The Naval Warfare Center Corona Division (Corona Division) is seeking information from potential, responsible sources that have an interest and capability to provide Harmonic Recording Equipment in accordance with the attached Draft Purchase Description (PD).
It is requested that all interested parties who can provide the required items to respond with a Capability Statement. The Capability Statement shall also include the following information:
(1) Company name, address, point of contact, CAGE code and UEI number.
(2) Business size for NAICS Code 334220.
(3) Estimated unit price and lead time for market research purposes.
(4) Industry commentary on the Draft PD.

146 MSG/MSC intends to utilize this Request for Quote (RFQ), under solicitation number W50S7525QA010, to award a Firm Fixed Price (FFP) type contract for the services to support the Channel Islands Air National Guard Station (CIANGS) Regularly Scheduled Drill (RSD) Lodging in the Port Hueneme, CA area. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response.
This requirement is being solicited 100% small business set-aside. The NAICS is 721110 Hotels (except Casino Hotels) & Motels, and the PSC is V231 Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Lodging, Hotel/Motel. The Small Business Size Standard for this NAICS code is $40.0M. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.
The Period of Performance for this requirement is 1 Jan 2025 – 31 Dec 2025. Refer to solicitation for schedule of RSD dates and nights of rooms required (Attachment 2, PWS).
The purpose of this requirement is to provide AAA 3-Diamond lodging accommodations, featuring double occupancy, non-smoking rooms. These accommodations are intended for personnel assigned to duty at Channel Islands Air National Guard (CIANG), CA. The lodging must include living and sleeping areas that comply with Federal, State, Local, and commercial standards. Each double occupancy room shall house no more than two (2) military members. The use of one lodging facility is preferred, however no more than two facilities shall be used to lodge members if required. (See Attachment 2, PWS, for further details).
Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.

This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a future procurement. Southwest Regional Maintenance Center (SWRMC) is conducting market research to determine industry’s capability to provide Original Equipment Manufacturer (OEM) direct replacement parts and components for the USS SOMERSET (LPD-25) to overhaul two (2) of the ship’s main propulsion diesel engines (MPDE). This is in direct support of the upcoming FY25 Dry Docking Selected Restricted Availability (DSRA). See Product Description List (Enclosure (1)). The contractor shall furnish ALL materials required in the Product Description List.
SWRMC is especially interested in determining small business capability and interest.
SWRMC is contemplating award of a firm fixed price contract for the requirement specified in the attached Product Description List. The applicable NAICS code is 333618 - Other Engine Equipment Manufacturing.

52.212-1 Instructions to Offerors-Commercial Items.
As prescribed in 12.301(b)(1), insert the following provision:
INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (MAR 2020)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) “Remit to” address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the
Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal
Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2) (i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “Unique Entity Identifier” followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures
set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

52.212-2 -- Evaluation -- Commercial Items (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical Capability, Past Performance, and Price.
The source selection method is Lowest Price Technically Acceptable (LPTA). The award will be
made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
FACTOR 1: Technical Capability; defined as the ability of the products to meet the salient characteristics needed in accordance with the Statement of Work (SOW)
FACTOR 2: Past Performance; provide two (2) references with the point of contact name, telephone number, address, and contract number, for which you have provided the same or similar services within the last 3 years. Past performance will be evaluated based on references and information from authorized government past performance systems and resources.
FACTOR 3: Price; the government shall conduct a price evaluation of all technically acceptable quotes with acceptable.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

The Southwest Regional Maintenance Center (SWRMC) intends to solicit and award a single Cost-Plus Fixed-Fee contract with one (1) base year and four (4) one-year option periods in support of the SWRMC Product Family Shops.
This is a total small business set-aside in accordance with NACIS Code 336611.
SWRMC, as a Naval Sea Systems Command (NAVSEA) Regional Maintenance Center (RMC), has primary mission responsibilities to provide direct support to Type Commanders and their U.S. Navy fleet assets. SWRMC provides intermediate-level (I-level) ship maintenance and repairs, oversight for major depot-level (D-level) shipyard maintenance and repairs, and fleet technical assistance (FTA) and troubleshooting for all U.S. Navy ships and submarines homeported in or visiting the Southwest U.S. region. SWRMC Production Department (Code 900) is responsible for providing I-level maintenance and repair support and selective maintenance training to over 100 surface ships, submarines, shore activities and other commands of the U.S. Pacific Fleet.
SWRMC is seeking capable vendors to supply a full range of maintenance, repair, and assessment execution and coordination expertise as support services throughout the SWRMC Production Department Product Families and Divisions. Additionally, the contractor shall provide facility and execution support services for the Off-Site Facility. The contractor support team shall align itself to support the Government requirements holders with the most cost-effective mix and number of support personnel, utilizing an adaptable, flexible structure that is best suited to accomplishing both planned and emergent work in support of the U.S. Navy Pacific Fleet.

PROJECT DESCRIPTION:
The project proposes to rehabilitate up to 12.09 miles of Mineral King Road located within Sequoia and Kings Canyon National Park (SEKI). The project is located east of Visalia in Tulare County, CA.
SCOPE OF THE WORK:
The scope includes pulverization of the existing pavement, aggregate base placement, and asphalt paving of the roadway. Parking lots will be rehabilitated or paved to improve visitor access. Soldier pile walls, soil nail walls, and areas of special rock embankment will be constructed throughout the project to stabilize the roadway. The project also includes drainage improvements such as ditch paving and grading, inlet installation, culvert replacement, and inlet and outlet protection measures.
The Mineral King Road Project is in remote mountainous terrain with areas of limited roadway bench width. Public access will have to be maintained during construction with intermittent allowable closures depending on season and time. The road is inaccessible during winter due to extreme weather and snowpack. The project is in an environmentally sensitive resource area within the National Park Service.

The VA Long Beach Healthcare System (VALBHS) is seeking one lease acquisition of approximately 10,000 Net Usable Square Feet (NUSF) for a Community Based Outpatient Clinic (CBOC) in the city of Gardena, CA. This project will continue to provide Primary Care, Mental Health, Women’s Health Telehealth, Radiology and Laboratory Services thereby offering Veterans in this catchment a greater range of services closer to where they live instead of being referred out of the community. This Government seeks to award a lease contract for 15 years firm term and 5 years soft term (up to 20 years total) due to both immediate and future known requirements.
The space shall be in a quality building, constructed of sound and substantial construction, and shall be in compliance with Federal Laws & Regulations governing Federal Leases, Building and Fire codes, and the Americans with Disabilities Act. If not a new Building, the Space offered shall be in a Building that has undergone or will be completed by occupancy, modernization, or adaptive reuse for the Space with modern conveniences.
Access to public transportation shall be located within the immediate vicinity of the building, but generally not to exceed a walkable one mile as determined by the Contracting Officer. Alternatively, two or more public or campus bus lines usable by Veterans shall be located within the immediate vicinity of the building, but generally not to exceed a walkable ¼ mile. PROJECT DESCRIPTION: California Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreement
The California Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreement is a National BPA that will consist of a variety of work including both Road Maintenance service types of work and Road Construction types of work. The BPA will have a period of performance from early spring 2023 through March 2033 and can be utilized on all California Federal Forests and Grasslands and is available for all federal agencies to utilize. 2. BACKGROUND
The USAF TPS is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. The Qualitative Evaluation (QE) program introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is used to broaden the students’ range of experience with unfamiliar aircraft. The B-25 is a historically significant, bomber aircraft used in WWII. The aircraft must be able to pass an Air Force Test Center (AFTC) approved Subject Matter Expert inspection. The TPS PM will coordinate and pay for the inspection. Any and all discrepancies noted in the inspection must be corrected and documented prior to execution.
3. SPECIFIC INFORMATION OF INTEREST
The Test Pilot School (TPS) is interested in someone who can supply a North American B-25 Mitchell aircraft, along with a qualified B-25 flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. HOW TO OFFER

PURPOSE

INTRODUCTION
The David Grant Medical Center (DGMC) at Travis AFB, CA has a need perform Intraoperative Neurophysiological Monitoring (IONM) to patients. Intraoperative neurophysiological monitoring incorporates various neurodiagnostic modalities including but not limited to: evoked potentials, electromyography, electroencephalograms and pulse oximetry. Services shall be available 24 hours a day, 7 days a week and fees will include patient preparation, set actual monitoring, and supplies to provide the services. Except for those items listed as Government Provided.
BACKGROUND
Respondents should identify their service capabilities that would help fulfill the current specified requirements. The information gathered, if deemed successful, will be used to formulate final requirements, which may subsequently be posted as a solicitation for competitive bids. The description below outlines the minimum requirements for Intraoperative Neurophysiologic Monitoring (IONM) to be performed at DGMC.

All vendors with qualifying services are invited to submit a Capability Statement and contact information. The Capability Statement should discuss the service's capabilities as they relate to the potential requirements. Vendors with a GSA schedule shall provide the contract number of that schedule and the expiration date as well as product NAICS codes. All items should be clearly identified if they are scheduled items or open market items.

NAVSUP Fleet Logistics Center San Diego is seeking capable sources and industry input to provide EODGRU ONE and TWO with Combat Technical Rescue (CTR) EOD Rigging & Ordnance Extrication (ROE) training courses of instruction (COI) through a commercial single-award FFP IDIQ contract.
The period of performance shall include a one-year base period, followed by four (4) one-year option periods for a total period of performance of five (5) years if all option periods are exercised.
This is a new requirement and there is no incumbent.
If interested in this opportunity, please submit a capability statement (no more than five (5) pages in length) demonstrating the ability, experience, and knowledge to provide the required services, and/or PWS feedback by 02 January 2025 at 10:00 AM PST. Of significant concern is the ability to safely teach and conduct heavy-lift (2000lbs 25ft vertically at one time by 2 personnel) operations using person-portable equipment out of confined/toxic and hazardous spaces while on SCBA.
A draft Performance Work Statement (PWS) is attached to this announcement and please include your business size, socioeconomic status, and cage code in your submission.
For small business set-asides FAR clause 52.219-14, Limitations on Subcontracting, will apply. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two (2) or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14, either alone or in conjunction with other similarly situated entities. Please provide details regarding teaming arrangements, and if subcontracts are to be used, detail the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used.

2. BACKGROUND
The USAF TPS is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. The Qualitative Evaluation (QE) program introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is used to broaden the students’ range of experience with unfamiliar aircraft. The A-1 is a historically significant, attack aircraft used in WWII and the modern era. The aircraft must be able to pass an Air Force Test Center (AFTC) approved Subject Matter Expert inspection. The TPS PM will coordinate and pay for the inspection. Any and all discrepancies noted in the inspection must be corrected and documented prior to execution.
3. SPECIFIC INFORMATION OF INTEREST
The Test Pilot School (TPS) is interested in someone who can supply a Douglas A-1 Skyraider aircraft, along with a qualified A-1 flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
