THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR STANDARD FORM (SF) 330 ARCHITECT-ENGINEER QUALIFICATIONS PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE, ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. 1. GENERAL INFORMATION Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) is seeking sources and intends to award a firm fixed price design contract for Architect-Engineering (A-E) services for the development of complete construction documents, which include working drawings, specifications, and reports, and construction period services for Project # 673-107 Purchase Residential Treatment Center Minor Design Tampa located in Hudson, Florida. The A-E Services contract that is anticipated to be awarded will be procured in accordance with the Selection of Architects and Engineers statute [formerly known as the Brooks Architect Engineer Act], Federal Acquisition Regulation (FAR) subpart 36.6 Architectural and Engineering Services, VA Acquisition Regulation (VAAR) 836.6, and VA Acquisition Manual (VAAM) M836.6 Architect-Engineer Services. In accordance with FAR 36.209, Construction Contracts with Architect-Engineer Firms, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. 2. PROJECT INFORMATION This project is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS code for this procurement is 541310 Architectural Services and the annual small business size standard is $12.5M. A full design team is required to complete this project. The VA expects to award the anticipated A-E contract by late January 2025. The anticipated period of performance for completion of design is 365 calendar days after notice of award (NOA). The VAAR magnitude of construction is between $10,000,000 and $20,000,000. Please note that the 365-calendar-day period of performance for the design completion begins with the issuance of the NOA and that a notice to proceed (NTP) will not be issued for the completion of a design project. 3. A-E SELECTION PROCESS Firms submitting SF 330s in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for evaluation. The selection will be made as follows: SF 330s will be evaluated in accordance with the primary selection criteria as stated in this pre-solicitation notice. These evaluations will determine the most highly qualified firms for this particular requirement. In accordance with FAR 36.602-3(c), at least three of the most highly qualified firms will then be notified of the Government s intent to hold discussions. All firms not invited to participate in discussions will be notified at this time. In accordance with FAR 36.607(b), any requested debriefings of successful and unsuccessful firms will be held after final selection has taken place and will be conducted, to the extent practicable, in accordance with 15.503, 15.506(b) through (f), and 15.507(c). Note that 15.506(d)(2) through (d)(5) do not apply to architect-engineer contracts. Discussions will be held with the most highly qualified firms in the form of written responses. The firms invited to participate in discussions will be notified by email and provided further instructions, including any questions or topics to address. Following the completion of discussions, the firms will be evaluated and ranked based on the primary and (if necessary) secondary selection criteria. The final evaluation and ranking will consider the SF 330 submission for each firm, as well as additional information obtained via discussions. The highest rated firm will be selected to receive the solicitation and engage in negotiations. The solicitation will be issued to the highest rated firm as a Request for Fee Proposal (RFP). All SOW attachments and site-specific documentation will be provided to the highest rated firm with the RFP. A site visit will be authorized during the negotiation process. An award will then be made as long as the negotiation of rates and hours leads to a fair and reasonable determination of the final contract price. If negotiations with the highest rated firm are unsuccessful, the firm will be notified that negotiations have been terminated. Negotiations will then be initiated with the next highest rated firm, and so on until award can be made. 4. SELECTION CRITERIA: Firms responding to this notice will be evaluated and ranked using the primary and secondary selection criteria listed below. The factors are listed in descending order of importance. The evaluation will consider how each factor is addressed and how it is formatted to coincide with the selection criteria. Primary Selection Criteria: Professional Qualifications (Sections C through E): Professional qualifications necessary for satisfactory performance of required services. The A-E shall demonstrate they are able to sign and stamp each drawing by individuals licensed in any state in the United States for the key positions listed below. Provide Professional License numbers and/or proof of Licensure. The evaluation shall consider the specific experience (minimum of five years) and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full-time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located. Disciplines requiring Florida license include Civil/Structural and Hazardous Material Abatement/Industrial Hygiene. A resume for each of these key positions must be provided via Section E in the SF330. Key positions and disciplines required for this project include, but are not limited to: Architect (LEED certification/US Green Build Council certification) Registered Communications Distribution Designer (RCDD) Cost Estimator Civil Engineer Electrical Engineer Environmental Engineer Fire Protection Engineer Industrial Hygienist Mechanical Engineer Plumbing Engineer Project Manager Quality Assurance Manager Structural Engineer Physical Security Specialists Commissioning Agent Offer must include the following statement of SDVOSB compliance when submitting the personnel proposed to perform the work under this requirement: I [signatory authority] ___________________, [company] __________________, certify that the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are not certified SDVOSBs by the Small Business Association s Veteran Small Business Certification (VetCert) in compliance of VA Acquisition Regulation (VAAR) 852.219-75. The information provided in sections C through E of SF 330 will be used to evaluate this evaluation factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections. Specialized Experience and technical competence (sections F, G, and H): Experience with VA designs, new construction and landscaping, including designs for a Substance Use Disorder (SUD) layout or equivalent. Specialized experience and technical competence in the design and construction period services shall be provided for network infrastructure installation, renovations, or upgrades. Other specialized experience to provide should include experience in critical path scheduling, fire protection, construction infection control protocols, energy conservation, transition, and sustainable design practices. Include no more than five (5) Government and private experience projects similar in size, scope, and complexity, and experience with the types of projects above. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects, and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. The information provided in sections F and G of SF 330 will be used to evaluate this factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections. Each project shall include the following: Project title, location and detailed narrative describing the scope of services provided including the type of work performed by the offeror and its role in the project i.e. prime contract, Teaming Partner or subcontractor Project Owner, owner s point of contact including telephone number and email address. Services & Deliverables provided under the contract/task order Period of Performance, including start and completion dates Total dollar value of the project AE Cost Estimate vs. Actual Construction Cost Contract number associated with the project. Section G will used to evaluate the prior experience of the prime firm and any key subcontractors working together on the provided relevant projects. The offeror shall include narratives addressing the following topics in Section H. Simply re-stating this list in Section H will not be sufficient. The narrative of how the firm addresses each of these will be evaluated: The management approach The coordination of disciplines and subcontractors Quality control procedures, and Familiarity with VA Design Guides/Manuals, Master Specifications and other applicable standards. Capacity (section H): The evaluation will consider the firm s ability to meet the schedule of the overall project, as well as the available capacity of key disciplines to perform the work in the required time. Provide the available capacity of key disciplines by providing current project workload, inclusive of all projects awarded by the VA, any federal agency, and private sector, during the previous twelve (12) months or any active projects at PCAC. Include the full potential value of any current indefinite delivery contracts the Prime firm has been awarded from any source. Offeror shall clearly state their available capacity presenting workload percentages for the key disciplines and/or team members. Also, the offeror must provide the award date, completion percentages and expected completion date for the VA projects awarded in the previous twelve (12) months or active at PCAC. The information for this factor shall be provided in Section H of the SF 330. Please ensure the capacity applies toward the team/personnel provided in the SF 330. Past performance (section H): Past performance will be evaluated on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Past performance will be evaluated for all projects provided in Section F. The Contractor Performance Assessment Rating System (CPARS) database will be reviewed to evaluate the projects that have a VA CPARS entry. VA CPARS are not required to be submitted with the SF330 submission. The contract number for the project must be submitted for each project provided in Section F so CPARS can be reviewed in the database. Please note we are unable to review any CPARS from other federal agencies outside of the VA. For any project that does NOT have VA CPARS data available, a Past Performance Questionnaire (PPQ) is required to be submitted with the SF330. If the firm (Prime or Subcontractor) was not the Prime contractor on any project submitted in the SF330, a PPQ must be submitted listing their specific role (key disciplines) as a subcontractor. The PPQ should be rated and signed by the evaluator. In the event that a firm does not receive a requested complete PPQ from an evaluator prior to the time for submission, the firm shall submit the partially completed PPQ with Section 1 and the Evaluator Information in Section 2 completed. Ensure a POC is listed with the project title/contract number. The VA will make reasonable attempts to contact the POC upon submission for PPQ completion. The Government may consider additional performance related information regarding the firm, to include customer inquiries, Government databases, publicly available sources, and additional projects in CPARS. The Government reserves the right to contact any POC listed on a CPARS report or PPQ. If appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services may be evaluated. Failure to provide requested data, accessible points of contact, or valid phone numbers will result in a firm being considered less qualified. The information for this factor shall be provided in Section H of the SF 330. For PPQs, please utilize the attached PPQ document. Completed PPQs should be incorporated into the SF 330 directly. PPQs should not be submitted to the VHA PCAC directly. Any PPQs will not be counted towards the page limitations for this submission. However, any narratives provided for past performance in Section H will be counted toward the page limit. Knowledge of Locality (section H): The information for this factor must be provided in section H of SF 330. Demonstrate and describe experience in the local area and the specific knowledge of certain local conditions or project site features the experience provided. This description may include (if applicable): Any prime firm or subcontractor experience within the VISN or at the VAMC State or local construction codes, laws, or regulations Climate and hurricane requirements related conditions or features Note that the intent of this factor is to showcase a firm s understanding of the site and locality, and NOT where the firm is located, how far away the firm/branch office is from the site, and how they would travel to the site. Information related to the firm s location shall instead be provided in Section H under Secondary Selection Criterion Factor 1, Geographic Location. See below. Experience in construction period services (section H): Experience in construction period services must be demonstrated via project experience. These may be the same projects identified above in Factor 1; however, the firm shall clearly delineate the types of construction period services performed for each. Refer to the Statement of Work for review timeline expectations. Project descriptions must include experience with: Solicitation support services, Professional field inspections during the construction period Coordination with commissioning requirements Review of construction submittals Support in answering requests for information during the construction period Support of construction contract changes to include drafting statements of work and cost estimates Attendance at weekly conference calls Providing minutes of meetings between the AE, VA, and contractors Pre-final inspection site visits Generation of punch-list reports, and Production of as-built documentation. The firm shall provide a detailed description of projects worked that illustrate experience in these ten areas. Projects must be within the last ten (10) years. In addition, the firm must include a description of experience addressing unforeseen conditions and emergent situations, conducting situation evaluations and make midcourse corrections. Include description on how the firm can be proactive or responsive in these situations. The information for this factor shall be provided in Section H of the SF 330. Secondary Selection Criterion*: Geographic location. Location of the firm, as measured by the driving distance (miles) between the Offeror s principal business location and the Purchase Residential Treatment Center Minor Design - Tampa VAMC located at 14191 Turner Loop, Hudson, FL 34667. Determination of the mileage will be based on Google Maps (https://www.google.com/maps/dir/). * The secondary selection criterion is used as a tiebreaker, if necessary, in ranking the most highly qualified firms following the completion of discussions. The secondary selection criterion will not be applied when determining a firm s SF 330 submission. 5. SUBMISSION REQUIREMENTS: The below information contains the instructions and format that must be followed for the submission of the SF 330 Statement of Qualifications: Submit ONE (1) SF 330 Statement of Qualifications to Contract Specialist Amanda Webster at Amanda.Webster@va.gov. This must include Parts I and II and any applicable attachments. The submission must include the SF 330, Architect-Engineer Qualifications (form is available online at https://www.gsa.gov/reference/forms/architectengineer-qualifications). The SF 330 submission is due by 2:00 PM ET on September 17, 2024. The SF 330 must be submitted in one email and have a file size no larger than 5 MB. No hard copies will be accepted. The subject line of the email must read: SF 330 Submission - 36C77624R0130 Purchase Residential Treatment Center Minor Design Tampa. The SF 330 submission must not exceed a total of 50 pages. This includes title page, table of contents, and any other relevant information. Any pages submitted by an offeror that exceed the limit will not be considered during the evaluation. Each page must be in Arial size 12 font, single spaced. Part II of the SF 330 and any CPARs or PPQs will NOT count toward the page limitation. A PPQ obtained for another SF 330 submission may be submitted for this project. However, if significant portions of the project have been completed since the PPQ was filled out, a new PPQ should be submitted to accurately assess the project. Firms must include the following information in section B of the SF 330 submission: 1) SAM Unique Entity Identifier 2) Tax ID number 3) Cage code 4) Primary point of contact s email address and phone number All questions must be submitted to Amanda.Webster@va.gov with the subject line SF 330 Questions - Purchase Residential Treatment Center Minor Design Tampa. The cutoff for question submission is 1:00 PM ET on September 4, 2024. Questions will be answered through modification to the pre-sol notice posted to Contract Opportunities at SAM.gov. This procurement is a 100% set-aside for SDVOSB concerns. Offers received from other than SDVOSBs will not be considered. Offerors must be certified as SDVOSBs by the U.S. Small Business Administration (SBA) and visible in the Veteran Small Business Certification (VetCert) database (https://veterans.certify.sba.gov/) at the time of SF 330 submission, written response submission, and award. Failure to be certified in the VetCert database at these times will result in the offeror being deemed ineligible for award. All joint ventures must be SBA certified at the time of SF 330 submission, written response submission, and award and must submit agreements that comply with 13 CFR 128.402 prior to contract award. All prime firms must meet the NAICS code requirement specified in this notice. The Contracting Officer will verify the NAICS code in VetCert. Failure to meet the NAICS code requirement may result in the rejection of the SF 330 submission. SF 330 submissions received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals. Firms not providing the required information may not be evaluated. All information must be included in the SF 330 submission package. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and is being conducted in conjunction according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 

The solicitation number is 12405B25Q0043 and solicitation is issued as a Request for Quotation (RFQ).  This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-01.

This RFQ is issued as a Total Small Business Set-Aside.  The associated North American Industry Classification System (NAICS) Code is 221310 – Water Supply and Irrigation Systems.  The Small Business Size Standards is $41.0 Mil. 

The USDA, ARS, SEA, U.S. Horticultural Research Laboratory, 2001 S. Rock Road, Fort Pierce, Florida 34945 location has a requirement for the following.

  • The contractor must provide a water softening system that will be adequate to remove any mineral contaminants from the farm well water. The system must remove Ferrous and Ferric iron, clarify and remove any odor components. Reverse osmosis filtration will then remove any reaming impurities and reduce total dissolved solids. A calcite filter will be used to buffer the water to a pH neutral range. The price for this system must include installation, tie into 2 existing water sources, start up and system programming. Also included in this contract will be a 3 years maintenance for the RO system. The water system capacity must meet or exceed anticipated flow rates for the system.

The system will include:

  • 1 - 12” HE water softener
  • 1 - 12” HE catalytic filter
  • 1 - Reverse Osmosis (RO) system
  • 1 - 20” x 4” sediment filter
  • 1 - 10” calcite filter
  • 1 - PNE 1Hp jet pump
  • 1 - 500 gallon holding tank with float
  • 3 years maintenance on RO installation

The contractor must complete the installation during normal farm business hours. The government will not provide any materials for this installation.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a quotation. Registration is free and registration can be completed online at www.sam.gov/portal/public/SAM.

Questions.   All questions pertaining to this solicitation must be in writing.  All questions will be addressed by email only.  Submit questions referencing solicitation number 12405B25Q0043 electronically via email to monte.jordan@usda.gov.  Questions are due on or before December 12, 2024, not later than 12:00 p.m. Central Time (CT).  Telephone inquiries will not be accepted.

Quotation Submission.  Quotation referencing solicitation number 12405B25Q0043 must be submitted electronically via email to monte.jordan@usda.gov by Thursday, December 19, 2024, not later than 3:00 p.m. Central Time (CT)No late quotations will be accepted.

Any quotations not meeting the minimum specifications and requirements outlined in the Statement of Work (SOW) will not be considered.

In order to be considered for award, Offerors shall respond by submitting One (1) electronic copy as follows:

  • Fully completed and signed SF 1449 Offer Page to include SAM UEI Number; Acknowledgement of all solicitation amendments (if applicable).
  • Firm Fixed Price Quotation on company letterhead.  Quotation must provide detailed pricing breakout in accordance with the CLIN structure and items requested. This must include equipment, material, shipping, delivery, etc. Offerors must not present a quotation full of options or additional “recommendations” that cannot be evaluated. Offerors must present their configuration based upon the specifications required to fully and successfully complete the Statement of Work (SOW). Offers that fail to provide a firm fixed price will not be evaluated.

Items delivered FOB Destination inclusive of all costs.

Quotation must be valid for at least 60 days after receipt of quotation. 

Rejection of Quotation.  Failure to demonstrate compliance will be cause to reject the quotation without further discussion.  All responsible sources may submit an offer and will be considered.

Prospective contractors who have not completed electronic annual representations and certifications at http://www.sam.gov/ in conjunction with required registration in the System for Award Management (SAM) database, shall complete and submit FAR 52.212-3 Alternative 1 Offeror Representations and Certifications - Commercial Items and DFARS Representations and Certifications in SAM to be eligible to receive an award for this solicitation.

It is the offeror's responsibility to monitor the Government Point of Entry (GPE) (sam.gov) for information relevant to this solicitation, e.g., questions and answers, amendments, etc. Any amendments and documents related to this procurement will be available electronically at the Governmentwide Point of Entry (GPE) SAM.

Naval Facilities Engineering Systems Command, Southeast, (NAVFAC SE) is conducting market research of industry to identify potential firms, with current relevant qualifications, experience, personnel, and capability to perform services required for a Firm Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for: WATER, WASTEWATER, STORM WATER, AND SPILL CONTROL ENVIRONMENTAL SERVICES AT DOD AND NON-DOD ACTIVITIES IN THE AREA OF RESPONSIBILITY SERVED BY NAVFAC SE.

NAVFAC SE is seeking a U.S. Small Business Administration (SBA) Small Business sources with current relevant qualifications, experience, personnel, and capability to perform Architect/Engineer (A/E) services required for a Firm Fixed-Priced Indefinite-Delivery, Idenfinte-Quantity (IDIQ) contract for Water, Wastewater, Stormwater, and Spill Control Environmental Services of various project types. This sources sought is for services required at DOD and non-DOD activities primarily in, but not limited to, the area of responsibility served by NAVFAC SE. Installations include, but are not limited to, Naval Bases, Marine Bases, Air Force Bases, and Navy and Marine Corps Reserve Centers.

The anticipated firm fixed price indefinite delivery indefinite quantity contract is valued at $15M over the life of the contract. The contract shall not exceed 5 years or $15M. The estimated range of task order values is $25,000-$500,000. The range is an estimate and the Government may place orders below or above this amount.

The NAICS code for this contract is 541330 and the size standard is $22.5M.

This sources sought is for services that will primarily be required in Alabama, Florida, Georgia, Louisiana, Mississippi, Texas, South Carolina, Tennessee, Guantanamo Bay Cuba, Andros Island Bahamas, and Puerto Rico.
The services will primarily include, but are not limited to, the following professional services:

Potable Water - Work pertaining to potable water may include evaluating the condition and capacity requirements of the supply, treatment, distribution, and storage systems; performing studies pertaining to cross connection control, water distribution operation and maintenance, disinfectants and disinfection byproducts, sanitary surveys, corrosion control in distribution systems, water conservation, and well head protection; performing computerized hydraulic analyses of potable water distribution systems; developing unidirectional flushing programs; preparing/updating Operation and Maintenance (O&M) manuals; preparing sampling plans; performing sampling for emergent contaminants such as PFAS, providing SCADA control system design and assistance; conducting flow and/or leak detection testing within the distribution system; and performing and/or updating vulnerability assessments and emergency response plans for water treatment facilities.

Wastewater - Work pertaining to domestic/industrial wastewater may include evaluating the condition, capacity, and optimization requirements of the treatment and associated collection systems; performing studies pertaining to Total Maximum Daily Loads and predictive evaluations (e.g., mixing zones), water quality modeling, wastewater treatment pilot testing, infiltration/inflow, sanitary sewer system condition evaluation (e.g. manhole inspections, smoke testing and CCTV assessment of gravity lines), testing for emerging contaminants such as PFAS, wastewater reuse, alternative disinfection, wastewater characterization and treatability, oily waste/waste oil, and industrial wastewater management; preparing/updating O&M Manuals; providing SCADA control system design and assistance; and preparing Federal and/or state point and non-point National Pollutant Discharge Elimination System (NPDES) permit and industrial pretreatment permit applications.

Storm Water – Work pertaining to storm water systems may include Storm Water Pollution Prevention programs and best management practices as required under federal or state Multi-Sector General Permit (MSGP) programs for Industrial Activities and preparation and revision of Storm Water Management Plans and Storm Water Action Plans for Storm Water Management Programs at military facilities classified as Municipal Separate Storm Sewer Systems (MS4’s). Required services may include: preparation of sampling plans, development of computerized mapping of storm drainage systems and facilities associated with MS4’s and industrial activities, hydrologic studies based on climate change effects, assessment of potential storm water pollution sources, illicit discharge investigations to identify cross connections and sources of industrial wastewater, development of Best Management Practices (BMPs), development of training for base personnel, development of storm water public education and outreach programs, development of storm water public involvement programs, development of construction site runoff control programs, development of post construction runoff controls programs, development of storm water good housekeeping programs, performance of annual facility site compliance evaluations, storm water sampling and analysis, preparation of permit applications, preparation and revision of storm water pollution prevention plans, preparation and revision of storm water management programs, preparation of military project planning documentation (DD Form 1391) to implement structural BMPs, and development of relational databases which can be linked to storm water drainage, sanitary sewer and other utility mapping and informational systems to form a geographic information system (GIS) for effective source control and storm water program management.

Spill Control – Work pertaining to spill control may include the following professional services: preparation of, or revisions, updates or amendments to Spill Prevention, Control, and Countermeasure (SPCC) Plans; Oil and Hazardous Substance Spill Contingency Plans (OHS SCP); Oil Storage Tank Management Plans; Facility Response Plans (FRP); and Integrated Contingency Plans (ICP) in accordance with applicable federal, state and local regulations and applicable industry standards; preparation and performance of spill drills and exercises to assess the effectiveness of response plans and readiness of facility response personnel; preparation of strategies (including booming strategies) to protect fish, wildlife and sensitive environments; initial preparation of, or revision to, existing Marine Fueling Operations Manuals for vessel fueling; preparation of oil spill prevention and response training material; provision of Natural Resource Damage Assessment planning and implementation services; preparation of Petroleum Storage Tank and Piping related studies and reports; preparation of contamination assessments procedures, reports, corrective action plans associated with leaking petroleum storage tanks or other petroleum related spills or leaks.

The contract task orders will include options for attendance at meetings or negotiations with Federal and State regulatory agencies.

Laboratory Services - The A-E shall have access to an accredited laboratory or be able to perform laboratory services to include sampling, monitoring, and analytical testing for constituents in soil, water, wastewater, rinsate water, groundwater, waste, and other environmental compliance media as required by the individual task orders. Services may include 24-hour laboratory testing response time for specified constituents, and preparing an analytical report of the results (to include statistical evaluation of the data, as needed), including electronic data transfer upon request. The A-E shall comply with the Department of Defense/Department of Energy Consolidated Quality Systems Manual for Environmental Laboratories, 2017. The A-E shall ensure that all laboratories selected for use are accredited by the Department of Defense Environmental Laboratory Accreditation Program and possess any applicable state or host nation certification/accreditation for the type of analysis requested.

Sustainability Services - The A-E shall provide technical consultation for sustainability services to support business procedures by continual review of long-term process improvements/efficiencies and waste minimization, while using a systematic approach that leverages resources to comply with currently applicable Executive Orders.

Electronic Accessibility Services - The A-E shall have online access to e-mail via the Internet to facilitate routine communication and exchange of correspondence and other documentation.   The A-E shall establish and maintain a site to facilitate interactive information sharing for uploading and downloading of electronic files. This site can be in the form of either File Transfer Protocol (FTP) or web HTML.

Miscellaneous Services -The A-E shall provide miscellaneous services to support other requirements related to the aforementioned Navy/DOD programs and policies. Examples of such miscellaneous services include, but are not limited to, the following: GIS mapping; CADD drawing production; database implementation and/or management; website design and/or maintenance; pilot studies; audits; surveys; monitoring; inspections; production of reports; work plans; safety plans; implementation of initiatives; and assistance in planning and facilitating environmental workshops/training and events.

Work may include minor incidental system modifications and calibrations at various facilities associated with individual task order work in order to assure compliance and/or allow for certification and/or testing.

Many military areas of work anticipated under this contract will not allow the entry of aliens. The field crew of the A-E shall be composed of U.S. citizens who can qualify for access to these areas. The A-E shall also be able to provide personnel who have the capability to obtain Secret Clearance and facilities and equipment to manage classified documents.

System for Award Management:  Firms are required to be registered in the DoD System for Award Management (SAM) database, prior to the award of a contract. Failure to register in the SAM database may render a firm ineligible for award. FAR Subpart 9.405(d)(1) require contracting officers to review the SAM exclusions after the receipt of all offers. FAR Subpart 9.405(d)(4) required contracting officers to review the SAM exclusions again, immediately prior to award, to ensure that no award is made to a listed firm.  FAR Subpart 9.405-1(b) also requires the contracting officers to check the SAM exclusions prior to awarding “new work” as defined in this provision. This is a synopsis notice for satellite voice and data services utilizing the Iridium Satellite Network.

The Naval Facilities Engineering Command Southeast (NAVFAC SE) Contingency Engineering Response Team (CERT) requires satellite voice and data services in order to maintain continuity of communications services during natural and man-made disasters. 

The Contractor shall provide the following satellite voice and data services utilizing the brand name, Iridium Global Network, for the NAVFAC SE CERT:

1) Iridium GO! Unlimited Voice, SMS and Data Services for four GO devices

The proposed contract type is a firm-fixed price purchase order utilizing the policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures. 

The primary NAICS Code for this procurement is 517410 and the annual small business size standard is $44M.

The term of the satellite voice and data services under the purchase order is anticipated to be a one-year base period with four one-year option periods.  In addition, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services clause.

Market research was performed in accordance with FAR 10.002(b)(2).  As a result of the market research, the Contracting Officer recommended soliciting this requirement as a 100% small business set-aside, limited to offerors who can provide services under the brand name Iridium Global Network per the authority at FAR 13.106-1(b)(1)(i), since the Iridium Global Network is the only satellite voice and data network with the speed and reliability to ensure the NAVFAC SE CERT mission is accomplished after natural and man-made disasters.  The NAVFAC SE small business office and the Small Business Administration (SBA) Procurement Center Representative concur with the size determination.  As a result, the proposed Request for Quote (RFQ) will be issued as a 100% small business set-aside.  All responsible providers of the Iridium Global Network may submit a quote in response to the solicitation.

The preponderance of the work will include fire suppression systems (wet, dry, preaction, wet chemical, deluge), water supplies (fire pumps, tanks and underground water mains), low and high expansion foam (AFFF foam systems, high expansion foam system, releasing systems, underground containment systems, and surface containment systems), gaseous (carbon dioxide and clean agents), special hazards protection, fire alarm systems (detection, reporting, and mass notification), and life safety system renovations (penetration fire stopping, fire door replacement, fire wall repairs) for the Department of Defense activities located within the NAVFAC SE AOR, to include but not limited to, the following States: South Carolina, Georgia, Florida, Alabama, Arkansas, Mississippi, Kansas, Louisiana, Texas, Tennessee, Missouri, and  Oklahoma. MACC Contractors may be asked to respond to multiple Requests for Proposal (RFPs) in a short timeframe (i.e., four (4) or five (5) RFPs issued within a 30-day period).

This contract will awarded to approximately five (5) contractors for a Base year and four option years. The aggregate value of all contracts awarded from any resultant solicitation is anticipated to be $99 million over the base year and the four option periods combined. A per-contract maximum will not be identified. Task orders will be firm-fixed price with a minimum value of $250 thousand and a maximum value of $15 million.

The North American Industry Classification System (NAICS) Code is 238210 -- Electrical Contractors and Other Wiring Installation Contractors, with the annual size standard of $19 million.

Experience:  Submit a minimum of three (3) DB projects, to include experience in comprehensively performing design and self-performed installation of a similar size and scope and completed within the last seven (7) years, with an approximate completed value of $1.0 million or greater for the fire protection work in each submitted project.  Each submitted project shall include at least two (2) of the following systems required to be considered relevant: fire suppression systems (automatic sprinkler, gaseous, or foam), fire alarm systems (fire detection systems, fire notification systems, fire reporting systems, mass notification system), fire water supply systems (fire mains, tanks, or fire pumps), or life safety system renovations (fire wall construction/ repair, penetration fire stopping) (fire stopping of project caused penetrations does not constitute life safety system renovations).

We are looking for contractors that can self-perform the fire protection work. We will not consider contract(s)/work for which your firm sub-contracted the fire protection work out to another firm. Each submitted project shall clearly indicate the value for the fire protection work and the amount of this work completed by the proposing contractor.

We will not consider an IDIQ contract as a whole. Individual task order issued against the IDIQ contract will be considered.

If you are providing a DB contract for which you were the sub-contractor that self-performed the fire protection portion work that was a part of another construction contract, the fire protection portion must be $1.0 million or greater.

Intent of these meetings:  The PEO roundtables are intended to be an opportunity for firms to gain a general overview of the PEO.  These roundtables are not meant to be an opportunity for firms to present their capabilities to USSOCOM, or to receive a forecast of upcoming requirements.

AGENCY UNIQUE REQUIREMENTS

  • Space shall be located 1) in an office, research, technology, or business park that is modern in design with a campus-like atmosphere; OR 2) Space offered shall be in a quality building of sound and substantial construction, either a new, modernized building, or one that has undergone restoration or rehabilitation for the intended use.

  • Agency employees regularly work beyond normal business including weeknights and weekends, therefore access to the Agency’s space and the building systems that service it, must be accessible 24 hours/7 days a week.

  • Daytime janitorial (cleaning) required.

  • Secure server room with 24/7 HVAC

  • Location should not be adjacent to overpasses, bridges, elevated ramps or railroad tracks.

  • Adequate eating facilities shall be located within ¼ mile walkable distance of the Building. Other employee services, such as retail shops, cleaners, and banks, and childcare facilities shall be located within ¼ mile walkable distance of the Building. Amenities must be existing, or Offeror must demonstrate to the Government’s reasonable satisfaction that such amenities will exist by the Government’s required occupancy date.

  • Space shall not be co-located with offices with the Federal Bureau of Investigation (FBI), Bureau of Alcohol, Tobacco and Firearms (ATF), Immigration and Customs Enforcement (ICE), Drug Enforcement Agency (DEA) or Customs and Border Protection (CBP). Streets and public walkways shall be well maintained.

  • Proximity to gun stores, pawn shops, adult entertainment clubs, liquor stores, medical (or otherwise) marijuana distributors or methadone clinics are precluded within a walkable ¼ mile of the proposed location.

  • Space shall be preferred on the ground floor, but not limited.

Offerors are advised that all Shell work associated with delivering the Tenant Improvements are at the Lessor’s cost.  Please refer to Section 3 (Construction Standards and Shell Components) and specifically to Paragraph 3.07 (Building Shell Requirements) of the AAAP RLP Attachment #2 titled "Lease Contract" (GSA Form L100_AAAP ) for more detail.  Tenant Improvement Components are detailed under Section 5 of the AAAP RLP Attachment #2 titled "Lease Contract" (GSA Form L100_AAAP) .   

It is highly recommended that offerors start the SAM registration process directly following the offer submission.  Refer to RLP Clause 3.06.

(If applicable) The Government intends to award a Lease to an Offeror of a Building that is in compliance with Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP) outlines compliance activities required for all leases in moderate or high seismic zones. To determine if your property lies in a moderate or high zone, please reference the map and documents on our website. 

HOW TO OFFER

The Automated Advanced Acquisition Program (AAAP), located at https://leasing.gsa.gov/, will enable interested parties to offer space for lease to the Federal Government in response to the FY25 AAAP RLP.  In addition, the Government will use its AAAP to satisfy the above space requirement.

Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register.  Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. For technical assistance with AAAP, email leasing@gsa.gov.

The Open Period is the 1st through the 7th of each month, ending at 7:30 p.m. (ET) unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 7:30 PM (ET) on the next business day. Refer to AAAP RLP paragraph 3.02 for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement.  Offers cannot be submitted during the Closed Period and will not be considered for projects executed during that time period.

Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this advertisement and in the RLP requirements package found on the AAAP website.  During an Open Period, offerors will be permitted to submit new offers or modify existing offers.  Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.

The offered space must comply with the requirements in this advertisement and the RLP and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.  The Lease and all documents that constitute the Lease package can be found at https://leasing.gsa.gov/leasing/s/AAAP-PortalHome.
