The General Services Administration (GSA), Public Buildings Service (PBS), Greater Southwest Region (Region 7), Acquisition Management Division, Capital Investment Program is conducting a market survey seeking qualified SUPPLIERS AND OR MANUFACTURERS and a qualified DESIGN-BUILD (D/B) CONSTRUCTION CONTRACTOR to provide design-build construction services for the Border Roadway Improvement and Construction (BRIC) paving project at the Kika De La Garza Land Port of Entry in Pharr, TX.
The LPOE processes privately owned vehicles and commercial traffic at the Mexico / Texas border. The port operates 6:00am – 12:00am, 7 days per week.
GSA anticipates issuing a solicitation, based on the outcome of this market survey, on or about October 2024, and awarding a subsequent contract on or about January 2025.
PROJECT INFORMATION
This design-build project involves roadway repair and replacement of approximately 515,000 square feet (SF) of concrete pavement, using Low Embodied Carbon (LEC) materials, to include LEC asphalt, concrete, and steel. The repairs consist of complete reconstruction, surface reconstruction, mill and 2” asphalt overlay, joint sealing, patching, and the select replacement of 8” – 13” thick reinforced concrete. Construction phasing will be required to allow for continued LPOE traffic flow and operation during construction.
The estimated construction price range for this project is between $5,000,000 and $10,000,000. Estimated contract duration is approximately 9 to 15 months from design notice to proceed.
The contractor will be responsible to provide all labor, materials, transportation, supervision, and management to perform design and construction, as it relates to the following:

Potential NAICS is 237310 with a size standard of $45.0m. The PSC/FSC is Z2LB (repair and alteration of highway/roads/streets/bridges/railways).
It is anticipated that this project will be funded using the Inflation Reduction Act of 2022 (IRA) funding. For GSA, it will make our federal buildings more sustainable, higher performing, and more cost-efficient through next generation technologies and low-embodied carbon materials - accelerating efforts to achieve a net zero federal footprint, catalyzing American innovation and saving taxpayers millions in energy costs. Embodied carbon refers to the greenhouse gas (GHG) emissions associated with the production, use, and disposal of construction materials.
PROCUREMENT INFORMATION
This announcement is open to small business concerns.
The Government is not obligated to and will not pay for any information received from the potential sources because of this market survey.
GSA anticipates issuing a solicitation, based on the outcome of this market survey, on or about October 2024, and awarding a subsequent contract on or about January 2025. Award of any resulting procurement will be based on employing a “Best Value Concept” methodology. The anticipated contract will be awarded on a firm-fixed price basis.
A source selection evaluation factor will be included that favors the provision of IRA-Eligible Materials with the lowest possible GWP. Offerors will propose materials that meet Top 20% Limits, Top 40% Limits, or Better Than Average Limits and will be scored accordingly. Materials meeting the Top 20% limit are scored higher.
GSA anticipates the solicitation will require proposals to include EPDs to support the proposed materials.
SUBMISSION INSTRUCTIONS FOR INTERESTED FIRMS
D/B Construction Firms interested in this effort must be able to demonstrate experience with at least two (2) similar projects. SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, complexity, and type as further defined here.
To be considered similar in size, EACH project must have exceeded $5,000,000 in cost/price and be completed in the last eight years. To be considered similar in complexity, projects must include design and constsruction of roadway repair and replacement of a minimum of 300,000 square feet (SF) of concrete pavement, 8” or more in depth, of which included contractor phasing or planning to allow traffic flow to continue during construction.
Interested firms are invited to respond to this notice by providing the following information:
Provide firm name, address, point of contact, phone number, email address, and Unique Entity Identification (UEI) number. Identify all business categories and NAICS codes applicable to your firm, i.e., small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business and/or large business.
Provide project experience of two (2) projects of similar size, complexity, and type. Include project dates, price, and role as either Prime Contractor or Subcontractor. Include points of contact and all information necessary to contact the owner of the project who can substantiate similar project characteristics.
Provide the name of the Surety, maximum bonding capacity per project and aggregate maximum bonding capacity.
Provide LEC asphalt, concrete and or steel supplier information. Evidence of an EPD is not required at this stage and will not be counted towards the 3-page requirement, but if your LEC supplier has an EPD or one in progress please provide that information.
CONSTRUCTION FIRMS: Any interested construction firm should provide a written Letter of Interest with the aforementioned information (no more than 3 pages) by 3:00 pm CDT, June 17, 2024, to Ashley Morgan via email, ashley.morgan@gsa.gov. The subject line should state “Letter of Interest for Pharr LPOE BRIC Project.”
SUPPLIERS AND MANUFACTURERS: In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), and steel materials for the project. Suppliers and manufacturers of materials meeting GSA’s Interim Inflation Reduction Act Low Embodied Carbon Material Requirements may submit an Expression of Interest by 3:00 pm CDT, June 17, 2024, to Ashley Morgan via email, ashley.morgan@gsa.gov. The subject line should state “Expression of Interest for Pharr LPOE BRIC Project.”
Expressions of Interest should indicate materials available and global warming potential values reflected in materials’ environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm’s contact information and offerings for use by potential offerors on the construction requirement. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA.
By participating in the competition, offerors consent to GSA sharing their suppliers’ names and the global warming potential values associated with suppliers’ materials with the successful offeror. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared, in accordance with the Procurement Integrity Act.
All information submitted is subject to verification. Additional information may be requested to substantiate responses. Reimbursement costs for information received are not authorized.

Amendment - The purpose of this amendment is to rescind the previous solicitation dated 07/31/2024 - The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, vehicles, materials, management, supervision, inspection, and other items and non-personal services necessary to effectively perform facility cleaning, grounds cleaning and beach water testing at Waco Lake, Texas.

The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), has an anticipated requirement for obtaining support canines in support of U.S. Customs and Border Protection (CBP) Office of Training and Development (OTD). In accordance with the Federal Acquisition Regulation (FAR) 12 and 13. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government. This solicitation is 100% set aside for small businesses. The North American Industry Classification System (NAICS) code is 112990 and has a size standard of $2.75M. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2024-05 effective 05/22/2024. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
The Government intends to award a firm-fixed- price purchase order.

Evaluation of Quotes
Basis for Award: CBP intends to make a single award from this RFQ. An award shall be made to the best value quote utilizing a tradeoff method between price and non-price factors, determining the quote most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.
Quotes need to be submitted VIA email in the following format:

Failure to provide the requested information as stated shall be considered non-compliant and your quote could be removed from the evaluation process.
Quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. The Contracting Officer may issue a purchase order to other than the lowest priced quoter. The Government may award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government with price and other non-price factors considered.
Quotes will be evaluated in the following a phased approach, with Phase I being pass/fail, Phase II being trade-off, and Phase III being a pass/fail technical evaluation of canines brought to CBP for physical inspection against the requirements established in Attachment 1.
Phase I
This phase will be Pass/Fail. Quotes will be evaluated based on the following factors:
Factor 1: Breed Conformance- Offerors quoting breeds other than those specified in the Statement of Work will fail this factor and be removed from further consideration for award. Offerors quoting breeds that matches those identified in the Statement of Work will pass.
Factor 2: Availability Date- Offerors quoting an availability date longer than 60 days from estimated Notice to Proceed date (see bottom of this announcement for date) will fail this factor and be removed from further consideration for award. Offerors quoting an availability date 60 days or sooner from estimated Notice to Proceed date will pass this evaluation factor.
Any offeror who fails either of the factors in Phase I will be removed from consideration for award and will not be evaluated as part of Phase II.
Phase II
Upon removal of offerors that fail either of the Phase I factors, this phase will rank offerors based on a trade-off the following non-price and price factors, listed in the order of importance:
Factor 3: Open Order/Active Notice to Proceed- Higher preference will go to those offerors who have no open CBP canine orders where delivery is not yet fully complete or open Notices to Proceed (i.e., offeror obligated to provide canines under existing order or recently authorized to provide canines for medical, physical & behavioral evaluation within the last 60 days). Lower preference will go to those offerors who have open CBP orders or Notices to Proceed.
Factor 4: Past Performance- After consideration of Factor 3, higher preference will go to those offerors who have successful past performance providing canines to CBP. Offerors who have failed to deliver sufficient number of acceptable canines under previously CBP issued orders or Notices to Proceed dating back to previous three (3) years will be given lower priority. Offerors who have succeeded in delivering acceptable quantities and quality of canines under previous CBP orders will be given higher priority.
Factor 5: Price- After consideration of Factor 3 & 4, the Government will consider price. For offerors of similar rankings in terms of Factors 3 & 4, price will become more of a consideration in determining the offeror issued a Notice to Proceed for Phase III evaluation.
Phase III
Factor 6: Canine Evaluation- Upon completion of evaluation of Phase II, the top-ranked offeror will be issued a Notice to Proceed (NTP). The NTP will require the offeror to deliver the required number of quoted canines to the location identified at the bottom of this announcement for medical, physical & behavioral evaluation as identified in Section 3 of Attachment 1- Statement of Work. The contractor is responsible for all transportation arrangements for shipment and retrieval and costs associated with those shipment and retrieval of the canine(s).
Award Decision
If at least one (1) of the delivered canines are determined acceptable per the requirements established in Section 3 of Attachment 1- Statement of Work, the offeror will pass Factor 6 and CBP will proceed to issue a purchase order for the full quantity of required canines established in the RFQ to the offeror issued the NTP at the total price quoted in Attachment 3. All other offerors evaluated in Phase II will be notified of an unsuccessful quote. Any canine(s) that fail to pass the requirements or medical, physical & behavioral evaluation performed by CBP will not be accepted, and the contractor shall bear all expenses associated with the return of the canine to the contractor’s site within 7-days after receiving notification. CBP will not be responsible for the disposition of canines that have not passed all phases of selection. The vendor is responsible to remove the canines from CBP location within 7 days of notification to do so. Replacement canines may be presented per Attachment 1- Statement of Work, Section 2(b).
Should no canines presented by the offeror issued the NTP pass the requirements or medical, physical & behavioral evaluation performed by CBP, the offeror will fail this phase, the quote will be determined unacceptable, and the presented canine(s) will be returned to the offeror, who shall bear all expenses associated with the return of the canine(s) to the contractor’s site within 7-days after receiving notification. CBP then intends to issue a NTP to the next ranked offeror from Phase II, and the process repeats until a quote passes Factor 6. This process will continue until no Phase II offerors remain. If no Phase II offeror passes Factor 6, CBP intends to cancel the RFQ.

The Department of the Air Force, Air Education and Training Command (AETC) Air Force Security Assistance Training Squadron (AFSAT) is conducting market research to determine whether capable sources are available to perform non-personal training services in support of Foreign Military Sales (FMS) MQ-9A Training. The FMS MQ-9A training support services sought includes management, courseware development and delivery with government purpose rights, and remote pilot aircrew training. The place of performance will include international sites (to be determined) with training to be conducted on Partner Nation Air Force (PNAF) equipment. The requirement is projected as an initial undetermined ordering period with a period of performance to start on or about 1 Oct 2025.
This Sources Sought Notice/Request for Information (RFI) is issued and intended for market research and planning purposes only. The information obtained in response to this RFI will be used to help locate and identify qualified, experienced, interested potential sources, and attain a better understanding of the MQ-9A global footprint. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used by the Air Force Multi-Functional Team (MFT) to facilitate decision making. Any information provided to the government is strictly voluntary and must be provided at no cost to the government. The government will not reimburse vendors for any capability package preparation nor briefing costs. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611512 – Flight Training, Small Business Size Standard is $34M.
Note: The United States Government (USG) is specifically requesting information by vendors regarding their capability to perform training, individually and/or jointly, on MQ-9A. Previously, the government had requested information to understand industry capabilities for the MQ-9A and/or MQ-9B. Based upon market research, in addition to statutory and regulatory guidance, the government’s current approach is to separate MQ-9B training and focus only on the MQ-9A, specifically Launch and Recovery Training. The government reserves the right to determine the acquisition approach, to include but not limited to whether a small business set-aside or a sole-source for socioeconomic programs authorized by statue would be more appropriate based on responses to this notice. The Government also reserves the right to issue a solicitation to any country requested specific source for any training requirement using an International Agreement for Competitive Restriction (IACR), pursuant to 10 U.S.C. 3204(e)(4)(E). Additional information or updates regarding this International MQ-9A Training Support Services requirement will be posted on the General Services Administration, System for Award Management (SAM.gov) https://sam.gov/content/home website. Interested parties are encouraged to check this website regularly for any changes or updates. The primary objective is to provide non-commercial MQ-9A Launch and Recovery Training to USG Allies and Partner Nations. However, the service provider could be required to function as the contracted equivalent of a Formal Training Unit (FTU) by providing the following: MQ-9A aircrew training management; development and delivery (with government purpose rights) MQ-9A courseware necessary for training USG Allies, and Partner Nation MQ-9A air ground support; MQ-9A remote pilot flight training and/or MQ-9A remote pilot flight simulator training. Air and ground support crew on initial, conversion, and possibly mission qualification on the country-specific MQ-9A configuration but not anticipated at this time. Instruction for MQ-9A aircrew will include academic, simulation, and remote pilot flight training on the MQ-9A. The training may include and is not limited to a combination of electronic courseware, classroom academics, aircrew training devices, and remote pilot flight training as described below in the following paragraphs.
1. The service provider may be required to develop, produce, and deliver, with a minimum of government purpose rights, new MQ-9A aircrew courseware and aircrew materials used for instruction of Allied/Partner Nation MQ-9A aircrews. Courseware development requires access to original equipment manufacturer (OEM) technical data and/or/Country Specific Technical Orders (CSTOs). Courseware must be compatible with OEM equipment. Changes in technical data may drive future changes.
2. CSTOs deemed necessary for course development may be delivered to the USG and may be available as Government Furnished Information (GFI). If your company has any relationships, agreements or partnerships to allow for accessibility of MQ-9A CSTOs outside of government furnished information, please identify in your response.
3. Government Launch and Recovery Courseware is available for contractor use. If other USAF courseware is available and releasable it will be provided to the contractor.
4. Country-provided equipment, infrastructure and facilities will be available except common instructional equipment not particular to MQ-9A training.
5. As an Air Force training organization, the Government's courseware requirement is to be delivered either as a Special Work for Hire, or a minimum of Government Purpose Rights for each course. Industry is encouraged to identify any alternative approaches in a capability statement and identify any underlying license(s) with an approximate cost savings, per country, for the approach.
The primary need is Launch and Recovery courses. The United States Government reserves the right to add additional training courses as required to facilitate Allied/Partner Nation training on the MQ-9A. However, when answering the survey questions information is requested for all the following.
a. Launch and Recovery Courses, including Instructor Upgrade (Primary)
b. Pilot and Sensor Operator Initial Qualification Courses
c. MIS/Payload Operator Course
d. Pilot and Sensor Operator Instructor Upgrade Courses
6. All actual remote pilot flight operations must meet the requirements of DCMA Instruction 8210.1D (AFI 10-220). The Contractor should demonstrate that it can maintain documentation per DCMA Instruction 8210.1D, paragraphs 4.8.5. and 4.8.7. for all aircrew instructors and will provide to the USG documentation requested at any time during the performance of the training support service.
7. Contractor aircrew instructors: The Contractor should demonstrate that they have the ability to acquire Instructor Pilots and Instructor Sensor Operators, Flying instructors, and Flying training instructors who are previously qualified within three years of currency (last remote pilot flight). Qualified instructors shall have two years of experience as remote pilot flight instructors in either a military or civilian capacity. Aircrew academic and simulator instructors must be fully qualified Instructor Aircrew who have been qualified in MQ-9A operations within four years. Contractor MIS/Payload operator instructors shall have at least two years of experience as MQ-9A MIS/Payload operator instructors. Anticipated instructor requirements, to be addressed in capabilities, include and are not limited to:
a. Launch and Recovery Instructors (Pilot/Sensor Operator) (Primary)
b. MQ-9A Chief Aircrew Instructor (Rated).
c. MQ-9A Instructor Pilot (Rated)
d. MQ-9A Chief Academic/Training Aid/Simulator Instructor
e. MQ-9A Academic / Training Aid/Simulator Instructor
f. MQ-9A Sensor Operator Instructor
g. MIS/Payload Operator Instructor
8. Interested parties can submit a capability statement to include specific technical background information describing their organization's experience and expertise in FMS aircrew training services. However, the industry survey is all that is currently requested focusing specifically on Launch and Recovery Training.
Note 1: Training will be incumbent upon the contractor to secure any required country specific approvals to live and/or work in the partner nation.
Note 2: Instructors are to be qualified on a base model of the MQ-9A of the country requesting training. Differences of partner nation specific aspects shall be provided for courseware development and instructor familiarity. Delta currencies of instructors will be incumbent upon/required of the offeror.
Note 3: The training will be conducted OCONUS on PNAF equipment.
Note 4: The primary training requested is Launch and Recovery.

17. Provide a plan to recruit and employ Classified Secret-eligible, trained and qualified MQ-9A variant instructors IAW the draft PWS. Explain your organization’s understanding of export control laws (third party transfer/technical assistance agreements), the business acumen, etiquette, culture, practices of conducting business internationally. Elaborate on the trade regulations, customs, standards, agreements, labor laws, Visa requirements, transportation, lodging, tariffs (value-added tax) and other unique circumstances affecting a service provider’s ability to perform the support services sought internationally;
19. Describe your company’s expertise/experience in mobilizing personnel to foreign nations for short (2-4 Months), moderate (4-8 months), and extended periods (8-12 months) of time with minimal-to-minimal assistance of the USG;
20. Provide recommended type of contract and rationale. Provide capability to support the recommendation with performance starting 1 Oct 2025;
21. Provide the minimum period of performance your company is able to support in the event a requirement or funding is limited, and services are purchased for a shorter period of performance (For example: the contract only provides funding for six months of service);

This announcement constitutes a Sources Sought/Market Research Request for Information (RFI) for industry comment. The U.S. Government currently occupies retail and related space in a shopping
center under lease in Mansfield, Texas, that will be expiring. The
Government is considering alternative space if economically advantageous and
is seeking to lease between minimum SF (3,500) and maximum (3,800) SF gross
square feet of existing Class A or B retail space, in Mansfield, Texas,
specifically in Texas zip code (76063) OR delineated area. In making this
determination, the Government will consider, among other things, the
availability of alternative space that potentially can satisfy the Government’s
requirements, as well as costs likely to be incurred through relocating, such as
physical move costs, replication of tenant improvements and

A need is anticipated for the Indexing and Proofreading services for the Borden Institute, MEDCOE (previously fulfilled through contract # (W9124J-19-D-0009).

PURPOSE
The Air Force Installation Contracting Center (AFICC) 773d Enterprise Sourcing Squadron (ESS) in conjunction with the United States Air Force (USAF), the Air Force Reserve Command (AFRC), the National Guard (ANG), the US Army, and the JANUS Project will be hosting an Industry Day for the Expeditionary Contengency Medical Material (ECMM) Services requirement. The Naval Sea Systems Command (NAVSEA) intends to award a contract to Blue Forge Alliance (BFA), Bryan, Texas, on an other than full and open competitive basis to support foreign military sales (FMS) and United States (US) requirements. The contract will be for planning, resourcing, coordinating, and uplifting the Submarine Industrial base (SIB) for the US and FMS customers. The anticipated period of performance for this effort is five years from date of contract award. In accordance with 10 U.S.C 3204(a)(4) as implemented by FAR 6.302-4(a)(2), full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the US and a foreign government or international organization, or the written direction of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government. This authority may be used in circumstances such as when a contemplated acquisition is to be reimbursed by a foreign country that requires that the product be obtained from a particular firm as specified in official written direction such as a Letter of Offer and Acceptance, as documented here in the Letter of Offer and Acceptance (LOA) in support of an FMS customer. The contemplated contract will also include US requirements that will be awarded pursuant to 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
BFA is uniquely positioned to execute the anticipated requirements based on its current and prior experience and expertise gained through the support of US SIB capability and capacity uplift across multiple required competency areas. It is anticipated that BFA will use its unique expertise gained from US industrial base uplift efforts and apply that knowledge to uplift FMS customer industrial base(es), as well. Any other source would require approximately five years of research and investigation to identify SIB weaknesses and mitigations in order to reach BFA’s current level of experience and expertise. It would also result in duplication of the hundreds of millions of dollars the Government has invested in BFA’s capabilities under existing US contracts. The delays that would be incurred in awarding the BFA efforts to another contractor and waiting for that contractor to reach BFA’s current level of expertise would irreparably harm both US and FMS customer programs. Awarding the corresponding US and additional FMS customer requirements to anyone other than BFA would result in significant inefficiencies and duplication of efforts for the duration of the contract.

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS} which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21} describe the process by which the DoD Pharmacy and Therapeutics (P& T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF} and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF}, Extended Core Formulary (ECF), or nonformulary (NF). Prior to the scheduled P& T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry.
