This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017825Q6630 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449.  The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis for the following software manufactured by ADA CORE TECHNOLOGIES, INC. located in New York, New York.

The software must be compatible in all aspects (form, fit, and function) with existing software presently installed. This toolset has been tested and proprietary CodePeer software is the only tool identified to inspect software written in the Ada program language. No other software is compatible. ADACore software and support are proprietary with ADA CORE TECHNOLOGIES, INC.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency.  The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken.

The intent of this notice is to conduct market research to determine if sources capable of satisfying this agency’s requirements exist. 

The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for P-1069, Maritime Surveillance Systems facility, Naval Air Station Oceana/Dam Neck, VA.

All service-disabled veteran-owned small businesses (SDVOSB), certified HUB-Zone, certified 8(a), women-owned small businesses (WOSB), and small businesses are encouraged to respond.  Upon review of industry responses to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government’s best interest. Large business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. No drawings or specifications will be made available at this time. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable. All information submitted will be held in a confidential manner and will only be used for the purpose intended.

General Work Requirements:

The project will be prepared in one package, under one contract. 

P-1069, Maritime Surveillance System facility, Naval Air Station Oceana/Dam Neck, VA

Construct a Maritime Surveillance System Facility using a structural steel frame, rib CMU exterior wall system, concrete piles, grade beam foundation, concrete slab, and modified bitumen roofing system over tapered roof insulation on a steel-framed supported slab designed for future second floor loading for the Maritime Surveillance Facility at Dam Neck Annex. The facility shall include training, operations, administrative, IT logistics support and watch stander spaces. Supporting spaces include male and female lockers rooms with showers, lactation room, and a coffee mess/break room. The facility shall include a Mission Control System, and IPT/PM spaces to support major acquisition and Test and Evaluation programs.

Project also includes renovation of Building 470. The existing spaces shall be reconfigured to compliment the expanded spaces to meet CUS mission requirements. The expansion and reconfiguration of Building 470 shall consist of sufficient sensitive compartmented information facility (SCIF), special access program facility (SAPF), open secret storage (OSS), NMCI server room, telecommunications rooms, uninterrupted power source (UPS)/redundant continuous power utility room, multi-function room, warehouse, restrooms, break room, administrative and operational spaces.

In accordance with DFARS 236.204(iii), the magnitude of construction for this project is between $100,000,000 and $250,000,000.

This is a new procurement. It does not replace an existing contract. No prior contract information exists.

The anticipated award of this contract is July 2025. 

The North American Industry Classification System (NAICS) Code for this project is 236220. Commercial and Institutional Building Construction, with a small business size standard of $45,000,000.

If the resulting solicitation is set aside for small businesses firms, it will include FAR clause 52.219-14, Limitations on Subcontracting.

Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate files titled Sources Sought Contractor Information Form (form attached) and Project Information Form (form attached). These forms are required. Information not provided may prohibit your firm from consideration.

If you are submitting as a mentor-protégé joint venture under the 8(a) program, you must provide SBA approval of the mentor-protégé agreement to be considered as small for this procurement. For more information on the definitions or requirements for these small business programs refer to http://www.sba.gov/. Responses must include identification and verification of the firm’s small business status.

The following information shall be provided:

1. Contractor Information: Provide your firm’s contact information including Unique Entity Identifier (UEI) and CAGE Code.

2. Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned, and/or Economically Disadvantaged Women-Owned Small Business, or Women-Owned Small Business concern.

3. Construction Experience: Submit a minimum of three (3) up to a maximum of five (5) relevant construction projects your firm has performed to best demonstrate your experience on relevant projects that are similar in size, scope, and complexity. Experience of proposed subcontractors will not be considered. Furthermore, the Offeror’s experience as a subcontractor will not be considered.

For each of the submitted relevant projects (a maximum of five (5) projects), ensure that the form is completed in its entirety for each project and limited to two pages per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements.

A relevant project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and will not be considered; rather, Offerors shall submit the work performed under a task order as a project. Recent is defined as having been 100% completed within the last ten (10) years prior to the sources sought submission due date.  A relevant project is further defined as:

New Construction Size/Scope:

At least (2) two projects must demonstrate experience with new construction of a 2-story steel-framed building with a final construction cost of $40,000,000 or greater.

Building Renovation Size/Scope:

At least one (1) project must demonstrate experience with renovation of a multiple story existing building with a final construction cost of $10,000,000 or greater.

Complexity: Relevant projects shall collectively demonstrate experience with each of the following elements:

  • Phased construction experience
  • Construction work in existing buildings while adjacent buildings remain occupied during construction 
  • Hazardous Material Abatement and Disposal
  • Experience working in Secured areas/highly secure spaces
  • New Construction of a commercial or institutional building (minimum 2-story) (i.e. administrative, warehouse)
  • New Construction using a structural steel frame and concrete piles

Note: Each project does not have to demonstrate experience with each element of scope/complexity, but instead shall collectively demonstrate experience with all elements of scope/complexity.

Note: Capability will only be satisfied on projects that are considered relevant in terms of size/scope/complexity and completed within the specified time period.

For purposes of evaluating capability, the “Offeror” is defined as the prime contractor that demonstrates experience on relevant projects that meet size, scope and complexity.

The Government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities.

NOTICE OF INTENT (SEE PDF ATTACHMENT 1 FOR MANUFACTURER BRAND NAMES)

Notification of Brand Name or Equal Items. In accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (FY17) (Public Law 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.303 is required in order to use brand name or equal descriptions in the solicitation for P-1069, Maritime Surveillance System Facility. The justification and approval are being prepared for the use of a brand name or equal descriptions on items in the firm fixed price (FFP) construction contract for P-1069, Maritime Surveillance System Facility, Naval Air Station Oceana/Dam Neck, VA.

The plans and specifications indicate the standard of quality, characteristics, and performance requirements and a manufacture and model, as appropriate and in accordance with the FAR, to establish the basis of design for approximately 36 items across all design disciplines. For these brand name or equal described items, other manufacturers may be utilized during construction so long as the standard of quality, characteristics, and performance requirements meet or exceed the standard of quality, characteristics, and performance requirements identified in the plans and specifications as the basis of design. NASA Langley Research Center (LaRC) is hereby soliciting information from potential partners to participate in a proposal development activity that will design, develop, build, and ground demonstrate autonomous assembly of multiple sub-scale radiator modules with fluidic, mechanical, and electrical interfaces for Nuclear Electric Propulsion (NEP) vehicles. Modular Assembled Radiators for NEP Vehicle (MARVL) project is an Early Career Initiative (ECI) sponsored by NASA’s Space Technology Mission Directorate (STMD) and was released on March 1, 2023. The deadline for partnering responses is  May 3, 2023.

The National Aeronautics and Space Administration (NASA) LaRC is seeking participation with this partnering synopsis from all interested U.S. and non-U.S. organizations, including educational institutions, industry, not-for-profit institutions, the Jet Propulsion Laboratory, as well as NASA Centers and other U.S. Government Agencies. Historically Black Colleges and Universities (HBCUs), Other Minority Universities (OMUs), small disadvantaged businesses (SDBs), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and women-owned small businesses (WOSBs) are also encouraged to apply. Additionally, in support of the Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is also looking to advance equity or remove barriers for members of underserved communities to access procurement opportunities. Underserved Communities include Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality.

Participation by non-U.S. organizations is welcome but subject to NASA’s policy of no exchange of funds, in which each government supports its own national participants and associated costs.

The Early Career Initiative is an internal NASA call for space technology development and demonstration proposals that foster the next step in the professional development of early career NASA technologists by providing cutting-edge hands-on space technology hardware development opportunities.  This initiative promotes creative joint partnering within highly collaborative work environments between the best and brightest NASA early career innovators and while teaming with world-class industry, academia, and other government organizations. 

Proposing teams will include a core team, including NASA and external partner members and at least half of the core team must consist of NASA early career employees.  A NASA early career employee must lead the project (Project Lead) and shall engage an experienced NASA mentor, and a STMD mentor who will be identified after selection of the project.  Other roles (e.g., Project Manager, Project Scientist) can be filled by team members from NASA or partner.  The general approach will be to employ agile systems engineering methods emphasizing working products, collaboration, iterative, hands-on testing, and responsiveness to change rather than formal process and documentation with milestone-based assessments including a continuation review at the development site and a final presentation to NASA Headquarters.  If a project wishes to involve a foreign organization, prior confirmation is needed. 

Teams must propose innovative space hardware-focused projects lasting no more than 2 years and costing up to $1.25M per year in total (25-45% for external partners) for all cost including procurement and labor.  

NASA Langley Research Center (LaRC) is seeking partners to participate in developing proposals for and collaborating on potential Early Career Initiative (ECI) projects. LaRC is pursuing several topic areas that align with NASA’s space technology priorities and involve a variety of technical areas that could benefit from partnering. The partner can propose to the technical challenge provided below:

  • Long duration space flight is a requirement for missions to both the Moon and Mars. One candidate for propulsion is Nuclear Electric Propulsion (NEP). This form of propulsion generates high levels of heat and requires large scale radiators. NEP vehicles have the potential to be on the same size order or larger than the International Space Station (ISS).  The required radiating area, based on current mission requirements, will be the largest proposed space structure even conceived at around 2500 m2 (an order of magnitude larger than the radiating area on the ISS).  The large radiator size required for NEP vehicles negates the feasibility of utilizing conventional deployable radiator designs and will also greatly exceed current launch vehicle volumetric capacities. An alternate method to assemble structures of this size is to explore autonomous in-space assembly of modular units. Development of modular autonomously assembled radiators would not only advance NEP vehicle concepts but is also extensible to a multitude of other space and surface-based applications.

  • The Modular Assembly Radiators for NEP VehicLes (MARVL) ECI project will address both the required design and in-space assembly, with a focus on autonomous assembly, of a potential radiator design. The project will conduct research and development efforts into radiator design for a candidate NEP vehicle. The team will then design small-scale modular units that can be assembled to produce the size radiator that is needed. The units will then be simplified for use in a ground demonstration of a modular assembled radiator. Utilization of prior knowledge of autonomous assembly or robotic assembly will be crucial for project success. This work will also include development in fluid loop and reversable coupler technology with focus on autonomous assembly. The following objectives will be addressed by the program:

    • Investigate the trade space for an NEP vehicle with in-space assembled radiators and propose configurations
    • Design and develop a radiator module for in-space assembly
    • Investigate and determine fluid/mechanical/electric coupler connection between radiator modules
    • Develop and concept of operations for autonomous in-space assembled radiators
    • Perform relevant subscale demonstration of autonomous in-space assembled radiator
    • Develop autonomous leak checking and verification of connections

The partner must provide expertise in at least one of the fields described below and must have the personnel and facilities required to perform any necessary software or hardware testing. The ideal partner may also contribute some, but not all, work or resources to the project in-kind, which should be described within the partner’s proposal submission.

  • Ideal academic partner candidates should have experience in the fields of heat rejection systems, radiator design, autonomy, robotics and/or software development with personnel and facilities required to develop and test the autonomy packages using relevant hardware developed among partners.
  • Ideal industry partner candidates should also have experience in heat rejection systems, radiator design fluid loop development, reversable fluid coupler design, autonomy, in-space assembly, and/or modular design. Knowledge in fluid loop radiator technology and build will also be desired.  

This partnering opportunity does not guarantee selection for award of any contracts or other agreements, nor is it to be construed as a commitment by NASA to pay for the information solicited. It is expected that the partner(s) selected would provide (at no cost to NASA) technical requirements, conceptual designs, technical data, proposal input, project schedules, and cost estimates. If the proposal is subsequently selected, NASA LaRC anticipates issuing contracts or other agreements to the selected partner(s) for the performance of the proposed tasks.

Partner selections will be made by LaRC based on the listed criteria:

  1. Technical Qualifications of the External Partner (30 points): This criterion evaluates the technical expertise/capabilities; and innovativeness of the external partner in leading and/or executing activities related to the topics above; and the resources (skills and time) that would be allocated to the potential proposal development phase.
  2. Management Approach (25 points): This criterion evaluates how the management approach is different from standard NASA practices, evaluates whether it represents a successful approach from another industry or organization and shows understanding of the alternative approach.  The criterion will also explain how the management approach applies to your project and the degree to which it increases the probability of successfully executing the work plan. Assessment of the practicality and efficiency of the project schedule and requested resources.
  3. Teaming and Workforce Approach (25 points):  This criterion evaluates the integration of capabilities across the core team members relative to the work plan.
  4. Agile Approaches Used in the Past (20 points): This criterion evaluates the external partner’s past experience in developing and utilizing agile development principles: using development methods that emphasize working products; collaboration; iterative, hands-on testing; and responsiveness to change rather than formal processes and documentation.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov.  Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 5 pages indicating the ability to perform all aspects of the effort. The responses should use 12-point font for each technical area of interest (i.e. offerors responding to one or more of the mission elements may submit up to 5 pages per each element). Responses shall also address each of the evaluation criteria listed above.  Resumes of key personnel and a cover page that clearly identifies the topic area addressed by the response do not count against the total allocated page count. Please advise if the requirement is considered to be a commercial or commercial-type product.  A commercial item is defined in FAR 2.101.

The Defense Health Agency Contracting Activity (DHACA) on behalf of Program Executive Office Defense Healthcare Management Systems (PEO DHMS), Joint Operational Medicine Information System (JOMIS) Program Management Office (PMO), is seeking potential modernized Operational Medicine (OpMed) Medical Logistics (MEDLOG) solutions that can be configured for full joint interoperability. This joint MEDLOG capability must satisfy baseline requirements for survivability, patient safety, and quality of care through responsive, agile, and survivable MEDLOG functions that are integrated with a jointly interoperable health service system. The capability should provide a globally integrated network of theater health service support nodes operating with common standards and procedures that are supported by adaptive, jointly interoperable Defense Medical Logistics (DML) capabilities and MEDLOG organizations.  DML capabilities must be rapidly and globally aligned and/or reconfigured to respond to the changing operational requirements of Combatant Commanders.  

Defense Medical Logistics Standard Support (DMLSS) will be replaced by LogiCole.  DMLSS, TEWLS, the DMLSS Customer Assistance Module are the current Joint Class VIII OpMEDLOG solutions providing Roles 1, 2, and 3 OpMEDLOG capability.  DMLSS has a decommissioning date anticipated in February 2028.

The National Guard Bureau’s Operational Contracting Division Contracting Office (NGB-AQ-C), 111 South George Mason, Arlington, VA 22204 is issuing this sources sought as a means of conducting market research to identify interested parties to support the requirement for Office of Protocol Events Management Services at the National Guard Bureau (NGB), Arlington, VA 22204. The U.S. Department of Energy (DOE) intends to award a one-year noncompetitive contract extension to Jefferson Science Associates, LLC (JSA) for the management and operation of Thomas Jefferson National Accelerator Facility (TJNAF) under contract DE-AC05-06OR23177.  Following this one-year non-competitive contract extension DOE will conduct a full and open competition for the management and operation of TJNAF. This action is being taken in accordance with FAR 6.302-3, which allows agencies to use noncompetitive procedures when it is necessary for the agency “to establish or maintain an essential engineering, research or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.” The current contract expires on May 31, 2024. This extension will cover the period of June 1, 2024, through May 31, 2025.   

TJNAF is a national laboratory and DOE sponsored Federally Funded Research and Development Center (FFRDC). The primary mission of TJNAF is delivering breakthrough science and technology in the area of nuclear physics. TJNAF conducts research in nuclear physics sciences in addition to producing superconducting radiofrequency (SRF) accelerator modules and operating unique facilities and equipment. TJNAF is a leader in quark nuclear physics and SRF technology and serves as a resource to researchers both nationally and internationally. TJNAF’s present core capabilities are Nuclear Physics, Accelerator Science and Technology, and Large-Scale User Facilities/Advanced Instrumentation.

It is anticipated that the contract competition will commence during the first quarter of FY 2024. It is the intent of DOE to ensure the solicitation process is transparent and current. Background

The U.S. Department of Defense (DoD), in collaboration with the U.S. General Services Administration (GSA), previously released a Request for Information (RFI) and subsequently hosted an Industry Day in Washington, D.C. on February 20, 2024, seeking information from potential contractors regarding the supply of carbon pollution-free electricity (CFE) in the PJM Interconnection/Regional Transmission Operator (PJM/RTO) region. The agencies considered the input submitted in response to the RFI and the information discussed at the Industry Day to shape their respective procurement strategies and solicitations. Following analysis of this market research, GSA and DoD have decided to execute two separate, but simultaneous, procurements for the purchase of CFE and supplemental grid energy to meet the needs of Federal civilian and Defense agencies located in the PJM/RTO region. Both of these expected solicitations will be structured to support the CFE goals expressed in Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021). This E.O. sets a goal for the Federal Government to source 100 percent CFE by 2030, including 50 percent hourly matching (24/7 CFE).

Description of Opportunity

The purpose of this synopsis is to announce the specific anticipated solicitation that will be issued by the Defense Logistics Agency Energy (DLA Energy) on behalf of multiple Federal customers. DLA Energy intends to issue solicitation SP0604-24-R-0421 for the purchase of CFE (with associated Energy Attribute Certificates (EACs)) that meet the definition and other requirements provided in the Implementing Instructions for E.O. 14057. This solicitation will be structured as requirements contract such that proposals will be required to demonstrate that the offeror can provide CFE along with supplemental retail grid electricity and any ancillary services necessary to meet the full electricity requirements for the accounts included in the solicitation. Accounts that will be included in the solicitation are located in the District of Columbia, Illinois, Maryland, New Jersey, Ohio, and Pennsylvania with a total estimated annual quantity of 2,489,699,610 kWhs. The anticipated contract line item(s) (CLINs) for the CFE portion of this contract will be firm fixed price with specified quantities; the CLINs for the supplemental grid energy will be requirements-type utilizing Locational Marginal Pricing. All responsible sources may submit a proposal which shall be considered by DLA Energy.

Offerors will be permitted to propose the provision of the required CFE with associated EACs from generation assets put in service as a result of the award of this contract. The required energy delivery period will be 20 years.

The Space Development Agency (SDA) is interested in support to the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 (T3) Program Integration effort. This program is comprised of systems engineering and integration activities supporting the T3 Program, which will extend the PWSA through the acquisition and integration of hundreds of space vehicles (SV) and associated ground segment (GS) elements.

SDA is seeking a solution that provides PWSA T3 Program Integration involving systems engineering and integration activities necessary to facilitate the delivery of T3 Transport Layer (T3TL), T3 Tracking (T3TRK), and T3 Custody Layer (T3CL) and their integration with the PWSA GS and user segment to advance the operational PWSA.

BACKGROUND

SDA’s mission is to rapidly deliver space-based capabilities to the Joint Warfighter in support of missions worldwide. SDA endeavors to fulfill this mission through the acquisition, operation, and continuous evolution of the PWSA in a manner that enables our Joint Force to deter and, if necessary, defeat emerging adversarial threats. In pursuit of this mission, the PWSA is currently committed to delivering specific data transport, navigation, and sensing capabilities which are further defined in the Statement of Work (SOW).

SDA is seeking feedback on the following areas and SDA asks respondents to provide a technical description of a notional PWSA Tranche 3 Program Integration solution.

Respondents may address any or all of the following:

  1. Enterprise Architecture Analysis – Evaluate the architecture products that comprise the PWSA Enterprise Functional Baseline (FBL), including but not limited to CONOPS, Other Direct Costs (ODCs), and system architecture diagrams, to ensure that they remain aligned with T3 program execution and provide the necessary guidance to enable T3 Program delivery.
  2. Program Requirements Assessment and Management Support – Assess the requirements products that comprise the FBLs managed by the T3 Program, including but not limited to program technical requirements documents (TRDs); ensure that PWSA Enterprise FBL requirements products remain aligned with T3 Program equities and are properly decomposed into T3 Program-managed FBL requirements products and in turn into requirements products among Component Program-managed Allocated Baselines (ABLs) then Product Baselines (PBLs); identify gaps and issues with requirements products and provide recommendations substantiated by analysis to address; support management of requirements products.
  3. Program Integration and Verification Management – Develop and manage the integration and verification products that comprise the FBLs managed by the T3 Program, including but not limited to key interface verification, compatibility, and interoperability test plans and ground-based and on-orbit system-level test plans; coordinate execution of corresponding integration, verification, and test events and evaluation of results; assess verification evidence for sell-off.
  4. Program Configuration Management – Manage the configuration and change log of the contents of T3 Program-managed FBLs, including knowledge management and content distribution among stakeholders, coordination of product reviews, adjudication of feedback, and management of change requests through applicable Engineering Review Board (ERB) and Configuration Control Board (CCB) processes.
  5. Engineering Support – Provide spacecraft, mission payload, GS, launch integration, and mission engineering expertise and support to actively guide the delivery and integration of T3 SVs and GS elements with the greater PWSA and User Segment.
  6. Program Schedule Management – Manage the integrated master schedule comprised of critical activities and milestones that are consequential to T3 Program delivery; assess the IMS for accuracy, completeness, and risk; identify and resolve schedule issues and inconsistencies.
  7. Program Risk, Issue, and Opportunity Management – Manage the T3 Program risk, issue, and opportunity register and process, including risk, issue, and opportunity management board coordination, risk, issue, and opportunity assessment, and coordination and tracking of mitigation strategies; actively identify risks and mitigations and perform select mitigation activities.
  8. Program Trade Studies and Assessments – Identify, prioritize, and perform trade studies and technical assessments to inform critical decisions that impact T3 Program delivery.
  9. Technical Reviews – Prepare for and execute critical technical reviews for T3 Program; support PWSA Enterprise and Component Program technical reviews as required.
  10. Experience – Demonstrate experience developing, integrating and managing configuration control of multiple systems, within the past three years. 
  11. Organizational Conflict of Interest (OCI) - Address the OCI requirement for avoidance and inform the Government of any concerns or alternatives to avoidance with rationale.
  12. Security - The effort will require all personnel with access to this program to have TS/SCI clearances and for the Contractor to have cleared facilities capable of processing/storing TS/SCI data.

The U.S. Fish and Wildlife Service has listed the Northern Long- Eared Bat Myotis septentrionalis as endangered under the Endangered Species Act. All tree felling operations are restricted by federal law and must be completed by 1 April 2025. There will be no exception or extensions to this contract to allow for additional time due to military uses.

Synopsis/Solicitation N0017825Q6645 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449.  The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis for the products on the attached Requirements List manufactured by Real-Time Innovations, Inc., located in Sunnyvale, CA 94089-1318

The required software must be compatible in all aspects (form, fit, and function) with existing software presently installed on the systems being utilized.  The software publisher, RTI, has verified that there are no authorized resellers available for this proprietary software and support with only direct sales authorized.

 Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.
