This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017825Q6653 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449.  The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

Material must be TAA compliant.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis for the following products manufactured by Dewetron INC: TrioNet 3 Power Analyzer P/N PT-SM-TRIONET3-PA, Moduel P/N TRION-1820-POWER-4, Sub Module, 4Input Ranges P/N TRION3-1820-POWER-4, Service/Calibration P/N ACCRED-CAL-TRION-POWER-US, and Service/Calibration P/N ACCRED-CAL-SUB-X-US.  Dewetron INC is located in East Greenwich, RI.  The Offeror shall ensure they can provide the requirements listed in the attached Requirements List.

The required handheld portable analyzer is used to measure digital and electronical signals during missile integration testing to verify ship functions for US and Ally such as NATO Consortium assets. Dewetron provides the only device that can support

the optimization required to support current software configurations with the current MSU power control laptop. No other brand has the same form factor, with this I/O and resolution. The required equipment meets

configurations for 1553 data support, ethernet control, form factor, 8 isolated channels and provides reliable tech support. Utilizing another brand will require unbudgeted and

unanticipated reengineering to make another data analyzer function with the required testing.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency.  The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with the approved source. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. The Contractor shall supply all supervision, labor, material, and equipment as required to replace Air Handling Unit #3, located on the roof at Oceana-3030. In general, the Scope of Work includes secure all electrical power to the Air Handling Unit (AHU #3) utilizing OSHA approved Lockout/ Tag out procedures. Disconnect and remove all wiring to the AHU, to include control wiring, temperature sensors, water valve actuators, damper actuators, low ambient temperature cutout, and any conduit or junction boxes and gauges mounted on the AHU or its piping. Materials shall be selectively disconnected, protected from damage and may be reused for new installation. Demolish as needed, insulation and metal jacket to disconnect water piping to the AHU. Provide all necessary equipment to remove and properly dispose of existing equipment. Provide and install (QTY 1) Air Handling Unit that meets or exceeds the existing specifications. Provide new outside air dampers and actuators. Contractor shall ensure the new AHU, outside air damper actuator and all controls are compatible with existing Direct Digital Controls (DDC) to ensure proper function and operation. All AHU specifications shall be verified by the contractor including dimensions, unit capacity, and electrical specifications.

Background

TSA’s mission is to protect the Nation’s transportation systems to ensure freedom of movement for people and commerce. To achieve this mission in an evolving threat environment, TSA must prioritize being an agile and flexible organization which can rapidly field innovative screening solutions capable of improving TSA’s security posture. Leveraging an OA design approach will allow TSA to improve its security posture, support its frontline workforce, and promote an improved customer experience.

OA is a design approach in which equipment components, such as software and hardware, are standards-based and interoperable to allow a wide range of industry partners to create improved subcomponents (i.e,  new detection algorithms, user interfaces, reporting systems). Using this approach will allow TSA to establish a superior transportation security System of Systems (SoS) that interact with each other and provide a unique capability that cannot be accomplished independently.

In July 2023, TSA published the TSA OA Roadmap (Roadmap). The Roadmap serves as a foundation for providing TSA’s vision, goals, and objectives to establish a connected transportation security SoS, using OA guiding principles. The Roadmap guides TSA’s OA activities and identifies short-term (within 3 years) and long-term (more than 3 years) needs to sustain success. It informs the development and management of other strategic plans, roadmaps and implementation plans across the TSA enterprise. This Industry Day supports Goal 1 of the Roadmap which outlines TSA’s commitment to Engagement with government, industry, and stakeholder organizations and specifically meets the Objective 1.1 to “Communicate and coordinate strategic and programmatic initiatives with government, and industry stakeholders organization and facilitate ongoing engagement.”

Open Architecture is a design approach where components, such as software and hardware, are standards-based and interoperable to allow a wide range of industry partners to create improved subcomponents (e.g., new detection algorithms, user interfaces, reporting systems, etc.).  Leveraging an open architecture design approach will enable TSA to improve its security posture, support its frontline workforce, and promote an improved traveler experience. The successful implementation of this approach will require coordination across a wide range of partners to include government agencies, regulators, industry and international partners, national labs, academia, and airports.

The attached Roadmap is being issued in draft form to elicit comments from Industry.  Comments are requested to be provided within twenty-one days of this posting/no later than March 2, 2023 via the attached Excel spreadsheet titled “OA Roadmap Industry Comments.” The Government will review Industry comments for market research purposes only. The Government does not intend to provide a response to comments submitted for this Roadmap; however, based on vendor comments, the Government may arrange a technical information exchange to clarify or expand on comments provided. This Roadmap does not commit the U.S. Government to any course of action in the future. The Government may or may not utilize Industry suggestions in finalizing the Roadmap and information based on comments may be shared with the public in the final draft of the Roadmap.  No proprietary information shall be provided by Industry.  Each respondent, by submitting comments, agrees that any costs incurred in providing comments shall be the sole responsibility of the respondent/vendor. The Government shall incur no obligations or liabilities whatsoever, to anyone, for costs or expenses incurred by the respondent/vendor in responding to this Request for Comments.

Norfolk Navy Ships and Surrounding Areas

The Defense Logistics Agency (DLA) Troop Support Subsistence Directorate intends to issue a solicitation for Subsistence Prime Vendor (SPV) support for Norfolk Navy Ships and surrounding areas.

Requirements for SPV support will include the delivery various quantities of subsistence items from the 8900 federal supply group or commercial equivalents. The contractor will be required to make delivery on a "just in time" basis.  The delivery of items will be expected to begin no later than 120 days after the date of award.   Offerors MUST be able to interface with the Government’s established transaction package and support Electronic Data Interchange transaction sets listed in the solicitation. 

The resultant contract will be Fixed-Price subject to Economic Price Adjustments (EPA).  The maximum dollar value of the entire acquisition is $975,000,000.

The Government’s intent is to award one (1) Long Term Contract.  The effective period of the contract will be from the award date up to 60 months, consisting of a period of five (5) years comprised of three (3) separate tiers for purposes of distribution price. The first tier shall be a twenty-four (24) month period (inclusive of up to a 120-day implementation period). The second tier will be an eighteen (18) month period directly following the first tier. The third and final tier will be an additional eighteen (18) month period following the second tier.

The acquisition will use full and open competitive procedures and will be issued on an unrestricted basis.  The proposals received in response to this solicitation will be evaluated utilizing Best Value Tradeoff procurement procedures and a contract will be awarded based on these criteria.  Alternate items will be considered/evaluated.

The Request for Proposal (RFP) will be posted on the DLA BSM DIBBS website, https://www.dibbs.bsm.dla.mil/ as RFP # SPE300-25-R-0003. This solicitation is scheduled to be posted in January 2025.
