The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) on behalf of the Space Technology Mission Directorate’s (STMD) Small Spacecraft Technology (SST) Program and is hereby soliciting information from potential sources for inputs on industry, academia, or government adopted battery passivation techniques. As part of a continual process improvement effort and potential requirement revisions, the NASA Small Spacecraft community, Office of Safety and Mission Assurance, and Orbital Debris Program Office are seeking inputs from industry on battery passivation techniques that are used by industry to satisfy the Orbital Debris Mitigation Standard Practices (ODMSP) requirements 2-2. Limiting the risk to other space systems from accidental explosions and associated orbital debris after completion of mission operations: All on-board sources of stored energy of a spacecraft or upper stage should be depleted or safed when they are no longer required for mission operations or post mission disposal. Depletion should occur as soon as such an operation does not pose an unacceptable risk to the payload. Propellant depletion burns and compressed gas releases should be designed to minimize the probability of subsequent accidental collision and to minimize the impact of a subsequent accidental explosion.
Background
NASA has well-established procedures for passivating power sources on large, highly redundant spacecraft to mitigate debris generation at end-of-life. However, the rise of capable small spacecraft utilizing single-string and Commercial Off-The-Shelf (COTS) components presents challenges. Directly applying passivation strategies designed for redundant systems to these less complex spacecraft can introduce risks and may not be cost-effective for these missions.
Recognizing that the commercial sector has emerged as a leader in Low Earth Orbit (LEO) small satellite operations, NASA seeks to engage with industry, academia, and government spacecraft operators to gain insights into current battery passivation techniques. Understanding industry-adopted practices, their underlying rationale, and performance data will inform NASA's ongoing efforts to develop safe and sustainable end-of-life procedures for future missions.
NASA invites government, academic, or industry stakeholders, including small satellite operators, manufacturers, and component suppliers, to share information on battery passivation strategies employed in their spacecraft.

The proposed non-personal services contract is for Laundry and Dry-Cleaning Services to launder, dry, press, and dry-clean textiles, garments, linens, OCIE, and fabrics for the Presidio of Monterey, California. Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with workload data. The contractor shall be able to provide all personnel, equipment, supplies, facilities, transportation, materials, supervision, and other items and/or services necessary to perform all laundry and dry-cleaning tasks described in the Performance Work Statement and Technical Exhibits. The anticipated need will include one (1) base year and four (4) option years.
The Government requires laundry and dry-cleaning services to maintain the cleanliness and conditions of government owned items. This process includes pick-up/drop-off and direct exchange at customer designated location(s). Laundry services include accountability, washing, drying, and packaging of specified items (blankets, pillows, sheets, pillowcases, mattress covers, bedspreads, tablecloths) to meet organizational health and sanitation requirements. Dry-cleaning services include accountability, cleaning, and packaging of items (flags, bunting, draperies, ceremonial uniforms, funeral detail clothing, and miscellaneous articles). This Request For Proposal is for the services of a highly qualified Design-Build (DB) contractor to successfully complete Phase 2B of the Modernization and Expansion of the Calexico West Land Port of Entry. The Design-Build Scope of Work includes all labor and materials required to provide Architectural, Engineering, Construction, and other related services necessary to successfully complete the project in compliance with all applicable codes. Given the size, complexity, uniqueness, and overall importance nationally and locally, the DB contractor must have the capability and experience to meet all of the GSA’s contract requirements.
Note:
In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA’s Inflation Reduction Act Low Embodied Carbon Material Requirements (attached) may submit an Expression of Interest to the contact below no later than February 15, 2024.
Expressions of Interest should indicate materials available and global warming potential values reflected in materials’ environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm’s contact information and offerings for use by potential offerors on the construction requirement. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA.

Project Description
The Calexico West Land Port of Entry (LPOE) is one of the busiest crossings on the southern border. The space required for modern inspection technologies is insufficient and the ability of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) to accomplish its rapidly changing mission is seriously compromised by the existing facilities. When completed, the project will provide proper operational space for port operations, with reduced traffic congestion and a safe environment for port Customs and Border Protection (CBP) staff and the general public.
The overall project involves the demolition of the current Pedestrian and Northbound POV inspection facility and the construction of a new Pedestrian Processing Facility. The downtown Calexico port is the principal gateway between California’s Imperial Valley and the Mexican State of Baja California. On an average day, over 16,000 privately operated vehicles and 12,500 pedestrians enter the United States through this port. The existing facilities are undersized for today’s traffic loads and obsolete in terms of inspection, CBP officer safety and border security. Currently, pedestrian inspection delays cause significant impact to the Imperial Valley economy.
The LPOE’s existing structures is being replaced by three (3) buildings totaling 106,605 GSF. The project is being implemented in three (3) phases. Phase 1 Construction, completed in 2018, provided a Head House, ten (10) of the project’s sixteen planned (16) northbound POV inspection lanes; including Primary and Secondary inspection canopies; southbound POV inspection lanes with temporary asphalt paving; and a bridge across the New River for southbound POV traffic. Phase 2A is scheduled to be completed at the beginning of 2024 which includes selective demolition and modification of existing areas to allow the construction of Phase 2A; a new Administration building; Permanent southbound Privately-Owned Vehicle (POV) non-commercial inspection lanes, inspection islands, booths, canopies and permanent concrete paving; A preprimary inspection canopy for the northbound POV lanes heading into the United States; New POV northbound inspection lanes including, inspection islands, booths, canopies and concrete paving, and expanding the secondary POV inspection area; A new employee parking lot adjacent to southbound inspection that includes an underground pedestrian tunnel from the parking lot under the southbound lanes; and extension of utilities for future Pedestrian building project.
The third phase and subject of this solicitation notice is Phase 2B which includes:
