On or around 8 January 2025, the U.S. Army Corps of Engineers, Omaha District intends to issue a solicitation for "Garrison Riverdale Feeder Relocation" at Garrison Dam, North Dakota. The solicitation will close on or about 11 February 2024 by 2:00 PM CT.
DESCRIPTION OF WORK:
The purpose of this project is to relocate the Riverdale electrical power feed from the current connection to the Garrison power plant outside station service switchgear to a connection in the Garrison Transmission Switchyard. Relocating the line is an extensive effort that requires the purchase and installation of terminal equipment, overhead and underground cabling, and distribution poles. The new connection for Riverdale will be to the secondary side of the 115kV/13.8kV 10MVA transformer located in the Garrison transmission yard. The relocation project will require the supply and installation of an outdoor 15kV class, 560A re-closure with an 1,200A interrupt rating. This re-closure and its associated disconnects, and spill containment will be installed in the switchyard near the 10MVA transformer. In addition, the contractor will install approximately 600ft of 3-750kcmil CU direct buried cable and the associated schedule 40 conduits and handholds. Portions of the conduits in the switchyard and near the roadway will be caped with concrete. The contractor will transition the underground feed to overhead and install approximately 650ft of 3-477kcmil ACSAR overhead distribution line along with 5 distribution poles. This line will be connected to the exiting overhead line for Riverdale at a pole near the Generator Yard. The contractor is expected to supply, install and commission all of the equipment within the scope of work. The contractor maybe required remove a minimal amount of cabling from the current connection in the Generator Switchyard.

The Contractor shall be licensed and registered in the State of North Dakota. The Contractor shall provide legal boundary surveys and re-surveys of easements under the Agricultural Conservation Easement Program components: Wetland Reserve Easements (WRE), Emergency Watershed Protection Program-Floodplain Easements (EWPP-FPE); Health Forest Reserve Program (HFRP); and all Farm Bill 2018 Regional Conservation Partnership Program (RCPP) U.S. held easements, RCPP-HRFP, and RCPP-WRE easements.
Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to attached Land Survey Specifications for NRCS Easement Programs.

The U.S. Army Corps of Engineers (USACE), St. Paul District has a requirement for a Contractor capable of providing all labor, material, and equipment necessary to meet the requirements for the Fargo-Moorhead Metropolitan (FMM) Area Flood Risk Management Forest Mitigation Planting project.
The FMM Forest Planting project will serve as environmental mitigation for impacts associated with the FMM Project. The FMM project is a large, multi-faceted project that will result in significant flood risk management for the project area. Forest planting is one part of the overall FMM project.
The services requirement includes development and execution of several plans including planting, maintenance, and invasive species control for approximately 99 acres of forest and native prairie. Up to 48 of those acres will require the planting and establishment of trees, grasses, and forbs. Approximately 52 acres are existing forest that will require invasive species management. The services will also include 5 years of maintenance and monitoring on the 99.3 acres of land included in the contract.
It is anticipated that this project will be solicited in mid-December 2024. All dates are tentative and for planning purposes only.

PROJECT DESCRIPTION (approx. quantities) Renovate Aircraft Maintenance Hangar located on Grand Forks AFB, ND for use as an Aircraft Maintenance Facility (AMF). The existing building is a 3-bay hangar with a large storage bay and is approximately 145,000 SF, constructed with a reinforced concrete foundation, structural steel frame, concrete masonry unit (CMU) and steel stud walls, and standing seam metal roof system. The building’s interior will be repurposed and minimally reconfigured, redesigned, and renovated in accordance with ICD/ICS 705 standards, DoD Unified Facilities Criteria (UFC) 1-200-01 General Building Requirements, UFC 1-200-02 High Performance and Sustainable Building Requirements, UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, UFC 4-211-01 Aircraft Maintenance Hangars, UFC 3-520-05 Stationary and Mission Batteries, and other UFCs as appropriate. The facility shall be compatible with applicable Department of Defense (DoD), Air Force, and base design standards. Project includes removal of existing fire sprinklers, alarms, detection, mass notification, and Aqueous Film-Forming Foam (AFFF) systems; substantial demolition of interior mechanical, electrical, and telecommunication systems; gutting of restrooms, locker rooms, and break rooms to include removal of a section of a 4’ elevated slab and reconstructing at ground level for new location of restrooms. New construction consists of constructing a new main entrance, repurposing of existing rooms, and reconfiguration of the office space on the mezzanine level. In addition, mechanical space on the mezzanine level shall be enclosed and provide new access either through existing utility spaces or new exterior stairways and doors. New work also includes installation of a 1-ton crane, new epoxy paint flooring in two bays, a paint booth, new restrooms, and reconfiguration of existing restrooms with new fixtures and finishes. New mechanical system will be installed throughout with the exception of five gas boilers which will be new at time of construction. Process will include performing a minimum of three life cycle cost analysis of proposed systems new sprinkler, fire alarm, detection, and mass notification systems will be installed. New intrusion detection systems, keyless access system, and cybersecurity measures shall be provided. Existing structural systems, including existing cranes and fall protection, are intended to remain as is. Project includes the construction of two Ground Data Terminals (GDT) with associated concrete pads, utilities, security, 50’ antenna towers, lighting, and gravel access roads. Some asphalt pavement at the hangar is also required. Contractor is to coordinate the upgrade of the electrical capacity to the GDT sites and Bldg. 649 with local electrical provider. Contractor shall size and install a generator for each GDT site. Electrical system will be completely redone, including distribution system, interior and exterior lighting, electrical panels, conduit, and wiring. Contractor shall design and install a lightning protection system. Project includes upgrade of communications capacity and construction of duct banks to the building. The interior communications will be redone to include secured networks.
