A continuing need is anticipated for the Electronic Security System Maintenance (which is currently being fulfilled through current contract # W91QF022P0012). Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with workload data
In response to this sources sought, please provide:

Amendment 0001:
The purpose of this amendment is to incorporate changes as a result of the Question and Answers from the solicitation. Section B, Section C, Section H, Section L and Section M have been amended.

Crescenz Department of Veterans Affairs Medical Center (CMCVAMC), Philadelphia, PA has a requirement for Project No. 642-22-134, Renovate Behavioral Health (BH) 7E/7W Nurse Station. Naval Supply Systems Command (NAVSUP) intends to solicit for services and supplies provided through performance of this Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.0. WEXMAC 2.0 supports the six phases of the continuum of military operations in support of the Geographic Combatant Command’s (GCC) joint operations, coalition partners, and other United States Federal Agencies in setting and sustaining the theater through the following requirements: theater opening (includes reception, staging, onward-movement, and integration (RSOI) support; sustainment; theater distribution; and stability operations and Defense Support of Civil Authorities (DSCA) support. The WEXMAC 2.0 description of contractual scope provides that services and supplies provided through the performance of this contract include but are not limited to Humanitarian Assistance/Disaster Relief (HA/DR), Contingency, Exercise, Lodging, Logistics, Water-Based, and Land-Based Support. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Tobyhanna Division is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources having an interest and the ability to provide the PREVENTATIVE MAINTENANCE AND REMEDIAL REPAIRS FOR 30 GENERATORS AND 19 UPS SYSTEMS AND THEIR COMPONENTS. The Federal Bureau of Prisons (FBOP), Northeast Regional Office (NERO), anticipates the need for indefinitedelivery indefinite-quantity (IDIQ), firm-fixed-price contracts for supplemental architect-engineer (A-E) services, with a one (1) year base requirement and up to four (4) unilaterally exercised option years. The Government is not obligated to exercise any of the option periods. While the Government anticipates multiple awards, no more than three (3) awards are expected.
The services will be for various FBOP facilities in the Northeast Region within the states of Connecticut, Massachusetts, New Hampshire, New Jersey, New York, Ohio, and Pennsylvania. See the Statement of Work attachment for description of services.
Most projects will take place in a fully occupied, fully operational, secure correctional environment. Most projects require complex design effort and detail along with extensive coordination between design disciplines, the institution, and the NERO during design and construction.
Given the close coordination needed between the successful firms, institutions, and the NERO, consideration and selection of firms will be limited geographically to those with established office(s) in the states previously listed.
Firms are to perform services as required by the issuance of individual task orders. The guaranteed annual minimum amount of each contract is $10,000.00 and the estimated annual maximum is $1,500,000.

Discuss how the client's program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, fax, and email. Submit resumes of key personnel outlining commitment to projects and qualifications and relevant experience as individuals and as a team. Highlight sustainability features incorporated into the project design (e.g., energy/water efficiency, waste reduction, use of recycled materials).
Submit a narrative outline describing the firm's project management planning, coordination, scheduling and production facilities, capabilities, and techniques for both design and construction inspection, and the firm's commitment to opportunities for small, minority and women owned business (Utilize Section H of the SF-330).
Submit a narrative outline with examples describing the firm's ability to evaluate/develop accurate preliminary project budgets, ability to control project costs during design process, ability to design within funding limitations, methods used to coordinate construction documents, work of various engineering disciplines, and provide general production quality control (Utilize Section H of the SF-330).

Description of Intended Contract
The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, is seeking information on technically capable, and otherwise responsible, interested small businesses, including HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) that would be interested in submitting offers for this anticipated solicitation for Construction Services for Weis Loading Dock Rehabilitation Project - Phase 4 at the Joseph F. Weis Jr. U.S. Courthouse in Pittsburgh, PA.
This is a notice for sources sought only. This is not a request for proposal or a pre-solicitation communication. This is a market research effort. There is no solicitation, specifications, or drawings available for this announcement. The Government shall use the results of this market research effort to augment its decision-making process with regards to the extent it will be competed.

General Description of Services:
The loading dock at the Joseph F. Weis Jr. The U.S. Courthouse is a high traffic area and is instrumental to the courthouse since most deliveries come in at this location. Due to deteriorating conditions, the loading dock is undergoing extensive repairs. Phases 1 and 2 of the Weis Loading Dock Rehabilitation project have been completed and Phase 3 is in progress.
This project is for Phase 4, which is a continuation of repairs at the rear loading dock located at the Joseph F. Weis Jr. U.S. Courthouse in Pittsburgh, PA. Phase 4 of this project will involve the complete replacement of trench drains, surrounding concrete, deteriorated steel support members, lead based paint remediation, and concrete fascia repairs. The base scope includes work between column lines 1-8 on the east (roadway) and west (building) sides. It is anticipated that the project may be split into three separate phases. Loading Dock East side, Loading Dock West side, and entrance ramp repairs. This project will also entail various concrete spall repairs at the 7th Avenue entrance ramp and infrastructure and electrical pathways for future Electric Vehicle Charging Stations/EV Supply Equipment (EVCS/EVSE) fleet.
The Inflation Reduction Act of 2022
The Inflation Reduction Act of 2022 (IRA), Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for the purchase of construction materials with substantially lower levels of embodied greenhouse gas emissions. The Offeror is to provide to the maximum extent practicable IRA-Eligible Materials with the lowest possible global warming potential (GWP) values. Low Embodied Carbon (LEC) materials anticipated to be used in the rehabilitation project include asphalt, concrete, and steel.
GSA has engaged an Architect Engineer (A/E) to design the project and provide Construction Administration (CA) Services. The design is at the concept stage and is scheduled to be complete in mid-2025.
The contractor will be required to have the ability to successfully coordinate all of the trade/subcontractor work and complete this project within all applicable government guidelines governing the work.

Accordingly, the award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors where non-price factors are considered more important than price.

1. CONTRACT TYPE:
The Naval Surface Warfare Center Philadelphia Division, Philadelphia, PA proposes to award an Indefinite-Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) supply contract for Digital Voltage Regulator (DVR) Systems.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
The solicitation number for this requirement is 75D30125Q00045 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.
The Centers for Disease Control and Prevention (CDC) intends to award a firm-fixed-price contract for municipal waste and recycling disposal services at the CDC National Institute of Safety and Health (NIOSH) Pittsburgh Bruceton Research Center as detailed in the attached Performance Work Statement (PWS). This contract will have a period of performance of one base year and four one-year option periods as follows,

Offerors shall submit a technical proposal, not to exceed four pages, that demonstrates their ability to meet all requirements identified in the PWS. If teaming/subcontracting arrangements are anticipated to meet the requirement to be licensed by the Commonwealth of Pennsylvania to provide waste disposal services (PWS 10.1), the proposal shall identify the partner/subcontractor firm and provide licensing information for that firm. Offerors shall assume that the Government has no prior knowledge of its facilities, capabilities, and experience, and will base its evaluation on the information presented in the offeror’s proposal.
The offeror’s price proposal shall include pricing for each element identified in the attached pricing table for the base year and all option years. Failure to price all elements may make the proposal ineligible for award. The Government will evaluate offerors’ proposed price by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Each option period will be evaluated as shown above for the base period with the price analysis conducted in accordance with FAR 13.106-3(a). As part of price evaluation, the Government will evaluate its option to extend services (FAR Clauses 52.217-8 – Option to Extend Services) by adding ½ of the Offeror’s final option period prices to the Offeror’s total price. Offerors are required only to price the base, 1st, 2nd, 3rd, and 4th option periods. Offerors shall not submit a price for the potential on-half year extension of services period.

The government anticipates selecting the best- suited offeror from initial responses, without engaging in exchanges with offerors. Offerors are strongly encouraged to submit their best technical solutions and price in response to this RFP.
Once the government determines the offeror that is the best-suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that offeror to address any remaining issues, if necessary, and finalize a purchase order with that offeror. These issues may include technical and price. If the parties cannot successfully address any remaining issues, the Government reserves the right to communicate with the next best-suited offeror based on the original analysis.

(x) The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). An offeror's final auction price will be considered its final proposal revision. Naval Supply Systems Command (NAVSUP) intends to conduct a Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.0 Industry Day to support the sources sought. WEXMAC 2.0 will support Humanitarian Assistance/Disaster Relief (HA/DR) Support, Contingency Support, Exercise Support, Lodging Support, Logistics Support, and Ashore Support. This Broad Agency Announcement (BAA), for the Army Artificial Intelligence Integration Center (AI2C), is issued under the provisions of paragraph 6.102(d)(2) and 35.016 of the Federal Acquisition Regulation (FAR), which provides for the acquisition of basic, applied, and advanced research and that part of development not related to the development of a specific system or hardware procurement. This will be done through the competitive selection of proposals, and 10 U.S.C. 4001, 10 U.S.C. 4021, and 10 U.S.C. 4022, which provide the authorities for issuing awards under this announcement for basic, applied, and advanced research. Proposals submitted in response to this BAA and selected for award are considered to be the result of full and open competition and in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984" and subsequent amendments.
The Army Artificial Intelligence Integration Center (AI2C) is seeking artificial intelligence research and development whitepapers and proposals in support of new technologies and translational research-based approaches that support the identification, alignment, and exploitation of basic, applied, and advanced research.
This BAA may be used to award FAR based instruments (e.g., procurement agreements) or instruments not subject to the FAR (e.g., grants, Cooperative Agreements, Technology Investment Agreements, and Other Transactions). Those instruments not subject to the FAR may be referred to as Assistance Agreements in this BAA. AI2C will consider a wide range of funding constructs which might include, but are not limited to, Government funding, cost sharing, in-kind labor or facility sharing by all parties, or any other allowable mechanism. Applicants may propose cost sharing approaches, but they are not required. AI2C envisions opportunities to engage in other types of collaboration agreements where no funds are exchanged, such as Cooperative Research and Development Agreements (CRADAs) which are negotiated separately from this BAA.
