The Federal Bureau of Prisons, Federal Correctional Complex, Pollock, Louisiana intends to issue solicitation 15B51925Q00000005 for the requirements of: QUARTERLY Common Fare/Kosher Items. This Sources Sought Notice is being used as a market research tool pursuant to Federal Acquisition Regulation (FAR) Part 10 to determine potential sources and their technical capabilities.  The results of this sources sought will be utilized to determine if the required service exists in the marketplace and if any Small Business Set-Aside opportunities exist.  All Small Business Set-Aside categories will be considered.

INTRODUCTION

The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control, and Communications Program Office (PMA-271) located in Patuxent River, Maryland is issuing this sources sought notice for the preservation, storage, component harvesting, disposal or transportation of (1)  E-3D aircraft.

This effort would include the harvesting of selected components identified by PMA-271 to include, but are not limited to, the following: major structures, flight controls, landing gear, hydraulic systems, electrical systems, airframe components, etc. During this process, full responsibility for the preservation and storage of the aircraft would be assumed by the contractor.

The E-3D aircraft currently resides in Lake Charles, Louisiana at a Contractor’s facility.

REQUIRED CAPABILITIES

Interested contractors may submit a capability statement identifying their interest and capability to respond to the requirement.  Only capability statements received on or before the response date indicated in this notice will be considered by the Government.  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.  Capability statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Capability statements submitted should be pertinent and specific in the technical/management/business area under consideration, on each of the following qualifications:

  • Ability to part harvest by removing parts per the E-3D maintenance manuals
  • Storage Facilities, including housing the aircraft and parts harvested until shipment to designated location
  • Ability to gain access to Northrop Grumman’s Lake Charles Facilities
  • Ability to gain access to E-3D Maintenance Manuals; and
  • Ability to transport the aircraft from Lake Charles, Louisiana to Tucson, Arizona for disposal

ELIGIBILITY

The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 488190 with a Small Business size standard of $40M.  The applicable Product Service Code (PSC) is J016.

  5. If an interested party would team with other parties, the capability statement would need to discuss how the work efforts would be separated, the corporate relationship between the parties (i.e. team arrangement, prime-subcontractor, joint venture, etc.);
  6. A description of the company’s past experience and performance on similar contracts.  Include whether Contractor Performance Assessment Reporting System (CPARS) ratings are available.  This description should address current and prior experiences within five (5) years from the date of this notice.  If no similar experiences exist, please address future capabilities.  Any future capabilities should provide an outline to the ability to deliver to the requirements defined herein.
  7. Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your company’s capability.

This solicitation, WSLP-101a, is being issued as Invitation for Bid (IFB) and resulting in the award of a single firm fixed price (FFP) contract.

3.  REQUIREMENTS

3.1 Lodging requirements.  The Contractor must provide quality temporary lodging, for 15 Coast Guard personnel within a 30-mile radius of Coast Guard Base New Orleans, 1790 Saturn Blvd, New Orleans LA 70129.

3.1.1 Occupancy particulars.  Provide 06 double occupancy and 03 single occupancy rooms for Coast Guard personnel. 

3.1.2 Commencement and completion.  Ensure that lodging must commence 07 January 2025 and terminate 01 March 2025.

3.2 Regulations and standards.  The Contractor must ensure that all lodging facilities provided must meet the following minimum standards:

  • Meet the Hotel and Motel Fire Safety Act of 1990 (PL101-391) and be listed on the Hotel-Motel Master List (see 4.1 (Hotel and Motel Fire Safety Act of 1990 (PL101-391))).
  • Lodging Facility must be within 25 miles of Coast Guard Base New Orleans, 1790 Saturn Blvd, New Orleans LA 70129.
  • Facility must meet at a minimum the requirements of either three stars for a Forbes (formerly Mobil) Travel Guide rating or three diamonds for an American Automobile Association (AAA) rating.
  • Full indoor laundry facility on premises with 24/7 guest access.
  • Full access and use of a workout facility or fitness center in designated exercise room w/ dedicated equipment specialized for the use of working out (e.g. treadmill, rowing machine, elliptical machine, weight machine, free weights etc.).  Facility must be either on the lodging facility premises or within walking distance (not to normally exceed ½ mile or 5 minute commute via vehicle).
  • Access to internet in all rooms.
  • Full daily maid service and cleaning.
  • Iron and Ironing Board in every room.
  • Full Bath in every room.
  • Microwave, coffeemaker and refrigerator in every room.
  • Lodging facility room entrances must be accessible only by internal hallway(s).  The internal hallway(s) must have locked exterior doors, accessible by key-holding facility guests only.  Internal hallway(s) must be accessible by the berthing facility’s lobby.  The lobby must be manned by a front desk attendant 24 hours a day and 7 days a week.    

3.3 Parking.  The Contractor must ensure that the lodging facility have parking available for a minimum of 3 vehicles during the entire duration of the stay.

3.4 Dining requirements.  The Contractor must provide healthy, appetizing, and nutritious dining, including 3 meals a day (breakfast, lunch and dinner) and wait staff gratuities, for up to 15 Coast Guard personnel within a 5 mile radius of the crew’s primary lodging location and within a reasonable distance (not more than 5 miles) of the shipyard location for lunch.

3.4.1 Commencement and completion.  Dining must commence 07 January 2025, and end 01 March 2025.

3.4.2 Breakfast.  Each breakfast must include:

  • A choice of two whole fresh fruits.
  • A choice of three fruit juices.
  • A choice of whole or low fat milk.
  • A choice of two cereals.
  • Eggs cooked to order.
  • Pancakes, French toast or waffles.
  • Bacon or another breakfast meat.
  • A choice of potatoes or grits.
  • A choice of toast or pastry.
  • A choice of coffee or tea.
  • Butter, margarine, syrup and jelly or jam.

3.4.3 Lunch and dinner.  Each lunch and dinner must include a choice of three different hot entrées. Entrée choices must vary in a manner not to repeat within a 3-day period.  Daily entrée choices must include the following:

  • Poultry (baked and grilled options must be available upon request, in lieu of battered and/or fried).
  • Beef or pork
  • Fish or shellfish (baked and grilled options must be available upon request, in lieu of battered and/or fried).
  • A choice of soup or salad, with crackers & regular &/or low fat dressing.  Soup choices must not repeat within a 3-day period.
  • A choice of potatoes or pasta with accompanying sauces.
  • A choice of two vegetables.
  • Water and a choice of beverages.
  • A choice of breads; and a choice of butter or margarine.
  • A choice of three different desserts or whole fresh fruit. 

3.4.4 Take-out meals.  The Contractor must substitute carry-out meals for up to 15 Coast Guard personnel for breakfast, lunch and/or dinner, when designated by the COR.  The Contractor must coordinate pick up times and location with the COR.  Lunch carry-out meals must include either hot meals as detailed in paragraph 3.4.3 or a box lunch which must include:

  • A sandwich with a choice of three different options of deli meat on a choice of breads or wraps (including choice of condiments).
  • A bag of chips.
  • Potato, pasta or garden salad with dressing.
  • A dessert with a choice of two options, including fresh whole fruit as one option.
  • A beverage from a choice of soda, diet soda, bottled water and juices.

3.5 Dining Facility.  The Contractor must provide a dining area that is used solely for the purpose of dining, and must be available to the crew for no less than 3 hours per meal.

3.6 Commercial Standards. The Contractor must meet, at a minimum, the requirements of three stars (˜˜˜) for a Forbes (formerly Mobil) Travel Guide rating or three diamonds (ttt) for an American Automobile Association (AAA) rating for dining and lodging.

Materials must be in manufacturer's original sealed containers with brand name marked thereon. 2.5.1.3 All items shall be adequately packaged to prevent damage or deterioration during shipment, handling, storage and installation. Maintain protective covering in place and in good repair until removal is necessary. Bags or boxes or containers shall be whole, intact, and not otherwise torn or damaged. 2.5.1.4 Delivery will be coordinated through the COR. Specified items must only be delivered when the site is ready for installation work to proceed. 2.5.1.5 Store products in dry condition inside enclosed facilities. 2.5.1.6 Any government requested delayed delivery up to 90 days after initial award delivery date, shall be at no additional cost to the Government. 2.5.1.7 Upon delivery, the Government shall examine all packages. The Contractor shall be required to replace damaged products at the Contractor s expense. 2.5.2 CONFIGURATION 2.5.2.1 Configure all equipment to manufacturer s specifications maintaining Federal, and Local safety standards. 2.5.2.2 All work shall be conducted Monday Friday during normal business hours from 7:30 a.m. and 4:30 p.m. Central Standard Time. All federal holidays, excluded. Federal holidays are available at the Federal Holiday OPM Site. The request(s) must include the extent of work, workers involved, the affected areas, and the estimated times of work. 2.5.2.4 The contractor shall coordinate all deliveries, staging areas, and parking arrangements with the COR. 2.5.2.5 The Contractor shall remove all related shipping debris and cleanup any construction associated with delivery of the specified items. Contractor shall remove all packaging from the SLVHCS premises. The Contractor shall be responsible for any damage to the building that occurs due to Contractor error or neglect. 2.6 SITE CONDITIONS: There shall be no smoking, eating, or drinking inside the hospital at any time. 3. INSPECTION AND ACCEPTANCE 3.1 The Contractor shall conduct a joint inspection with the COR upon delivery of equipment. 3.2 Contractor shall provide dates of completion of punch list items and replacement parts and/or short ship items from the manufacturer(s). 3.3 The COR shall ensure all work is completed satisfactorily prior to acceptance. It must include a listing of replacement parts, when applicable. The report will also include the vendor s recommendations necessary to maintain the equipment in best operating condition. Preventive maintenance procedures followed should be thoroughly documented (step-by-step) on the service report. 10. Responses Requested: The NCO 16 requires all the following information and questions answered 5a through 5k in this RFI/SS: Questions and information that are not provided shall be considered nonresponsive to the Request for Information and contractor shall not be considered as part of the market research. a. The representative conducting the inspections should retain an ASSE 6030 certification (Medical Gas Systems Verifier) to perform this work. Do you have qualified personnel and certifications to perform these services? b. Do you (contractor) possess the capability to meet the government requirements in Section 1-7 of the Scope of Work in the Draft SOW? c. Do you (contractor) possess the capability to provide services during the normal working hours listed in the of the Draft SOW? d. Contractors shall provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and SAM Unique Entity Identification Number. d. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications. e. Is your company considered small under the NAICS code 926130? f. Contractors shall provide an estimated industry pricing for services, as well as for certification related repairs for market research and budgetary purpose. i. Do you (Contractor) manufacture the product itself or a distributor of the items being researched above, allowing for services, parts purchased and repair? Please provide authorized distributor letter or any such supporting documentation from original equipment manufacturer (OEM). j. Information for the product being requested, is it manufactured outside the US-Domestic non-available? This is relevant to any and all replacement parts for certification repairs. k. For the services required, is your company available under any; Government Wide Agency Contract (GWAC) General Services Administration Schedules (GSA) Indefinite Delivery Indefinite Quantity (IDIQ) Blanket Purchase Agreement (BPA) Blanket Ordering Agreements (BPO) If so, please provide the contract number. 6. Opportunity: The NCO 16, is seeking information from potential contractors on their ability to provide this service. THIS IS A SOURCES SOUGHT FOR REQUEST INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this Sources Sought in order to assist the NCO 16 in determining potential levels of competition available in the industry.
