The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement from Naval Air Forces Atlantic and Pacific Fleets to provide commercial classroom and simulator training for the Navy UC-12B/F/M non-ProLine, UC-12F/M ProLine 21 aircraft (a Navy configured Raytheon/Beechcraft King Air B200), the UC-12W ProLine 21 (a Navy configured Raytheon/Beechcraft King Air B350) and the UC-12W ProLine Fusion (a Navy configured Raytheon/Beechcraft King Air B350) aircraft.

The purpose of this acquisition is to support the Navy's Command Aircraft Crew Training (CACT) program for classroom and simulator training for the UC-12B/F/M/W aircraft.  The UC-12 is a Navy variant of the King Air B200 (UC-12B/F/M) and B300/350 (UC-12W).  The UC-12 program requirements consist of commercial academic and simulator training for several areas, such as pilot initial, pilot recurrent, international procedures initial, international procedures recurrent, and additional simulator periods as required.  

This acquisition is anticipated to be conducted in accordance with FAR Part 12 Acquisition of Commercial Items and in conjunction with FAR Part 15  Contracting by Negotiation Procedures.

The Department of State is pleased to issue a Request for Proposals (RFP) for or packing/crating, receiving, containerization, and warehouse storage services for the Department of State, U.S. Despatch Agency-Miami, FL.  The primary function of the Department’s consolidated receiving contractor operation in the Miami area is to provide warehouse services and receive items from U.S. sources being shipped to embassies and consulates overseas and consolidate them and prepare items for shipping in sea containers and air shipment to their onward destination. The required services will include but are not limited to: non-personal services for providing receipt, inspection, inventorying, consolidation, export packing, temporary storage, and delivery to pier and related services connected with the receiving and shipping of U.S. Government-owned furniture, furnishings, commissary items, supplies, personally owned and government owned vehicles, and equipment required by the Department of State for its Foreign Service Posts, and receiving/forwarding household effects (HHE) belonging to U.S. Government employees.

Unless otherwise specified, all Contractor deliveries are (FAS) Miami or Fort Lauderdale Commercial Port zones. A single award of a firm fixed priced (FFP) Indefinite Delivery/Indefinite Quantity contract for a one-year base period, plus four (4) one-year options is anticipated. For purposes of this contract, the Contractor's place of performance must be within a 35-mile radius of 7789 NW 48th Street Doral, FL 33178. The contractor firm awarded the resulting contract will be required to be fully ready and capable to receive and ship U.S. Government items, supplies, and HHE within 30 days of notice of award.

This acquisition is advertised as a 100% SBA Certified 8(a) small business set aside. The National American Individual Classification Standard (NAICS) code for this procurement is 493190.

Vendor questions regarding this solicitation are due no later than 11:00am ET November 8, 2024. The RFP requires the electronic submission of a technical proposal (to include past performance) and a price proposal, no later than 11:00am ET December 2, 2024. Proposals will be reviewed and evaluated in two phases: Phase 1- Mandatory Minimum Requirements (Pass/Fail basis), and Phase 2- Technical Evaluated Factors which will be evaluated utilizing the trade-off evaluation process to determine Best Value.

Preamble: This special notice is to gauge industries level of interest regarding newly developed draft language and techniques to support Government evaluation of indirect rates to support cost realism analysis. This proposed initiative aims to reduce proposal development burden, reduce evaluation burden, and improve effectiveness of discussions. The Government is considering an approach that utilizes DCAA or DCMA rate approval letters (e.g., Forward Pricing Rate Agreement / Forward Pricing Rate Recommendation), or allows industry to submit evidence of rate approval, in the form of letters, from state or agency approved third party accounting firm. The proposed initiative is aiming to reduce evaluation of indirect rates only. Direct rates will not be affected by this proposed approach.

The Government is considering this approach in lieu of requesting traditional cost realism analysis supporting documentation. The FAR defines Cost realism analysis as "the process of independently reviewing and evaluating specific elements of each offeror’s proposed cost estimate to determine whether the estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance and materials described in the offeror’s technical proposal." (FAR 15.404-1(d)(2))

Below is an excerpt of the draft Section L language to support the Governments proposed initiative described above. Please review the draft language and address the following questions below by Friday, November 22nd, 2024 at 3:00PM EST.

Draft Section L Language:

"The Offeror shall provide for itself, and all other entities submitting cost / price information (e.g., subcontractor, JV team member(s)) evidence of either DCMA indirect rate approval letters (e.g., Forward Pricing Rate Agreement / Forward Pricing Rate Recommendation, but not provisional billing rates) or shall provide proof, from a third party accounting firm, (i.e. Certified Public Accountant (CPA) firms approved by its state or a national certification organization), that indirect rates proposed in support of proposing to this requirement are properly estimated and accurate in accordance with the accounting principles and regulations applicable to this contract: FAR 52.215-1 and FAR 52.216-7. The letter must include the rates, and years of applicability, that are being verified by the letter, and these rates must exactly match those used in the proposal. No alternate forms of proof will be accepted. If the Offeror utilizes the third party verification, it must include the following statement: “Based on all information known today regarding the applicable forecasted costs, revenues, expected business changes and other information necessary for the estimation of such rates, the rates contained herein represent the likely financial indirect rates for <insert company name here> for the performance of this contract which is government fiscal years 25 - 31. This verification is not one of scientific certainty, but rather confirmation that the rates are reasonably accurate."

PROJECT TITLE: St. Francis Barracks Seawall, Shoreline Erosion Protection

PROJECT LOCATION: Downtown St. Augustine, Florida

PROJECT DESCRIPTION: The St. Francis Barracks Seawall project involves the following construction tasks: install a gravel “French style” drain system enclosed within a geotextile fabric lining and periodic, through the wall, weep drains along the entire 527 feet long coquina block seawall (except along the 54 feet wooden building and 20 feet rear porch slab), patch/fill existing block voids/cracks, realign 20 feet (+/-) of granite capstone, as well as repoint all mortar joints over the entire northern 472 feet portion of
the seawall, install a concrete trench “gutter style” drain between the seawall and the existing wooden building, fill any soil voids encountered under the rear porch slab, immediately adjacent to the gravel and trench drains, with an approved Controlled Low
Strength Material (CLSM), install 53 feet of cast-in-place fronting wall with eight through-wall tie rods anchoring into one of the two concrete deadman at the southern end or corner of the seawall, install outfall piping and sodding, relocate sprinklers and
electrical conduit, as well as perform archaeological monitoring.

The magnitude of construction is between $500,000.00 and $1,000,000.00. Estimated period of performance is 240 calendar days after Notice to Proceed. The NAICS Code is 237990, Other Heavy and Civil Engineering Construction, and the size standard $39.5 million. This is an Unrestricted Acquisition.

IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.

Defense Logistics Agency (DLA) - Energy - FESAB will be issuing a Request for Proposal (RFP) for Alongside Aircraft Refueling Services to include managing, maintaining, and operating Government Owned, Contractor-Operated (GOCO) facilities and equipment at NAS Jacksonville, FL. The Contractor will ensure safe, accurate, and timely handling, quality control, and accountability of all Defense Wide Working Capital Fund (DWWCF)-owned petroleum products under their control. The Contractor will perform required maintenance to ensure facilities, associated systems, vehicles, and equipment remain operational to meet the base mission. The Contractor will comply with environmental protection, safety, and security directives. The Contractor will conduct required training to ensure personnel are fully qualified to perform Performance Work Statement (PWS) tasks.

The Contractor shall conduct all necessary fuels operations to support base operations, airshows and special events, deployments, exercises, and contingencies under normal conditions, as well as, during periods of heightened security, inclement weather, or other unique situations. Operations must be safely and efficiently conducted to receive, store, transfer, issue, and account for products with appropriate controls to ensure fuel quality, maintain inventory accuracy, and ensure no environmental impact.

The Contractor shall operate and maintain the self-service automated service station facilities, equipment, and systems and ensure sufficient product is available to provide 24 hours a day, seven days a week support of ground fuels. The Contractor shall perform required tasks to ensure fuel is properly accounted for and issued to only authorized users.

This procurement will be 100% set aside for Service-Disabled Veteran Owned Business (SDVOSB) under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a four-year base period of performance with one, five-year option in accordance with (IAW) FAR 52.217-9. Additionally, an option not to exceed six months IAW FAR 52.217-8 will be included in the solicitation. This procurement will be solicited under full and open competition after exclusion of sources.

DLA Energy is working towards posting the solicitation in November - December 2024 timeframe. The RFP will close about 45 days after posting. Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order under sole source Basic Ordering Agreement (BOA) N00019-23-G-0002 to Lockheed Martin Corporation-Missiles Fire Control (LMMFC), Orlando FL. LMMFC will support LRASM 1.1 sustainment Delivery order by providing production support and sustainment of the LRASM Weapon System. This SOURCES SOUGHT SYNOPSIS is being issued by the Southeast Regional Maintenance Center (SERMC) as a means of conducting market research to identify parties having interest in and the resources to support this requirement for MK 41 Vertical Launch System (VLS) Hatch overhaul under an Indefinite Delivery, Indefinite Quantity (IDIQ) firm fixed price type contract for a five (5) year ordering period.

The Government will not pay for any effort expended, or any materials provided in response to this announcement, nor will the Government return any data provided. The purpose of this Source Sought is to seek out interested businesses capable of fulfilling this requirement. All responses to this Sources Sought are STRICTLY voluntary.

SERMC is contemplating a single award, IDIQ, firm fixed price contract for a five (5) year ordering period. Market research is being conducted to determine industry interest and capability in performing the upcoming MK 41 VLS requirement. The applicable North American Industry Classification System (NAICS) code for this procurement is 336611 – Ship Building and Repair.

Interested parties must be approved by In-Service Engineering Agent (ISEA) and have qualifications in accordance with NAVSEA Instructions 8394.2G of 10 May 2013, MK 41 VLS Safety and Design Precepts. Qualified titles are as follows (but not limited to) Certified Systems Maintenance Technician (SMT) or certified VLS Test Directors (TD). In addition, the successful awardee must conduct overhauls IAW VLS IMS NO 4810-6692849-019 REV F and have a minimum of three years of experience on MK 41 VLS hatches.

The notice of interest should include a capabilities statement that addresses the following items to demonstrate the Contractor’s capability to perform the service described herein. The capabilities statement shall include:

1. The contractor’s ability to manage, as prime contractor, types of tasking as provided in this notice; and

2. Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance but does not limit the interested contractor’s approach to demonstrate capability.

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208), Patuxent River, MD intends to award a contract modification to Micro Systems, Inc. (MSI) on a sole source basis for engineering and technical services in support of Target Mission Support Systems (TMSS). More specifically, the procurement will provide engineering and technical services in support of Navy Aerial Targets, Moving Land Targets (MLT), Seaborne Targets, Target Control Systems (TCS), Target Auxiliary Augmentation Systems (TA/AS), Scoring System Suite (SSS), Tactical Training Ranges, Test and Evaluation (T&E) Ranges and various interfacing platforms and associated programs. The aforementioned product lines and systems are currently in production and/or fielded and this procurement will be for engineering and technical services, recurring software updates and recurring cybersecurity updates in support of these systems. Award of the contract modification is anticipated for the second quarter of Fiscal Year (FY) 2025. The existing contract vehicle consists of a one-year base period with four one-year option periods and performance under this contract, including option periods, is anticipated to last through August 2028.

This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSI is the original designer, developer and manufacturer of the aforementioned systems, as well as the sole integrator of their proprietary systems into Navy Targets. MSI is the only Contractor with the necessary engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operation characteristics of the systems in order to meet the Government’s requirements specified herein.

This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101, FAR 36.213-2, and FAR 14.205. An Invitation for Bids (IFB) solicitation will be posted on or about Monday, October 28, 2024. Bid submissions as well as the bid opening will tentatively occur on or about Tuesday, December 3, 2024.

The St. Petersburg, Florida, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services, including all labor, materials, apparatus, tools, equipment, and supervision for the Variable Air Volume (VAV) Box Replacements project. The scope of this project shall replace approximately one hundred seventeen (117) terminal units to manage the temperature within Building 46 at the St. Petersburg, Florida, VARO. This project also requires that the new terminal units installed be connected to and compatible with the existing Johnson Controls Metasys. The period of performance for this project will be one hundred eighty (180) calendar days from the issuance of the Notice to Proceed.

The magnitude of this project is between $1,000,000.00 and $2,000,000.00 pursuant to FAR 36.204 and Veterans Affairs Acquisition Regulation (VAAR) 836.204. The North American Industry Classification System (NAICS) Code for this procurement is 238220 [Plumbing, Heating, and Air Conditioning Contractors] and the small business size standard is $19 million. The solicitation will be issued as an IFB under FAR Part 14. A Bid Bond will be required and shall be at least twenty percent (20%) of the bid price, but shall not exceed $3,000,000.00 pursuant to FAR 28.101-2(b).
