Disclaimer: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is an amendment to the original posting from 21 February 2023 (Notice ID: RFI-01-NGESS). Since a delay of more than 18 months has occurred since the original RFI results were received, the Government is required to repost the request in accordance with FAR 10.002 (b)(1) and obtain current information. This projected procurement processing is planned to resume.
This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. SSC does not intend to award a contract based upon your response to this request. This RFI is solely intended to conduct market research and capture feedback to modernization approaches to improve security support timeliness and quality of services across the command and associated contractor base. This notification is for planning purposes only and shall not be construed as an obligation on the part of the Government to acquire any products or services. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense, nor shall any cost be allowed on any Government contract. Not responding to this RFI does not preclude participation in any future RFP that may be issued. Any submission in response to the references request is strictly voluntary.
Description: Space Systems Command (SSC), Information Protection Directorate (SSC/IP) is conducting market research to obtain novel ideas and feedback for modernizing security services across SSC. In August of 2021, Space Systems Command officially became a Field Command of the United States Space Force. As part of becoming a Field Command, the security posture changed. A special study was conducted by SSC to rectify the security support for the Command. The study results are attached for reference. Moving forward, the modernization of SSC’s security, and the services to support security, are of utmost importance and are being looked at as a top priority for the Command. As such, responses should highlight the company’s Statements of Capability (SOC) and recommendations for architecting, implementing, overseeing, managing, and controlling three primary security access levels: a) collateral, b) special compartmented information (SCI), and/or c) special access programs (SAP). Responses should at a minimum discuss recommendations for managing secured personnel, secured data, secured network systems, foreign disclosure, and administrative security services related to the above three levels; including any special management considerations associated with domestic and international programs. Respondents should provide a summary of past performance demonstrating the ability to manage a contract with a significant number of geographically dispersed employees; understanding of space missions and associated acquisitions; and experience with the technical aspects of security requirements. Respondents should include a list of associated ground rules and assumptions, including any contemplated Government Furnished Equipment (GFE) needed to support the recommendations. Responses from small businesses and small disadvantaged businesses are encouraged. A draft Statement of Objectives (SOO) for Next Generation Enterprise Security Services (NGESS) is attached for reference and feedback. Be aware that NGESS is a new requirement and is not a follow-on to an existing contract.
Request for Information (RFI) Submission Details: Submittals shall not exceed fifteen (15) pages total. The Government will not consider responses in excess of fifteen (15) pages. Page size shall be 8.5 x 11 inches; single spaced with text no smaller than 12-point Times New Roman; font size within graphics and tables shall be no smaller than 8 point, Times New Roman. Margins shall be one inch on all sides. The title page front matter such as transmittal letter, cover page and table of contents will not count against the page limit.
With your RFI, provide administrative information including the following as a minimum:
• Name, mailing address, phone number, and e-mail of designated point of contact.
• Identify the respondent’s CAGE code and DUNS number.
• Small Business/Socio-Economic status of respondent, if any, (i.e., small business, small disadvantaged business, 8(a) small business, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, and economically-disadvantaged women-owned small business).
Respondents shall provide an UNCLASSIFIED response to the RFI. Respondents shall indicate whether their responses contain any proprietary information, and it must have the appropriate markings, if the respondents wish for the responses to be handled as such. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Please be advised that all submissions become Government property and will not be returned.

This is market research – at this time, the Government will not entertain questions pertaining to the RFI, nor the any future acquisition for SSC’s security requirements. SSC will contact industry partners in the future as needed, via official channels. The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to negotiate on a non-competitive basis to United Drill Bushing Corporation (cage code: 52369) for the production and delivery of a quantity of three (3) of Part Number 3156AS100-1; tool set, structural repair-composite; and an option CLIN for an additional three (3) of Part Number 3156AS100-1; tool set, structural repair-composite; in support of the United States Navy Maritime Patrol and Reconnaissance Aircraft Program Office, PMA-290’s requirement to procure Support and Test Equipment for the Royal Canadian Airforce (RCAF) P-8A Program, via Foreign Military Sales (FMS).
United Drill Bushing Corporation is the only firm with the knowledge of the components, tooling, and devices included in the required Composite Repair Tool Kit; used to repair any composite structures of the aircraft. They remain the only firm with the expertise required to enhance performance in order to meet quality requirements for structurally sound repair of critical aircraft components. All required testing has been conducted and successfully completed under a prior contract. United Drill Bushing does not have any authorized distributors. Both United Drill Bushing (as OEM) and this specific kit (by part number) are specifically called out in the NAVAIR Technical Manual which provides general instructions for composite repair for all Navy composite aircraft platforms. This acquisition is being pursued under the sole source basis under the statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; therefore, a solicitation is not available for this procurement.

This is a non-personal services contract to provide rental/lease of tables and chairsfor training purposes. The Government shall not exercise any supervision or control over thecontract service providers performing the services herein. This is a non-personal services contract to provide two (2) dump trucks with trailers and backhoes for the project convergence-capstone five (PCC5) exercise. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Design-Build P-180 Naval Innovation Center project scope constructs a 286,617 Gross Square Feet (GSF) flexible and reconfigurable modern multi-story facility. The U.S Army Corps of Engineers, Los Angeles District (SPL) has an announcement regarding a new project for the construction of a New Critical Care Center on the VA Campus for the GLAVAHS. This project is expected to exceed $750,000,000. We are seeking information from interested parties on executing this project. The anticipated award date is Q4 Fiscal Year 2026 targeting August 2026.
This project provides for the construction of a new Critical Care Center to relocate existing critical and associated ancillary and diagnostic services from seismically-deficient Building 500 and for the construction of a new central utility plant, at the West Los Angeles VA Medical Center of the VA Greater Los Angeles Healthcare System in Los Angeles, CA. The new Critical Care Center will be 450,000 GSF. Programs within the facility include Sterile Processing, Morgue, Pharmacy, Pulmonary, Engineering & Bio-Med, Environmental Management (EMS), Police Service, Administrative and Conference areas, Emergency Department, Imaging, On-call Suites, Café, Chapel, Surgical Suites, SICU, MICU, PACU, PRE-OP, Acute Mental Health, and Med-Surge patient rooms. The facility will have 160 beds of which 44 will be in the mental health ward. The location of the new Critical Care Center will be just south of the current Hospital, Building 500.
To support the new facility, the existing Building 500 will require limited renovations, relocation of the existing loading dock functions, and the addition of a 30,000 GSF Logistics Transportation Hub. This project will also include a new 52,000 GSF Central Utility Plant (CUP) to replace the existing CUP that will support all current and future buildings on the site and all the necessary utility upgrades to support the new facilities. This project would have to be constructed to meet LEED silver standards.

SAM Posting Description:
The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a Design-Bid-Build (DBB) requirement to construct eleven (11) Containerized Ammunition Holding Facilities (CAHF), a.k.a. holding pads, each with ammunition storage pads, protective earthen berms, reinforced concrete retaining walls, all designed in accordance with Department of Defense (DoD) explosive safety standards.
The CAHF must support container handling equipment for day and night operations, which must include improved or new pavements, lighting, fire protection, alarm systems, lightning protection systems, security fencing, intrusion detection systems (IDS), Closed Circuit Television (CCTV), information systems, and storm water drainage systems.
Supporting facilities include utilities and connections (water and fire suppression system, electric, storm water, and communications) and site development grading, landscaping, and pavement improvements, all focused on the management of munitions and explosives (MEC).
The intended facilities will be designed in IAW DoD’s Unified Facilities Criteria (UFC 1-200-02) which includes a minimum of forty (40) year life and energy efficiencies, building envelope and integrated building systems performance.
In consideration of the final rule amending the Federal Acquisition Regulation (FAR) on 22 December 2023, to implement Executive Order 14063, use of Project Labor Agreements (PLAs) on Federal Construction Projects mandated the use of PLAs where the total estimated cost of the construction contract is expected to be $35 M or more. Therefore, FAR 52.222-33 Alt I (JAN 2024) Notice of Requirement for Project Labor Agreement, a Project Labor Agreement will be required from the apparent successful offeror included in the forthcoming solicitation as a result.
The Government anticipates a 540-day (calendar) Period of Performance (PoP) for this project from receipt of the Notice to Proceed to include performance on all Options.
Due to the security posture at MOTCO, all individuals attempting to gain access to the facilities will have to comply with all security training protocols. Moreover, any individual that is not a United States Citizen will not be allowed to enter the facility.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(ii), the magnitude of construction for the anticipated project is between $25,000,000 and $100,000,000.
The Government intends to solicit an Invitation for Bids (IFB) in accordance with FAR part 14, that will result in award of a firm-fixed price contract.
The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237990 Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,000,000 annual revenue. The Product and Service Code (PSC) is anticipated to be Y1GA Construction of Ammunition Storage Buildings.
The solicitation is anticipated to be issued as full and open competition through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about 1 November 2024 with bids tentatively due 13 December 2024.
It is currently anticipated that the Government will conduct a pre-bid, site visit approximately ten days after issuance of the solicitation. The solicitation will provide additional information regarding the exact date and time. Site visit participants must complete an NCIC consent form AND MOTCO Form 190-3 in accordance with site visit access requirements. If you intend to attend the solicitation site visit, please consider preparing the forms in advance and submitting as soon as the solicitation is posted. Access is restricted to U.S. Citizens only and there is no guarantee that late submissions will be processed. Review and follow the instructions and guidance provided in Attachments 1 - 3, which provide (1) instructions for requesting access and completing forms, as well as common reasons for denial, (2) required NCIC consent form (one per attendee), and (3) required MOTCO Form 190-3 (one spreadsheet per company). The NCIC Consent Forms and MOTCO Form 190-3 must be digitally filled out (NOT printed with handwritten answers) then sent to MOTCO_CORRESPONDENCE@usace.army.mil AFTER the date and time have been finalized and posted within the solicitation. When completing the MOTCO Form 190-3, ensure the form specifies the project is located on the Tidal Side of the MOTCO installation.
The work in totality includes sites that are non-contiguous. Due to the location of the work sites, it is anticipated that the site visit will take a full day to complete. Please plan accordingly. The specific date, time, location, and access requirements will be identified in any forthcoming solicitation.
Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through PIEE and SAM when updates are available. Requests for schedule updates may be ignored.

Following solicitation release, all responsible sources may submit a bid that shall be considered by the agency. All prospective Offerors must be registered in the PIEE system at least one (1) week prior to the anticipated bid due date. Registration is not required to download any forthcoming solicitation documents, plans, and/or specifications, but IS required to submit a bid. Copies of the solicitation and attachments will be made available for inspection without charge after the solicitation is released, when accessed through PIEE. Failure to register in PIEE will prevent submission of bids as the Government will not accept them by any other means. All prospective Offerors must be registered in SAM before the anticipated solicitation closing date. Please see the SAM website for information about SAM registration requirements and approval timelines.
As mentioned, bidders will be required to comply with FAR 2.504 PLA requirements. PLAs in connection with public-sector construction contracts must be structured to allow all Contractors (union and non-union) to participate. Union hiring halls through which applicants must ordinarily pass to obtain work on a particular project must be operated in a manner that does not discriminate based on union membership. Potential bidders are encouraged to review the requirements of FAR 22.504 and establish compliant PLAs to ensure eligibility for award.
USACE will not notify prospective Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.

REVIEW OF AGENCY PROTESTS
The contracting activity, Fleet Logistics Center San Diego (FLCSD) will process agency protests in accordance with the requirements set forth in FAR 33.103(d).
Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority.
The reviewing authority for FLCSD is the Director, Regional Contracts Department, Fleet Logistics Center San Diego at 3985 Cummings Road, San Diego, CA 92136-4200. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "contracting officer" or "reviewing official".
Offerors should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award on the basis of price and technical, unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/ offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/ offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
