The purpose of this synopsis is to announce that the Department of State intends to issue a solicitation for U. S. manufacturing of lead free glass and crystal tabletop ware to be used for representational purposes for the U. S. Department of State's Overseas Building Operations. This notice serves only as market research purposes. This notice is soley identify possible interested parties.  

This requirement will be processed and procured under FAR Part 12 - Acquisition for Commercial Items and FAR Part 13.5 - Simplified Procedures for Certain Commercial Items. Only one firm fixed price Indefinite Quantity Indefinite Delivery award will be made as a result of soliciitation released at a later date..

Description: The Contractor shall produce and provide high quality lead-free glass and crystal tabletop ware with clarity and free of any imperfections; which means, the tabletop ware shall not have any blemishes, bubbles, or cloudy discolorations. The design patterns, which are to be supplied by the U.S. Government (USG) and reproduced by the Contractor, shall be exclusive to the U.S. Department of State. The crystal tabletop ware shall have a sharp high-pitched resonant sound when tapped with a metal object, such as a fork or spoon.

Contractor shall provide lead-free glass and crystal. Lead-free crystal relates to fine glass crystal prepared essentially, in weight percent, of TBL SiO2 54-64 BaO 8-13 Li2 O 0-3 SrO 8-13 Na2 O 0-6.5 ZnO 5.5-9 K2 O 0-7 BaO + SrO + ZnO 22-33 Li2 O + Na2 O + K2 O 8-15 wherein at least two of Li2 O, Na2 O, and K2 O are present and are present in essentially equimolar ratios.

Contractor shall be able to provide high-end retail industry crystal ware including the etching of the U. S. Department of State Seal on the crested tabletop ware. Contractor shall use sandblasted etching or current etching technology. Etched text and images shall be distinct and defined.

Competitive Acquisition: This will be a competitive acquisition. This  is set aside 100% for Small Business Concerns. The North American Industrial Classification System (NAICS) code 327212 (Other Pressed and Blown Glass and Glassware Manufacturing) with a size standard of 1,250 employees. 

Contractor must ensure 100% U. S. manufactured lead-free crystal tabletop ware throughout the duration of the contract. All glass and crystalware manufacturing shall be completed on U.S. soil.

In accordance with FAR 52.204-7, System for Award Management, prospective offerors must be registered in System for Award Management (SAM) under the applicable NAICS. Offerors may obtain SAM information at https://www.sam.gov. To be eligible for award, offerors must be registered in the SAM Management database. Registration is free and potential offerors are encouraged to visit the SAM website. A contract cannot be awarded to an offeror unless registration is complete in SAM.

PURPOSE AND OBJECTIVES: 

The AB Assurance Program should include:
All parts, labor and travel for unlimited breakdowns (zone charges may apply). Two days response time for breakdowns (availability limited in some geographic areas). One Preventative Maintenance service visit per year. Digital remote support, and access to technical support (Mon-Fri, standard business hrs). Service providers must be certified/ certificate holders to service the warranted equipment.

This is not a request for proposals, but instead market research to determine capable vendors prior to issuing a solicitation. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. Within the investigation area, the sea floor elevation ranges from about 0 ft. to -20 ft. MLLW.

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Federal Bureau of Prisons, Federal Correctional Institution, Edgefield, South Carolina intends to award a government order to the vendor/contractor who can provide the most cost effective means in obtaining two industrial washing machines for the Laundry Department.  These washing machines-extractors will be used for washing of inmate uniforms.  The washing machines need to be able to withstand heavy loads.  The washing performance needs to maximize output to meet the daily workload.  These washers need to be capable of increasing energy efficiency and reduce washing times to help on-premises laundries increase the output, while decreasing operating costs.  The capacity of three of the washing machines/extractors must meet that which is 140 lbs.  The washing machines/extractors must be equipped with a programmable control.  The dimensions must fall within overall width- no more than 53 inches; overall depth - no more than 76 inches; and overall height - no more than 70 inches.  As for the cylinder, the cylinder diameter must not be larger than 42 inches.  The cylinder depth must not be more than 26 inches and the cylinder volume must not be more than 21 cubic feet.  The door must have an observation window.  The motor should be of the horsepower to run the washer.  Must drain to rear, single motor inverter drive.  When offering your proposal, please include all details regarding the product you are offering to include installation costs and any information on warranties.  (See attached Request for Quotation).

The Federal Bureau of Prisons, Federal Correctional Institution, Edgefield, South Carolina, intends to issue solicitation 15B30322Q00000004 for the requirement of: QUARTERLY BREAD. This solicitation is unrestricted, FOB Destination, and the delivery dates will be every Monday with the exception of holidays, with the first delivery being on January 2, 2023. Should any scheduled delivery fall on a holiday, delivery will be made on the next business day, unless otherwise specified by the food service department. Food Service reserves the right to make weekly adjustments on quantities and schedule, if needed, based on institutional needs. Deliveries will be made to the Federal Correctional Institution, 501 Gary Hill Road, Edgefield, South Carolina 29824. The contract type is a firm-fixed price. The contracting official intends to make this award on an all or none basis. The Government will award to the responsible quoter whose offer, conforming to the solicitation, is considered to be most advantageous to the Government, with past performance and price considered equally. All responsible small business concerns are encouraged to submit a quotation which may be considered.
