Description:
The Government plans to award a single-award IDIQ contract for the T-38C Avionics Sustainment & Support Program (ASSP) Contractor Logistics Support (CLS) Program. The contractor will be accountable for CLS responsibilities for Contractor Operated and Maintained Base Supply (COMBS), systems engineering, hardware and software upgrades, courseware revision and maintenance, and program management services in support of the T-38C Avionics System.
CLS services are required for an estimated 442 T-38C aircraft located at five (5) main operation bases and three (3) satellite sites. CLS services contractor shall provide a full spectrum of transparent Supply Chain Management (SCM) services to support safe, flyable aircraft to meet users’ daily flight schedule consistent with Department of Defense (DoD) and commercial sector best practices in procuring, producing, and delivering products and services to customers. These SCM activities include managing supply and demand, sourcing parts, assembly, disposal, warehousing and inventory tracking, order entry and order management, distribution across all channels, and delivery to the customer. Contractor shall use standard DoD Condition Codes. Primary sustaining engineering is accomplished as Block Upgrades to the system software, firmware and hardware as needed.
The CLS contract will support the T-38C Flight Training System which provides student pilots with training in a high-altitude, supersonic jet aircraft as a transition from initial flight trainers to high performance United States Air Force (USAF) operational aircraft. Also supports Air Education & Training Command (AETC) T-38C aircraft for Specialized Undergraduate Pilot Training (SUPT), Euro-NATO Joint Jet Pilot Training (ENJJPT), Introduction to Fighter Fundamentals (IFF), Euro-NATO Joint Jet IFF (ENJJIFF), and Pilot Instructor Training (PIT) for the USAF and ENJJPT programs. Additionally, the United States Navy (USN) and the Air Force Materiel Command (AFMC) use the T-38C for flight test programs and test pilot training.
The Air Force employs a two-level maintenance concept for T-38C Avionics System support and sustainment. The first level, flight line maintenance, which is the responsibility of the Government, includes identification and removal of faulty equipment, obtaining and installing serviceable equipment, and operational checkout. The second level, which is the responsibility of the Contractor, involves maintenance and repair of faulty equipment.
Systems engineering and program management services involve recording, monitoring, and analyzing equipment failures and providing recommendations to maintain or improve aircraft readiness levels. Additionally, a Block Upgrade process may be accomplished. The Block Upgrade process enables a system engineering approach to upgrade aircraft and Aircrew Training Device (ATD) avionics systems and associated courseware, and to keep them viable in a changing world.
The Government intends to award one 5-Year base with one 5-Year option Indefinite Delivery/Indefinite Quantity contract. Award will be made on the basis of “best value” utilizing tradeoff source selection procedures. Tradeoff considerations will be between Past Performance and Price among those Offerors who have been determined technically acceptable. The Past Performance factor is significantly more important than Price. The Government intends to award without discussions but reserves the right to conduct discussions at its discretion. Anticipated award date is Jan 2026. The base and optional ordering period is anticipated to be Jan 2026 to Jan 2036, with an additional optional performance/delivery period from Jan 2036 to Jan 2037. GENERAL SCOPE:
The Air Force Nuclear Weapons Center anticipates a potential requirement for military construction (MILCON) of a Sentinel Utility Corridor at FEW AFB missile fields located within Wyoming (WY), Colorado (CO) and Nebraska (NE). This requirement is anticipated to be accomplished as a design-bid-build (DBB) project delivery method. The project execution window is currently anticipated between 2026-2029.
This is a mission-critical effort to install/construct an estimated 1600-2000 miles of utility corridors. This project may include installation of conduits (trenching, boring, direction drilling), communication lines, construction of pull vaults and manholes, and boring under roadways, rivers, railways, etc. and the purchase/installation of the communications media. All facilities and utility systems will be permanent construction in accordance with applicable Department of Defense Unified Facilities Criteria, including but not limited to 1-200-01, General Building requirements and 4-010-01 Antiterrorism/Force Protection requirements. Additionally, the Utility Corridor will be equipped with water intrusion/control measures. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(v), the Government currently estimates the magnitude of construction for the potential project is over $500,000,000.
The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 237130 Power and Communication Line and Related Structures Construction. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,000,000 annual revenue. The Product Service Code for the potential requirement is anticipated to be Y1NZ, Construction of Other Utilities.
If there is a reasonable expectation that at least two (2) responsible small business concerns under this NAICS can provide the anticipated services at fair market prices, the Contracting Officer is required to set the acquisition aside for small business concerns. If competition is set-aside for small businesses, Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting, requires that general construction small business Contractors self-perform at least twenty-five percent (25%) of the cost of the contract, not including the cost of materials. Notice of Opportunity (NOO) for Energy Savings Performance Contract (ESPC) – Hill Air Force Base OO-ALC (Ogden Air Logistics Complex), Utah
DLA Energy will utilize the Department of Energy (DOE) 4th Generation Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE ESPC IDIQ contracts were awarded to twenty (20) Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE 4th Generation ESPC IDIQ contract will be used to award a TO to design, install, and operate an ESPC project at – Hill Air Force Base OO-ALC (Ogden Air Logistics Complex), Utah.

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), intends to solicit and award a Design-Bid-Build (DBB), Pre-Priced Single Award Task Order Contract (SATOC) Indefinite Delivery Indefinite Quantity (IDIQ) for construction of utility infrastructure systems to support the planned and future development of multiple facilities on the east side of Hill Air Force Base (AFB). Special construction and functional requirements: Significant amount of work requires coordination with public, privatized and government installation utilities including Culinary Water (Privatized), Sanitary Sewer (Privatized), Electrical Power (Privatized), Storm Sewer (Government), Natural Gas (Government - connection to public utility, Dominion Energy), Industrial Waste (Government), Fire Water (Government), Communications (Government).
The Government intends to award the contemplated requirement as a firm-fixed-price SATOC on or around 30 April 2025. The contract will have a 799 day ordering period. Task Orders will be issued in accordance with DFARS 216.504. This SATOC is not to exceed $115M in capacity.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(iii), the Government currently estimates the magnitude of construction for this project to be between $100,000,000 and $250,000,000.The Government intends to solicit a Request for Proposals (RFP) that will result in award of a firm-fixed price type contract.
The North American Industry Classification System (NAICS) code for the potential requirement is anticipated to be 237990, Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration (SBA) size standard is $45 million. The Product Service Code for the potential requirement is anticipated to be Y1NZ, Construction of Other Utilities.
The solicitation is anticipated to be issued using full and open competition through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about 31 December 2024 with proposals tentatively due 31 January 2025.
It is currently anticipated that the Government will conduct a pre-proposal conference and/or site visit on or about 14 January 2025. The specific date, time, location, and access requirements will be identified in any forthcoming solicitation.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. This Sources Sought Notice is being issued for informational purposes only as market research to determine the availability, capability, and interest of firms for a potential Government requirement. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. GENERAL SCOPE:
The Air Force Nuclear Weapons Center anticipates a potential requirement for military construction (MILCON) of a Sentinel Utility Corridor at FEW AFB missile fields located within Wyoming (WY), Colorado (CO) and Nebraska (NE). This requirement is anticipated to be accomplished as a design-bid-build (DBB) project delivery method. The project execution window is currently anticipated between 2026-2029.
This is a mission-critical effort to install/construct an estimated 1600-2000 miles of utility corridors. This project may include installation of conduits (trenching, boring, direction drilling), communication lines, construction of pull vaults and manholes, and boring under roadways, rivers, railways, etc. and the purchase/installation of the communications media. All facilities and utility systems will be permanent construction in accordance with applicable Department of Defense Unified Facilities Criteria, including but not limited to 1-200-01, General Building requirements and 4-010-01 Antiterrorism/Force Protection requirements. Additionally, the Utility Corridor will be equipped with water intrusion/control measures. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(v), the Government currently estimates the magnitude of construction for the potential project is over $500,000,000.
The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 237130 Power and Communication Line and Related Structures Construction. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,000,000 annual revenue. The ICBM Systems Directorate at Hill AFB, requests letters of interest from qualified firms interested in performing work in support of the breakdown of fully built up MMIII boosters and/or washout of the Solid Rocket Motor (SRM) components of the MMIII Weapon System. This includes Stage I, II and III. Under this planned contract, the Contractor shall provide all labor, supervision, supplies, tools, materials, equipment, and incidental services required to execute and document results of breakdown and/or washout of the SRMs in support of the MMIII Mission.
The Stage I motor is roughly 54K lbs. 25 Ft. in length and the case consists of a D6AC Steel case. The Stage II motor is 15K Lbs., 14 ft. in length and the case consists of 6AL-4V Titanium. The Stage III is 8K lbs. 7.5ft. in length and made of fiberglass.
