The Central Arkansas Veterans Healthcare System (CAVHS) has a requirement for a contractor to provide all parts, labor, tools, materials, software, facilities, travel, transportation, and supervision necessary to provide, deliver, install, and provide training on a storage/shelving unit system for the Central Arkansas Veterans Healthcare System (CAVHS) located at 4300 W. 7th St. in Little Rock, Arkansas.

The Savannah District, U.S. Army Corps of Engineers (USACE) is soliciting lease proposals for approximately 1,284-1,500 gross rentable square feet of commercial retail space in Charlotte, North Carolina for Armed Forces Recruiting purposes.  The delineated area is contained in the 30135 zip code with the following boundaries: East WT Harris Boulevard and N. Sharon Amity Road to the north, South Cagle Avenue to the south, East WT Harris Boulevard to the east and North Sharon Amity Road to the west.  

The U.S. Government, by and through USACE, seeks to occupy retail and related space under a lease , that will be expiring, in the city and state specified above.  In making this determination, the Government will consider, among other factors, the availability of space that may potentially satisfy the Government’s requirements, as well as costs likely to be incurred such as tenant improvements (initial alterations) and telecommunication infrastructure, non-productive agency downtime, and costs, including rent, related to executing a lease and occupying a space.

The Government’s preference is for a full-service lease to include base rent, CAM, utilities, and janitorial services for retail space to be used for Armed Forces Recruiting Purposes for a term of five (5) years with Government termination rights and location within the delineated area specified above. Non-exclusive parking for 5 government vehicles must be provided 24 hours 7 days. Offered space must meet Government requirements per the terms of the Government Lease. Must use Government Lease.  

The lease is for a Five (5) year term with Government termination rights Interested respondents may include building owners and representatives with the exclusive right to represent building owners. FYV ASR:  The Federal Aviation Administration’s, Fayetteville Airport Surveillance Radar (FYVV ASR) has two 27 ton Split HVACs that must be replaced with two 27 ton package units. Additionally new ductwork must be routed through the exterior block wall to terminate to the existing ductwork inside the facility. The work consists of construction of a weir structure. PROJECT DESCRIPTION:

The U.S. Army Corps of Engineers - The Little Rock District has been tasked to solicit for an award a contract for the construction of a foreign military sales training center to support the bed down of the F-35 aircraft located at Ebbing Field ANG in Fort Smith, Arkansas.

The Government is seeking gualified, experienced sources capable of performing the following:

Construction of an F35 Academic Training Center and Liquid Oxygen Storage facility for the Foreign Military Sales F-35 program.  Project included a multi-story steel framed, reinforced concrete flight training center with brick veneer, vertical pile foundation and a standing seam metal roof.  The facility will provide spaces for training classrooms, spaces for flight simulator training, conference rooms, administrative and administrative support spaces, bathrooms, a hallway, lobby, and vestibule, storage space, break rooms, communications, mechanical and electrical spaces, and a janitor's closet.  The facility contains secure space and shall comply with the Intelligence Community Directive (ICD 705) criteria/standards and the Joint Programs Office (JPO) Facility Requirements Document (FRD).  Lightning protection, fire detection and suppression, intrusion detection are included.  The Liquid Oxygen Storage project included a single-story steel framed building with metal siding, metal roof and slab on grade foundation.  Supporting facilities include utilities, pavements, site improvements, and communication support to provide complete and usable facilities.  Privatized utility connection fees are included in their respective supporting facilities.  Project will demlish building 124 (99SM).  Facilities will be designed as permanent construction in accordance with the Depart of Defense Unified Facilities Criteria 1-200-01, General Building Requirements.  This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01.  Air Conditioning load is approximately 290 Tons.

ESTIMATED VALUE RANGE:  In accordanc with FAR 36.205/DFARS 236.204, Magnitude of Construction Projects, the estimated value for this requirement is between $70M and $75M.

In accordance with FAR 22.5 and Executive Order 14063, the use of a Project Labor Agreement (PLA) is required for large-scale construction projects with a total estimated cost of construction at $35 million or more.  Therefore, a Project Labor Agreement (PLA) is required prior to contract award for the project.

ESTIMATED SCHEDULE DATES:  the projected is expected to take no longer than 912 calendar days.

• Contract Completion:  February 2028

CAPABILITIES:

The proposed project will be a competitive, firm-fixed price construction contract procured in accordance with FAR Part 15, Negotiated Procurement, using the trade-off process.  The type of set-aside decision to be issued will depend on the capabilities of the responses to this synopsis.  The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the small business community:  Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB).  The government must ensure there is adequate competition among the potential pool of responsible contractors.  Small businesses, section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate.

The U.S. Government currently occupies office and related space in a building under a lease in Little Rock, AR that will be expiring. The Government is considering alternative space if economically advantageous.
