The work consists of furnishing one fully crewed and equipped self-propelled trailing suction type hopper dredge. Work will be performed in Mississippi River Southwest Pass, Calcasieu River Bar Channel and possibly in other areas of the New Orleans District, in areas of both the Galveston and Mobile Districts, and in other areas deemed necessary.
The magnitude of construction range for this dredge project is between $25,000,000.00 and $100,000,000.00. .

Work will be performed at the Mississippi River Southwest Pass Area and possibly in other areas of the New Orleans District.
The magnitude of construction range for this Dredge project is between $10,000,000.00 and $25,000,000.00.

The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all information received no later than 2:00PM Central Time on Tuesday 3 December 2024 will be considered by the Government.
Interested companies shall respond to this notice by providing the following information: 1. Company Name, 2. Address, 3. Point of Contact information with telephone number and email address, 4. Cage Code and 5. Capabilities information/statement showing that the company has the ability to fulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described herein to be considered capable.
This notice of intent to award a sole source is NOT a request for competitive proposals. The NAICS code is 811310 and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $12.5M. The Government requires preventative maintenance in accordance with the Manitowoc Maintenance criteria (FOLIO 2105) for the Manitowoc 2250 crane located at Inner Harbor Navigation Canal Lock, 4635 Urquhart St, New Orleans, LA. The period of performance for this contract will be one year with four (4) one-year options.
The Government intends to solicit and issue an award to MGX Equipment Services LLC for these services due to the proprietary nature of this product.
RESPONSES TO THIS NOTICE SHALL BE emailed to amy.c.feemster@usace.army.mil. The subject line of the email shall begin with W912P825Q0008. NO fax or traditional mail submissions shall be accepted. This is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government requirements. All responses must be received by 2:00PM Central Time on Tuesday 3 December 2024.
Mississippi River and Tributaries, 2024 Casting Articulated Concrete Mattress, St. Francisville Casting Field, St. Francisville, Louisiana (ED 23-030)
This solicitation will be issued as 100% SMALL BUSINESS SET-ASIDE. The NAICS code for this procurement is 327390.
This solicitation will be issued as an Invitation for Bid (IFB). The resulting contract shall be a firm fixed price (FFP) Contract.
The work consists of casting articulated concrete mattresses at the St. Francisville Casting Yard.
The bid schedule will include Base and Optional Line Items. The estimated time of completion for Base Work is 175 calendar days after receipt of notice to proceed. ACTUAL DATES WILL BE INCLUDED IN SOLICITATION WHEN POSTED. If Optional Work 1 (OW1) is exercised, the days required for completion of the contract, in addition to the BASE WORK, will be increased by the number of Articulated Concrete Mattress – OW1 executed divided by 540 squares per calendar day. If Optional Work 2 or Optional Work 3 is exercised, the time required for completion of the contract will not be adjusted but shall be performed concurrent with contract duration. The solicitation will include 5 drawings and specifications.
This solicitation will be issued on or about 27 February 2024 with an anticipated bid opening date of 28 March 2024; however, actual bid opening date will be determined upon the solicitation advertisement date.
