The Department of Homeland Security, Transportation Security Administration (TSA) intends to solicit industry to provide airport security screening services. Services include comprehensive screening of passengers and personal property at airports participating in the Screening Partnership Program (SPP). The applicable North American Industry Classification System (NAICS) code for this requirement is 488190.
TSA anticipates making multiple awards under the intended Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation for security screening services. The IDIQ solicitation will be issued on a full and open basis and task orders may be solicited on a full and open basis or set-aside for small businesses.
The Government anticipates awarding approximately nine small business IDIQ awards and approximately six awards to other than small businesses, but reserves the right to award fewer or additional contracts based on the Government consideration for enhanced competition and/or operational efficiency.
Screening Partnership Program (SPP) provides an operational capability of indefinite duration; it is expected to continue as long as airport passenger, baggage and counter-to-counter cargo screening are required. TSA plans to acquire screening services from commercial vendors through a 10-year multiple award IDIQ with a series of task orders, each of which will typically span a base year and up to four one-year options.
The IDIQ ordering period is anticipated to be September 2025 through August 2035. Upcoming task orders may be tailored to the specific needs of the airport and TSA.

THIS ACQUISITION IS AN UNRESTRICTED SOLICITATION
The U.S. Army Corps of Engineers, Norfolk District intends to issue an Invitation for Bids (IFB) for the acquisition of Atlantic Intracoastal Waterway Service Contract, located in Hampton Roads, Virginia. This procurement will be conducted in accordance with FAR Part 14, Sealed Bidding Procedures.
DESCRIPTION OF WORK
The Norfolk District, United States Army Corps of Engineers is seeking eligible businesses capable of performing all services, and providing all materials, supplies, plant, labor, equipment, utilities and supervision (except those specified as government furnished) required to operate, maintain all facilities, all real property facilities, and approximately 3,100 acres of land owned by the U. S. Army Corps of Engineers, Norfolk District, which is known as the Atlantic Intracoastal Waterway (AIWW).
The northern boundary of the project for this contract is the Interstate 64 bascule bridge at approximately mile 7.1 on the AIWW. The southern boundary of the AIWW on the Albemarle and Chesapeake Canal (ACC) is the North Carolina state line, approximately mile 34. The southern boundary of AIWW on the Dismal Swamp Canal (DSC) is the mouth of the Pasquotank River where it joins the Albemarle Sound, approximately mile 68, in North Carolina.
The ACC project includes the North Landing Swing Bridge that borders Virginia Beach, Virginia and Chesapeake, Virginia located near Mount Pleasant Road. The bridge is operated 24 hours a day and opens on the hour and a half between 6am - 7pm daily. The Great Bridge lock is a 72 feet wide by 600 feet long navigation lock and support facility with a normal lift of 2.7 feet located in the Great Bridge section of Chesapeake, Virginia. The purpose of the lock is to prevent the inflow of salt water from the Southern Branch of the Elizabeth River to the fresh water to the south. Locking's are on demand and operated 24 hours a day.
The DSC project includes one highway drawbridge and navigation lock at Deep Creek, Virginia, one highway drawbridge and navigation lock at South Mills, North Carolina. There is a total of three water control structures on the canal and at Lake Drummond. The Deep Creek Lock and South Mills Lock are 52 feet wide by 300 feet long, with a normal lift of 12 feet. Locking's are only 4 times a day, and the Dismal Swamp Canal operating staff works 8 hours per day.
PERIOD OF PERFORMANCE
The Government anticipates awarding a firm fixed-price contract consisting of a base year and four option years for a total of five years of performance over the period October 1, 2024 to September 30, 2029. The base year will run from October 1, 2024 – September 30, 2025. Each subsequent option year will run from October 1st through September 30th of the following year.
BIDDER INSTRUCTIONS
The requirement will be a Full and Open Competition Solicitation. The applicable North American Industry Classification System (NAICS) Code is 488310 “Port and Harbor Operations” with a size standard of $47 million. The PSC code is M1KB.
Contractors will be required to submit bid bonds with submittals. Payment and performance bonds will be required within 10 calendar days from contract award. In accordance with FAR Part 9.104 and 9.106, contractor responsibility will be determined prior to award by the Contracting Officer through the performance of a Pre-Award Survey or utilizing information from a previous pre-award survey and/or any performance data available. The apparent low bidder may be required to show that he has the necessary capital, experience, and owns or can procure the necessary plant or other resources to commence the work at the time prescribed in the specifications and thereafter to prosecute and complete the work safely and satisfactorily within the time specified. DEFINITIVE RESPONSBILITY CRITERIA
Definitive Responsibility Criteria (DRC), are specific and objective standards established to inform the Contracting Officer’s responsibility in accordance with FAR 9.104-2. These criteria assess whether the apparent low bidder can demonstrate the expertise and specialized facilities needed for adequate contract performance. The inability of a contractor otherwise eligible for award to demonstrate minimally acceptable experience as measured by the DRC may result in the Contracting Officer determining the contractor is not responsible.
The DRC must be provided in the form of a written detailed narrative, with a page limitation that shall not exceed three (3) pages for each listed DRC. The written narrative for each DRC listed below must demonstrate a bidder’s successful completion of at least one (1) year total project experience within the past ten (10) years of the date of this solicitation for the items below.

REQUEST FOR INFORMATION (RFI)
The Automatic Test Systems (ATS) Team, Product Manager Maintenance Support Systems (PdM MSS), Marine Corps Systems Command (MARCORSYSCOM) is seeking potential sources and best practice information to operationalize Condition Based Maintenance Plus (CBM+) for the United States Marine Corps (USMC). MARCORSYSCOM seeks information about existing (or which will exist within the next twelve (12) months) approaches, products, capabilities, and other solutions for processing data collected from Controller Area Network (CAN) serial communications Bus (CANbus) onboard a variety of military vehicles, fluid analysis systems, other sensors and meters, and historical maintenance and logistics records. which are best-in-class with respect to accuracy and timeliness of predictive capabilities, and which have the ability to evolve to remain best-in-class.
MARCORSYSCOM is especially interested in Machine Learning models, and solutions which use Machine Learning models, to the extent that is likely to become best-in-class. Solutions should collect, transmit, store, analyze, and visualize data listed in paragraph one above. Solutions should protect Government data and information from unauthorized disclosure. Any physical hardware or integrated solutions should be able to interface via 9-pin or 6-pin deutsch connectors (with or without minor modification).
Presently, MARCORSYSCOM anticipates the following applies to all identified solutions when purchased by a government customer. If this is not true, or if it is not industry-standard in the commercial marketplace, please clarify in your response. Solutions function as intended for an indefinite period of time, without additional cost to the customer (e.g., subscription fees). All data and information input into the solution by the customer remains the sole property of the customer. The customer (or its qualified, authorized representative, subject to an appropriate non-disclosure agreement) will have the technical data necessary to validate and verify the solution’s output, and is both legally and contractually permitted to do so. The customer does not typically have authorization to reverse engineer the product for purposes inconsistent with the purchase contract terms, unless pursuant to law or regulation.
MARCORSYSCOM recognizes that a single company may not be able to provide a holistic solution. Therefore, companies specializing in a single capability (e.g., data analytics only; e.g., CAN Bus interface hardware only) are encouraged to submit their recommendation for specific capability areas, along with recommendations for integration of the capability into a unified, functioning, best-in-class solution.
The following capabilities are cited to provide focus for your response:
The ATS Team, PdM MSS, MARCORSYSCOM will host an Industry Day 30-31 July 2024 at, 59 Technical Parkway Stafford, Virginia 22556. The Industry Day will consist of a limited number of individual sessions during which companies are able to discuss their approach and technologies to operationalize CBM+ in the USMC. Companies wishing to participate in the Industry Day should identify up to three best-in-class solutions (which may be a component or subcomponent of an integrated solution).
The Government will review submissions received in response to this RFI (Responses), and determine whether to invite some, all, or none of the respondents to participate in an individual session. After reviewing the responses received to this RFI, the Government will contact selected invitees to schedule an appointment date and time. Individual sessions, held in Conference Room 242/243, will be from 0800 to 1600. Individual sessions will not exceed 60 minutes each. Individual session participation is limited to two persons per company. Only one session (sixty (60) minutes) will be allowed per respondent, including respondent’s affiliated organization(s).
During individual sessions, participants may, at the Government’s discretion, have an opportunity to demonstrate the identified solution. The demonstrated solution may exist on either a government or participant cloud environment. However, the solution must be able (with or without minor modification) to operate completely within Marine Corps Enterprise Network (MCEN), which may include access to Governmental instances of commercial cloud-based services such as Advana, Amazon Web Services (AWS) Cloud, and/or Microsoft Azure Cloud. If the demonstration is conducted in a participant cloud environment, the Government will not provide input data or information. Demonstrations of a data analytics solution must include a demonstration of a data visualization dashboard/decision support tool. The visualization does not have to be related to vehicles, as long as it demonstrates the solution’s relevant capabilities.
For each solution you identify, please enclose: (i) a Quad Chart (template provided); (ii) a product information paper, which does not exceed two (2) pages, and which contains the Requested Information. Please do not include classified information in your response. For each, the Requested Information is:

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that have the capability to meet the requirements listed in paragraphs above. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Conditions for evaluation and acceptance of offers for part numbered items cited in the PID: This agency has no data available for evaluating the acceptability of alternate products offered. In addition, to the data required in Procurement Note: L04/M06, the offeror must furnish drawings and other data covering the design, materials, etc., of the exact product cited in the PID, sufficient to establish that the offeror’s product is equal to the product cited in the PID. In addition, award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-.1 The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation.
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
