Project Description: DDJC Tracy Warehouse 16-B Column Repairs

SAM Posting Description:

The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement for a design-bid-build project in support of the Defense Distribution Depot, San Joaquin (DDJC) Tracy, located in Tracy, CA

The Contractor shall provide all labor, material, and equipment necessary to effect column repairs in Warehouse 16-B.  In total, fourteen (14) columns will be repaired consisting of three (3) corbel style repairs and eleven (11) column style repairs.  The contractor shall also be required to disconnect and modify electrical wiring and conduit that is mounted on the existing column faces to accommodate the installation of the proposed repair. Any required modification to electrical wiring and conduits shall allow the circuit to function as originally designed or better.  All repair methods shall meet all applicable codes (United Facilities Criteria (UFC), ASCE-7, local building codes, NEC and any other applicable code). 

The following construction constraints will be incorporated into the final solicitation and should be considered when determining interest in this requirement:

1.         The contractor shall be limited to the demolition and construction of 1 column face per section. This will allow maximum use of the warehouse space to accomplish mission activities.

2.         Construction shall have minimal to no impact to mission activities.

3.         Construction shall occur during off peak warehouse hours (1600 -0530). Weekend work is acceptable but must also occur during these hours.

4.         The contractor shall retain a Geotechnical Engineer who specializes in foundations. The Geotechnical Engineer shall be present during the excavation for the new column footings to ensure that any unstable or unknow conditions are appropriately addressed by a competent person.

5.         The contractor shall retain a Structural Engineer who specializes in structural retrofits and bracing. The Structural Engineer shall be present when the contractor jacks the roof girder to install the temporary column at all locations to ensure that unsafe conditions are appropriately addressed by a competent person.

6.         Contractors will be required to submit employee’s information on the secure Defense Biometric Identification System (DBIDS) Pre-Enrollment Portal to initiate pre-vetting and the subsequent issuance of access badges.

7.         Suppliers, vendors, or other one-time/occasional visitors will require prior notification to the Security Officer and escorted to the project site.

The Government anticipates a 365-day Period of Performance for this project.  In accordance with Federal Acquisition Regulation (FAR) 36.204(f), the magnitude of construction for the anticipated project is between $1,000,000 and $5,000,000.

The Government intends to solicit an Invitation for Bids (IFB) that will result in award of a firm-fixed price contract.

The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 236210, Industrial Building Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,000,000.00 annual revenue. The Product and Service Code (PSC) is anticipated to be Z2GZ, Repair or Alteration of Other Warehouse Buildings.

The solicitation will be issued as a competitive SBA-certified Small Disadvantage Business 8(a) set-aside being limited to eligible 8(a) participants.  Eligibility to participate is restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages.  Interested 8(a) participants should act expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program.

The requirement will be solicited through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about 19 December 2024 with bids tentatively due 31 January 2025.

If the Government conducts a pre-bid conference and/or site visit, the date, time, location, and access requirements will be identified in any forthcoming solicitation.

Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through PIEE and SAM when updates are available. Requests for schedule updates may be ignored.

Please DO NOT request a copy of the solicitation, as they are not currently available. Any available technical data will be furnished with any forthcoming solicitation. Following solicitation release, all responsible sources may submit a bid that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time.

All prospective Offerors should be registered in the PIEE system at least one (1) week prior to the anticipated bid due date. Copies of the solicitation and attachments will be made available for inspection without charge after the solicitation is released, when accessed through PIEE. Failure to register in PIEE will prevent submission of bids as the Government will not accept them by any other means. Sierra Army Depot located in Herlong, California has a requirement for various packaging items – multiple quantities.

NAVFAC Southwest is seeking Small Business, SBA certified 8(a) Business, SBA certified HUBZone Small Business, Economically Disadvantaged Women Owned Small Business, and/or Service Disabled Veteran Owned Small Business sources with current and relevant experience, personnel, and capability to perform new general building construction, repair, and renovation projects at various Government facilities within the MCLB Barstow, MCAGCC 29 Palms, MCMWTC Bridgeport, and NAWS China Lake, California NAVFAC SW AORs and other locations as approved.

The North American Industry Classification System (NAICS) Code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a Small Business Size Standard of $19 million.

The proposed contract(s) will be for a base performance period of two (2) years and two (2) option periods of three (3) years, resulting in the contract performance period maximum of eight (8) years. The estimated total contract price for the base year and all option years combined is $49,000,000. Task order range is estimated between $2,000 and $1,000,000.

Interested sources are invited to respond to this sources sought announcement via email with the following information:

1) Contractor Information: Provide your firm’s contact information, including Unique Entity ID (generated by SAM.gov) and CAGE Code.  NOTE:  SAM registrations are taking much longer for approval.  This is especially true for newly formed Joint Ventures.  Prospective offerors are highly encouraged to start the SAM registration prior to issue of the Request for Proposal.  

2) Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone, EDWOSB and/or SDVOSB concern. For more information on the definitions or requirements for these small business programs, refer to www.sba.gov.

3) Bonding Capacity: Provide your surety’s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity.

4) Locations: Identify the locations in which you are willing and capable to work.

Any procurement which results from this market research, may include a geographical restriction, which requires potential contractors to provide a verifiable address of an established physical office within a 150 miles / 3 hour radius of the installations. 

5) Experience: Submit a minimum of three (3) and maximum of five (5) recent specific government or commercial contracts/projects your firm has performed as the prime contractor to demonstrate your experience in repair and construction of commercial and institutional buildings as indicated in this announcement. A specific project is a single project or a single task order under an indefinite quantity contract or on-call type contract. “Recent” is defined as having been 100% completed within the five years prior to the submission due date. All projects shall have a minimum construction cost of $100,000.  Projects which do not meet these requirements may not be considered relevant.

This is a Synopsis of Contract Action (SOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in the matter. The Contractor shall furnish all labor, equipment, supplies, incidentals, insurance, and transportation necessary to perform trail grooming of snowmobile trails on the Calaveras Ranger District of the Stanislaus National Forest. The trails are to be groomed to maintain a smooth surface where an average snowmobile user could travel at a maximum safe speed of and 35 MPH on Hwy 4 and Spicer Road (Forest Road 7N01). The California State Highway 4 winter parking/ snowmobile staging/trailhead area (Lake Alpine Sno-Park and Spicer Road Sno-Park) located in the Calaveras Ranger Station of the Stanislaus National Forest. 

A) The trails to be groomed consist of the following:

  1. Bear Valley Trail, approximately 2 miles, from bear Valley, across State Highway 4, to the Silvertip campground and Lake Alpine Sno Park. 
  2. Highway 4, approximately 10 miles, from the Silvertip Campground unloading area at the Lake Alpine Sno-Park, around the road closure gate, east on Highway 4 and 1 mile down into the Stanislaus Meadow and back up to Highway 4, continuing east on Highway 4 past mosquito Lakes, into Pacific

Valley to Hermit Valley and t the Dear Valley OHV trail head. This is considered this a ½ groom.

  1. Highway 4, approximately 5 miles, from the Dear Valley OHV Trail Head 8N02, east on Highway 4 to the Highland Lakes Road 8N01 Junction, then 1.5 miles to top of Ebbetts Pass and back to Highland Lakes Road Junction, then south on Highland Lakes Road, and 5 miles to Highland Lakes.  This is considered a full groom.
  2. Spicer Reservoir Road 7N01, approximately 13.5 miles, from Highway 4 to Spicer Reservoir powerhouse, Union Reservoir Road 7N75 and Utica Reservoir roads 7N17 and to the entrance of Slick Rock Road 7N17.          

(viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision)

                       i) Past Performance – provide a list of similar projects completed by your firm over the past three years.  Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email).  The government may use past performance information from any available source.  If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors.  In the event that there is no past performance information available, the offeror will receive a neutral rating in this factor. 

                       ii) Technical Capability – Provide a list of equipment and key personnel (with qualifications) that will be used to complete this project. 

           b) Price Proposal – Include the following:  1) the completed Schedule of Items from list of attachments, Attachment 05 of this solicitation, and 2) acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s).

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

                (i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

                (ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

           (2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. 452.228-71 Insurance Coverage (NOV 1996)

Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:

(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.

(b) General Liability. (1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence.  (2) The Contractor shall have property damage liability insurance shall be required in the amount of $500,000 per occurrence.

(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and 500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.

(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.

(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The purpose of this notice is to obtain a snapshot of current market capabilities and gain knowledge of potential small business sources to include small business in the following socioeconomic categories: Certified HUB Zone; Woman-Owned Small Business (WOSB) and Serviced-Disabled Veteran-Owned Small Business (SDVOSB); Veteran Owned Small Business (VOSB) and 8(a) small business concerns to perform well destruction services.  Other than small business are encouraged to express interest and submit capability statements as well.   

Contractors’ capabilities will be reviewed solely for the purpose of determining an appropriate acquisition strategy to include whether this prospective action is appropriate to be set-aside for the small business community or should proceed as an unrestricted full and open acquisition.   Other than small businesses are encouraged to respond to this NOTICE to provide a greater context of current market capabilities. GENERAL SCOPE:

The Sacramento District, U.S. Army Corps of Engineers has a requirement for water well destruction services for two permanently inactive water wells at Hidden Dam, Hensley Lake in Madera County, California. The demolition will be conducted pursuant to all applicable state and federal requirements, including but not limited to the requirements of the California Department of Water Resources, Water Well Standards Part III. Destruction of Water Wells, Section 23. Requirements for Destroying Wells, and the Madera County Water Well Program.

Work to be Performed.

  1. General Information.
    1. The Contractor shall furnish all labor, materials, equipment, transportation, and supplies necessary to fulfill the terms and conditions stated in this contract. The Contractor shall be responsible for all costs related to performing water well destruction services for two permanently inactive water wells (“Water Well #1” and “Water Well #3”) at Hidden Dam, Hensley Lake in Madera County, California. All work, materials and equipment shall be subject to the control and approval of the Contracting Officer’s Representative (COR).
  2. Water Wells #1 and #3.
    1. The following information is known from an October 1999 Well Completion Report for Water Well #1:
      1. Total Depth: 1027 feet
      2. Depth to First Water: 827 feet
      3. Casing Material and Diameter: PVC, 6.25 inches
      4. Annular Material: Bentonite
      5. Plumbing: Original pump and plumbing remain in the well.
      6. Hydrogeologic Conditions: Granite and bedrock.
      7. Contamination: Arsenic present.
      8. Access: This well is approximately 50 feet from a paved roadway and immediately beside a private access dirt roadway.
    2. The following information is known from an October 1999 Well Completion Report for Water Well #3:

  3. Services to be Performed.
    1. Well Destruction. The Contractor shall destroy the Water Well #1 and the Water Well #3 pursuant to all applicable state and federal requirements, including but not limited to the requirements of the California Department of Water Resources, Water Well Standards Part III. Destruction of Water Wells, Section 23. Requirements for Destroying Wells, and the Madera County Water Well Program.
    2. California Department of Water Resources Section 23 requirements include:
      1. Preliminary Work. Before the well is destroyed, it shall be investigated to determine its condition, details of construction, and whether there are obstructions that will interfere with the process of filling and sealing. This may include the use of downhole television and photography for visual inspection of the well.
        1. Obstructions. The well shall be cleaned, as needed, so that all undesirable materials, including obstructions to filling and sealing, debris, oil from oil-lubricated pumps, or pollutants and contaminants that could interfere with well destruction are removed for disposal. The enforcing agency shall be notified as soon as possible if pollutants and contaminants are known or suspected to be in a well to be destroyed. Well destruction operations may then proceed only at the approval of the enforcing agency. The enforcing agency should be contacted to determine requirements for proper disposal of materials removed from a well to be destroyed.
        2. Where necessary, to ensure that sealing material fills not only the well casing but also any annular space or nearby voids within the zone(s) to be sealed, the casing should be perforated or otherwise punctured.
        3. In some wells, it may be necessary or desirable to remove a part of the casing. However, in many instances this can be done only as the well is filled. For dug wells, as much of the lining as possible (or safe) should be removed prior to filling. Investigation to determine the well’s condition, details of construction, and whether obstructions will interfere with the process of filling and sealing.
      2. Filling and Sealing Conditions. Following are requirements to be observed when certain conditions are encountered:
        1. Wells situated in unconsolidated material in an unconfined groundwater zone. In all cases the upper 20 feet of the well shall be sealed with suitable sealing material and the remainder of the well shall be filled with suitable fill, or sealing material. (See Figure 9A, of Bulletin 74- 81.)
        2. Well penetrating several aquifers or formations. In all cases the upper 20 feet of the well shall be sealed with impervious material. In areas where the interchange of water between aquifers will result in a significant (See Note 1) deterioration of the quality of water in one or more aquifers, or will result in a loss of artesian pressure, the well shall be filled and sealed so as to prevent such interchange. Sand or other suitable inorganic material may be placed opposite the producing aquifers and other formations where impervious sealing material is not required. To prevent the vertical movement of water from the producing formation, impervious material must be placed opposite confining formations above and below the producing formations for a distance of 10 feet or more. The formation producing the deleterious water shall be sealed by placing impervious material opposite the formation, and opposite the confining formations for a sufficient vertical distance (but no less than 10 feet) in both directions, or in the case of "bottom" waters, in the upward direction. (See Figure 9B.) In locations where interchange is in no way detrimental, suitable inorganic material may be placed opposite the formations penetrated. When the boundaries of the various formations are unknown, alternate layers of impervious and pervious material shall be placed in the well.
        3. Well penetrating creviced or fractured rock. If creviced or fractured rock formations are encountered just below the surface, the portions of the well opposite this formation shall be sealed with neat cement, sand-cement grout, or concrete. If these formations extend to considerable depth, alternate layers of coarse stone and cement grout or concrete may be used to fill the well. The limiting dimensions of coarse stone are usually considered to range between ¼ and 4 inches. Fine grained material shall not be used as fill material for creviced or fractured rock formations.
        4. Well in noncreviced, consolidated formation. The upper 20 feet of a well in a noncreviced, consolidated formation shall be filled with impervious material. The remainder of the well may be filled with clay or other suitable inorganic material.
        5. Well penetrating specific aquifers, local conditions. Under certain local conditions, the enforcing agency may require that specific aquifers or formations be sealed off during destruction of the well.
      3. Placement of Material. The following requirements shall be observed in placing fill or sealing material in wells to be destroyed:
        1. The well shall be filled with the appropriate material (as described in Subsection D of this section) from the bottom of the well up.
        2. Where neat cement grout, sand-cement grout, or concrete is used, it shall be poured in one continuous operation.
        3. Sealing material shall be placed in the interval or intervals to be sealed by methods that prevent free fall, dilution, and/or separation of aggregate from cementing materials.
        4. Where the head (pressure) producing flow is great, special care and methods must be used to restrict the flow while placing the sealing material. In such cases, the casing must be perforated opposite the area to be sealed and the sealing material forced out under pressure into the surrounding formation.
        5. In destroying gravel-packed wells, the casing shall be perforated or otherwise punctured opposite the area to be sealed. The sealing material shall then be placed within the casing, completely filling the portion adjacent to the area to be sealed and then forced out under pressure into the gravel envelope.
        6. When pressure is applied to force sealing material into the annular space, the pressure shall be maintained for a length of time sufficient for the cementing mixture to set.
        7. To assure that the well is filled and there has been no jamming or "bridging" of the material, verification shall be made that the volume of material placed in the well installation at least equals the volume of the empty hole.
      4. Materials. Requirements for sealing and fill materials are as follows:
        1. Impervious Sealing Materials. No material is completely impervious. However, sealing materials shall have such low permeability that the volume of water passing through them is of small consequence. Suitable impervious materials include neat cement, sand-cement grout, concrete, and bentonite clay, all of which are described in Section 9, Subsection D, "Sealing Material" of these standards; and well-proportioned mixes of silts, sands, and clays (or cement), and native soils that have a coefficient of permeability of less than 10 feet per year. Examples of materials of this type are: very fine sand with a large percentage of silt or clay, inorganic silts, mixtures of silt and clay, and clay. Native materials should not be used when the sealing operation involves the use of pressure. Used drilling muds are not acceptable.
        2. Filler MaterialMany materials are suitable for use as a filler in destroying wells. These include clay, silt, sand, gravel, crushed stone, native soils, mixtures of the aforementioned types, and those described in the preceding paragraph. Material containing organic matter shall not be used.
      5. Temporary Cover. During periods when no work is being done on the well, such as overnight or while waiting for sealing material to set, the well and surrounding excavation, if any, shall be covered. The cover shall be sufficiently strong and well enough anchored to prevent the introduction of foreign material into the well and to protect the public from a potentially hazardous situation.

(U) Purpose:

(U) This is a Sources Sought. The Space Systems Command (SSC) located at Los Angeles Air Force Base, California, is seeking information in the form of Statements of Capabilities (SOC) from interested parties in support of the SSC, Space Domain Awareness and Combat Power Directorate requirement for the Counter Communications System (CCS) Meadowlands as described below. The Government is conducting market research to inform its Acquisition Strategy. 

(U) The purpose of this notice is to identify potential sources that can meet SSC/SZYC’s requirement.  The Government reserves the right to set this acquisition, or portions thereof, aside for small business – to include socially and economically disadvantaged businesses, 8(a) firms, or woman-owned businesses. The Government is seeking contractors interested in and capable of Preforming the Meadowlands Sustainment Contract, which will be a follow-on contract to the SCDS contract (Contract #FA8819-08-C-0001) which currently provides sustainment support services for Meadowlands. The programs supported by this contract will be the EWTIP Meadowlands Missions and the Meadowlands System. For planning purposes, the anticipated award date for this Meadowlands Sustainment effort is Mid FY25.

(U) Scope: 

The sustainment requirements of the Meadowlands Sustainment Contract are broken into eight functional areas:

  1. Program Management
    • Program management tasks ensure the contractor establishes a management process to ensure high quality sustainment support services throughout the term of this contract for current and future SSC/SZ ground-based systems.   This includes the management of: cybersecurity, quality, configuration/data management, cost and schedule.
  2. Future System Transition and Sustainment
    • Future system transition and sustainment addresses the ability to formally transition/turnover development ground-based counterspace weapons systems/support systems into operations by evaluating, benchmarking and evolving original equipment manufacturer (OEM) developed products.  
  3. Depot Support
    • Depot Support consists of the following: depot and sustainment engineering (D&SE), repairable and disposable item management, stock, storage and issuance of spares, hardware and software maintenance and repairs, sparing level analysis, etc. 
  4. Studies & Analysis
    • Studies and analysis projects will support the basic program mission.  This includes, but is not limited to: analyses to reduce life-cycle costs, improvement of availability and maintainability, the replacement of obsolete or/unsupportable equipment, the evaluation of future capability enhancements, preplanned product improvement (P3I), etc. 
  5. System Upgrades and Modifications
    • System upgrades and modifications may include the development, test, production and installation of system upgrades, the resolution of system deficiencies and the addition of quick reaction capability to meet emerging operational threats to include JUON and EUON.
  6. Quick Reaction Capability (QRC) Transition to Operational Systems
    • The transition of QRCs to operational systems include activities such as developing technical orders (TOs), drawing packages, performing provisioning analysis and procuring spares and support equipment, and configuration management and standardization of hardware and software to baseline QRC assets in enduring programs that were initially developed in a rapid prototype and fielding environment.
  7. Organizational Level Maintenance
    • Organization Level Maintenance is defined as on-site maintenance support at operational units.
  8. System Procurement
    • System procurement is defined as the purchase of Commercial off the Shelf (COTS) hardware to facilitate limited end-item procurement where the value of each integrated end-item is more than $250K.     

(U) Period of Performance:  The period of performance will begin 1Q FY26  and anticipated to have a duration of 2 years with 3 options years

(U) Background: 

(U) CCS System:

(U) CCS is a ground-based counter satellite communications (SATCOM) system specifically designed to reversibly deny, disrupt, and degrade adversarial SATCOM.  The basic CCS concept is to provide a flexible, modular, scalable, rapidly deployable system with a key set of signal processing/generation (SP) capabilities, selected counter SATCOM missions, and a robust transmit capability.  Its architecture will be designed to host core capabilities and/or other more sophisticated “plug and play” type modules to address the ever-increasing number of technologies and assets available to our adversaries. 

(U) The latest CCS Meadowlands will have upgraded capabilities compared to the existing CCS 10.2 Systems. The future CCS Meadowlands fleet will compose of 32 systems. Meadowlands is a transportable SATCOM system composed of modular Commercial Off-The-Shelf (COTS) / Government Off-The-Shelf (GOTS) Radio Frequency (RF) monitoring and generation equipment. The design incorporates multi-band antennas and equipment in transit cases. The frequency conversion system (FCS) that handles RF signals between the shelter transit cases to the antenna uses a proprietary photonics system. The system can be transported by C-130 or larger aircraft and by ground transport over improved or semi-improved roads. The system will be designed for operations by trained operators in US-controlled facilities world-wide, and in the Developmental Support Facility (DSF).

(U) Space Electromagnetic Warfare Operating Location (SEWOL)

The SEWOL program includes the following for current and future Electromatic Warfare systems:

  • (U) Space Electromagnetic Warfare Common Operating Picture (SEWCOP) that displays space situational awareness, such as space order of battle (SOB) and strike assessment to higher command authorities
  • (U) Space Electromagnetic Warfare (SEW) data repository that stores various SEW data
  • (U) Common Operating Interface (COI) that provides SEWOL users with capabilities to command, control, and monitor SEW systems
  • (U) Tactical Command and Control (Tac C2) that is capable of ingestion of higher-level tasking, weapon-target pairing, automated scheduling, automated execution tasking, and execution monitoring
  • (U) Cloud-based infrastructure that supports assured and resilient SEW mission execution
  • (U) Cloud-based infrastructure that hosts Government Furnished Equipment (GFE) 3rd party applications
  • (U) Capabilities and functions enabling SEWOL administration
  • (U) Integration of operator training functionalities into SEWOL applications
  • (U) The Meadowlands tasking process will shift to integrating with SEWOL in FY2026

(U) Electromagnetic Warfare Threat Integration Program (EWTIP)Mission Techniques  

EWTIP aims to elevate the capabilities of the Counter Communications System (CCS) Meadowlands in disrupting adversarial communication networks. The primary objective is to effectively neutralize a wider range of adversary satellite communication frequencies and modalities. EWTIP will utilize a combination of hardware and software innovations designed to address emerging threat intelligence and vulnerabilities. The addition of such capabilities into the CCS Meadowlands Baseline will include the development, integration, test, and fielding of the new mission sets and components.

(U) Schedule and Key Deliverables:  

(U) There will be a virtual Industry Day held on 15 Nov 2024. The Industry Day will focus on two RFIs. The Government will discuss the Meadowlands Production RFI and the Meadowlands Sustainment RFI. Contractors interested in attending the Industry Days should contact the PCO or the PM for additional meeting details.   The Government will be offering one on one sessions for contractors to ask questions or provide potential solution following the Government presentation. If you would like to request a one-on-one session, please notify the PCO by 11 November 2024.

Contractors shall submit a Statement of Capability for the following three risk areas. It will assist the government by providing solutions with mitigation strategies for these risk areas

  1. Path to Operation Acceptance
    1. The sustainment contractor will need to execute under the new SFI 13-604. The Sustainment contractor will begin work prior to Operational Acceptance and will be required to obtain Operation Acceptance for Meadowlands.
  2. Integrating/porting/sustainment of new techniques
    1. In support of emerging threats and the developed techniques against them, it is expected that the contractor will coordinate with the development vendor(s) to successfully receive, import, test, integrate and sustainment new baseline capabilities on an annual basis. A sustainment contractor is expected to be part of the integrated product team.
  3. Delivery of meadowland system will be delivered in lots
    1. Sustainment contractor needs manage the throughput of meadowlands systems being delivered in batches. Government needs to ensure the contractor can manage variable units and schedule of deliveries.
  4. Remote Operations 
    1. Need the sustainment contractor to maximize remote capabilities of the system while minimizing response time, travel and footprint. Sustainment contractor shall manage import, test, updates, cyber patches, sell off, control and monitor remotely via an IP connected device.

The Jet Propulsion Laboratory (JPL) is a federally funded research and development center managed for NASA by Caltech. JPL is a unique national research facility that carries out robotic space and Earth science missions by implementing programs in planetary exploration, Earth science, space-based astronomy and technology development while applying its capabilities to technical and scientific problems of national significance.

1.0     Background

NASA’s Western Water Applications Office (WWAO), headquartered at the Jet Propulsion Laboratory, is requesting interested parties to describe their processes, technical capabilities and demonstrated experience in applying NASA capabilities to address water management needs in the Missouri River Basin.

  1. The WWAO’s mission is to support advances in water management in the western U.S. using NASA data, technology, and tools in partnership with water managers and decision makers. In 2023, the WWAO conducted a Needs Assessment for the Missouri River Basin that identified high priority data gaps and information needs for water resources management in the Basin, the report dated 7/18/2023 is attached as Exhibit 1.
  2. This assessment highlighted 21 specific data needs and associated use cases related to watershed health and management, water availability, water quality, agriculture and irrigation, and water infrastructure.  

Many water managers recognize the value of NASA’s remote-sensing research and data for decision support, but they also find it challenging to use for decision-making. In many cases, water management offices/agencies may lack the scientific and technical resources to access, process, or analyze the information for decision-making. The WWAO seeks to bridge this gap by developing needs-driven solutions.

2.0     Scope

Through this RFI, the WWAO is seeking descriptions of current or planned activities to develop or deploy tools and services that use NASA data and technologies that could address the specific data gaps and high-priority information needs identified in the 2023 WWAO Missouri River Basin Needs Assessment Report (Exhibit 1). Examples of concepts that are a priority for the RFI include: management and forecasting of water supply, monitoring and managing water use especially as it relates to agricultural use, infrastructure including assessment of conditions, understanding water quality and watershed health especially as it relates to algal blooms, temperature changes, and riparian and wetland habitats.

The activities described in each RFI response should address a water-resource management challenge and may range from local management for individual fields, to regional scales of municipalities and districts, to basin-wide efforts.

The activities described may include, but are not limited to:

2.1 Workshops and meetings to develop partnerships, refine remote sensing application concepts and user requirements and development/evaluate early prototypes.

2.2 Applied research to quantify the uncertainty of remote sensing derived data products specifically for the Missouri River Basin to verify that new data products meet partner specifications and requirements.

2.3 Applied research and software engineering to advance the Applications Readiness Level (ARL) (reference Exhibit 2) of a NASA information product, technology, or tool that supports water-resource management in the Missouri River Basin.

2.4 Integration of a remote sensing variable(s) into an existing Missouri River Basin water management decision support tool or workflow.

2.5 Focused workshop(s), outreach and/or capacity building activities to advance information products or technologies to sustained use by water resources decision makers in the Missouri River Basin.

2.6 Existing or proposed collaborations with NASA researchers to facilitate the use of NASA data in water management operations.

Responses that reach underserved groups through a combination of outreach and technical assistance to address local issues are encouraged.

Responses that include a water-resource management partner are strongly encouraged.

3.0     Requirements for Responses

Responses to this RFI should describe a concept that is currently at an ARL of 3 or higher and a scope of work that would advance a solution by at least one ARL.

Responses should be no longer than 4 pages (excluding references and letters of support) and should include the following (each section starts with the page limit on the corresponding response):

3.1 (0.25 page) A description of the water resources management need and information gap that clearly references high priority needs described in the WWAO Missouri River Basin Needs Assessment Report (Exhibit 1) and a concept that applies NASA remote sensing data and technology to address the need.

3.2 (1 page) A summary of the scientific/technical basis for the application concept that includes:

  1. the water management information or data need to be addressed,
  2. the NASA data or technology that will be used in the solution,
  3. the role and responsibilities of the water-resource management partner in the Missouri River Basin,
  4. the role of the water-resource management partner in the proposed project, and,
  5. the water-resource management decision that is targeted by the concept,
  6. a description of the current ARL Level, the expected ending ARL, and any past studies to quantify the accuracy of the results.

3.3 (0.5 page) An explanation of how the concept addresses a need identified in the WWAO Missouri River Basin Needs Assessment Report (Exhibit 1).

3.4 (0.25 page) A description of past partnering activities, the role of the partner agency, and the significance and impact of the past work.

3.5 (0.25 page) A description of expertise using NASA data and/or technology that clearly articulates experience working with NASA data. Responses that include experience with multiple and/or emerging NASA data or technologies are encouraged.

3.6 (0.25 page) A description of how the concept will impact water management if the need is met.

3.7 (0.25 page) A high-level workplan and schedule, listing key milestones and deliverables.

3.8 (0.25 page) A high-level budget summary and description of contribution by the water-management partner.

3.9 (1 page) Relevant experience.

The Federal Bureau of Prison, Field Acquisition Office located in Grand Prairie, Texas intends to make a single award for the provision of Comprehensive Medical Services for the Federal Correctional Complex (FCC) located in Lompoc, California.  Offerors are encouraged to submit comprehensive proposals providing all listed output.  Offerors who propose less will be evaluated accordingly.  Services to be provided include Inpatient/Outpatient physician and facility services, and outpatient institution services.  The contract type is a requirement type contract with firm fixed unit pricing.  The contract shall consist of a Base Year and four 12 month option years for renewal.  The estimated quantities for the Base Year and all Option Years are as follows:

Description: Lawrence Livermore National Security, LLC (hereinafter called “LLNS”) is seeking sources for the performance of design in support of LLNS’ requirements. 

The objective of this effort is to consult with LLNS programmatic end-users, Subject Matter Experts, and stakeholders to produce a conceptual design module-based ‘menu of capabilities’ capturing programmatic needs prioritized by LLNS based on space type (lab, shops, computation) and incremental use case to streamline how projects get designed and constructed for future facilities at LLNL. Future facilities will utilize this modular menu to streamline facility capability needs to accelerate through initial programming and conceptual processes to design development and ultimately construction. This project will have a laboratory, shops and computing space focus.

The approach should solidify around the creation of modules which are standardized in nature, each with their own use case(s), in which multiple can be put together similar to a “Lego” set to create a facility. Strategies for how modules would connect, require little design development once connected, ability to maintain extreme flexibility for interior alteration to meet future mission need, and ideally are site-irrelevant should drive this effort.

Choosing from a ‘menu’ of modules to meet a need or use case should have cascading effects which produce strategies for connectivity and facility system thresholds which allow for executing organizations to quickly move to develop the design and ultimately construction upon receipt of funds and location within the site.

DESCRIPTION:

SLAC National Accelerator Laboratory (“SLAC”) is a multipurpose research facility located in Menlo Park, California, and operated by Stanford University for the U.S. Department of Energy.  SLAC is seeking a café operator (“Subcontractor”) to provide comprehensive food services, including managing and operating the on-site cafeteria in Building 53 for up to 1,600 SLAC employees and guests and providing catering services. This Request for Information (RFI) is to seek industry feedback for this upcoming solicitation.

SLAC anticipates awarding a subcontract on a straight profit and loss basis with the Subcontractor. Subcontractor shall collect and retain all revenue generated from operating the on-site cafeteria and any catering services provided.  SLAC will provide the facility (Building 53 cafeteria) and all utilities (electrical, gas, and internet).  Kitchen equipment, dining room furniture and fixtures will also be provided to the Subcontractor as Government Furnished Property (GFP).  A preventative maintenance program for all GFP provided to the food service operator, in performance of the anticipated subcontract, will be established and financed by SLAC with full cooperation from the Subcontractor.

REQUEST FOR INDUSTRY INPUT:

SLAC seeks the following input from industry for this upcoming solicitation:

This procurement is for a multiple award construction contract (MACC) and is being advertised on an unrestricted basis inviting full and open competition. The Federal Bureau of Prisons, Field Acquisition Office located in Grand Prairie, Texas intends to make a single award for the provision of Comprehensive Medical Services for the Federal Correctional Institution located in Terminal Island, CA.  Offerors are encouraged to submit comprehensive proposals providing all listed outputs. Offerors who propose less will be evaluated accordingly. Services to be provided include inpatient/outpatient facility and physician services, and outpatient institution services. The contract type is an indefinite delivery/ requirements type contract with firm-fixed unit pricing. The contract shall consist of a Base Year and four 12 month option years for renewal. The estimated quantities for the Base Year and all Option Years are as follows:

Inpatient Days: 705 estimated days

Outpatient Visits: 548 estimated visits
