The purpose of this Sources Sought is to determine qualified potential sources that are capable of producing the item described herein. The United States Air Force, AFLCMC/PZIEB, Wright-Patterson AFB, OH, is seeking sources for the design, fabrication, and installation for two Exterior Electric Loading Dock Levelers at JB Charleston, South Carolina.
Description:
This project will provide two exterior electric loading dock levelers at JB Charleston South Carolina, US. Each dock leveler shall provide an electrically adjustable ramp that shall support a 10k forklift as it moves between the building dock and the transport vehicle’s bed. The dock leveler shall interface with transport vehicles of various heights and shall provide a smooth, safe transition between the dock and the transport vehicle’s bed. A knowledgeable and experienced manufacturer is required to ensure the installation is accomplished correctly and quickly, to minimize impact on mission operations, and to meet the schedule.

The Federal Correctional Institution, Edgefield, South Carolina is looking to replace a quantity of (2) hot water heaters in the institution. The brand name being requested is PVI, QuickDraw Boiler Water Double-Wall Packaged Water Heater with AquaPLEX storage tank. One of the water heaters we are requesting pricing on is 1100 L 400A-QWD-1-180, 510 gph @ 40-140F. 43 gpm @ 180-160F Boiler water. 1-1/4" 3-way control valve. Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the following construction project. The construction project is for two (2) Recruit Barracks located at the Marine Corps Recruit Depot (MCRD) in Parris Island, SC.
This project will construct two (2) new recruit barracks in support of gender integrated recruit
training and integrate it into a campus setting consistent with the installation master plan. Provide adequate open squad bay billeting and Battalion/Company administrative space for recruits and permanent party personnel at Marine Corps Recruit Depot Parris Island.
Operations and Maintenance Support Information (OMSI) is included in this project.
Site preparation includes site earthwork and grading, pavement demolition and utility demolition. Special foundation features include pile foundations. Electrical utilities include primary and secondary distribution systems, outside lighting, charging stations and telecommunications infrastructure. Mechanical utilities include potable water supply system, fire water supply system, sanitary sewer with lift station, storm sewer system, and geothermal wells.
Environmental mitigation will include unexploded ordnance (UXO) construction oversight.
Facilities will be designed to meet or exceed the useful service life specified in DOD UFC.
Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.
The project site is within an identified 100-year floodplain. Federal Emergency Management Agency is currently working to update mapping of the floodplain which will reduce the established base flood elevation. However, this facility will be constructed with a crawl space and elevated first floor in order to mitigate potential flooding.
Project will be Design-Bid-Build (DBB). NAICS Code: 236220. The magnitude of construction is anticipated to be $100,000,000 and $250,000,000. General period of performance is anticipated to be approximately 1,095 calendar days.
A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction project with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at FAR 22.504(d) applies.
