AMENDMENT 1: The purpose of this amendment is to:

Q1. The CDRLs call out a First Article Acceptance Test Report (FAAT). The drawings are only for machined parts, not a full FBG Assembly. Will a full FBG Assembly need to be assembled with other GFM?
a. The individual machined piece part will not need to be assembled with other GFM.
Q2. If there is a FAAT Report, is there a Test Procedure that will be provided?
a. For FAAT qualification of the individual piece part, the vendor shall provide a full Coordinate-Measuring Machine (CMM) data, Material Conformance Certification in accordance with Note 5 of each drawing.
The CMM data along with the Material Conformance Certification will give the Government the necessary technical information to qualify the machined part would meet the FAAT qualifications when assembled at the higher-level assembly.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 34 has a requirement for Radio Frequency Distribution and Control Systems (RFDACS) OK-700 units and components. The contractor shall manufacture the units and components, monitor for obsolescence and perform prototyping and modification to update and maintain existing RFDACS. A DRAFT SOW is attached.
This is a complete follow-on contract for hardware and services under contract number N6660420DR000 and the incumbent contractor is Serco, Inc. The property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency.
Due to the lack of contractors with the required expertise to complete this project, this Sole Source Contract will allow for the deployment, pressure treatment, and analysis of biofouling panels from one contractor that has the expertise in the required techniques and areas, and is able to complete the tasks in the study areas within the specified timeframe. FIT’s CCBC is the only known company that has the expertise, support staff, and facility to assess biofouling and expose it to the required hydrostatic pressures in a warm marine environment. FIT is co-located with the field site which is a requirement to avoid shipping fouled panels. The recommendation is to utilize FIT who has frequently partnered with the Department of Defense and Office of Naval Research on multiple other contracts and demonstrated technical expertise in this field.
The study requires a pressure chamber suitable to accommodate saltwater and designed to be operated at a maximum pressure of about 450 pounds per square inch (psi; approximately 1,000 ft (300 m]). In addition, this effort requires panels to accumulate biofouling in the winter of 2024 in a warm water environment, as well as the scientific and technical expertise in the analysis of pressure exposed biofouling data, adhesion testing, and biofilm microcopy. NUWCDIVNPT does not currently have the pressure chamber and personnel skilled in conducting these assessments and analysis. Research into other contractor options were made, however none were identified. FIT is recognized by ONR as being a Navy biofouling test site and is the only company that has a static immersion site suitable for biofouling investigations in warm waters.

The Offeror shall submit quoted prices for FFP Line Items in Section B, and provide any backup data to support the pricing proposed. Backup supporting documentation could include, but is not limited to:
(1) Labor Hours and Categories: Provide a breakdown of all proposed labor categories and corresponding hours.
(2) Labor Rates: Provide unburdened direct hourly labor rates for each labor category proposed along with explanation of the basis for the proposed hourly rates. If proposed direct labor rates are based on actual hourly labor rates provide supporting payroll journals. Identify any judgmental factors applied and the mathematical or other methods used in the estimate. Identify any contingencies used by the offeror in the proposal.
(3) Indirect Costs: The proposal shall provide data on all indirect rates (i.e., overhead, general and administrative, material handling, etc.) proposed on labor and parts/material, including beginning and end dates of the period covered by the rate(s) and composite rate calculations, if any. The bases to which the rates are applied shall be clearly identified. In addition, provide supporting information including DCAA/DCMA audit materials, projections, or calculations that support the indirect rates, or any other relevant substantiating information.
(4) Profit: Identify the proposed profit and specify the breakdown of the profit applied to the costs proposed under this solicitation. The Contracting Officer is required to use the Weighted Guidelines Method described in DFARS 215.404-4 for performing a profit analysis for this requirement. The Government requests L3 present the details of its proposed profit amount in the format (DD Form 1547) and detail described in DFARS 215.404-4. L3 should provide factual and substantive information for the Government's consideration in assigning weights and values.
(5) Facilities Capital Cost of Money (FCCOM): If L3 proposed FCCOM, full supporting data on DD Form 1861 must also be provided.
(6) Other: Any other applicable data to support the basis of the proposed prices.
Quotes shall include price, delivery terms, delivery schedule, and the following additional information: point of contact (including phone number and email address), contractor CAGE code, and contractor Unique Entity Identification (UEI).
Quotes should include a validity date of no less than ninety (90) days from due date for receipt of offers.

(a) The Government may extend the term of this contract by written notice to the Contractor within the first year of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least thirty (30) days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed two (2) years. (End of clause)

This announcement will be open for less than 30 days, in accordance with FAR 5.203(b).
The Rhode Island Army National Guard (RIARNG) requires supplemental court reporting equipment which possesses capabilities to produce legal transcripts in a complete, end-to-end solution that converts speech to text in real-time with or without continuous commercial internet connection. The equipment must be in compliance with Army Regulation 27-10 (AR 27-10), which prescribes the policies and procedures pertaining to the administration of military justice and implements the Manual for Courts-Martial (MCM), United States, 2024, and the rules for courtsmartial (RCMs) contained in the MCM. To support this initiative, The Rhode Island Army National Guard (RIARNG) requires the purchase of court reporting equipment, specifically known as Eclipse Vox Automatic Speech Recognition (ASR) System (EVAS) which is proprietary to the company EVerbatim, Inc. RIARNG intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to the EVerbatim, Inc. (CAGE Code: 1HLK8). EVAS has capabilities currently not found on other court reporting equipment. EVAS has the capabilities to produce legal transcripts in a complete, end-to-end solution that converts speech to text in real-time with or without continuous commercial Internet connection, making it easily deployable to combat locations. EVAS has the ability to produce near real-time transcripts of recorded audio with a 90-95% accuracy rate. The system permits users to edit transcripts and redact both the audio and the written transcript simultaneously. EVAS is currently the only court reporting system that offers an integrated solution that unifies all hardware and software components necessary to deliver a complete and turnkey court reporting system. EVAS is comprised of software that unifies professionalgrade computer and audio components and unidirectional-wireless digital microphones for the purpose of producing automated legal transcript. EVAS also meets the mandatory requirements of Army Regulation 27-10 (AR 27-10), which stipulates the minimum characteristics required for Army Court Reporting equipment. Eclipse software is one of those mandatory characteristics. The original equipment manufacturer (OEM) / software developers of Eclipse confirmed EVerbatim Inc. is the sole source provider of Eclipse software to the US Armed Forces. Additionally, EVAS is proprietary to EVerbatim Inc., who does not have any resellers. The Army National Guard currently either utilizes a local court reporting service resource, which is not cost effective, or records the transcript manually which takes 3 months to complete and is not efficient. EVAS offers expedited court reporting capabilities, a high rate of accuracy, mobility and the ability to operate without internet making it deployable, as well as the convenience of having all parts sourced from one vendor ensuring compatibility issues are avoided. Currently, EVAS is the only court reporting equipment that meets the AR 27-10 requirements and offers the capabilities required by the Rhode Island Army National Guard. Therefore, EVerbatim Inc. is the only venue able to meet all of the necessary criteria for this requirement. This requirement is being solicited on a sole source basis to EVerbatim Inc., as concurred with by the RIARNG Office of Small Business Programs. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to complete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
