Comprehensive Everglades Restoration Plan, Broward County Water Preserve Areas, Contract 2, C-11 Impoundment and Mitigation Area A, Broward County, Florida

This announcement constitutes a Source Sought Synopsis.  This announcement seeks information from industry and will only be used for preliminary planning purposes.  THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.  Respondents will not be notified of the results of the evaluation. 

The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to gauge the interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. This requirement is for the potential fiscal year (FY) 2025 award of the construction of the C-11 Impoundment and Mitigation Area A as part of the Broward County Water Preserve Areas (BCWPA), one of the elements of the Comprehensive Everglades Restoration Plan (CERP).

There is no solicitation at this time. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requested.

Project Description:

The Broward County Water Preserve Areas (BCWPA), Contract 2 project consists of a portion of the overall C-11 Impoundment project. Contract 2 consists of construction of dam and levee embankment, a mitigation area, water control structures, environmentally sensitive area (ESA) systems, lake backfill, drainage conveyance, ancillary features, and associated clearing, grubbing, planting, borrow, and material processing.

Contract 2 is the second of three construction phases (combined with Contract 2.1 and future Contract 3) to complete the overall C-11 Impoundment component of the BCWPA project. The overall completed C-11 Impoundment will be an above-ground earthen reservoir targeted to have a total storage of 4,600 acre-feet with an effective interior area of approximately 1,053 acres and a normal pool water storage depth of approximately 4.7 ft.

The Contract 2 dam embankment (D-511) will have an approximate height of 15ft (crest elevation of 18.8 ft NAVD88). The Contract 2 portion of D-511 embankment will include roughly 4,800 ft of slurry wall along the southern alignments between stations 111+00 to 146+00 (east) and stations 204+00 to 218+00 (west). The slurry wall will be 41 ft tall (EL 6.0 ft NAVD88 to EL -35.0 ft NAVD) with a typical width of 2.5 ft.

The proposed Mitigation Area ‘A’, is located north of the impoundment. It will 113 acres of wetland marsh. Water levels within the mitigation area will fluctuate approximately 1.0 ft above average ground elevation (5.3 ft NAVD88). The levees surrounding the mitigation area will have an approximate height of 3 ft (crest elevation of 7.3 ft NAVD88).

Contract 2 includes 12 total Water Control Structures:

  • Gated Culverts S-506A, S-508B, S-508D, and S-511
  • Ungated Culverts S-500A, S-505E, S-506B, S-508A, and S-509
  • Fixed, Broad-crested Weirs S-505B, S-505C, and S-505F

There are two environmentally sensitive areas (ESAs) which are to be protected during construction and ultimately excluded from the project by means of embankment alignment. The ESAs will be protected from disturbance during construction and will be avoided by completed project features.

Contact 2 includes a requirement to backfill the existing Central Lake and an existing borrow area. These features are existing quarry pits estimated to be up to 55 feet deep and filled with water. Backfill of the Central Lake and Borrow Area will primarily consist of onsite muck material. However, the Contractor will be provided approximately 10,800 cubic yards of stockpiled limerock aggregate, located adjacent to SW 26th Street and the proposed construction staging area, which is approved to be placed in Central Lake.

Contract 2 will require continuous stormwater management and conveyance of an approximate two square-mile drainage area north of the project site, which flows southward through the project site, plus any stormwater generated within the Contract 2 limits for the duration of the contract. Since stormwater flows will ultimately need to pass south through the future Contract 3 project limits for discharge into the C-11 Canal, stormwater management will include the following control requirements:

  • Stormwater system will convey a 100-year storm to the existing A/5 Canal outfall at the C-11 Canal.
  • Contractor will construct a temporary shallow drainage diversion ditch from the eastern C-511 Canal to the existing A/5 canal. The diversion ditch will be located along the boundary between the Contract 2 and Contract 3, in a zone of temporary construction limit for future resumption by others.
  • Contractor must not construct S-505F broad-crested weir until the eastern section of C-511 and the temporary diversion ditch to the existing A/5 canal are complete.

Other project features and activities include clearing, grubbing, planting, borrow, material processing, boat ramps, soil cement embankment armoring, emergency stockpiles, instrumentation and monitoring stations, wetland preservation/protection, erosion control, and debris disposal.

The Estimated Magnitude of construction is over $500,000,000.00.

The estimated period of performance for the contract is 2,227 calendar days after receipt of notice to proceed excluding final establishment of grass after seeding. The anticipated date of advertisement is on or around May 1, 2025.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $45 million.

Firm’s response to this Sources Sought shall be limited to 10 pages and shall include the following information:

1.  Firm’s name, address, point of contact, phone number, website, and email address.

2.  Firm’s interest in submitting a proposal on the solicitation when advertised.

3.  Firm’s capability to perform a contract of this magnitude and complexity (include firm’s capability to execute comparable work performed within the past 10 years from the date of this Sources Sought.  Firm should provide at least two examples which, at a minimum, include the following:

  1. Brief description of the project
  2. Customer name
  3. Timeliness of performance
  4. Customer satisfaction
  5. Dollar value of the project

Emphasis should be on projects that included (1) construction of earthen embankments (2) construction of soil cement, (3) construction of mass concrete structures (4) management of surface and groundwater in areas with an elevated groundwater table, and (5) cutoff (slurry) wall construction.

  2. Has your firm constructed any reinforced concrete water control structures? Have any of these projects been located in central or south Florida?
  3. How would your firm plan to protect exposed embankment from erosion or other damage as construction progresses?
  4. How will your firm protect filter material from cross contamination with other embankment material during placement?
  5. What capabilities does your firm have for crushing/processing soil/limestone material?
  6. How would your firm intend to crush/process and stockpile fill material?  Centralized processing plant(s), mobile processing, other?
  7. Would your firm have any concerns crushing/processing soil/aggregate from on-site for generating soil cement?
  8. Would your firm anticipate problems with production or placement of soil cement using crushed/processed material?
  9. How would your firm manage site drainage to facilitate foundation preparation and embankment construction during the wet season?
  10. Does your firm believe the period of performance of 2,227 calendar days is reasonable?
  11. Does your firm anticipate supply chain or Buy American issues?
  12. How will your firm adequately supply labor for the project?
  13. Does your firm have any concerns working adjacent to other construction contractors?  Understanding that limits of construction do overlap and that construction of other features is and will be ongoing during execution of this contract, how will your firm minimize or mitigate conflicts?
  14. Is there any reason or additional concern that may constrain your firm’s interest to compete for this construction contract?

8.  Project Labor Agreement (PLA) - On 4 February 2022, an Executive Order (EO) was issued requiring large construction projects valued at $35 million or larger to utilize PLAs. The EO mandates that all contractors and subcontractors be a party to a labor agreement with one or more labor organizations. Due to the magnitude of this project, the EO is applicable to this acquisition. Although the EO has not yet been incorporated into the Federal Acquisition Regulation (FAR), it is likely that by the time this requirement is solicited, PLAs will be required.  As such, this Sources Sought seeks to determine the potential impacts of PLAs on this project.

The purpose of this commercial requirement is to provide Flight Test Support Services to the 96th Test Wing (96TW), 96th Cyberspace Test Group (96CTG) for ongoing United States Air Force and Department of Defense, Research, Development, Test, and Evaluation (RDT&E) efforts, as well as Operational Test and Evaluation (OT&E) of communications, surveillance, and other airborne and ground based electronic systems.

GENERAL 1.1 Introduction. This document contains instructions governing the required content for quotes, including terms governing this procurement process, a description of the services sought by St. Petersburg VA Regional Office Support Services Division, located at 9500 BAY PINES BLVD. BAY PINES, FL 33744. This is a requirement that an offeror must satisfy to be eligible for consideration, evaluation criteria, a description of standard contract terms and conditions, and other requirements that must be satisfied in each quote. Contractor shall provide all labor, equipment, transportation, quality control and supervision to fulfill effectively and efficiently all the requirements of this Statement of Work (SOW). To ensure a safe working environment at the St Petersburg Veterans Affairs Regional Office (VARO), Indoor Air Quality Tests will be conducted throughout the facility each year at each work unit as marked in exhibit 1. Thirteen individual indoor and one individual outdoor test will be conducted during each quarterly testing. 1.2 Scope of work. The Contractor will: 1.2.1 Identification - The Contractor shall comply with all local, state, and federal environmental, health, and safety regulations while conducting testing and ensure that all work is in compliance with the applicable codes. With the aid of exhibit 1 identify the areas requiring Indoor Air Quality Tests. 1.2.2 Indoor Air Quality Tests Conduct the Indoor Air Quality Tests at 25% of the marked locations in exhibit 1 on a quarterly basis, covering all 50 areas annually. 1.2.3 Outdoor Air Quality Tests Conduct 4 Outdoor Air Quality Tests. The 4 outdoor air quality tests will be conducted, at a minimum, 3 months apart. 1.2.4 Reporting and Recommendations Submit all collected samples to an American Industrial Hygiene Association (AIHA) accredited laboratory. Produce a final report inclusive of the following items: existing conditions, site documentation including laboratory reports, analyses, and recommendations. Work will be performed in accordance with the criteria of the GSA Federal Property Management Regulations and the ASHRAE, the protocols of OSHA, or the American Conference of Government Industrial Hygienists. 1.3 Work performance: 1.3.1 Place of work - Indoor Air Quality Tests will be performed at the VA Regional Office, 9500 Bay Pines Blvd, Bay Pines, FL 33744 Contractor must contact the COR at least 7 business days prior to start of work/testing to ensure that the COR and building is available for testing. 1.3.2 Work hours and holidays Indoor Air Quality Tests will be performed during regular business hours of 8AM until 4PM excluding government holidays. Our eleven official holidays are New Year s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, 4th of July, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas. All work will be coordinated with the program coordinator. 1.3.3 Duration This contract is to be completed within 12 months from the Notice to Proceed date and work will commence after 16 November 2024. 1.3.4 Rules and Regulations - Current rules and regulations applicable to the premises, where the work shall be performed, shall apply to the contractor and its employees while working on the premises. These regulations include but are not limited to, presenting valid identification for entrance, smoking restrictions and any safety procedures as outlined in the site regulations. 1.3.5 Employee behavior - The Contractor shall be responsible for the acts and omissions of all his employees and all subcontractor, their agents and employees and all other persons performing any of the work under a contract with the Contractor. 1.3.6 Non-Personal Services-The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. DEFINITIONS 2.1. Acceptance Criteria Contractor provided and VA approved performance standards. 2.2. AQL Acceptable Quality Level. The level to which a specific task will be evaluated against by the Contracting Officer (CO) and the COR. 2.3. Contractor. Contracting Officer Representative Will coordinate indoor air quality testing with the contractor. 3. GOVERNMENT FURNISHED ITEMS AND SERVICES 3.1. Parking. During Indoor Air Quality Testing the government shall provide the contractor parking space at no cost, as well as access to the VARO as necessary. 4. CONTRACTOR FURNISHED ITEMS AND SERVICES 4.1. General. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure the Indoor Air Quality Tests are performed at the St Petersburg VA Regional Office. 4.2. Competencies. The Contractor will have a thorough knowledge of all applicable OSHA laws and regulations regarding Indoor Air Quality Tests. 5. SAFETY. The following safety criteria shall be met at the time of the acceptance inspection: 5.1. Equipment. The Contractor shall provide all safety equipment/devices, personal protective equipment and clothing as required for its employees. 5.2. Restricted equipment. The Contractor shall not use propane-fueled portable equipment in the performance of the work required by this contract. 5.3. Introduction 

The F-35 Joint Program Office (JPO), Arlington, VA, intends to issue a production contract for the F-35 OPERATIONAL DATA INTEGRATED NETWORK (ODIN) Maintenance Systems Backup and Recovery components and assemblies, and is conducting market research. The Prime Contractor/Integrator for the ODIN system is Lockheed Martin Aeronautics Company, Orlando, FL.  

The contract will require Backup and Recovery supply chain management and integration (as applicable) with the F-35 ODIN Maintenance System. The Contractor will need to ensure the procured Backup and Recovery interfaces with existing F-35 maintenance systems. The contract will require production and delivery of backup and recovery systems. The Contractor will be required to partner with Government entities and other Contractors.  

Instructions 

Responses to the following items are requested. These are intended as general market research: examples and descriptions of individual corporate experience or capability will be considered relevant only to the degree that it is indicative of the marketplace broadly. Responses that address some but not all the items are welcome. 

‘Support,’ when used below, refers to the requirements outlined in the attached requirements specification.

Responses shall be provided in Microsoft PowerPoint in a single briefing package.   All slides should include the company or provider’s logos or identifying information. The briefing package shall be no more than twenty (20) slides and may include speaker notes. 

SUBMISSION AND SECURITY INSTRUCTIONS

To the maximum extent allowable, responses should be UNCLASSIFIED. 

Responses shall be submitted electronically either via email or via the Department of Defense (DoD) Secure Access File Exchange (SAFE) [https://safe.apps.mil] to the Contracts POC identified in the notice.  If respondents do not have a DoD Common Access Card (CAC) to access the DoD SAFE site, they shall inform the Contracts POCs via email of their desire to submit via DoD SAFE, and the Contracts POC will send a Request for Drop-off via DoD SAFE to the submitter’s email address. 

All RFI submissions must be received no later than 60 calendar days (December 17, 2024) from publication of this RFI on the System of Award Management (SAM) website [SAM.gov | Contract Opportunities]. Failure to adhere to this timeline may result in responses being returned to the submitter without review/assessment.

The Industry Day will provide an avenue for NAVFAC SE to discuss its mission, goals, and contracting opportunities with private industry. There will be opportunities to exchange ideas, have open dialogs, and network with industry professionals. The intent of this engagement is to specifically address the following:

  • COMMUNICATE upcoming contracting opportunities including an in-depth overview of upcoming large construction programs.
  • ENGAGE with industry to find ways to accelerate performance of construction, repair, and services at all levels, and to increase contractor interest and intrigue on future contracting pursuits.
  • LISTEN to Industry feedback on things we can do to improve.

This requirement is to provide non-personal agile augmentation of the NAWCTSD workforce to support the NAWCTSD Mission in acquiring, through procurements or through organic capability, and managing Naval training devices and systems throughout the acquisition life cycle; from concept refinement through operation and support phases. The requirements span all Navy and Marine Corps type/model/series, other government agencies and foreign military platforms. While the overall general scope of work for the required services are well-defined, the precise quantities of services, duration of performance, individual customers, level and skill mix of each labor category for the programs and platforms will not be known at the time of contract award and may vary significantly based upon unique technical requirements of the numerous individual programs and projects, the specific delivery/performance schedule required of the customers, and/or the place of performance for each project. The Jacksonville District, U.S. Army Corps of Engineers is soliciting lease proposals for a minimum of 2,492 to a maximum of 3,115 gross rentable square feet of commercial storefront space within a 1¼ mile radius of 2329 E. Fowler Avenue, Tampa, FL 33612. The space shall contain adequate/assigned parking for approximately five (5) Government vehicles both during the day and overnight. The lease is for a five-year term with Government termination rights, and a full-service lease (to include all utilities and janitorial services) is preferred. Must use Government Lease. The Government’s space and service requirements are described in the attached documents entitled Minimum and Specific Requirements, Construction Specifications and Construction Specifications Bid Proposal Worksheet, and Janitorial Services Specifications - Requirements.

THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE, ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. 1. GENERAL INFORMATION Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) is seeking sources and intends to award a firm fixed price design contract for Architect-Engineering (A-E) services for the development of complete construction documents, which include working drawings, specifications, and reports, and construction period services for Project # 675-107 Create Emergency Management Space at the Lake Baldwin VA Clinic in Orlando, Florida. The A-E Services contract that is anticipated to be awarded will be procured in accordance with the Selection of Architects and Engineers statute [formerly known as the Brooks Architect Engineer Act], Federal Acquisition Regulation (FAR) subpart 36.6 Architectural and Engineering Services, VA Acquisition Regulation (VAAR) 836.6, and VA Acquisition Manual (VAAM) M836.6 Architect-Engineer Services. In accordance with FAR 36.209, Construction Contracts with Architect-Engineer Firms, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. 2. PROJECT INFORMATION This project is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS code for this procurement is 541310 Engineering Services and the annual small business size standard is $12.5M. A full design team is required to complete this project. The VA expects to award the anticipated A-E contract by late January 2025. The anticipated period of performance for completion of design is 238 calendar days after notice of award (NOA). The VAAR magnitude of construction is between $10,000,000 and $20,000,000. Please note that the 238-calendar-day period of performance for the design completion begins with the issuance of the NOA and that a notice to proceed (NTP) will not be issued for the completion of a design project. 3. A-E SELECTION PROCESS Firms submitting SF 330s in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for evaluation. The selection will be made as follows: SF 330s will be evaluated in accordance with the primary selection criteria as stated in this pre-solicitation notice. These evaluations will determine the most highly qualified firms for this particular requirement. In accordance with FAR 36.602-3(c), at least three of the most highly qualified firms will then be notified of the Government s intent to hold discussions. All firms not invited to participate in discussions will be notified at this time. In accordance with FAR 36.607(b), any requested debriefings of successful and unsuccessful firms will be held after final selection has taken place and will be conducted, to the extent practicable, in accordance with 15.503, 15.506(b) through (f), and 15.507(c). Note that 15.506(d)(2) through (d)(5) do not apply to architect-engineer contracts. Discussions will be held with the most highly qualified firms in the form of written responses. The firms invited to participate in discussions will be notified by email and provided further instructions, including any questions or topics to address. Following the completion of discussions, the firms will be evaluated and ranked based on the primary and (if necessary) secondary selection criteria. The final evaluation and ranking will consider the SF 330 submission for each firm, as well as additional information obtained via discussions. The highest rated firm will be selected to receive the solicitation and engage in negotiations. The solicitation will be issued to the highest rated firm as a Request for Fee Proposal (RFP). All SOW attachments and site-specific documentation will be provided to the highest rated firm with the RFP. A site visit will be authorized during the negotiation process. An award will then be made as long as the negotiation of rates and hours leads to a fair and reasonable determination of the final contract price. If negotiations with the highest rated firm are unsuccessful, the firm will be notified that negotiations have been terminated. Negotiations will then be initiated with the next highest rated firm, and so on until award can be made. 4. SELECTION CRITERIA: Firms responding to this notice will be evaluated and ranked using the primary and secondary selection criteria listed below. The factors are listed in descending order of importance. The evaluation will consider how each factor is addressed and how it is formatted to coincide with the selection criteria. Primary Selection Criteria: Professional Qualifications (sections C through E): Professional qualifications necessary for satisfactory performance of required service. The A-E shall demonstrate they are able to sign and stamp each drawing by individuals licensed in any state in the United States for the key positions listed below. A resume for each of these key positions must be provided via Section E in the SF330. Key positions and disciplines required for this project include, but are not limited to: Architect (LEED certification/US Green Build Council certification) Cost Estimator Civil Engineer Electrical Engineer Environmental Engineer Fire Protection Engineer Industrial Hygienist Mechanical Engineer Plumbing Engineer Project Manager Quality Assurance Manager Structural Engineer Physical Security Specialists Offer must include the following statement of SDVOSB compliance when submitting the personnel proposed to perform the work under this requirement: I, [signatory authority], of [company name], certify that the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are not certified SDVOSBs listed in the SBA certification database in compliance with VAAR 852.219-73. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects, and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. The information provided in section F and G of the SF 330 will be used to this factor. Do not include this information provided in section H, unless it is pertinent to support the information listed in the other sections. Each project shall include the following: Project title, location and detailed narrative describing the scope of services provided including the type of work performed by the offeror and its role in the project i.e. prime contract, Teaming Partner or subcontractor Project Owner, owner s point of contact including telephone number and email address. Services & Deliverables provided under the contract/task order Period of Performance, including start and completion dates Total dollar value of the project AE Cost Estimate vs. Actual Construction Cost Contract number associated with the project. Section G will be used to evaluate the prior experience of the prime firm and any key subcontractors working together on the provided relevant projects. The offeror shall include narratives addressing the following topics in Section H. Simply re-stating this list in Section H will not be sufficient. The narrative of how the firm addresses each of these will be evaluated. The management approach The coordination of disciplines and subcontractors Quality control procedures, and Familiarity with VA Design Guides/Manuals, Master Specifications and other applicable standards. Capacity (section H The evaluation will consider the firm s ability to meet the schedule of the overall project, as well as the available capacity of key disciplines to perform the work in the required time. Provide the available capacity of key disciplines by providing current project workload, inclusive of all projects awarded by the VA, any federal agency, and private sector, during the previous twelve (12) months or any active projects at PCAC. Include the full potential value of any current indefinite delivery contracts the Prime firm has been awarded from any source. Offeror shall clearly state their available capacity presenting workload percentages for the key disciplines and/or team members. The information for this factor shall be provided in Section H of the SF 330. Please ensure the capacity applies toward the team/personnel provided in the SF 330. Past performance (section H): Past performance will be evaluated on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Past performance will be evaluated for all projects provided in section F. The Contractor Performance Assessment Reporting System (CPARS) database will be reviewed to evaluate the projects that have a VA CPARS entry. VA CPARS are not required to be submitted with the SF330 submission. The contract number for the project must be submitted for each project provided in section F so CPARS can be reviewed in the database. Please note we are unable to review any CPARS from other federal agencies outside of the VA. For any project that does NOT have VA CPARS data available, a Past Performance Questionnaire (PPQ) is required to be submitted with the SF330. If the firm (Prime or Subcontractor) was not the Prime contractor on any project submitted in the SF330, a PPQ must be submitted listing their specific role (key disciplines) as a subcontractor. The PPQ should be rated and signed by the evaluator. In the event that a firm does not receive a completed PPQ requested from an evaluator prior to the time for submission, the firm shall submit the partially completed PPQ with Section 1 and the Evaluator Information in Section 2 completed. Ensure a POC is listed with the project title/contract number. The VA will make reasonable attempts to contact the POC upon submission for PPQ completion. The Government may consider additional performance related information regarding the firm, to include customer inquiries, Government databases, publicly available sources, and additional projects in CPARS. The Government reserves the right to contact any POC listed on a CPARS report or PPQ. If appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services may be evaluated. Failure to provide requested data, accessible points of contact, or valid phone numbers will result in a firm being considered less qualified. The information for this factor must be provided in section H of the SF 330. For PPQs, please utilize the attached PPQ document. Completed PPQs should be incorporated into the SF 330. PPQs should not be submitted to VHA PCAC directly. Any PPQs will not be counted towards the page limitation for this submission. However, any narratives provided for past performance in Section H will be counted toward the page limit. Knowledge of Locality (section H): The information for this factor shall be provided in Section H of the SF330. Project descriptions must include experience with: Solicitation support services, Professional field inspections during the construction period Review of construction submittals Support in answering requests for information during the construction period Support of construction contract changes to include drafting statements of work and cost estimates Attendance at weekly conference calls Providing minutes of meetings between the AE, VA, and contractors Pre-final inspection site visits Generation of punch-list reports, and Production of as-built documentation. The firm shall provide a detailed description of projects worked that illustrate experience in these eleven areas. Projects must be within the last ten (10) years. In addition, the firm must include a description of experience addressing unforeseen conditions and emergent situations, conducting situation evaluations, and making midcourse corrections. Include description on how the firm can be proactive or responsive in these situations. The information for this factor must be provided in section H of the SF 330. Secondary Selection Criterion*: Geographic location. Location of the firm, as measured by the driving distance (miles) between the offeror s principal business location and the project site located at 5201 Raymond Street, Orlando, FL 32803. Determination of the mileage will be based on Google Maps (https://www.google.com/maps/dir/). *The secondary selection criterion is used as a tiebreaker, if necessary, in ranking the most highly qualified firms following the completion of discussions. 1. General: This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations, or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in development of its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marked proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this request for information or to otherwise pay for the information submitted in response to this RFI.

2. Purpose:

a. The USSOCOM, Special Operations Forces-Acquisition Technology and Logistics (SOF AT&L), Program Executive Office-Tactical Information Systems (PEO-TIS), Program Management Office-Remote Capabilities (PMO-RC), small Uncrewed Multidomain Systems-Air (sUMS-Air) seeks information on specific technology areas to gain knowledge of, explore, and identify potential methodologies and available capabilities in the examination of Micro Uncrewed Aerial Systems (UAS).

b. Micro UAS Required Traits:

(1) Hardware: Should be a Group 1 UAS capable of performing multiple configurable mission sets at ranges of 0.5 nautical miles and beyond for a minimum of 0.20 hours (12 minutes) at standard sea level, while simultaneously carrying and operating a dual Electro-Optical/Infra-Red sensor. The UAS must be able to connect to ground control station (GCS) in less than or equal to 15 seconds from power up. The UAS should be able to launch, operate and recover during day and night operations in standard and adverse weather conditions. Conditions may include environmental (rain, dust, etc.) and atmospheric (49 °C/120 °F to -51°C /-60°F) extremes. UAS should be able to take off and be recovered in headwinds up to and exceeding 15 knots, crosswinds up to and exceeding 15 knots and tailwinds up to and exceeding 15 knots. UAS must be able to operate in Radio Frequency (RF) / Global Navigation Satellite Systems (GNSS) congested and contested environments. UAS should include modular and durable components that can be replaced, repaired, or configured for specific mission sets (airborne intelligence, surveillance, reconnaissance, kinetic, etc.) by a trained SOF operator in 30 minutes or less, preferably without tools. Propulsion should be electric, or hybrid based. UAS should be able to maintain or exceed a cruise speed of 15 Knots Indicated Airspeed (KIAS) and dash at 15 KIAS.

(2) Software: UAS hardware and software, both on the aircraft and on the ground control station, should maintain a modular open systems approach that allows for the hosting and integration of government developed software for mission planning, command and control, computer vision, autonomy, and collaborative autonomy capabilities, which enable the UAS to work independently and/or together with humans on or off the loop. Government software should be able to interface with the aircraft autopilot, aircraft data bus(es), navigation systems, sensors/payloads, etc. Additionally, the government software should be able to utilize or disable all safety, automated, and autonomous functions organic to the system as delivered by the vendor. All Application Program Interfaces (API) and Interface Control Documents (ICD) should be non-proprietary, or at least made available to the Government. System and all components and subcomponents must be in full compliance with 2024 ASDA.

c. Micro UAS Desired Traits:

(1) Hardware: Integration into the SOF Android Tactical Assault Kit (ATAK) environment or a SOF designated Common Ground Control Station (CGCS) is highly desired. Ability for the UAS to operate beyond its primary role in a maritime environment as an Uncrewed Underwater Vehicle is highly desired. A UAS capable to take off/launch and land/recover from platforms operating across multiple environments to include ground, water/maritime (fresh, salt, and brackish), etc. is highly desired; if intended to land in the water, the UAS should remain afloat till recovery or provide other novel low visibility recovery capability. Ability of UAS to take off/launch and land/recover from multiple SOF operational platforms (ground, aircraft, and maritime vessels) is highly desired. A UAS that is capable of multiple control modalities beyond a GCS such as First Person View (FPV), Augmented Reality (AR), gesture control, etc. is highly desirable. UAS should be able to operate in multiple artificial and Electromagnetic Environmental Effect (E3) based environments. Novel and unique capabilities that reduce acoustic, visual, infrared, RF, and other signatures are desired. An onboard Accelerated Processing Unit with reserved compute power or an independent Graphics Processing Unit (GPU) to support government developed Artificial Intelligence, autonomy, and software is highly desired.

(2) Software: Non-proprietary APIs or ICDs to interface with platform systems is highly desired. In support of operation in disrupted, disconnected, intermittent, and low bandwidth (DDIL) environments, it is desired to have a failsafe setting configurable for a myriad of situations, including lost data link and lost GNSS. In the case of lost link or lost GNSS, it is desired for the platform to have configurable options to continue the mission. It is desired for the platform to have robust monitoring system capable of reporting health, mission status, capacities, and payloads. Additionally, it is desired for the government hardware mission module to control electromagnetic spectrum emissions. The platform should be configurable for communications to interface to either the platform C2 module or the government hardware mission module.

d. All hardware/equipment submitted for the evaluation shall be production models and capable of performing specific core mission sets conducted by Special Operations Forces (SOF) UAS operators in an operational environment.

e. Mission profile evaluation may consist of two independently conducted events:

(1) Technical Evaluation (TE), to confirm the quality and accuracy of device performance and output;

(2) Operational Test and Evaluation (OT&E) to evaluate training, determine usability and suitability for SOF operators in a realistic environment.

f. While un-released commercial devices that meet most of the capabilities are allowed, the expectation is that all devices will be final product versions and meet the capabilities detailed in the scenarios that align with approved mission profiles and establish statistical confidence in the results. Any submissions below Technology Readiness Level (TRL) 7 as determined by sUMS-Air Team, shall not be considered. TRL7 is defined as a prototype near or at planned operational system. Represents a major step up from TRL 6 by requiring demonstration of an actual system prototype in an operational environment (e.g., in an aircraft, in a vehicle, or in space).

g. Responses to this RFI may be used by USSOCOM, SOF AT&L, PEO-TIS, PM-RC and sUMS-Air and other Department of Defense entities to identify potential hardware and equipment solutions for participation in the further evaluation of market information and/or ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice.

3. Timeline: The sME 25-9 is scheduled from January 2025 thru September 2025 in the greater Tampa, Florida area. The preliminary schedule of events (subject to change) is as follows:

a. NLT 13 December 2024 – RFI Response. Interested Manufacturers/Vendors respond to this RFI. Responses should be submitted directly through the USSOCOM Vulcan platform at: https://vulcan-sof.com/login/ng2/submission?collectionUuid=7219fdc0-e570-48c8-8f47-dae731d29d6a and must include a detailed three (3) to five (5) page UNCLASSIFIED capability paper of the proposed current capabilities as described at Section 2. Files shall be submitted to the Government in .docx, .pdf, .xlslx or .pptx format. Please review the instructions carefully within the Vulcan platform call. If you still have additional questions about this Vulcan platform call you may send your queries to the Engage SOF team: eSOF@socom.mil. All other documents provided by the offeror shall be retained by the Government, but not reviewed. Subject to change based upon agency need.

b. 21 thru 22 January 2025 – Vendor Presentations. Manufacturers/Vendors present their proposed white papers, equipment and demonstrate the equipment’s capabilities of interest.  eSOF presentations will be conducted at 1925 East 2nd Avenue, Suite 102, Tampa, Florida 33605. Specific coordination information will be provided by eSOF when briefing dates and times are scheduled. Proceeding to the next portion is based solely upon best agency need and requirements. Subject to change based upon agency need.

c. 30 January 2025 – Technical Evaluation Invitations. Invitations will be sent to select Manufacturers/Vendors to participate in the Technical Evaluation event.  While sUMS-Air Program will provide feedback to all Manufacturers/Vendors who participated in the eSOF presentations, only those devices that sUMS-Air Program judges to have the best potential to meet the mission profile evaluation will be invited to participate in the Technical Evaluation event. All Manufacturers/Vendors will be provided a Vendor Loan Agreement (VLA) as sUMS-Air Program will request a minimum of five (5) complete systems for the duration of the events with a designated device delivery date. Subject to change based upon agency need. 

d. 6 February 2025 - Manufacturers/Vendors Accept Invitations. Deadline for Manufacturers/Vendors to notify sUMS-Air Program of their intent to participate in the Technical Evaluation and return the completed VLA for their devices and any associated items. Subject to change based upon agency need.

e. 5 May 2025 – Device Delivery. Manufacturers/Vendors deliver (on-loan) fully functional devices and associated items for technical assessment at a location to be determined later. Manufacturers/Vendors also provide necessary technical information to support USSOCOM’s safety review process. Subject to change based upon agency need.

f. 12 thru 23 May 2025 – TE Training. Manufacturers/Vendors train Subject Matter Experts (SMEs), sUMS-Air evaluators and USSOCOM testers to support use of and technical evaluation of their device(s) at a location to be determined later. Training must include proper use of the device and troubleshooting. Manufacturers/Vendors will be expected to train the USSOCOM SMEs, evaluators and testers to the point where they can confirm expected levels of performance. Manufacturers/Vendors will be offered the opportunity to conduct the same training for operators participating in the Operational Test and Evaluation portion of sME 25-9. Subject to change based upon agency need.

g. 24 May thru 27 June 2025 – TE. USSOCOM SMEs, evaluators, and testers will conduct a TE of the Manufacturers/Vendors devices to ensure they perform to the standards and levels as presented. Manufacturers/Vendors may be asked to provide reach back support during TEs. Proceeding to the next portion is based solely upon best agency need and requirements. Subject to change based upon agency need.

h. 18 thru 29 August 2025 – OT&E. USSOCOM evaluators, and testers conduct the OT&E with the participation of SOF operational personnel at a location to be determined later. Manufacturers/Vendors will be asked to conduct training of their devices during the first week but will not participate in the actual operator driven events conducted jointly by USSOCOM and the Joint Interoperability Test Command. Subject to change based upon agency need.

i. NLT 12 September 2025 – Device Return. All Manufacturers/Vendors equipment returned. Subject to change based upon agency need.

This is a pre-solicitation notice synopsis. The 1st Special Operations Contracting Squadron at Hurlburt Field, FL, intends to issue a single award Firm-Fixed Price contract for Outbound Cargo Services with a base period of 1 March 2025 thru 28 February 2026 and four (4) one (1) year option periods.

Work consists of but is not limited to the following: The contractor shall provide all non-personal services to include personnel, equipment, supervision, and other items and services necessary to perform Outbound Cargo (OC) Shipping Packer and Woodworker Services at Hurlburt Field, Florida.
