This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E525Q0005 is being issued as a request for quotes (RFQ). This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 334516–Analytical Laboratory Instrument, which has a small business size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s Biogeochemical Sciences Branch (BSB) requires delivery and installation of two (2) environmental growth chambers that can simulate the conditions found in the Earth’s cold regions to allow for the sustained growth of bacterial, fungal, and plant organisms, and the analysis of that growth as environmental parameters shift.
Specifications: The Contractor shall deliver two (2) environmental growth chambers in accordance with the following specifications:
o At least 600L of internal space to accommodate a full suite of samples
o Light control with ability to time light exposure and intensity
o Temperature control with a range of at least 0°C to 40°C, though lower and higher ranges are preferable.
o Humidity control with accuracy of 5%
o Integrated water-cooled condensing unit for HVAC temperature control.
o Integrated hydroponic growth option (allows for at least 16 plants per shelf / 32 plants per chamber)
o Additive CO2 controls to allow for ambient up to 5000 ppm CO2 additions.
Equipment Warranty:
o The Contractor shall include at least a 1-year warranty covering the hardware (defects in material and workmanship). Offerors shall include a copy of the warranty documentation with quotations.
Services:
o The Contractor shall install the delivered chambers at the CRREL site within one (1) month of delivery. The install location is a weatherproof greenhouse. The Government will provide access to plumbing and electrical infrastructure at the installation site.
Delivery and Installation:
o The Contractor shall indicate estimated delivery and installation dates in quotations. A shorter delivery lead time is preferable, and the quoted delivery date may be used to evaluate offers.
Please reference the attached RFQ W913E525Q0005 for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offer; technical capability to fulfill the Government’s requirements in its entirety, total quoted price (including shipping FOB Destination to Hanover, NH 03755-1920) and proposed delivery schedule (lead time) and installation service date. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.

This purpose of this Special Notice is to indicate the New Hampshire Air National Guard's intent to award on a sole source basis to Acoustic Technology Inc (ATI), in accordance with (IAW) FAR 6.302-1 (Only One Source). The Government earlier posted a sources sought notice W50S8A25QA001 on 24 October 24.
Pease Air National Guard Base (ANGB) requires the programing & installation of a Mass Warning Notification System on-site in Newington, NH. This work includes design work as well as the base-wide configuration of all components and integration with existing systems. National Guard Bureau (NGB) originally managed this effort through an agency-wide contract (W9133L-18-F-0042). The original contract was terminated in early 2021 in response to COVID-19. ATI was a subcontractor who was tasked with performance at Pease during that time. Although ATI delivered the system, they could not complete the site-work prior to termination. The hardware has been in storage ever since, and Pease must now contract independently to complete the project. The Government intends to sole source an award to ATI due to the equipment’s proprietary nature and as a logical follow on to the legacy contract.
If a vendor disagrees with the Government's intent to sole source to ATI please provide clear and compelling evidence that you have the ability to perform the required functions of this project, i.e. can configure/program ATI equipment and software.

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, intends to enter negotiations and subsequently award sole source, Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement N00019-22-G-0009 with BAE Systems Information and Electronic Systems Integrations, Nashua, New Hampshire. The anticipated delivery order is for the procurement of the follow-on efforts required to develop an ALE-55 towed decoy system for use on the BQM-34S and ALQ-167 pod system for use on full-scale fixed wing aircraft. Contract award is anticipated for third quarter fiscal year 2025 and the anticipated delivery will be 7 months after contract award. The BQM-34S is a recoverable, remote controlled, subsonic aerial target used in support of weapons system test and evaluation.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implement by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BAE is the sole designer, developer and manufacturer of the ALE-55 Advanced Off-Board (AOB) Pod and ALQ-167 Fiber-Optic Towed Decoy (FOTD) Pod in support of the Aerial Target systems. BAE is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the ALE-55 in support of the BQM-34S Subsonic Aerial Target system and ALQ-167 pod system for use on full-scale fixed wing aircraft.

The U.S. Army Corps of Engineers - New England District is issuing a Solicitation Notice for Chemical Vegetation Control Services, Franklin Falls Dam and Blackwater Dam, Franklin & Webster, NH.
THE WORK CONSISTS OF: Contractor shall furnish all labor, materials, transportation, permits, and equipment necessary to perform chemical vegetation control service within the Franklin Falls Dam and Blackwater Dam, flood control project areas. The treatment areas require herbicide treatment to all vegetation, including but not limited to woody vegetation, invasive plant species, noxious weeds, and/or grasses within the areas marked “all vegetation to be sprayed” on Informational Maps 1, 2, 3, and 4 totaling approximately 45.38 acres.
The areas to be treated include but are not limited to rip-rap stone slope embankments, rock interfaces, roadway edges, concrete structures, inlets, dikes, and spillways around the Franklin Falls and Blackwater Dams. All work shall be completed in accordance with the Performance Work Statement.

The Contractor shall provide and install transmission equipment and cables for local exchange access and
transport service circuits to the Government-provided floor space at the Government demarcation
location(s). The Contractor shall connect to Government-provided power connection points and termination
frames. The Contractor shall coordinate with the Government Point of Contact (POC) (primary and
alternate names, emails, and telephone numbers will be provided by the Government after contract award
prior to any installation. The Government does not authorize aerial cable installations. Current service that
are expected to continue are listed in Appendix 1.
The contractor shall provide a fixed firm price solution that includes local and long-distance domestic
calling with an overflow service. Historically NBSFS uses DSN for international calling, but when required
to us LTS for international calling the number of minutes do not exceed 400 a month. NBSFS understands
that international calling can cause a substantial increase in cost. The Contractor shall provide a fixed firm
price for up to 400 minutes. When the minutes reach 400 for the month the contractor shall notify NBSFS
POC via email that the site is approaching their fixed priced limit for international calling. After 400
minutes have been used for the month NBSFS assumes the cost will then be charged on a per minute basis.
This is a follow on recompte of the previous effort with a 100% Small Business Set Aside. The current contract number is FA8773-19-PA032 and the incumbent is Consolidated Communications of Northern New England Company, LLC. See PWS for additional details.
This is an invitation for bid for 608-23-133, Third Floor Lab Construction at Manchester, VAMC. Please read all attachments for a clear understanding of the solicitation and how to submit bids.

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E525Q0005 is being issued as a request for quotes (RFQ). This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 334516–Analytical Laboratory Instrument, which has a small business size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s Biogeochemical Sciences Branch (BSB) requires delivery and installation of two (2) environmental growth chambers that can simulate the conditions found in the Earth’s cold regions to allow for the sustained growth of bacterial, fungal, and plant organisms, and the analysis of that growth as environmental parameters shift.
Specifications: The Contractor shall deliver two (2) environmental growth chambers in accordance with the following specifications:
o At least 600L of internal space to accommodate a full suite of samples
o Light control with ability to time light exposure and intensity
o Temperature control with a range of at least 0°C to 40°C, though lower and higher ranges are preferable.
o Humidity control with accuracy of 5%
o Integrated water-cooled condensing unit for HVAC temperature control.
o Integrated hydroponic growth option (allows for at least 16 plants per shelf / 32 plants per chamber)
o Additive CO2 controls to allow for ambient up to 5000 ppm CO2 additions.
Equipment Warranty:
o The Contractor shall include at least a 1-year warranty covering the hardware (defects in material and workmanship). Offerors shall include a copy of the warranty documentation with quotations.
Services:
o The Contractor shall install the delivered chambers at the CRREL site within one (1) month of delivery. The install location is a weatherproof greenhouse. The Government will provide access to plumbing and electrical infrastructure at the installation site.
Delivery and Installation:
o The Contractor shall indicate estimated delivery and installation dates in quotations. A shorter delivery lead time is preferable, and the quoted delivery date may be used to evaluate offers.
Please reference the attached RFQ W913E525Q0005 for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offer; technical capability to fulfill the Government’s requirements in its entirety, total quoted price (including shipping FOB Destination to Hanover, NH 03755-1920) and proposed delivery schedule (lead time) and installation service date. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.
