The Government is specifically performing market research to identify vendors who can provide any or all of the trainings listed in the attached Sources Sought and Course Offerings. The anticipated period of performance will be one year, beginning FY25. The Government is hoping to determine if all required trainings can be poured under one (1) contractual action awarded to a single vendor, or if multiple contractual actions will be necessary.

II. BACKGROUND
The Test Pilot School is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. Human lives and millions of dollars depend upon how carefully a test mission is planned and flown. The comprehensive curriculum of Test Pilot School is fundamental to the success of flight test and evaluation. This contract will support The Qualitative Evaluation (QE) program that introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is currently used to broaden the students’ range of experience with unfamiliar aircraft. The Rockwell Sabreliner, as a medium sized business jet, can be a suitable training platform to enhance the TPS flight curriculum. The aircraft must be able to pass an Air Force Test Center (AFTC) approved Subject Matter Expert inspection.
III. SPECIFIC INFORMATION OF INTEREST
The Test Pilot School (TPS) is interested in someone who can supply a Rockwell Saberliner aircraft, along with a qualified Saberliner flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

GENERAL SCOPE:

This contract opportunity serves as a presolictation for the following requirement:
BAEY 240015 Upgrade Fire Pump Controllers at B11600 located at Beale Air Force Base (AFB), California. The services to be performed shall include demolition of the existing fire alarm system and fire pump controllers, design and construction of a new fire alarm system and fire pump controllers. Project also includes installation of a ductless split system air conditioner with programmable thermostat. See site map for location and layout.
Building 11600 pump house provides dedicated fire water for aircraft hangars 1-6. The site arrangement includes two water storage tanks and an associated water pumping facility that houses three electric fire pumps and two electric jockey pumps with associated controllers. The pump house facility was constructed in 2004. Subsequent projects have replaced selected equipment within the pumphouse except for the fire pump controllers. They are old and out of compliance with current standards and need replacement. The current fire alarm system does not provide adequate monitoring of the fire pump system which has resulted in reoccurring damage to fire equipment. The fire alarm system is out of compliance with current cyber security regulations and the space where the FACP is located is not properly temperature controlled. Improper reporting by the fire alarm system and old fire pump controllers pose a serious risk to the operability and maintainability of the system.
The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, disposal, and professional services to accomplish all the work involved to construct the project described in section 1.2. The completed project shall result in a fully functional and code compliant fire alarm system and fully operable/functional electric fire pump controllers meeting all government and industry standards.

Background:
Current technology for repairing concrete structures requires either replacement of aged concrete-which can be tedious, expensive, and logistically onerous or one-time sealing of defects (e.g., grout injection or healing spray) that do not provide long-term crack repair.
Due to rebar corrosion in reinforced concrete, modern corrosion prevention methods have issues stemming from corrosion inhibitors that require concrete cover replacement and contain toxic solvents. Migrating corrosion inhibitors (MCIs) do not require cover replacement, but have limits on their diffusion. The state-of-the-art bio-inspired approaches are promising but cannot repair both existing and newly formed deep defects in both reinforced and plain concrete with prolonged functions.

NASA/AFRC plans to issue a Request for Proposal (RFP) for the Western Regional Multiple Award Construction Contracts (WRMACC), Indefinity Delivery Indefinite Quantity (IDIQ) acquisition to perform construction services.
WRMACC will cover both Northern California and Southern California. The majority of the construction work applied to this contract will be performed for NASA Armstrong Flight Research Center (AFRC), Ames Research Center (ARC), NASA Office of JPL Management and Oversight (NOJMO), AND Edwards Air Force Base, United States Air Force (EAFB) but will be available to other locations to include: Goldstone Deep Space Communications Complex (GDSCC) in Fort Irwin, CA; Santa Susana Field Laboratory (SSFL) in Simi Valley, CA.
The total ordering value of all contracts is $450,000,000.00 and the effort shall have a period of performance of five years.
This acquisition is a a total small business set-aside.
The NAICS Code and Size Standard are 236220 and $36.5M, respectively.
The anticipated release date of the RFP is on or about November 1, 2024 with an anticipated offer due date of on or about December 13, 2024.
The firm date for receipt of bids or proposals will be stated in the RFP. Drawings will be available via electronic methods, information for obtaining documents will be provided in the solicitation.

NASA/ARC intends to modify Contract No. NNA17BF41C, titled Pathfinder Technology Demonstrator (PTD) with Tyvak Nano-Satellite Systems, Inc. (Tyvak) on a sole-source basis pursuant to 10 U.S.C 3204(a)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. PTD supports spaceflight missions, which are managed by the Small Spacecraft Technology Program (SSTP) Level II office located at Ames Research Center. The PTD Project was awarded for the development, integration, and delivery of one 6U nano-satellite spacecraft plus five spare (optional) spacecraft. PTD will test the operation of a variety of novel satellite technologies in low Earth orbit, providing significant enhancements to the performance of these small and effective spacecraft. The current scope of work includes primary ground station support and spacecraft operations support.
The proposed modification will add additional Mission Operations Support to PTD-R and PTD-4 and add an additional energy experiment to PTD-4. Due to a variety of factors, unforeseen delays have contributed to missed launch opportunities. The additional mission support will allow the project to complete all the remaining technology demonstrations.
Because of the spacecraft requirements identified above, the current contractor is considered the only contractor that can meet ARC’s needs. As the satellite provider and developer, Tyvak possesses proprietary knowledge of the operation and nominal performance of its satellite bus. This knowledge is key to the objective and success of the PTD Project. Awarding a new contract to another source for the remaining requirements would result in substantial duplication of costs and unacceptable delays in fulfilling the Governments requirements, thereby affecting the continuity of services, and causing unacceptable delays.
The Government does not intend to acquire a commercial item using FAR Part 12.
