This Draft Request for Proposal (RFP) is a Sources Sought Notice to identify General Contractors (GC) who are capable of completing the planned construction of a new Cryomodule Repair and Maintenance Facility (CRMF) building, to support the future repairs to the LCLS-II and LCLS-II-HE cryomodules. This is not a solicitation for proposal or quotations and no award will be made from this Notice. SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice.
The site for the CRMF building is located North of the existing Linac Sector 11, along the North Access Road, adjacent the Sector 10 Adit Road located at the SLAC National Accelerator Laboratory, 2575 Sand Hill Rd, Menlo Park, CA 94025. CRMF is a project directly funded by the DOE's Office of Science.
The draft attached construction documents consist of administrative and technical specifications and drawings approved by SLAC’s Building Inspection Office (BIO). The final documents will be used as the basis of a bid to construction subcontractors for formal construction design and technical proposals.
PLANNED SCOPE AND DESCRIPTION OF SERVICES
The basis of the Construction effort includes two (2) Alternative Building Sizes: 21,743 GSF Building; or an 18,068 GSF Building. Each alternative building size includes site final grading, foundation preparations, utility improvements, conventional building structure, control room, shielded test enclosure, pits for Vertical Test Stands (VTS), and Central Utility Plant (CUP) including all mechanical, electrical, and communication equipment, wiring and control systems.
SLAC National Accelerator Laboratory is seeking to award a design-bid-build (DBB) construction subcontract to an experienced and highly qualified and skilled GC, to construct the Cryomodule Repair and Maintenance Facility (CRMF) Conventional Building. The GC is required to complete the CRMF Conventional Building as detailed within the Project Manual and Drawings. The GC is required adhere to the project schedule, as outlined within the Statement of Work (SOW), while working in conjunction with SLAC to deliver the utmost safety, quality, and meet or surpass the administrative and technical requirements detailed in the Project Manual and Drawings.
A construction contract will be awarded as a turn-key construction contract to the most qualified GC. The GC will finalize construction by performing, testing and commissioning of all new building systems working with CRMF and SLAC Operations teams for a completed facility that will transfer to SLAC accelerator operations.
DRAFT REQUEST FOR PROPOSAL
The Cryomodule Repair and Maintenance Facility (CRMF) DBB scope has an estimated cost range of $30M to $37M.
SLAC will use a single step Best Value Trade Off selection method to identify the most qualified DBB GC. The Draft RFP and relevant draft references are provided to present the general scope and acquisition method for the project. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, California intends to issue a request for proposal (RFP) under solicitation number N3943024R2035 for an Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award Contract (MAC). The work involved includes Unmanned Hyperbaric System Services in support of the Ashore Hyperbarics and Diving System product group’s projects involving various shore-based unmanned hyperbaric systems. The work will be performed worldwide at all shore-based locations where installation, maintenance, inspection, repair, and overhaul operations may be needed to support NAVFAC EXWC customers. The Ashore Hyperbarics and Diving System product group conducts development, fabrication, test, evaluation, inspection, maintenance and repair in the following technical areas Unmanned Hyperbaric Systems and Unmanned Pressure Vessels. More details of the requirement can be found in the attached Performance Work Statement.
Market research was conducted in September 2024, and it was determined that there were not sufficient small businesses capable of performing the work. Therefore, a small business set-aside is not feasible. The NAICS Code for this procurement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and the size standard is $12,500,000 (millions of dollars). The market research determined to solicit this procurement as a full and open competition procurement.
The Government intends to award the resulting contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation.
The contract term will be a base period of sixty (60) months or five (5) years and an optional 6-month extension. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause.
This is a new requirement, and there is NOT an incumbent contractor. The estimated value of this contract is $25,000,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies
or services can be used:
Concourse Federal Group, LLC is the only vendor capable of rapidly implementing the furniture pod
configurations that meet the requirements for the ABH project. There is an unusual and compelling
need to serve unhoused Veterans with complex medical and psychiatric needs who have few
resources and require long-term case management to either obtain and/or maintain permanent
supportive housing. The additional time required to compete this requirement will adversely impact
service to unhoused Veterans in immediate need. Concourse Federal Group can provide additional
products that are consistent with the existing furniture in ABH. This allows GLAVAHCS to use the
existing furniture without replacing the entire supply. Due to urgency, time constraints, and
emergent need to house unhoused Veterans, circumstances of contract action deem only one
source is reasonable available, and no other supplies or services will meet agency need. Purchase is
IAW FAR Part 13.106-1(b) and VAAR 819.7008.

Due to urgency, time constraints (to provide emergency housing to unhoused Veterans in the A
Bridge Home (ABH) facility), and need for unique custom furniture that matches the existing

The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR24R0063 for Maintenance and Repair project of building 659 (Army Reserve Center) located at Parks Reserves Forces Training Area in CA. The design/bid/build repair project comprises a total of approximately 16,500 square feet. The purpose of this requirement is to provide AAA 3-Diamond lodging accommodations, featuring double occupancy, non-smoking rooms. These accommodations are intended for personnel assigned to duty at Channel Islands Air National Guard (CIANG), CA. GeNERAL SCOPE:
The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement to Design-Bid-Build (DBB) construction services to build a new, single floor, 8,202 square foot combat rescue helicopter simulator facility for the Air National Guard (ANG) at Moffett Field, California (CA). The new building is anticipated to support a simulator for the HH-60W helicopter, its supporting equipment, briefing and debriefing room, mission planning room, instructors' office, administrative office, building support rooms and toilet facilities. The anticipated requirement does not include procurement or installation of the helicopter simulator.
The facility is anticipated to be slab on grade foundation with deep pile footings on grade beams and require a thickened mat foundation will be located directly below the simulator equipment. The exterior shell of the simulator bay is anticipated to have masonry veneer and metal panel on reinforced concrete masonry unit (CMU). The one-story administration areas are anticipated to be constructed of masonry veneer and metal panel on metal studs. The roof is anticipated to be low slope standing seam structural metal roofing, with gutters, leaders, and downspouts for water control.
The requirement is anticipated to include a large overhead door into the high-bay simulator area that will also feature an interior overhead crane to move equipment. The work is anticipated to include required site clearing, relocation of utilities, grade changes, connecting the new building systems into the existing base-wide systems, and incidental related work.
The potential requirement may result in a firm-fixed-price solicitation issued approximately March 2025. If solicited, the Government intends to award the anticipated requirement by approximately April 2025.
The Government estimates that design and construction of the potential requirement can be completed within eighteen (18) months from receipt of Notice to Proceed. If market conditions indicate this estimate may be unrealistic, Respondents are encouraged to provide specific information (such as known equipment lead times or other timeline concerns) for Government consideration when responding to this Sources Sought Notice.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(i) between $10,000,00 and $25,000,000.
The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 236220, Commercial and Institutional Building Construction. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,500,000 annual revenue. The Product Service Code for the potential requirement is anticipated to be Y1BZ, Construction of Other Airfield Structures.
If there is a reasonable expectation that at least two (2) responsible small business concerns under this NAICS can provide the anticipated services at fair market prices, the Contracting Officer is required to set the acquisition aside for small business concerns. If competition is set-aside for small businesses, Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting, requires that general construction small business Contractors self-perform at least fifteen percent (15%) of the cost of the contract, not including the cost of materials. Building components and systems to be repaired include the roofing, heating, ventilation, air conditioning (HVAC), electrical distribution, water distribution, fire alarm and suppression systems, ceilings, windows, doors, floor coverings, interior reconfiguration, and interior finishes.
Facilities will be designed in accordance with Unified Facilities Criteria (UFC) 4-171-05 and to a minimum life of 40 years in accordance with UFC 1-200-02, including energy efficiencies, building envelope and integrated building systems performance. All hazardous materials (HAZMAT) removed as part of the demolition will be disposed of following all state and federal guidelines. The restored facility will meet the Department of Defense (DoD) minimum Antiterrorism standards. By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC San Diego contract.
REVIEW OF AGENCY PROTESTS
The contracting activity, Fleet Logistics Center San Diego (FLCSD) will process agency protests in accordance with the requirements set forth in FAR 33.103(d).
Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority.
The reviewing authority for FLCSD is the Director, Regional Contracts Department, Fleet Logistics Center San Diego at 3985 Cummings Road, San Diego, CA 92136-4200. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "contracting officer" or "reviewing official".
Offerors should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.
UNIT PRICES
Contractor unit prices, when incorporated into a Government contract, may be releasable under the Freedom of Information Act (FOIA) in the event NAVSUP FLCSD receives a FOIA request.

No partial shipments are permitted unless specifically authorized at the time of award.

USACE intends to solicit the proposed contract action with Tellus Civic Science Corporation as a WOSB sole source under the authority of FAR 19.1506, using FAR 13 procedures. The contract is designated to provide support necessary for EPA Region 9 and the State of California to plan for and facilitate compliance with California’s aging and single-walled UST systems. This task will involve data management, communication with both individual UST system owners and industry associations, communication with local Certified Unified Program Agencies (CUPAs) that conduct UST inspections, assistance with grant and loan applications for tank removal, and preparation of enforcement actions against facilities already out of compliance. The work to be performed under this contract may be split between individuals working at the contractor’s office or at State Water Board offices in Sacramento. Select activities may also be conducted remotely or at Project Sites.
This is a new Firm Fixed Price contract with General Dynamics (GD) for TACLANE FLEX (KG-175F) Encryptor Hardware/Software Warranty & Maintenance Coverage. Procurement is to acquire GD TACLANE in-line encryptors upgrades in order to increase capacity of existing GD TACLANE encryptors installed on DMEA networks for data encryption and communications to meet cyber security requirements.
The U.S. General Services Administration (GSA) has a requirement to provide construction services involving approximately 46,000 square feet on partially occupied floors 2, 3 and 4, and on fully occupied floors 5 and 6 for the “Health and Human Services Office Consolidation” project at the Speaker Nancy Pelosi Federal Building, 90 7 th Street, San Francisco, CA. The renovation and reconfiguration of space requires demolition, interior construction of high-quality interior finishes, premium quality millwork, and associated mechanical, electrical, plumbing, fire and life safety, security systems, lighting, HVAC and Furniture, Fixtures & Equipment. Other services required include moving existing furniture, procuring and installing new furniture,
installing audio visual, and move coordination.
The completion time for this project is 548 calendar days from issuance of the Notice to Proceed to Substantial Completion. The estimated cost range is between $10 million and $20 million. The proposed contract is being solicited as a Total Small Business Set Aside, in accordance with FAR 19.502-2. The North American Industry Classification System (NAICS) code for this procurement is 236220 with average annual receipts of less than $45 million for the last three (3) years.
This project will be solicited utilizing FAR 15.1, Source Selection Processes and Techniques. Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered. The Request for Proposal (RFP) will be available for download on Sam.gov on or about July 31, 2024. GSA anticipates that the proposals will be due approximately 30 calendar days after the RFP is issued.
