HOW TO OFFER
The Automated Advanced Acquisition Program (AAAP), located at https://leasing.gsa.gov/, will enable interested parties to offer space for lease to the Federal Government in response to the FY25 AAAP RLP. In addition, the Government will use its AAAP to satisfy the above space requirement.
Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register. The U.S. Government currently occupies office and related space in a building under a lease in Pecos, TX that will be expiring. The Government is considering alternative space if economically advantageous. DLA Distribution Corpus Christi, TX has a requirement for a Contractor to provide all management, supervision, and labor, required to perform Beyond Economical Repair (BER) and receipt, stow, issue, local delivery of material, and Computer Operations in the Work in Process Control Area (WIPCA) of the Corpus Christi Army Depot (CCAD) Maintenance Activity. The Labor Support Services performed under this contract will help to ensure that DLA Distribution Corpus Christi provides distribution support to the WIPCA CCAD Maintenance Activity during maintenance cycles to maintain production schedules.
The Contractor shall utilize the Automated Storage Retrieval System (ASRS) to perform the stow, pick and issue process; Logistics Modernization Program (LMP), Warehouse Management System (WMS), WEBFLIS, Federal Logistics Data (FEDLOG) to perform required research; and the Electronic Turn-In Document System (ETIDS) to perform the Beyond Economical Repair (BER) processes. The Contractor shall utilize the Distribution Standard System (DSS), and Warehouse Management System (WMS) to manifest material moving to the work centers by non-Automatic Ground Vehicle (AGV) transport.
The anticipated period of performance for this contract is as follows:

The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.

This is a sources sought to determine if there are any capable and interested small business sources in fulfilling this requirement for the lease of pagers to include services and maintenance. The information received will be utilized to assist the government in determining our acquisition strategy. Services provided must be HIPPA Compliant.

The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that grounds maintenance services are performed at Fort Cavazos. See Part 4 (PWS) Contractor Furnished Items and Services. The Contractor shall inspect, service, maintain, grounds of Fort Cavazos. The work shall include scheduling and performance of mowing and trimming; leaf and debris removal, policing of areas, and other associated work as directed by the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR). The Contractor shall provide all work necessary to maintain the grounds to the standards specified herein. The Contractor shall provide for tree preservation and protection during all maintenance and construction activities as specified by TE-S. The Contractor shall provide all personal protective equipment in accordance with Federal Law and the paragraphs of section 2.5.3. Safety. Workers shall be trained in appropriate safety measures and shall not place materials, machines, or other equipment in traffic lanes or other locations that could create safety hazards. The Contractor shall maintain a safe job site, clean and free of all foreign debris during and upon completion of work. The Contractor shall remove unserviceable parts and components from Government property, unless otherwise directed by the Contracting Officer. The Contractor shall be responsible for the enforcement of all safety requirements for any work performed under the contract. If the Contractor fails or refuses to comply with safety or environmental requirements, the Contracting Officer may issue an order stopping all or part of the work in accordance with the Stop work Clause of this contract. The Contractor shall have a single point of contact between the Government and Contractor personnel assigned to support this contract. The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to this contract. The Contractor must maintain continuity between the support operations at Fort Cavazos, TX and the Contractor's corporate offices. The Contractor shall establish processes and assign appropriate resources to effectively perform the services required by this contract.
The Contractor shall provide Grounds Maintenance for all High Visibility (Improved Grounds), Common Areas (Semi-Improved Grounds). The Contractor shall ensure all work accomplished maintains and presents a healthy, clean, neat, and professional appearance to all grounds included and covered by this contract in support of mission requirements for users, residents, and visitors. The Contractor shall mow grass only when the minimum height is reached or exceeded as indicated by the Work Capability Levels table in paragraph 3.0. The Contractor shall set the mower height to three (3) inches for all areas. All work shall be performed by personnel qualified in accordance with (IAW) applicable laws, regulations, and Technical Exhibit (TE) E.
The Army Contracting Enterprise (ACE) is in the process of deploying new solicitation and contract writing software to Army contracting offices worldwide. Known as the Army Contract Writing System (ACWS), this modern software will soon replace most existing Army contract writing systems including the Standard Procurement System (SPS) Procurement Desktop-Defense (PD2), currently in use by our contracting offices. Services for two, one-week blocks of intensive design experience instruction with practical exercise centered around IIIAC capability gaps IOT inform AFC and increase lethality. Contractor shall provide services for an intensive design experience including personnel and materials to train up to 30 Soldiers (Additional 10 observers intermittently) along with up to 30 Students in the innovation mindset framework including training sessions, hands-on practice exercises, and mentoring by Professors of Practice. Contractor shall provide classrooms, meeting rooms, breakout rooms, and an engineering design center, to include support personnel, capable of all forms of prototyping such as 3-D printing, laser cutting, metal and wood fabrication. Contractor shall provide specific knowledge and training on the innovation mindset process, customer discovery, ideation, SWOT analysis, solution development, and presentation skills.
