The Base Item for this project involves obtaining masonry stone from a Government-supplied quarry, delivery of the stone to the project site, cutting to size and the installation of the stone as masonry facing for all exposed CMU blocks on the restroom's exterior walls, and columns. The Optional Item for this project involves the removal of the existing trash screen wall, wall construction and masonry facing of a new trash screen.
The project is located at the Dee Wright Observatory Parking Lot on McKenzie Pass State Highway OR-242 (Latitude: 44.260744, Longitude: -121.802076), Deschutes County, Oregon.
The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation. The solicitation will be available for download exclusively via https://www.sam.gov on or about 05/20/2024. Paper copies of the solicitation will not be issued. The Government intends to award without discussions, however, reserves the right to conduct discussions should it be deemed in the Government’s best interest.
One Firm Fixed-Price (FFP) contract will be awarded. The contract period of performance will be during the summer/fall of 2024, with potential for continued performance in summer/fall 2025 based on weather conditions at the project site.
The magnitude of this construction project is between $100,000 and $250,000. Offerors whose pricing exceeds $150,000 will be required to provide a Bid Bond (20%) with their submission. For the successful awardee a Payment Bond (100%) will be required for offers under $150,000, and for offers over $150,000, Performance and Payment Bonds (100% each) will be required.
Note: Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation. The contractor will provide all material, labor, equipment, and supervision necessary to complete the above-named project at the VA Southern Oregon Rehab Center & Clinics (SORCC), 8495 Crater Lake Hwy, White City, OR 97503, and the Portland VA Medical Center (VAMC) Vancouver campus, 1601 E 4th Plain Blvd, Vancouver, WA 98661.
General Scope of Work:
Provide construction services to include all necessary alterations, roads, walks, grading, drainage, removal of existing structures, and general construction for installation of a manufactured office space and MRI. Contractor must comply with all requirements detailed in the attached drawings and specifications.
The project will include:
Scope of Work: The Scope of this project requires treating the existing bat bugs. Disinfecting and removal of all contaminated insulation, droppings, ceiling tiles, above the conference room, front lobby, and east and west hallway corridors where bats have roosted. Contaminated insulation and ceiling tiles shall be removed and replaced.

This is a SATOC that encompasses a broad range of repairs, renovations, and minor alterations to existing facilities and/or infrastructure. During the contract period, the facility staff will identify projects for task orders that will be issued by the Contracting Officer. The Contracting Officer has the right to withdraw proposed task orders before and after the receipt of the Contractor s proposal for the requested task orders.
