This is a COMBINED SOLICITATION/SYNOPSIS for commercial services prepared in accordance with the format in FAR subpart 12 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award a Firm fixed price (FFP) type contract, utilizing procedures under FAR Part 12. The proposed contract action is to provide non-personal professional Optometry Services For The Bemidji Area Federal Hospital located In Northern Minnesota, in accordance with the Performance Work Statement (PWS) and other terms and conditions.

Description:
GSA is seeking industry feedback for a new land port of entry within the Grand Portage Reservation about five miles northeast of Grand Portage, Minnesota. The proposed site is adjacent to an existing LPOE of approximately 8.1 acres. The port serves passenger vehicles, commercial vehicles, and pedestrians crossing between the United States and Neebing, Ontario, Canada. The redesign and modernization of the port, which is the second largest in Minnesota, will provide better support for its national security and international commerce functions. Additional lanes and a wider commercial truck lane will shorten vehicle processing times for tourists and residents accessing local community businesses.
The services requested of the Design Builder (DB) shall cover a wide range of design and construction activities including all management, supervision, labor, equipment, and materials required to provide architectural, engineering, construction, and other related services necessary to design and construct the new facilities as well as demolish and renovate existing facilities. Related services include, but are not limited to, site planning, utility relocation (as needed), testing and inspection during construction, commissioning, and potential additional analysis of the site. The procurement will be solicited full and open to all businesses.
At this Industry Day, specific feedback concerning phasing, scheduling, task challenges, supply chain forecasting issues, and acquisition strategy will be requested from the participants. In addition, GSA seeks feedback on the attached 50% Project Delivery Study and 50% DB Scope Of Work.
Breakout sessions will be provided to potential prime offerors to meet one-on-one with the Government immediately after the formal presentation. The number and length of each breakout session will depend on the number of meeting requests the Government receives.

meals for Government Subsistence-in-Kind (SIK) Soldiers to include field feeding meals and bag meals as required. The
Service will be performed at the Camp Ripley Training Center, Building 6-67, near Little Falls, Minnesota. The
significant difficulties involved in the contract include: 72-hour notice on number of customers per meal, unknown
number of walk-in cash customers, significant variance in number of customers from meal to meal and day to day. The
vendor is not required to pay for any equipment, utilities, or building usage. The Facility is located on a military

THE GOVERNMENT INTENDS TO ISSUE ONE (1) Single Award Task Order Contract (SATOC), Commercial

The General Services Administration (GSA) is issuing a sources sought announcement for the Grand Portage Land Port of Entry (LPOE) Project located at 9403 MN-61 in Grand Portage, Minnesota 55605 to determine the interest, availability, and capability of Small, Service Disabled Veteran Owned, 8(a), HUBZone, and Woman Owned Small Business concerns as well as Tribally owned concerns. The NAICS code for this procurement is 236220. The estimated design build cost of construction is between $55,000,000 and $65,000,000.
The anticipated project is a new LPOE within the Grand Portage Indian Reservation about five miles northeast of Grand Portage, Minnesota. The existing facility was constructed in 1965, and operates 24 hours a day, 7 days per week. The site is within State Highway 61 and spans the full width of the highway permanent easement. The 30,000 to 33,100 gross square foot requirement includes space for Customs and Border Protection to more effectively and safely process the incoming and outgoing traffic across the border.
Since the extreme climate of northern Minnesota will have a direct effect on the energy use and materials at this facility, the project will use long-lasting materials, which are sustainable, climate resilient, low maintenance, functional, technologically efficient, and flexible. We will use high-performance green technology to reduce energy use 20%.

The facility will be designed to be net-zero carbon ready and achieve LEED Gold standards.
The DB scope of work includes all labor and materials required to provide design and construction services for the Grand Portage LPOE project pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures and incorporating Art in Architecture Program, and Design - Construction - Operational Excellence policies and procedures. The design for the project will conform to the Federal Building Design Standards, 2021 Facilities Standards for the Public Buildings Service P-100, and other building codes and standards as applicable to this project.
Design services, which will be accomplished through the contract, will be necessary to meet the functional requirements of prospective tenants, fulfill policy and regulatory criteria, and provide state of the art workplaces that help define interior design standards for the building. Designed solutions shall be consistent with the latest objectives of GSA, prospective tenants, and best practices in architectural planning and design.
The services requested of the DB shall cover a wide range of design and construction activities including all management, supervision, labor, equipment, and materials required to provide architectural, engineering, construction, and other related services necessary to design and construct the new facilities as well as demolish and renovate existing facilities. The Fargo Moorhead Metropolitan Area Flood Risk Management Project, Southern Embankment Reach SE-5, is located in Clay and Wilkin counties, Minnesota, and consists of an overflow earth dam embankment with soil-cement mixture and a gravel road on top, topsoiled and seeded side slopes, and ditches on both sides. The dam embankment will tie into and extend east from the end of the existing Reach SE-4 embankment at the intersection of Hwy 75 and 180th Ave. S, to Township Road 171. The project includes excavating and replacing the existing Hwy 75 intersection with an impervious section and repaving the intersection. The reach also includes replacement existing culverts with cast-in-place twin box culverts at Wolverton Creek. The combined total length of the dam embankment is approximately 1.8 miles. The embankment material will come from a stockpile just west of Hwy 75 off of 180th Ave. S.

Army Corps of Engineers, St. Paul District intends to solicit and award a sole source purchase order for Pneumatically Actuated Inflatable Air Bladders to Obermeyer Hydro Accessories, INC., PO Box 668, Ft Collins, Colorado 80522-0688. The anticipated completion date will be 12 -14 weeks after contract award.
To assist the U.S. Army Corps of Engineers, St. Paul District with its flood control efforts, rubber bladders are used to divert river water. The water level control systems can result in sudden and significant changes in water levels and flow rates, both upstream and downstream. This presents a risk to anyone using the lake or downstream water channels for recreation or other activities when spillway flow is adjusted. If the Obermeyer structure is damaged and non-operational, it may fail to divert river flow, potentially leading to serious issues both upstream and downstream.

Project Description:
The anticipated project is a new land port of entry facility on the northern border in Minnesota. The proposed site is in International Falls, adjacent to an existing Land Port of Entry. This new project will be a gateway to our country and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety and security for both vehicular and pedestrian traffic. It shall make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, and the welcoming of visitors and citizens to the United States of America. The intended delivery method is Design-Bid-Build with a lump sum firm-fixed price.
The Department of Homeland Security (DHS) - Customs and Border Protection (CBP) is the current tenant, and the Department of Agriculture Plant Protection and Quarantine (USDA) and U.S. Food and Drug Administration (FDA) will be joining CBP as new tenants at the new LPOE. The existing facility was constructed in 1993, and operates 24 hours a day, 7 days per week. Although the existing Land Port of Entry is only roughly 30 years old, it was designed and constructed several years before the creation of DHS which resulted in significant changes to the way business operations occur at the border. This project represents an opportunity to support the supply chain; International Falls has the highest traffic volume of any port in Minnesota. In 2021, the port facilitated over $12 billion worth of trade. By redesigning and expanding the port’s infrastructure, the port will be able to accommodate higher volumes of trade.
The project will achieve LEED Gold certification or higher. To achieve that sustainability goal, the project intends to specify energy efficient products/systems, use environmentally preferable products, protect and conserve water, enhance indoor air quality, and other scope elements that apply to various LEED credits. The newly designed port will increase vehicle and pedestrian processing efficiency and capacity; reduce traffic queues and delays in both directions; minimize conflict points among passenger vehicles, commercial vehicles, trains, buses, and pedestrians; add a functional secondary inspection area for commercial vehicles; and accommodate safety, security, technology, and future demand. The site expansion will also provide area for additional customer tenant agencies, including the U.S. Department of Agriculture (USDA)and the Food and Drug Administration (FDA).

These projects will demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian federal employees.
In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. The anticipated project is a new Land Port of Entry (LPOE) within the Grand Portage Indian Reservation about five miles northeast of Grand Portage, Minnesota. The proposed site is adjacent to an existing LPOE of approximately 8.1 acres. The port serves passenger vehicles, commercial vehicles, and pedestrians crossing between the United States and Neebing, Ontario, Canada. The redesign and modernization of the port, which is the second largest in Minnesota, will provide better support for its national security and international commerce functions. Additional lanes and a wider commercial truck lane will shorten vehicle processing times for tourists and residents accessing local community businesses. The intended delivery method is Design Build (DB).
The existing facility was constructed in 1965, and operates 24 hours a day, 7 days per week. The site is within State Highway 61 and spans the full width of the highway permanent easement. The highway easement is maintained and controlled by the Minnesota Department of Transportation (MnDOT), but is wholly within the Grand Portage Reservation, and both GSA and MnDOT will coordinate with the Grand Portage Band of Lake Superior Chippewa throughout the course of the project. The 30,000 to 33,100 gross square foot requirement includes space for Customs and Border Protection to more effectively and safely process the incoming and outgoing traffic across the border.
The DB scope of work includes all labor and materials required to provide design and construction services for the Grand Portage LPOE project pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures and incorporating Art in Architecture Program, and Design - Construction - Operational Excellence policies and procedures. The design for the project will conform to the Federal Building Design Standards, 2021 Facilities Standards for the Public Buildings Service P-100, and other building codes and standards as applicable to this project. The facility will be designed to be net-zero carbon ready and achieve LEED Gold standards. The resultant contract will be a firm fixed price.
Design services, which will be accomplished through the contract, will be necessary to meet the functional requirements of prospective tenants, fulfill policy and regulatory criteria, and provide state of the art workplaces that help define interior design standards for the building. Designed solutions shall be consistent with the latest objectives of GSA, prospective tenants, and best practices in architectural planning and design. The project is funded under the Bipartisan Infrastructure Law and Inflation Reduction Act.
The purpose of Phase I (the request for qualifications) is to select the most highly qualified Offerors from Phase I to participate in Phase II (the request for proposals). At the conclusion of Phase I, GSA will invite the Short-Listed Offerors to submit Phase II proposals. Phase II proposals will require submission of technical and price proposals, which are evaluated separately in accordance with FAR Part 15. Potential Offerors are hereby placed on notice that

GSA announces an opportunity for a federal art commission in conjunction with the redesign and modernization of the U.S. Land Port of Entry in Grand Portage, Minnesota.
The project site is located within the Grand Portage Reservation and will replace and upgrade the existing U.S. Land Port of Entry. This project will be a gateway to the United States and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety, security, and efficiency. It shall make a distinct architectural statement that will respond to local culture and identity; support efficient movement of trade and commerce; reflect the security requirements of law enforcement agencies; and welcome visitors, members, and citizens to the Grand Portage Reservation and the United States of America.
GSA allocates one half of one percent of the estimated construction costs of new or modernized federal buildings for art commissions. The art budget for this project is currently estimated to be $387,993.00. One or more artists will be awarded a fixed-price contract for a commission. If more than one contract is awarded, the budget will be divided among the contracts.

This is a solicitation notice for a contract with the U.S. General Services Administration (GSA), Public Building Service, Region 5, at the Devitt Federal Building and US Courthouse, 118 S. Mill St., Fergus Falls, Minnesota.
This acquisition will result in a single contract award.
The purpose of this project is to refurbish and upgrade the passenger elevator, and all associated work, as detailed in the specifications. This modernization is intended to bring the elevators into full compliance with the ASME A17.1 national standards, as well as new International Building Code, National Fire Protection Association, and National Electrical Code requirements for elevators.
The performance period for on-site work is ninety (90) calendar days from the issuance of Notice to Proceed (NTP). The estimated range for this project is between $1,000,000 and $5,000,000. This procurement is set aside for small business concerns. The NAICS Code for this procurement is 238290 (Other Building Equipment Contractors) with a size standard of $16.5 million. This is a negotiated procurement; there will NOT be a public bid opening.
The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: past experience providing
comparable construction services, project management plan, and past performance on comparable projects. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate.
