The draft RFP contains Instructions to Offerors, Drawings, Specifications, and the Sample Subcontract including applicable documents. Funding Availability and Subcontract Milestones will be provided prior to the Pre-Proposal Meeting.

DESCRIPTION

FRA expects to select one subcontractor to perform construction services of the Near Detector Complex as required by the LBNF/DUNE-US Project, NSCF at Fermilab under a Firm Fixed Price (FFP) Subcontract.

The work shall include all services, labor, material, tools, equipment, excavation, shoring, testing, inspection, and all necessary General Conditions Work that is required by or may be reasonably inferred from the Subcontract documents to provide general contractor construction work for the project. Refer to the Reference Drawings and Technical Specifications in Packages 2 and 3 for more information.

The NSCF Near Detector Complex Construction scope includes a service building, primary and secondary shafts, detector cavern, and site improvements including access road improvements, an equipment yard, a hardstand, and utilities that will house and support the LBNF Near Detector.

The proposals shall be valid up to the anticipated award date, which is 7 months from the proposal due date. FRA reserves the right to reject any and all proposals, to waive any minor irregularities in any proposal, or to cancel this RFP at any time prior to award without cost to FRA. FRA will not reimburse any firm for any preparation costs or any other costs related to the participation in or preparation of this RFP.

MANDATORY PRE-PROPOSAL CONFERENCE

Offerors are required to attend a Pre-Proposal Conference and to inspect the work site on Wednesday, July 10, 2024, starting at 10:00 AM Central Time. FRA will present information about the project, which should be of interest to all Offerors. The conference will be held in the CDF Building 327 conference room. Offerors that do not attend the Pre-Proposal Conference will not be eligible for award and any submissions provided will not be evaluated.

Offerors shall inform the FRA Procurement Specialist (bquinn@fnal.gov) no later than 5:00 PM Central Time on Wednesday, June 26, 2024, of the number and name of persons who will attend the site inspection, including any lower tier subcontractors, and the company they will be representing.

OFFERORS' QUESTIONS

Any prospective Offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request in writing by close of business (5:00 PM), January 15, 2025. Questions submitted after this date may not be answered prior to the proposal's due date. Questions must be submitted by email to bquinn@fnal.gov.

Answers to questions that are germane to the interpretation of FRA’s requirements will be issued to all offerors via addendum, ensuring that the identity of offerors submitting the questions will remain anonymous.

SYNOPSIS: INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Women s Health Expansion (Minor) Construction project at the Jesse Brown VA Medical Center (VAMC) located at 820 South Damen, Chicago, IL 60612. PROJECT DESCRIPTION: This work will include but not be limited to the construction of a now approximately 16,500 SF addition at the 2nd Floor (First Floor roof) level of Building 30. Additional areas include a new exit stair added on the exterior southeast corner of the existing building 30, a mechanical penthouse, and a rooftop chiller. These will be added at the 2nd floor roof level. The project will be required to facilitate both vertical and horizontal adjacencies, to configure the space for compliance with VA Design Manuals. Building services, structure and building envelope including a penthouse will be extended to facilitate the needs of all required utilities and systems (HVAC, Water, Sewer, Electrical, Data, and Medical Gases). The architectural design and equipment layout will meet the current VA requirements for a facility of this type. Contractor shall also provide coordination for all phases of commissioning process handled by a third-party commissioning authority (CxA). (The Certification and Accreditation requirements do not apply for the contractor, and that a Security Accreditation Package is not required). PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract utilizing the design-bid-build approach (Final Specifications and Drawings will be provided). The anticipated solicitation will be issued either as a Request For Proposal (RFP) in accordance with FAR Part 15, considering Technical and Price Factors or as an Invitation for Bid (IFB) in accordance with FAR Part 14, considering Price only. The results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. This project is planned for advertising in mid to late-January 2025. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000.00 and $20,000,000.00. GOVERNMENT REQUIREMENTS: Under the proposed Contract, the contractor will be required to provide the following construction services:

The Chicago Harbor Lock Building Interior Renovation project will provide an egress fire escape from the control tower at the Chicago Harbor Lock which will require an exterior railing system and an appropriate escape window. This project will additionally include minor interior renovations/additions to the first floor of the CCS to include the installation of drop ceilings in the current Lockmaster & Assistant Lockmaster offices. Options include improving roof access safety for all control stations and improving visibility from 3 of the 4 local control stations when ground operations are required by replacing windows in local control stations.

The Chicago Harbor Lock Parking Lot Resurfacing project, will resurface the parking lot to reduce erosion, fill significant voids and holes in the parking lot, improve surface drainage, better facilitate efficient operations, by allowing for more efficient access to the Chicago Harbor Lock for routine maintenance and operations. The site preparation will consist of removing nonfixed objects from the parking lot, filling significant voids and holes, regrading the entire surface, placing a base layer for asphalt surface appropriate with design requirements.

By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for the Chicago Harbor Lock Power Distribution Upgrade, Chicago Harbor, Chicago, IL.  The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB); it does not guarantee the future issue of a RFP or IFB; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense.

At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice.

GOVERNMENT REQUIREMENTS: The contractor will be required to:

  • Connect all loads at the Chicago Harbor Lock (CHL) to the Optional Standby power system. Replace the existing diesel generator with a new diesel generator sized according to a demand load analysis. Consider administrative controls of the bubbler system to optimize the generator size. Locate the new generator at the northeast end of the North Basin Wall.
  • Update equipment and associated components such as the new automatic transfer switch and new generator.
  • Update existing conductors with new conductors to eliminate dangers and minimize maintenance. This will entail replacing approximately 1550 LF of conductors.
  • Replace incompatible conduits, with new RMC Coated PVC Approximately 500LF of conduit will need to be replaced. The conduits were incompatibly paired leaving the wire inside exposed.
  • Minimal Trenching will also be required to accommodate the electrical upgrades.
  • Existing Concrete Pads will also require evaluation, new concrete pads will only be needed if existing concrete pads are deemed unsatisfactory.

The magnitude of construction costs are estimated between $500K and $1M.

MARKET SURVEY INFORMATION: This Agency requests that interested contractors complete the following questions to assist the government in its efforts.

GENERAL SCOPE: The overall intent of this project is to  renovate the in patient care ward located in the B wing  on the third floor of Building 1 at the Marion, IL VA Medical Center.  Tasking includes the  complete demolition of the current space and reconstruction of all systems, including:  architectural, fire/life safety, mechanical, electrical, plumbing, telecommunications, and  security.  The 3B ward is approximately 7,000 square feet.  Renovation will require a carefully  coordinated phasing plan, infection control plan and implementation of temporary HVAC  systems.  The 3B ward is located directly adjacent to in patient care space that will remain  operational during renovations.  Work shall be coordinated to mitigate any potential negative  impacts on patient care.   This is a multi phased project requiring detailed coordination with the assigned Contracting  Officer s Representative (COR) and VA staff to effectively retain functional and uncompromised  patient care services. Coordination will also be necessary to effectively complete all tasking  within the project duration indicated.    The contractor shall provide all labor, materials, equipment, and expertise necessary to meet  the requirements described in the construction documents.  All work will be performed in  accordance with the SOW, all local, state, and federal codes, the approved construction  documentation, manufacturer specifications and all VA requirements.  Performance Period:  The contractor shall complete the work required in this Statement of Work (SOW) within five  hundred and fifty (550) calendar days from Notice to Proceed (NTP), unless otherwise directed  by the Contracting Officer. If the contractor proposes an earlier completion date, and the  Government accepts the contractor s proposal, the contractor s proposed completion date shall  prevail. Work is to be performed during normal working hours (7:00 am to 4:30 pm, Monday Friday) unless otherwise stated or required. Work at the government site shall not take place  on Federal holidays unless directed by the Contracting Officer.  General Contractor s employees  shall not enter the project site without an appropriate badge.   END OF SCOPE OF WORK DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. This is a combined Synopsis/Solicitation Notice for Commercial Items issued pursuant to the Federal Acquisition Regulation (FAR) Subpart 12.6. Under this notice, the U.S. Army Corps of Engineers, Chicago District (USACE) is issuing a Request for Proposals (RFP) for: FACILITY MAINTENANCE SERVICES, LOCKPORT, WILL COUNTY, ILLINOIS.

The works involves the FACILITY MAINTENANCE SERVICES located at the Chicago Sanitary and Ship Canal (CSSC) Aquatic Nuisance Species facility buildings. The contractor shall furnish staff of experience, support equipment, and material of quantity to provide interior and exterior custodial/housekeeping; establish and maintain fire alarm monitoring, annual fire alarm, fire extinguishers, and fire suppression tank certification and testing; establish and maintain monthly interior and exterior pest control services, refuse services, and waste water tank services and other facility maintenance work for the USACE Chicago Sanitary and Ship Canal (CSSC) Aquatic Nuisance Species facility buildings.
