Description
This requirement is for an open market competitive solicitation for community nursing home care services in the Southwest Washington geographical area. This is an open and continuous solicitation that is posted continuously for one year or longer, whereby nursing homes can apply freely in response to the list of current nursing home needs. The Government will periodically review proposals throughout that time and fill needs as required. This procurement concept is similar to the Government's Human Resources open and continuous job postings whereby a job is posted for an extended period of time and applications are reviewed periodically as needs arise.
An RFP with the anticipation of up to 15 firm-fixed single award IDIQs with a max capacity of $3.0 M each, for a total RFP value of that which will not exceed $45 M. The proposed IDIQs will utilize Economic Price Adjustment clauses which are VAAR (852.216-71) Economic Price Adjustment of Contract Price(s) Based on a Price Index or VAAR (852.216-73) Economic Price Adjustment – State Nursing Home Care for Veterans. The VAAR clause selected for each IDIQ will be dependent on if the IDIQ uses Medicare or Medicaid.
Nursing home facilities must be capable of furnishing the total medical, nursing, and psychosocial needs of VA beneficiaries. Rate adjustments will be based on the annual adjustment to the current published Medicare or Medicaid Benchmark Rate.

THIS IS A PROJECT LABOR AGREEMENT (PLA) SURVEY ONLY. This is a SPECIAL NOTICE. No proposals are being requested or accepted with this PLA notice.
This is a SPECIAL NOTICE only. The U.S. Army Corps of Engineers Louisville District is soliciting comments from the construction community addressing use of a PLA for this construction project at Joint Base Lewis-McChord, Washington.
DESCRIPTION OF WORK:
The U.S. Army Corps of Engineers (USACE) Louisville District has a requirement for the Construct a microgrid system at Joint Base Lewis-McChord (JBLM) powered by two (2) Natural Gas (NG) Reciprocating Internal Combustion Engines (RICE) generators totaling approximately 6 MW, an approximately 6 MWAC/6 MWh Energy Storage System (ESS) and an approximately 150 kW solar array. This microgrid, provides continuous power to the I Corps, Garrison and Directorate of Emergency Systems Headquarters’ (I Corps/DES/ HQs) electrical distribution system when islanded from the grid to support JBLM’s readiness operations during an electric utility grid outage for a minimum of 14 days. The RICE generators, ESS, microgrid controls and automatic switching, will be located just outside the historic district. The map in attachment C shows the specific locations and system sizing of the project components. The solar array will be located behind buildings 2103 and 5183. In addition to the generating equipment, the system will consist of automated isolating switchgear to form the microgrid system, and a paralleling switchgear for the generators and other controls. This project will support approximately 5 MW of load via 6 MW of generation. This is approximately 20% of critical missions at JBLM and 100% of I Corps, Garrison and DES headquarters critical facilities. The I Corps/DES/HQs area is designated as an historic district and any construction must comply with the National Historic Preservation Act. The system is not designed to be used for peak shaving or demand reduction.
MAGNITUDE:
In accordance with DFARS 236.204, the magnitude of the estimated cost of construction (ECC) range for this project is between $25,000,000 and $100,000,000.00.
FACTORS TO BE CONSIDERED:
Some of the factors that may be considered regarding PLA use are:
(i) The project will require multiple construction contractors and/or subcontractors employing workers in multiple crafts or trades.
(ii) There is a shortage of skilled labor in the region in which the construction project will be sited.
(iii) Completion of the project will require an extended period of time.
(iv) Project labor agreements have been used on comparable projects undertaken by Federal, State, municipal, or private entities in the geographic area of the project.
(v) A project labor agreement will promote the agency's long term program interests, such as facilitating the training of a skilled workforce to meet the agency's future construction needs.
(vi) Any other factors that the agency decides are appropriate.

Project labor agreement means a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U. S.C. 158(f).

PLA are a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of PLAs in connection with large-scale construction projects.
An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a PLA with one or more labor organizations if the agency decides that the use of PLAs will:
