This solicitation will be issued as UNRESTRICTED. The NAICS code for this procurement is 237990.  The magnitude of construction is between $25,000,000 and $100,000,000.

DESCRIPTION AND MAGNITUDE OF WORK:  The work consists of clearing and grubbing; construction of new diversion channel; construction of temporary channel; construction of new pump station; demolition and installation of new roadway; removal of existing bridge; construction of highway bridge; pile installation; construction of access roads and culverts; preload installation and removal; removal and disposal of residential structures; maintaining storm water management during construction; traffic control and coordination; asphalt paving, placing high performance turf reinforcement mats; surfacing, riprap and scour protection; stone bedding, turf establishment; hydroseeding, geotextile placement,  road relocation, installation of precast, prestressed concrete pile, pile load testing, fencing and gates, dewatering, and other related incidental work.

This solicitation will be issued as an Invitation for Bid (IFB).  The resulting contract shall be firm fixed price (FFP).

When posted, the solicitation will be available free of charge by electronic posting only and may be found on the System of Award Management System (SAM) website, https://sam.gov. Paper copies of the solicitation will not be issued. Therefore, telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The U.S. Department of Agriculture (USDA), Natural Resource Conservation Service is conducting an operational meeting. It is required to obtain a room block for lodging, conference space including am/pm light refreshments, and audio-visual equipment as outlined in Table A of the attached SOW for approximately 120 participants.

The Government will look at the available options in one location: Downtown New Orleans, LA. The hotel must be able to have lodging availability for approximately 120 participants for the dates of February 24-28, 2025.  The conference dates will take place February 25-27, 2025.

 

Award will be made to the lowest price technically acceptable quote. Award is made to the quoter who demonstrates that they meet the minimum technical requirements below, and then is the lowest price.

To be considered technically acceptable, the offeror must meet the below criteria and return with the quote:

  1. Provide a description of the hotel facilities/amenities (brochure) that meets the requirements of the    SOW.
  2.  Provide a layout of the conference space and the square feet for each conference room planned to be  
     utilized for the event. Layout must show the proximity of the breakout rooms to the general sessions          
      room.
  3.  Provide acknowledgment of the lodging rate which is in accordance with the Federal Per Diem    
     rates for New Orleans, LA.
  4.  Provide a description listing of light refreshments to be provided in accordance with the SOW requirements.
  5. Provide certification of being on the Federal Emergency Management Agency (FEMA) approved list of hotels (www.usfa.fema.gov/hotel/search.cfm) or provide certification that it offers the minimum level of fire safety by having at least one, single-station, hard-wired smoke alarm in each guest room; and if the building is four or more stories in  height, each room must have additional protection provided by an automatic fire sprinkler system.
  6. Return price quote utilizing the Line-Item structure contained on page 1 of this solicitation separate from the other  stated required submission items in this section for the services described in section (vi)- Line Items above.
  7.  If an event coordinator, must submit with your quote, the Hotel Intent Letter signed by an official of  
      the hotel to hold the room block.

The U.S. Government currently occupies office and related space in a building under lease in Baton Rouge, LA, that will be expiring.  The Government is considering alternative space if economically advantageous and is seeking to lease approximately 2,601 gross square feet of existing Class A or B office space, in the Baton Rouge, LA area, specifically in zip code 70810.  In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

Mississippi River Baton Rouge to Gulf of Mexico Southwest Pass Hopper Dredge Contract No. 7-2024 (OM24007).

The work consists of furnishing one fully crewed and equipped self-propelled trailing suction type hopper dredge. Work will be performed in Mississippi River Southwest Pass and possibly in other areas of the New Orleans District, in areas of both the Galveston and Mobile Districts, and in other areas deemed necessary. 

The magnitude of construction range for this dredge project is between $10,000,000.00 and $25,000,000.00.
