In the past, FDA’s Regulatory laboratories operated under a variety of formal and informal quality management systems. All of these systems had the same aim – to assure the quality of laboratory results upon which regulatory decisions are made. However, these systems differed in their rigor and in the amount of independent oversight exercised.


A quality management system that is accredited to international standards (ISO/IEC 17025) enabled Laboratory managers to better maintain high quality laboratory operations, to more easily control resources, and to act with more confidence in meeting the needs of their customers and stakeholders. More effective operations result in greater regulatory impact and better consumer protection. Uniform laboratory procedures enhance data reliability and resource sharing with FDA domestic and international partners.


Through laboratory accreditation, FDA Regulatory laboratories maintain their reputation as a source of scientifically sound information and guidance. The accreditation process started in 2003 and FDA Regulatory laboratories undergo a full on-site assessment every two years depending upon the expiration of their Accreditation Certificate.

The objective of an accreditation assessment is to establish whether or not a laboratory complies with the accrediting body’s requirements for accreditation and can competently perform the types of tests or calibrations for which accreditation is sought. Accreditation is required to demonstrate compliance with additional criteria of the “AOAC International Guidelines for Laboratories Performing Microbiological and Chemical Analyses of Food, Dietary Supplements, Pharmaceuticals, and Cannabis”. The purpose of this contract is to have an independent, third-party Contractor perform the accreditation assessments and make the proper determinations and to identify any deficiencies.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The 78 ABW Communications Directorate (SC) seeks to utilize Long Distance Wired Telecommunication Services for Robins AFB. The 78 ABW SC requires the contractor to provide for all labor, management, supervision, services, installation, equipment, transportation and delivery necessary to provide for Long Distance Wired Telecommunication Services.  See all attachments for further details. 

This solicitation shall serve as Request for Quotes and is numbered FA8501-25-Q-0003.

This requirement is not set aside for small business concerns. The North American Industry Classification System Code (NAICS) for this requirement is 517810, All Other Telecommunications, with a size standard of $40M. A firm fixed price (FFP) contract will be awarded. There will be no advance payments. The Offeror agrees to hold prices in its offer firm for 60 days from the date specified for receipt offers. The quote must contain sufficient Price and Technical information for evaluation.

The Department of Veteran Affairs, desires to lease approximately 4,448 Net Usuable Square Fee (NUSF) of class A office or medical space in Augusta, Georgia. The space will be occupied by the Department of Veteran Affairs, Charlie Norwood VA Medical Center (CNVAMC) and must include space for use by tenant for personnel, furnishings, and equipment. The Centers for Disease Control and Prevention (CDC),  National Center for Immunization and Respiratory Diseases (NCIRD), Influenza Division (ID), intends to award a sole source firm fixed price purchase order to Intelerad Medical Systems Incorporated, 800 Blvd, DE Maisonneuve E, Suite 1200, Montreal, QC, H2L4L8 to procure InteleShare AMBRA Suite License allowing the CDC to upload, view, send, and archive diagnostic images and reports.

The InteleShare AMBRA Suite License will include an annual study cap of 3,600 with a storage capacity of 2.024 TB and unlimited quantity of authorized users. This acquisition would be a continuation of the existing license currently being used for the CDC and would make certain there is not a gap in utilization of the software. The CDC requires the AMBRA Suite License to rapidly transfer information for the classification of Acute Flaccid Myelitis (AFM) cases for real-time reporting of case-based data in outbreak and non-outbreak scenarios.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). The NAICS code for this acquisition is 513210, Software Publishers. Interested persons may identify their interest and capability to respond to the requirement.

The purpose of this amendment is to provide answers to questions submitted by prospective vendors and extend the solicitation due date.

The Contractor shall provide all labor, materials and equipment using current infrastructure and in-house logistics. The CDC will provide all available data on the pathogen genome sequence, primer/probe sequences or recommended targets, specimen type and biosafety guidance for handling specimens. Inactivated validation specimens or inactivated genomic material for use in generating artificial validation specimens may be provided if available.  

One or more of the following tasks will be utilized within task orders developed under the IDIQ contract:

Task 1: In collaboration with the CDC, develop a plan for the rapid development and validation of Nucleic Acid Amplification Tests for a selected pathogen in advance of an outbreak.

  1. Identify staff to act as points of contact and direct internal work.
  2. Identify all requirements for pathogen data and test target sequences.
  3. Establish data exchange mechanisms needed for implementation.
  4. Establish working group with CDC and FDA to define minimum EUA validation requirements.

Task 2: Development and Validation of Nucleic Acid Amplification Test for a selected pathogen.

  1. Identification of primer and probe target sequences (minimum of 2 targets per pathogen).
    1. If available, CDC may provide recommended primer and probe target sequences, Contractor will perform their own internal evaluation of suitability for use on their automated platform.
    2. If not available, for a pathogen with no existing labortory developed test, CDC may provide genomic sequence data for the selected pathogen, Contractor will select and identify appropriate targets for primers and probes, ensuring that there are more than 1 target and that the targets distinguish the pathogen from genetic near neighbors specified by the CDC.
    3. In the event of an outbreak the CDC may provide genomic sequence data and pathogen samples and request compressed timeframes for development of the test.
  2. Development and optimization for sensitivity and specificity
    1. Contractor will follow their internal practices for optimization of sensitivity and specificity on their automated platform. Sensitivity will need to meet or exceed target provided by CDC based on available data of pathogen level in patient clinical specimens. Specificity will need to be established against near-neighbor pathogens identified by CDC or FDA. Results of optimization will be reported to CDC.
  3. Validation of clinical performance
    1. Contractor will validate the performance of the test on their platform using either clinical patient specimens or artificial specimens of the selected specimen type spiked with inactivated pathogen genomic material at levels matching available clinical specimen data. If available, CDC may provide validation specimens from biobanked patient specimens or artificially spike specimens in appropriate matrices.
    2. Validation will be performed in accordance with FDA requirements for EUA/501(k) submission.
    3. A report suitable for submission to FDA for EUA and/or 510(k) application will be generated and shared with CDC for review.

Task 3: Test submission for regulatory approval for a selected pathogen

  1. Contractor will submit generated validation data package to FDA for EUA approval (if an emergency has been declared) or 510(k) approval (in the absence of an emergency declaration).
    1. CDC may grant right of reference to existing CDC test if available.
    2. Contractor will respond to any questions or feedback from FDA on test performance, in consultation with CDC.
    3. Contractor will be responsible for any post-market monitoring required by FDA.

Task 4: Manufacturing of test for the selected pathogen

  1. Contractor will establish sufficient production capacity to meet the outbreak response need as identified by the CDC.
    1. Production requirements may vary with the scale of an outbreak, and over time during an outbreak.
    2. Target test production capacity may vary from 10,000 tests per week up to >1,000,000 per week for larger outbreak.
  2. Contractor will manage test marketing and shipping to diagnostic testing laboratories.
    1. CDC may identify specific laboratories that are providing emergency response surge test capacity, and volumes of tests to be provided to them.
    2. Contractor may identify additional accredited diagnostic testing laboratories capable of performing the test and provide additional test volume in accordance with market demand.

Automated Test Systems Acquisition-I (ATSA-I)

AMENDMENT 1 – 12 SEP 2024

The synopsis is amended with the following addition: All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, (FAR 5.207(c)(16)(i).

This synopsis serves as a notice of intent that the Automatic Test Systems (ATS) Contracting Branch at the Warner Robins Air Logistics Complex (WR-ALC), Georgia. (AFLCMC/WNKB) anticipates issuing a Request for Proposal (RFP) on SAM.gov under Notice ID: FA8533-24-R-0002, for Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts for the ATS Division. The Government reserves the right not to award any contracts and may do so without prior notice to offerors.  The ATS Acquisition-I (ATSA-I) acquisition will establish a solid awardee base comprised of large and small businesses and nonprofit institutions (including educational) for the rapid procurement of commercial and non-commercial products and services to sustain and support the full scope of the ATS Division’s portfolio. The ATSA-I will be a “mandatory use contract vehicle” for the ATS Division covering all life-cycle requirements. This contract will subsume existing contracts as they expire and satisfy any future contractual needs of the ATS Division.

The ATS Division portfolio supports and manages the end-to-end life cycle of ATS, encompassing complex-aircraft and armament-system-specific test systems in support of warfighter Operations and Maintenance (O&M) at operating locations worldwide. The ATSA-I contract vehicle will provide a streamlined acquisition approach for all ATS procurements of services and supplies to support users across a range of multiple services and organizations, including, but not limited, to the United States Air Force (USAF), USAF Reserve (USAF-R), Air National Guard (ANG), F-35 Joint Strike Fighter (JSF), Foreign Military Sales (FMS), and other Department of Defense (DoD) services. The supported aircraft platforms include, but are not limited to fighters, bombers, cargo/airlift/tankers, Unmanned Aerial Vehicles (UAVs), and helicopters.

The duration of the contracts will be for ten (10) years. The contract will consist of eight (8) ordering periods, divided into two (2) phases. Each phase will be comprised of five (5) years. Each phase contains a 24-month base period, and three (3); 12-month ordering periods. The contracts will contain one (1) option (FAR 52.217-9), between phases I and II.  To ensure a solid ATSA-I awardee base, on-ramping opportunities may occur in Phase I Base Period 1, between years 2 and 3, at the exercise of option, and Phase II between years 7 and 8.

This acquisition will be a Full and Open Competitive Acquisition with no small business set-asides. 

The ATSA-I RFP will be issued for competitive acquisition accomplished utilizing the hybrid Highest Technically Rated Offeror (HTRO) and Technical only source selection methodology conducted in accordance with Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS), and DoD Source Selection Procedures, 20 August 2022 to make award decision. The source selection will be conducted without tradeoffs. Technical and Small Business Participation will be evaluated on acceptable/unacceptable basis using the Technically Acceptable source selection procedures. Each Offeror’s technical proposal will be evaluated for technical acceptability based on the Offeror’s submitted self-score matrix and work samples substantiated by demonstrated experience documentation. Past Performance and Cost/Price will not be evaluated. Cost/Price will be evaluated at the order level.

ANNOUCEMENT

This is a PREQUALIFICATION OF SOURCES announcement, issued in accordance with DFARS 236.272 and the U.S. Army Corps of Engineers Acquisition Instruction (UAI) 5136.272. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. Respondents will be notified of the results of the prequalification process before the Invitation for Bid is released the first week of December 2023.

SITE VISIT

A site visit will NOT be conducted during the Prequalification phase of this solicitation.

SCOPE OF WORK

Construct a Forensic Laboratory. Primary facilities include administration areas, laboratory space, facility support area, covered hardstand (mobile laboratory area), organizational vehicle parking, Intrusion Detection System (IDS) installation, mass notification system, and Utility Monitoring and Control System (UMCS) connections.  Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided, plus enhanced AT/FP measures. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.  Air Conditioning (Estimated 236 Tons).

The design of the facility includes Risk Management Framework as required per DODI 8500.01 and 8510.01. The criteria include UFC 4-010-06 “Cybersecurity of Facility Related Control Systems” and ECB’s 2015-14 and 2018-11 for cybersecurity measures of the following systems:

a.         Electronic security systems (ESS)

b.         Energy monitoring and control systems (EMCS)

c.         Supervisory control and data acquisition (SCADA)

d.         Industrial control systems (ICS)

e.         Fire and Life Safety Systems.

Supporting facilities will include site development, utilities, limited back-up power source, and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Heating and air conditioning will be provided by self-contained system.

The objective of the Prequalification of Sources List (PSL) is to identify and select responding firms that demonstrate the technical requirements and proven competency of the technical requirements to successfully perform the work required for the subject project.

The selection process will be objective in that responding firms either meet or fail to meet the criteria as set forth in the instructions contained on page 2 of the attached Cover Page.. Fairlure to meet any one of the Technical Requirements will result in non-selection.

The PSL will be used to solicit one firm-fixed price construction contract with a Construction Magnitude between $25,000,000 and $100,000,000.

Process for Prequalification: CESAS intends to utilize a “Go/No Go” rating system for the prequalification. The prospective offerors will submit a limited package on Requirements 1 and 2 as well as a completed Prequalification Submission Cover page. A “Go” must be received on both requirements to move on to the Solicitation for the Gillem Lab. There will be no limit to the number of contractors that can be prequalified for the solicitation.

Requirement 1: Technical Experience-

Submit up to four, but not less than two, recent and relevant new build construction projects where your firm acted as the Prime Contractor with similar technical complexities to the subject forensics laboratory project. If the Offeror is a joint venture, the projects do not have to have been performed by the joint venture submitting the prequalification package. The projects could have been performed by either company in the joint venture however they must have performed as the prime contractor on the contract.

Relevant Projects: one shall have a minimum total contract value of $40M and remaing submissions shall have a minimum total contract value of $60M. Relevant projects are defined as, but not limited to: hospitals, forensic laboratories, facilities with SCIFs requiring accreditation as well as NIST (National Institute of Standards and Technology) assessment, or other facilities with complex construction techniques (nuclear facilities; specialized electronics laboratories/facilities) where you demonstrate the below specialized technical competencies via a narrative and an attached section of the specifications from the new build construction project showing the following technical requirements:

  1. Complicated HVAC controls for laboratory environments that work to control multiple different pressurized environments and conform to specific American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHARAE) standards
  2. Sensitive Compartmented Information Facility (SCIF) construction IAW UFC 4-010-05;
  3. Technical competency having built a project which required accreditation for cybersecurity IAW DoD 8500.01 and 6 step Risk Management Framework IAW DoD 8510.01;
  4. Satisfactorily met LEED Silver Certifiable project experience. 

Requirement 2 (proven Competency of Technical Requirements) –

In accordance with DFARS 236.272 (a)(2): Requirement 2 limits offerors to those with proven competence in performing the technical requirements in Requirement 1. CPARS and PPQ’s, if a non-Federal project, shall be used to confirm a record of satisfactory or above performance on the projects submitted for Requirement 1 (Technical Experience) to demonstrate the proven competency for the “Technical Requirements” contained within said projects met contractual requirements in a satisfactory or above manner. A Satisfactory or above rating means there were no significant weaknesses identified.

For Requirement 2 to be considered a “Go” or “Acceptable” all projects submitted for Requirement 1 must have the most recent CPARS or PPQs and they shall have Satisfactory ratings or above on said projects in Quality. Any below Satisfactory ratings for any project in Quality shall result in an “Unacceptable” rating for Requirement 2.

The Government is conducting market research to identify sources for a Next Generation Containerized 500kW Generator solution for use in beddown of Forces in austere locations. The Government seeks to determine if there is presently a solution in the market, if a solution is already being developed, and also the trade-offs to consider when specifying its requirements for a solution. The level of security clearance and amount of foreign participation in this requirement has not been determined. 

The Government does not own or have access to the data for a potential Containerized 500kW Generator solution that would enable power generation in austere or expeditionary environments. The Government has not determined if there is already a solution that is a commercial item. It is unknown if commercial item descriptions, commercial vendor catalogs, price lists, or commercial manuals assigned a technical manual number apply.

The purpose of this request for information is to identify if there are any products either existing, or in development to fulfill this capability. Responses in the form of papers or presentations detailing a concept or models are welcome in response to this request for information. Information is being gathered to inform Air Force Life Cycle Management Center of any potential solutions, and also the achievability of the objectives outlined in Attachment 1. There may be additional application for wider adoption by the Air Force if the concept is determined to be achievable.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.  The government will not reimburse participants for any expenses associated with their participation in this survey. Respondents to this survey will be considered for any future industry days and informed of any requirements development.

The Savannah District, U.S. Army Corps of Engineers (USACE) is soliciting lease proposals for approximately 1,500-1,800 gross rentable square feet of commercial retail space in Duluth, Georgia for Armed Forces Recruiting purposes.  The delineated area is within the city limits of Duluth, Georgia and encompasses zip codes 30026, 30029, 30095-30099.  

The U.S. Government, by and through USACE, seeks to occupy retail and related space under a lease , that will be expiring, in the city and state specified above.  In making this determination, the Government will consider, among other factors, the availability of space that may potentially satisfy the Government’s requirements, as well as costs likely to be incurred such as tenant improvements (initial alterations) and telecommunication infrastructure, non-productive agency downtime, and costs, including rent, related to executing a lease and occupying a space.
