Description and Magnitude of Work is as follows: The work consists of furnishing one fully crewed and equipped cutterhead dredge, with a dredge discharge size of 30 inches or greater inside diameter (ID), complete in all respects, including all attendant plant, and crew. Work will be performed at the Mississippi River Southwest Pass Area and possibly in other areas of the New Orleans District.


The magnitude of construction range for this dredge project is between $10,000,000.00 and $25,000,000.00.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Federal Bureau of Prisons (FBOP) / Federal Correctional Complex in Oakdale Louisiana intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to install an electronically controlled drive gate and execute the replacement of one sliding bus sally port gate located at the entrance building of the FCI 1 institution. The sally port gate was originally installed in 1987. This gate provides the controlled access to the FCI 1. The sallyport gate will be controlled from the control center.

FCC Oakdale is a federal correctional facility located at 1507 East Whatley Road, Oakdale, Louisiana 71463.  The project consists of furnishing all equipment, materials, and labor for the complete construction of the work.  

The performance period for the project will be 180 calendar days from issuance of the notice to proceed.

Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $100,000 and $250,000.  (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range.  It merely conveys that the estimate/budget lies somewhere within that range.)

The United States Department of Agriculture, Farm Production and Conservation (FPAC) Business Center is requesting professional qualification statements (SF-330s) from qualified firms for the architect and engineering (A-E) services of a licensed land surveyor for the performance of legal boundary surveys for projects located throughout the State of Louisiana.   

The Contractor shall be licensed and registered in the State of Louisiana.  The Contractor shall provide legal boundary surveys and re-surveys of easements under the Agricultural Conservation Easement Program components: Wetland Reserve Easements (WRE), Emergency Watershed Protection Program-Floodplain Easements (EWPP-FPE); Health Forest Reserve Program (HFRP); and all Farm Bill 2018 Regional Conservation Partnership Program (RCPP) U.S. held easements, RCPP-HRFP, and RCPP-WRE easements.

Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to attached Land Survey Specifications for NRCS Easement Programs.

This acquisition is for A-E services and is procured in accordance with the Selection of Architects and Engineers statute as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6.  A-E firms meeting the requirements described in this announcement are invited to submit the documentation required of this notice.  Firms responding to this announcement before the closing date will be considered for selection, subject to any limitation indicated with respect to business size or any other limitations listed in this notice. 

Firms that submitted an SF-330 Professional Qualification Statement in response to 12FPC324R0004 that was accepted for meeting minimum qualifications for work in Louisiana, will be automatically considered and may update their package at this time, if necessary.  Please provide notification if you no longer wish to be considered,

The U.S. Army Corps of Engineers – New Orleans District is issuing a Pre-Solicitation Notice for Mississippi River and Tributaries, Morganza to the Gulf of Mexico, Reach A, Phase 1 of Levee Construction, Terrebonne Parish, Louisiana.

This requirement will be issued as a 100% Total Small Business set-aside under invitation for bid W912P824B0047.

The work consists of anticipated 3 miles of earthen levee constructed in a marsh environment over intersecting utilities. The project is located southwest of Houma, starting approximately 1.5 miles southeast of the southern intersection of Minors Canal and Gulf Intracoastal Waterway. General work consists of clearing and grubbing, embankment placement to elevation 6.0’, culvert installations (24”-48”), access roads, surfacing, turf establishment, installation of 72” culverts on a parish road and other related incidental work.  Experience working in unique local marsh conditions and around existing utilities is imperative to success.

The Rough Order of Magnitude (ROM) of construction is between $10,000,000.00 and $25,000,000.00.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, with a small business size standard of $45.0 Million.

It is being procured as a firm fixed price under FAR Part 14, Sealed Bidding.

The contractor shall furnish all necessary labor, supervision, other items and services necessary to satisfactorily perform the excavation as defined in the SOW at the designated facilities within the U.S. Army Corps of Engineers (USACE) Mississippi Valley New Orleans District (MVN).

A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582) and implemented in Federal Acquisition Regulation (FAR) 36.6. As prescribed in USDA’s Contracting Desk Book 404.804 and 413.302-5, and 416.102, insert the following clause:

MODIFICATION FOR CONTRACT CLOSEOUT (DEVIATION JUNE 2024)

“Upon contract closeout for contracts utilizing anything other than cost reimbursement:

(a) If unliquidated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) Upon contract closeout for contracts utilizing SAP: if unliquidated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a “Contractor Release of Claims” be completed by the contractor, although not required for contracts and orders using SAP.) as well as costs likely to be incurred through relocating, such as physical move
costs, replication of tenant improvements and telecommunication infrastructure,
and non-productive agency downtime.
