Project Description: This will be a Design/Build project to repair an existing 37,861 square feet Army Reserve Center (ARC) in Newton Square, Pennsylvania. Building 92001, that is in a failed or failing condition, constructed in 1976 and restored in 2004. Building 92001 provides mission essential functional areas in support of four Medical Units: Company, Battalion, Detachment. It also supports two Transportation Detachments, a Quartermaster Company and Headquarters. The repairs will provide the necessary operational building functional areas for the training and mission support of these commands. The mechanical, plumbing and electrical systems are beyond serviceable life. A technical review was conducted, work classification verified, and other facility alternatives were visited but the most expedient and best option was to repair the listed facility. Required swing space will not be part of this projects funding, however any incremental costs associated with a potential phasing of the project are included.
This project includes repair of HVAC and Electrical systems, removal of non-structural interior walls to right-size rooms and create open flexible workspace, restoration of inadequate and non-code complaint bathrooms, repair of light fixtures with code compliant units, code compliant fire alarm and suppression system, and repair of an electrical conduit distribution throughout the facility. Access for individuals with disabilities will be provided to include a code compliant entrance ramp. This project also includes repair of exterior structural elements and correction of all life safety deficiencies while maintaining the elements of the building’s exterior. The restored facility will meet minimum DOD Antiterrorism standards. If any Asbestos Containing Material (ACM) is found, it shall be abated in accordance with DA Pam 420-11 Para 2-1b.

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform repair work of the Francis E Walter Dam located in White Haven, PA.
The FE Walter Dam repair work will consist of:
a. The rocker bearings at Pier 2 have rocked off their keeper key (Photographs and Inspection report to be provided with Solicitation). The bearings would be repaired by temporarily jacking the bridge girders, removing the existing anchor bolts, sliding the keeper plate back (or fabricate a new one, or modify the existing one), and reset the bearings.
b. The anchor bolts at the fixed bearings at pier 2 are corroded and have no washers (Photographs and Inspection report to be provided with Solicitation). Remove the nuts and install new nuts and washers.
c. Lubricate all bearings.
d. Numerous concrete spalls and delaminations are noted on the piers and abutments (Photographs and Inspection report to be provided with Solicitation). The deteriorated concrete will be removed and replaced with new concrete.
e. The deck is in satisfactory condition, but the top surface is moderately scaled (Photographs and Inspection report to be provided with Solicitation). A thin overlay will be applied to restore the surface and seal the deck from any water intrusion.
Traffic control is anticipated as all work will be conducted on a service bridge adjoining a public roadway. Although the physical bridge is considered a restricted area, the adjoining roadway will be open to public travel and construction activities will need to be given special consideration depending on the time of the year this work is conducted.
The Period of Performance is 180 calendar days. Work on the project is anticipated to begin 30 calendar days after contract award and completed 180 calendar days after commencement of work.
Solicitation Number W912BU25R0019 will be issued on or about 20 December 2024 with proposals due back at least 21 days after Solicitation. The estimated cost range of this project is between $250,000 and $500,000.

Industry Engagement Day
The Corps of Engineers (USACE), Pittsburgh District intends to advertise a construction contract for the completion of a new 110' x 600' lock chamber to replace the existing auxiliary chamber at Montgomery Locks and Dam near Monaca, PA. The solicitation for the project is scheduled to be posted in 2024. The scope will include demolition of the existing auxiliary river wall, guard walls, and ancillary features. Construction will be a combination of in-the-wet and in-the-dry techniques and will require the placement of tremie concrete, drilled shafts, mass concrete, miter gates, heavy machinery and multiple buildings.
In accordance with DFARS 236.204 (v), the magnitude of construction for the project will be over $500M.
This is a save the date announcement for a construction contractor industry engagement day to be held at Montgomery Locks and Dam, 100 Montgomery Dam Rd, Monaca, PA 15061. Preliminary construction plans and specifications will be posted in advance of the industry day.
