THIS IS A PRESOLICIATION NOTICE for 36C25725B0008 Upgrade Fire Alarm Campus Wide Project 674A4-21-108 The Doris Miller Department of Veteran s Affairs Medical Center currently has a requirement for a project to Upgrade Fire Alarm Campus Wide. PROJECT OVERVIEW The Doris Miller Department of VA Medical Center, at 4800 Memorial Dr, Waco, TX, 76711 currently has a requirement to replace the existing fire alarm system in its entirety with a Notifier system. All buildings will communicate to the new main Honeywell/Notifier panel within building 225. Building 225 s panel shall communicate off site to the Waco Fire Department., Waco, TX 76711. LOCATION All Work will occur at the following location: Doris Miller VA Medical Center, Waco VA Medical Center campus, 4800 Memorial Dr, Waco, TX, 76711 PERIOD OF PERFORMANCE The Government expects to award a contract and issue a notice to proceed. The project requires the tasks to be completed within 365 calendar days after issuance of Notice to Proceed (NTP). CONTRACT TYPE This award is a firm fixed price contract. DESCRIPTION OF WORK Work must include, but is not limited to the following: Contractor must be solely responsible for providing all labor, materials, supplies, transportation, tools, equipment, supervision, and construction services necessary to complete project number 674A4-21-108, Upgrade Fire Alarm Campus Wide - Waco in accordance with the statement of work and as required by drawings and specifications. Contractor s work and responsibility must include all necessary planning, scheduling, programming, administration, and management necessary to provide all construction and related services as required. Subcontractors shall conduct the work in strict accordance with the contract and all applicable Federal, State, and local laws, regulations, codes, or directives. All costs must be included in the base bid including all incidental work and materials associated with the demolition, installation, and construction in the exterior and interior of the building must be included in the base bid. Contractor must be responsible for complying with all construction documents and applicable Department of Veterans Affairs Specifications as part of this project. Contractor must perform all work in accordance with the latest Uniform Building Code (UBC), National Electrical Code (NEC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Standards, and local facility requirements. In the event there is a conflict between any standards/codes, Specification, construction documents, and/or the SOW, the VA is the deciding authority and will determine which clause or provision will apply. All Work must take place with minimal disruption to adjacent workspaces and all work must be coordinated with the VA prior to any work being performed. This is a sources-sought notice to determine market conditions for establishing a non-personal services contract to provide operation and maintenance (M&S) for Roofing at Fort Cavazos. The Government will not exercise any supervision or control over the contract service providers performing the services, herein. Contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide required preventive maintenance (PM) and corrective maintenance (CM) services in compliance with all code; criteria; regulations; and Federal, State, and local laws.  All work shall be performed at Fort Cavazos, Texas which consists of the Main Cantonment, West Fort Cavazos, and all areas under the control of the Fort Cavazos Installation or considered Installation Real Property.  Fort Cavazos is located near Killeen, Texas and consists of approximately 218,823 acres and 5838 buildings.  For this requirement, 1728 buildings will require roofing maintenance and services.    The approximate square footage of each building will range between 100 and 450,000 square feet.

This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.  No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation.

The U.S. Army Corps of Engineers – Galveston District has been tasked to solicit and award a Construction Contract for the Texas City I Wall.  The proposed project will result in a firm-fixed price contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside, if any, decision to be issued will depend upon the capabilities of the responses to this synopsis. 

The purpose of this sources sought announcement is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the small business community: Small Business (SB), 8(a) Small Business Development Program, Historically Underutilized Business Zones (HUB-Zone), Service Disabled Veteran Owned Small Business (SDVOSB), and Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, WOSB, and SDVOSB businesses are highly encouraged to participate.

Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA.

Project Information:

  1. General Description: The project includes the demolition of approximately 360 linear feet of existing floodwall and construction of approximately 360 linear feet of new floodwall. Demolition also includes specified features such as pavements, existing HESCO barrier and storm drain infrastructure and other existing features in direct conflict with construction that are not handled by the non-federal sponsor. The I-wall will be replaced with a concrete inverted T-wall that goes from ground elevation (approx. 9.5 feet on average) to elevation 22.25 feet, consisting of approximately 12,800 linear feet of steel H-piles, miscellaneous earthwork, and water-tight door and frame. The project also includes the placement of Temporary Flood Protection. The work area is within an active chemical refinery and the contractor will be required to provide security personnel to meet MARSEC requirements. Additionally, vibration monitoring will be required. All work activities due to loading and unloading along the dock must be coordinated by contractor with INEOS. This project is located in Galveston County, Texas City, Texas.
  2. Completion Time:  12 months.
  3. Estimated magnitude for this effort is between $10,000,000 and 25,000,000.

This announcement and all information will be issued via the Government Point of Entry, Procurement Integrated Enterprise Environment and Offerors must be active in SAM to be eligible for award of Government contracts, including documenting Sec. 889 Compliance in SAM that include FAR 52.204-24 and FAR 52.204-25. Contracting will verify the 889(a) and (b) compliance – per FAR 52.204-26. TITLE OF PROJECT: Design-Build for World Trade Bridge (WTB) Land Port of Entry (LPOE), Border Roadway Improvements & Construction (BRIC) Project, Laredo, Texas

The Inflation Reduction Act (IRA) of 2022, Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for (a) measures necessary to convert facilities to high-performance green buildings, (b) acquisition and installation of construction materials and products with substantially lower levels of embodied greenhouse gas emissions, and (c) emerging and sustainable technologies. The Contract resulting from this Solicitation will be funded in part by IRA appropriations, and it contains numerous IRA-specific requirements. Requirements include, but are not limited to, requirements regarding pricing, invoicing, submittals, materials, and construction. In addition, please note that this Solicitation will contain an evaluation factor favoring certain construction materials with the lowest possible levels of embodied carbon.

DESCRIPTION OF PROPOSED WORK:  The U.S. General Services Administration (GSA) Greater Southwest Region, Acquisition Management Division, Capital Investment Program is seeking design and construction services for the BRIC project to include roadway repairs and/or paving replacement at the WTB LPOE. 

The design-build contractor shall design and construct roadway repairs and/or paving replacement at the designated LPOE to improve the overall function of the port utilizing Low Embodied Carbon (LEC) materials, to include LEC asphalt, concrete, and steel.  The contractor will be responsible for providing all labor, materials, transportation, supervision, and management to perform design and construction.

This design-build project involves replacement of approximately 916,997 square feet (sf) of concrete pavements; repairs to include complete reconstruction of 11.5" and 14" continuously reinforced concrete pavement (CRCP), 12" to 14.5” surface reconstruction, 4" & 9" jointed reinforced concrete pavement (JRCP) patches, plane & portland cement concrete (PCC) overlay and joint seals.

This WTB LPOE BRIC project is a small business set-aside. The small business firm/contractor must have NAICS code 237310 (Highway, Street, and Bridge Construction); the current small business size standard is $45 million.  It is anticipated that this project will take approximately 420 calendar days to complete.

Award of any resulting procurement will be based on a source selection employing a “Best Value Concept” methodology.  

GENERAL CONSTRUCTION REQUIREMENTS:  In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $10,000,000 and $20,0000.

HOW TO OFFER 
The Automated Advanced Acquisition Program (AAAP), located at https://leasing.gsa.gov/, will enable interested parties to offer space for lease to the Federal Government in response to the FY25 AAAP RLP.  In addition, the Government will use its AAAP to satisfy the above space requirement. 
Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register.  Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. For technical assistance with AAAP, email leasing@gsa.gov. 
The Open Period is the 1st through the 7th of each month, ending at 7:30 p.m. (ET) unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 7:30 PM (ET) on the next business day. Refer to AAAP RLP paragraph 3.02 for more details on the offer submission process. The Department of the Air Force (DAF) plans to privatize its transient lodging at all of its installations throughout the United States, its territories, and possessions. Lodging operations on DAF installations are paramount to support the mission and for the continued resiliency of Airmen, Guardians, and their families. The DAF anticipates privatization will result in expedited renovations and/or construction of facilities, increased operational efficiencies, and a more consistent lodging experience for customers.  The facilities DAF currently envisions privatizing encompass approximately 17,000 rooms across 60 installations. 

The Commercial On-Base Lodging (COBL) Program Management Office within the Air Force Civil Engineer Center (AFCEC) is responsible for accomplishing this goal. Based on prior Army success with the Privatized Army Lodging (PAL) program, the DAF intends to model this lodging privatization effort closely on the Army PAL program. Specifically, the COBL office intends to utilize the Military Housing Privatization Initiative (MHPI) authorities (10 U.S.C. §§2871 et. seq.) to lease the land and convey the buildings for a 50-year term.  The DAF will not be able to contribute any equity, make any Government Direct Loans, or make any loan guarantees to the project.  The DAF will also not be a member of the project LLC.  Although the DAF will not be allowed to retain an ownership interest in lodging projects, the DAF does still intend to engage in a comprehensive Portfolio and Asset Management program to provide oversight, ensure compliance, and protect the government’s interests.

The lease between the DAF and awardee will limit the nightly room rates of official travelers to no more than the lodging portion of per diem, as established by the government for each location.  The DAF may also choose to further limit the average percentage of per diem paid by official travelers across the portfolio on an annual basis at a percentage less than 100% of per diem.

The DAF seeks information on how the COBL effort can best ensure that official travelers are provided on-base hotel accommodations that meet industry standards for off-base lodging, meet private sector brand standards, and offer the benefits and amenities guests at off-base hotels experience, such as participation in loyalty programs associated with national brands. 

The DAF plans to privatize the lodging portfolio in at least two groups phased over several years.  The solicitation for the first group will include options that the DAF can exercise at its discretion to award subsequent groups. 

The COBL office is interested in receiving your feedback in several areas.  Interested parties are not required to provide answers to all or any of the questions, and any responses provided will not impact any eventual evaluation of formal proposals submitted in response to a solicitation in the future.  At a minimum, however, the COBL office encourages you to add yourself to the Interested Vendors List (IVL) to ensure you receive future updates if you are interested in this opportunity.

  • If a national brand portfolio were required to be part of an offeror’s proposed team, how would you satisfy this requirement?  This could include, but not be limited to, a) direct managed, b) through a franchise arrangement, c) a combination of a and b, or d) another arrangement (please describe).

Additional Requirements

  • A minimum of 173 additional parking spaces open for public use must be located within 1,320 walkable feet of the primary entrance of the building, as determined by the LCO.
  • Requirement for adjacent or exterior perimeter area with concrete pad suitable for placement of emergency generator, with fuel tank, fill access, and accompanying automatic transfer switch, break panels, UPS Background system, and utility hook up.
  • Requirement for an exterior field training space of a minimum of one-half acre (0.5) to a maximum of two-acres (2) comprised primarily of a grassed area and incorporating a compacted earth fill pad and a paved area. The area should be in a relatively quiet area away from freeways or airports to allow communication between instructors and trainees. Exterior field training space must be located within approximately 1,000 walkable feet of the building.
  • Offered space must have a loading dock to accommodate deliveries from 18-wheeler freights.
  • North American Standard Dock Sizes of 24”-52” to accommodate Freight Trucks, Panel Vans, Pick-up, and Trailer deliveries should be accounted for. Dock levelers and other apparatus may be utilized to meet these requirements.
  • Approximately 400 SF of the requirement is to have a secured separate entrance from the remainder of the facility.
  • Approximately 12,000 SF of the requirement is for laboratory space with exterior venting and floor drainage.
