the Contract Specialist or Contracting Officer detailing the authorization from PCX AeroSystems – Manchester, LLC or Sikorsky Aircraft Corporation to utilize the proprietary data necessary for this requirement. All offerors must be able to produce the requisite proprietary data from the aforementioned sources to be eligible for award.

Market Research and Sources Sought Notice for information on capability and availability of contractors to perform general repairs and new construction requirements for USACE customer of the Mobile District Construction Division South Alabama Area Office. The purpose of this Market Research and Sources Sought Notice is to acquire information on the number and capability of qualified Small Business and Large Business firms interested in a prospective procurement of construction services at South Alabama Area Office.

This is a Sources Sought Notice, NOT a solicitation announcement. Accordingly, no contract award will result from this Sources Sought Notice, as it does not constitute a commitment by the Government. Responses to this Sources Sought Notice will be used by the government in making an appropriate acquisition decision.

The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to design and construct various type facilities in support of its military and Interagency construction programs to services the South Alabama Area Office, and intends to solicit and award an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) with a $99M ceiling. Construction under the SATOC could include all types of armed services, Army, Air Force, and interagency partners’ facilities for medical, administration, vehicle maintenance, training, flightline, dormitory, access control, repair shops, and warehouses. Task Orders under the SATOC will be advertised as both Design-Bid-Build and Design-Build projects. The cost of construction of individual projects are generally anticipated to be in the range of $5.0M to $20.0M. Proposed construction would be over several program years starting in Fiscal Year 2025 with project specific durations in the range of 365 to 750 calendar days.

Sources being sought are firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $45 million. Responses should include the following information and shall not exceed a total of ten (10) pages:

Twenty-four-hour access is required for each assigned canine enforcement officer to the portion of the facility to be used to kennel CBP canines. The Canine Enforcement Officer (CEO) must be able to retrieve their assigned canine within 10 minutes of their arrival at the kennel. (5) The Department of Homeland Security (DHS), Customs and Border Protection (CBP) intends to award a Firm Fixed Price, Purchase Order for the procurement of Kenneling Services. It is required that all contractors submitting a quote in accordance with attached SOW demonstrate they can fulfill stated requirements. CBP reserves the right to award with or without a site visit to the contractor’s facility, as well as make unscheduled inspections post-award to ensure acceptable conditions and that all requirements listed in the SOW are being met. The Government reserves the right to award without discussions with the Offerors.

(6) The purpose of this procurement action is to procure Kenneling and Veterinary Services, to include bathing, providing food and feeding, on an as-needed, daily basis with a responsible contractor. The current requirement is for one (1) canine; however, this number may fluctuate depending on the requirements of the work, and the quantity of dogs may increase or decrease over the duration of the service period. Please see attached SOW for details of the requirement.

(7) Contractors must provide company point of contact, company address, SAM’s UEI number, phone number, and email address. Contractors must complete and sign Blocks 30 on page one (1) of the SF 1449 form (RFQ Packet). In addition, contractors must include in their RFQ Packet the following:

  - Any acknowledgement of any modifications or amendments.

- Price Quote Form (PQF), containing pricing per canine, per day for each service year, to include bathing and food requirements.  Include veterinary pricing for required services.

- Capability Statement in accordance with the SOW, this RFQ and detail cost associated with any sub-contractor if utilized.

In order to be considered, price must be provided for each Option Year. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the options.

(8) The vendor selected for award MUST be currently registered in System for Award Management (SAM) at https://www.sam.gov/SAM/ and submit invoices as defined by Federal Acquisitions Regulations (FAR) 2.101 as a condition of the contract. Registration in SAM requires a current Unique Entity ID (EUI) number. No award can be made to a vendor not registered in SAM. And no award can be made if facility is not fully operational at time of award.

I. DESCRIPTION

A. AN/TPY-2 Description:

The Missile Defense Agency’s Ground Sensors Directorate (MDA/SN) is conducting market research to determine industry interest and capability to support future requirements for its Army Navy/Transportable Radar Surveillance and Control Model-2 (AN/TPY-2).

The requirements include hardware and software development development (to include radar modeling and simulation); production of components, spares, fleet refurbishment, and capability upgrades; and operations and sustainment of AN/TPY-2 radars. Responses to this Request for Information (RFI) may address all or part of these requirements.  The Government invites industry to provide feedback on contracting strategy for the requirements to include combination of requirements, contract type, and areas that would be accomplished well through small business set aside versus full and open competition.

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or promise to issue an RFP in the future.  This RFI does not commit the government to establish a contract for any of the requirements.  Further, MDA is not seeking proposal nor will it accept proposals.  All costs associated with responding to this RFI will be solely at the respondent’s expense.  Participation in future Agency transactions and procurement opportunities is not contingent on responding to this RFI.  MDA will not provide feedback for any submission.

    • Support radar system integration and test with Command, Control, Battle Management & Communication (C2BMC) weapon system at the prime contractor’s SIL for development and flight test activities.
    • Support United States Government (USG) and Foreign Military Sales (FMS) development and support efforts.

7. Modeling and Simulation

  • Systems engineering, development, maintenance, test, verification and validation of real-time and non-real-time digital end-to-end radar models and real-time HWIL radar driver for AN/TPY-2.
  • Digital radar models and HWIL driver should accurately simulate and/or stimulate tactical AN/TPY-2, while maintaining the fidelity of complex radar scenes presented to the model and simulation. Complex radar scenes typically include simple and advanced threats comprised of multiple objects and scatterers, and the effects as they propagate through an air picture. The air picture captures weather, environmental, and other effects. Examples include but are not limited to precipitation, sky noise, tropospheric effects, and intercept debris. Complex radar scenes may also incorporate electronic attack.
  • Model development, verification, validation, and accreditation must support tactical development, test and fielding in accordance with the MDA Phased Implementation Plan and Integrated Master Test Plan.
  • HWIL radar drivers, aligned to tactical radar capabilities, are required for development and testing of the radar software, and are required early in the radar software development timeline due to increasingly complex radar capabilities. Therefore, HWIL radar drivers must be developed as part of the agile radar development cycle to more closely coordinate with radar development efforts, and must be integrated with the HWIL radar representation as part of the development cycle.
  • Due to increasing stakeholder needs for digital radar models early in the radar software development cycle, digital radar models, with capabilities aligned to tactical radar software releases, are required along the same timeline as radar software releases, to include radar software engineering releases and formal releases. Therefore, digital end-to-end radar models should utilize Wrapped Tactical Code (WTC) methodology, as applicable, using radar software source code with appropriate interfaces to operate in both real-time and non-real-time as either standalone models or as part of integrated system simulations such as End-to-End Digital Integrated System Simulation (EDISS).
  • Models and simulations should implement tactical messages and interfaces that integrate into interoperable frameworks such as the OSF for Ground Test Integrated System Simulation (GTISS) and EDISS.
  • Integration of digital radar models and HWIL radar drivers with simulation frameworks such as the OSF for GTISS and EDISS.
  • Maintenance and test of COTS hardware used by digital radar models and HWIL radar drivers to ensure models meet cybersecurity and performance requirements needed to satisfy intended use cases.
  • Development and maintenance of current applicable cybersecurity documentation for each radar model in order to support Risk Management Framework (RMF) authorization. Implement applicable cybersecurity requirements and solutions into System Development Life Cycle (SDLC).

For each major requirement area identified above in which the respondent expresses capability/interest, submit a White paper (not to exceed 10 pages) that discusses capabilities, recommended alternatives, associated non-recurring engineering costs, and associated risks and mitigation strategies.  Note:  Risk mitigation strategies should address:

i. Development or improvement of X-Band radar capabilities and hardware including experience, manufacturing processes,   integration approaches, and testing.

ii. Production of AN/TPY-2 Radar system components.  Mitigation of any production learning curve impacts (trained personnel, maintenance, and situational awareness, etc.).

iii. Failure examination and root cause analysis of failed weapon system components.

iv. Development of tactically-aligned AN/TPY-2 models on the timeline required

v. Mitigation of any M&S learning curve impacts

3. Capability Brief

For each major requirement area identified above in which the respondent expresses capability/interest, submit a capability brief discussing (not to exceed 30 slides) the respondent’s capabilities to perform the requirement area(s) identified above and relevant experience.  The brief should include:

i. A schedule estimate highlighting initial capability delivery/availability.

ii. If your response addresses a subset of a requirement area identified in the Executive Summary versus the entire requirement, address how any seams/gaps would be mitigated.

iii. Description of any experience with MDA Mission Assurance Provisions (MAP) and Parts, Materials and Processes (PMP) compliance.

iv. Description of any experience with configuration management processes and tools during development and production.

v. Identification of any software Capability Maturity Model Integration (CMMI) designations

4. Data Requirements

Provide a detailed list and description of documentation requirements for a technical library to support your development of a future competitive proposal, organized by requirements area identified above, should MDA compete any or all of these requirements.  No Government information will be supplied in conjunction with this Request for Information.

5. Small Business Considerations

Because one objective of this RFI is to determine the capability of small business to meet the requirements contained herein, and to inform the acquisition strategy with regard to setting aside any future acquisition for small businesses, small businesses are encouraged to respond to this request for information for those areas of the listed requirement in which they have an interest.  MDA request the following information:

  • The prime small business contractor responding to this RFI must include their past experience in managing subcontractors on similar requirements, and if applicable, include subcontractor or teaming partners’ past experience applicable to requirements specified in this RFI.
  • Responsible small businesses planning teaming arrangements to meet the support requirements listed above are expected to articulate the portions of work that the prime small business intends to perform as well as articulate the portions that subcontractors or teaming partners (if applicable) will perform.  Responses must include business size and business socio-economic category of all subcontractors or teaming partners identified to perform work associated with the NAICS for this RFI.

5/17/2024 – Amendment 0004.  Due to Missile Defense Agency budget constraints and the re-baselining of the Inc. 10 requirement, the BC program office has allocated funds away from the Command and Control, Battle Management & Communications (C2BMC) Operational Defense Design System (CODDS) program for FY 24 & 25. Therefore, the CODDS source selection, (Request for Proposal HQ0852-23-R-0004) has been canceled.  The Missile Defense Agency intends to reassess the need to competitively acquire CODDS in the future, subject to funding availability.

The Missile Defense Agency (MDA) develops an integrated Missile Defense System, integrating land, sea, air, and space-based assets to defend the United States, deployed forces, NATO Allies and Partners from missile attacks.  As the integrating element, Command and Control, Battle Management, and Communications (C2BMC) is at the core of the Missile Defense System.  As a subsystem of C2BMC, the CODDS provides the Combatant Commander with a Missile Defense System capability to collaboratively plan, coordinate, assess, optimize, and integrate High-Demand / Low-Density missile defense resources to defend the United States, US deployed forces, US allies, and friends against all ranges of missiles in all phases of flight.  The CODDS delivers the capability to perform pre-mission analysis to determine optimized asset pairings for efficient and effective missile defense, and it initializes operational C2BMC suites with validated Defense Design Data and supports Force Level planning processes. 

MDA is issuing this competitive Small Business Set-Aside Request for Proposal for the CODDS Software Development.  The Product Service Code for this acquisition is K058, Modification of Equipment - Communication, Detection, and Coherent Radiation Equipment.  The North American Industry Classification System (NAICS) code for this acquisition is 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology).  The contract will include an initial 27-month base PoP to develop a CODDS prototype with a 33-month option to award the continued development, test, deployment, and level 2 maintenance of the CODDS Software. 

The Government requires RFP document access and proposal submissions be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil . The proposal must be received by 4:00 pm central time on September 15, 2023.  Late submissions will not be accepted. To initiate access to RFP documents and the proposal submission through PIEE, the Offeror must register as a proposal manager. Training on the solicitation module is available for proposal managers through PIEE. Subcontractors who have proprietary data and do not want to submit this data to the prime must submit it through PIEE. The subcontractors will register as a proposal manager, and create a separate proposal submission from their prime. Documents submitted by the subcontractor directly to the Government must have the prime contractors team name and RFP number on the first page of the document. The Contractor shall provide non-personal maintenance services on the Government-owned Fuel Dispensing Equipment and continuous statistical leak detection for above and below ground tank systems. Services shall include four (4) each preventative
maintenance service calls per year. The second one, done in January shall be considered the annual inspection. The maintenance coverage shall be for a base year beginning with the award of this contract, plus four (4) one year options. SpaceX and Blue Origin, NASA’s human landing system (HLS) providers, are developing lunar landers for both human missions and large cargo deliveries for Artemis. As the crew landers mature, NASA intends to award each of the current providers a sole source action to conduct a human-class delivery lander (HDL), or a large cargo delivery, demonstration mission, following a successful design certification review. The HDL Justification for Other than Full and Open Competition (JOFOC) identifies current HLS providers SpaceX and Blue Origin as the companies most capable of providing large cargo lander services based on existing schedules, the agency’s mission requirements, current crewed lander capability and development, and the similarity between the crew and cargo lander designs.
