This Pre-solicitation notice is for PN UHHZ210600 Construct a Battle Management Control Operations Center (BMCOC). This acquisition will be a full and open request for proposal (RFP) and will result in a Firm Fixed Price Contract Award.
Description/Scope:
Robins AFB has a requirement to award a Firm Fixed Price Contract for the construction of a Battle Management Combined Operations Complex. Primary facilities include the Battle Management Control Squadron KINGPIN operations center, a Headquarters suite to include space for three squadrons, using conventional design and construction methods. Construction will include reinforced concrete slabs and foundation systems, steel framed structures, masonry block exterior walls, and sloped standing seam metal roofing. The facility space will include, but is not limited to, Tactical Operations Center, Rapid Deployable Payload Control Element staging and storage, Maintenance Operations Center, hardware and software testing activities, and training and academic space with storage. The majority of the interior space is a controlled area and must be constructed to comply with Intelligence Community Directive 705 criteria. Special Construction Requirements: Entire facility will be a Secure Compartmentalized Information Facility (SCIF) designed and constructed in accordance with ICD 705; raised flooring; 239 rack server room; standby power generators; Uninterruptable Power Supply (UPS); roll-up doors; utility lines/communication infrastructure. The project will include all necessary utilities, site improvements, pavements, communications support, interior and exterior infrastructure, and all necessary supporting work for a complete and usable facility, to include controlled space and mission critical power system redundancies. A standby generator is authorized in accordance with Air Force Manual 32-1062 for these mission sets.
One or more of the items under this acquisition is subject to Trade Agreements and Buy American statute in FAR Part 25.
Period of Performance: 1,080 days calendar days
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1)Firm Fixed Price Contract Award. The North American Industrial Classification System Code (NAICS) for this effort is 236220 Commercial and Institutional Building Construction.
CONSTRUCTION MAGNITUDE: In accordance with DFARS 236.204(iii), the magnitude of construction for this project is between $100,000,000 and $250,000,000.

The 23rd Contracting Squadron will solicit for Indefinite Delivery Indefinite Quantity (IDIQ) contracts with Firm-Fixed-Price (FFP) task orders under the Multiple Award Construction Contract (MACC) Program. The MACC IDIQ will be for the acquisition of multi-disciplined construction projects at Moody AFB, Grand Bay Range, Grassy Pond, Spence Field, Valdosta Regional Airport in Georgia, and Avon Park in Florida. Work may include a range of construction services for design-build, bid-build projects, including but not limited to, maintenance, repair, alterations, mechanical, electrical, heating/air conditioning, demolition, painting, paving, mold remediation, earthwork, etc.

The Centers for Disease Control and Prevention intends to award a sole source contract to Metro Health - 2500 MetroHealth Drive, Cleveland, OH 44109 for access to the Epic Cosmos electronic health record dataset.
The EPIC/COSMOS system, Epic and Cosmos, includes electronic health record (EHR) dataset from >240 million patients, and has penetrated all 50 states, making it the largest integrated EHR system in the US. It is updated in real-time and includes important features such as automatic downloading of vaccine data from registries and maintaining a link between mothers and their infants, which enables assessment of maternal infant outcomes. The scope, scale, and speed of this database makes it ideal for quickly assessing real-world effectiveness questions, especially in regard to potentially rare outcomes.
Access to Cosmos and Cosmos data cannot be purchased, and access can only be provided by a Cosmos-affiliated organization. No commercial organization would be able to provide access to this database.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-l(b)(l). Nemours Children's Health Foundation is the only source capable of fulfilling this requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

A one time buy for an estimated quantity of 24 each is anticipated.
The LRU-4 provides critical electronic warfare capability designed to work in tandem with the other LRUs within the ALQ-172 ECM Suite in order to detect and disrupt enemy communication and radar/Electronic Warfare (EW) system operations. The LRU-4 provides high level amplification of Pulse Radar (PR), Pulse Doppler (PD) or Continuous Wave (CW) ECM signals and applies various modulations to the PD/CW signals. The LRU-4 is also used to recover modulation characteristics of PD/CW signals.

C-20/C-37 Engineering Services Contract (ESC)
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force (USAF) to identify potential sources to perform C-20/C-37 Engineering Services Support (ESC).
Any resultant contract would be considered a service contract where the Service Contract Labor Standard applies and would require the DFARs 252.223-7999, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009).
Engineering Services encompasses a multitude of tasks that provides support for the C-20/C-37 fleet. Some of these tasks include designing/accomplishing aircraft and aircraft system modifications, producing integration study efforts, providing Field Service Representative (FSR) support, data management, configuration management, obsolescence management, maintenance support, and producing unique technical publications/configuration support for requirements driven by the Secretary of Defense and the Federal Aviation Administration (FAA). These efforts must be accomplished by Original Equipment Manufacturer (OEM) qualified personnel with the technical knowledge, certification credentials and experience, internal support structure, security clearances, and OEM design data, which is provided in a technically sound and timely manner to increase aircraft availability and decrease lifecycle costs.
The contractor will provide support for a multi-service fleet of U.S. Air Force, U.S. Army, U.S. Navy, U.S. Marines, and U.S. Coast Guard (USCG), C-20/C-37 aircraft. The C-20/C-37 fleets consist of commercial derivative Gulfstream Aerospace Corporation (GAC) aircraft of model types GIV, GIV-SP, GV, and G550. The contractor must have full access to all data rights for the GAC Airframes.
The services to be acquired consist of recurring and non-recurring tasks as described below:
1. Recurring Tasks: Service literature review, unique drawing and documents file, configuration status accounting reporting (aircraft, engine, and software), engineering assignment (EA) data file, EA status reporting, computerized maintenance program (CMP) access, proposed tasks tracking, technical inquiries and tracking, contract funds status report (CFSR), maintaining secure C-37 websites, FSRs, technical/maintenance manuals support and subscriptions services for required commercial off the shelf (COTS) manuals and aircraft database updates. CMP is the fleet configuration control program and all maintenance actions, serialized control tracked items, and information must be entered into the system to certify maintenance completion.
2. Non-Recurring Tasks: Engineering assignments, unique engineering data, commercial engineering data, systems engineering, engineering/technical support, safety risk assessment, conferences, aircraft maintenance, prototype/kit-proof, Time Compliance Technical Orders (TCTO), engineering studies, and unique/Government manuals. Engineering studies are done to determine system definition and modification requirements for enhancements to airframe or mission systems.
3. Contract Specific Questions:

This requirement is for the Teardown/Test/Evaluation(TT&E) and repair of Axial Impeller Fan ( also known as an " Air Cycle Machine"; NSN 4140-01-127-4674RN, 100526-1, 100526-2, and 100526-3). The Axial Impeller Fan is an internal component of the A/M32C-10C (C-10C) Aircraft Ground Support Air Conditioner (A/C) NSN 4120-01-101-4704. The A/M32C-10C delivers continuous conditioned air for cooling or heating of aircraft equipment cargo, or personnel during ground servcing and avionics checkout of F15, F16, or other aircrft during ground servicing and checkout.
Contractor shall provide a training solution aligned with the Division’s mission requirements and objectives, to immerse newly arrived Soldiers in the history of Savannah and introduce them to healthy community outlets. The contractor is required to provide qualified facilitators who are knowledgeable about Savannah's historical and military significance and to supply all-weather transportation services to conduct structured educational sessions across 10 or more designated historical locations within the city.
Each session shall accommodate no less than 35 participants, and up to 75 participants. The contractor shall provide transportation platforms capable of navigating the narrow streets and historic areas of Savannah. These vehicles must be able to facilitate guided discussions during transit, enhancing the educational experience for all participants. The platforms must also be versatile enough to provide protection against inclement weather, including features such as retractable or closable windows, weatherproof coverings, or adjustable enclosures to ensure that the training can continue comfortably and safely in varying weather conditions. Training participants will remain in the vehicles during the entire session. The contractor will be responsible for organizing and executing all training components, including structured visits to historical sites, guided discussions, and interactions with local community resources.

THIS IS A SOURCES SOUGHT NOTICE. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. The intent of this Sources Sought is to determine the technical capabilities available of prospective vendors/entities with experience to perform the required work for this project. The responses to this notice will be utilized as a market research to further determine acquisition method As USACE has not determined the method of competing this requirement. PN# 499077, Atlanta Job Corps Campus, the new Atlanta Job Corps Center construction project is designed to replace the previous Job Corps Center located at 239 West Lake Avenue, NW, Atlanta, GA. The center's design is comprised of ten (10) buildings totaling approximately 240,000 gross square feet in a 29-acre footprint, meeting the requirements to form a completely self-sufficient campus for the new Atlanta Center. Buildings include a welcome center, administrative and medical/dental clinic, student services building, education center, child development center, cafeteria, and culinary arts center, 2x 2-story dormitories, recreation center, and a maintenance and storage building. Work to be completed under this contract will include demolition of current structures and utilities along with construction of all new infrastructure and underground utilities. Horizontal site work will likely be required. Underground utilities required are electrical, water (supply, wastewater, stormwater), telecommunications, natural gas for the cafeteria building ONLY, and security/mass notification conduit and pull ropes. 100% designs will be provided for demo and infrastructure construction.

ITEM DESCRIPTION
The Rear Actuator allows the aircrew to adjust the seat height to the correct position before flight on the T-38C Ejection Seat.
IMPEDIMENT TO COMPETITION:
The current original equipment manufacturer for these items is Martin Baker Aircraft Co. Ltd. (CAGE U1604), which maintains its configuration by part number and configuration control. The Government either does not own any data/drawings/schematics or has limited rights which indicate an inability to release data for competitive solicitation. As a result, Martin Baker Aircraft Co. Ltd. is the only known source with adequate knowledge of the Rear Actuator’s performance requirements and has possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to Martin Baker Aircraft Co. Ltd. for the manufacture of the Rear Actuator in support of the T-38C Ejection Seat. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. A need is anticipated for a new MAIDIQ construction requirement to support Directorate of Public Works (DPW) located at Fort Moore, Georgia. Contractors shall provide (as specified in each Delivery Order under the resulting contract) all labor, equipment, materials and supervision necessary to perform a broad range of projects for alterations, repairs, and maintenance of real property facilities located at Fort Moore, Georgia, the Army Ranger Facility at Camp Frank D. Merrill, Dahlonega, Georgia, Camp James E. Rudder at Eglin Air Force Base and the Directorate of Family Moral, Welfare and Recreation (DFMWR) Recreation Center in Destin, Florida. Work shall be performed in accordance with the terms and conditions of the resulting contract, to include Statement of Work, Scope of Work, and Specifications and Drawings as required in any resulting individual Delivery Order.
The magnitude of this action is between $100,000,000 and $250,000,000, which will include a five (5) year ordering period and a six (6) months extension in accordance with FAR Clause 52.217-8.
