The C-5 Program Management Office has a requirement that is for a firm-fixed price contract fto assemble/provide and build parts kits to support a C-5 Super Galaxy aircraft modification for fairing structure over a wing splice in accordance with USAF drawings and technical data which will be provided upon contract award.  These services include the acquisition, organizing, and kit building as described herein.  The kit shall include parts identified by NSN and as authorized by C-5 Super Galaxy Technical Data and non-stocklisted parts.  Non-stocklisted parts will be provided by the Government at no cost to the contractor, prepackaged and delivered to the contractor.  The kit shall include approximately 3,000 small aerospace qualified screws, fasteners and hardware, approximately 8 sheets of primed phosphoric anodized aluminum sheet 0.032 thickness by approximately 8 ft by 2 ft.  All anodizing shall be in accordance with BAC 5555, “Phosphoric Acid Anodizing of Aluminum for Structural Bonding”, latest revision.  Priming and storage of all PAA material shall be in accordance with BAC 5514-589, “Application of Corrosion Inhibiting Adhesive Primer”, latest revision.  Disposable NSNs include materials necessary to accomplish sealant bonding in accordance with C-5 Super Galaxy technical data.

Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as a  Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. PROGRAM SUMMARY:

The Centers for Disease Control and Prevention (CDC) intends to issue a Fiscal Year 2025 Broad Agency Announcement (BAA) for Applied Research in reference to the Development and Demonstration of Mine Safety and Health Technology.  This pre-solicitation notice is intended for informational purposes only and does not commit the Government to make an award or to pay for white paper or proposal preparation expenses generated by potential offerors in response to this announcement.

PROGRAM BACKGROUND:

The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) permanently established the Office of Mine Safety and Health Research under the direction of an Associate Director, within the National Institute for Occupational Safety and Health. One purpose of this office is to enhance the development of new technology and technological applications, and to expedite the commercial availability and implementation of such technology in mining environments. The MINER Act grants the Office of Mine Safety and Health Research the authority to (1) award competitive contracts and grants to institutions and private entities to encourage the development and manufacture of mine safety equipment and (2) award contracts to education institutions or private laboratories for the performance of product testing or related work with respect to new mine technology or equipment. This announcement is an opportunity for the award of contracts for enhancing safety in mines.

The primary goal of the MINER Act technology mandate is to improve/increase the use of technology in mines to improve mineworker safety and health, and the intent of this broad agency announcement is to support enabling activities such as technology identification, validation, demonstration, adaptation, and/or commercialization. The Office of Mine Safety and Health Research of NIOSH is soliciting concept papers to conduct research, exploratory development, testing, or evaluations of new technologies to improve mine safety, or to adapt technologies from other industries for application in mining environments. The primary interest of this broad agency announcement is to promote the modification or final development of practical technologies or systems that can be adopted by the mining community in a short period of time. Under this specific solicitation, proposals to conduct theoretical or basic research will not be considered. NIOSH strongly encourages proposals that include collaboration with mining industry partners who understand the reality of the mining environment and can provide insight into unique mining-related design requirements and potential commercialization of the technology.

The following examples are presented to further illustrate appropriate submissions under this solicitation beyond the more general guidance listed previously:

  1. A safety and/or health technology that is currently in a prototype stage, which will require funding for final development and adaptation to the mining environment. This could include modification of prototypes to account for operation in the challenging underground coal environment, modification to meet permissibility requirements, and/or demonstration of the technology at actual mine sites;
     
  2. A safety and/or health technology that is currently being used in another industry and requires modification to be adapted for mining applications. This could include system redesign, modification to meet permissibility requirements, in-mine testing to establish the efficacy of the technology, and/or demonstration of the technology at mine sites;
  3. Analysis of candidate technologies to establish their potential to improve safety and/or health, and/or analyses of barriers to technology application or means of overcoming such barriers;
     
  4. A safety and/or health technology that is fully developed and available for use but is not being adopted by the industry for reasons that require further analysis. This could include developing an initial operational capability by installing the technology in one or more mines for evaluation and/or market analysis to determine the reasons the technology is not being adopted and the changes that would be necessary to make it acceptable to the industry;
     
  5. Analysis of safety and health information in the surveillance area or other work that involves the extraction useful data for identifying the future technology needs of the mining industry.

Since 2007, 160 contracts have been issued in response to these solicitations. Fatality and injury data continue to highlight the need to develop new or improve existing technologies or adapt technologies from other industries to address safety and health issues in surface, and underground mines related to the coal, metal, non-metal, and stone, sand, and gravel mining sectors. NIOSH has typically provided a number of topical areas of importance to guide responders in addressing its highest priorities; this solicitation continues that practice as described below. However, NIOSH strongly encourages responders to propose solutions to other health and safety issues that are responsive to our guidelines; these proposals are evaluated under the same criteria as submittals under the focus area and receive equal consideration for funding. Overall, twenty-six percent of the contracts funded under this program have come from this category of submittals and, in several fiscal years, have made up all of the funded proposals.

ACQUISITION OBJECTIVE:

PLACE OF PERFORMANCE: All work is intended to take place at the Contractor’s Site.

The Government anticipates the following Area(s) of interest will be included in the solicitation:

  1. Non-Regulatory Personal Measurement of Coal Dust and/or Silica:

Prior BAA solicitations included focus areas relating to a smaller, lighter, more ergonomic, and more economical version of the current continuous personal dust monitor for respirable coal dust and a similar real-time dust monitoring unit to detect respirable crystalline silica dust applicable to all industry segments. While regulatory compliance currently requires mass-based measurement, NIOSH believes there is a market for units measuring coal dust, silica, or both, that are low enough in cost that they can either be issued to every miner to provide near real-time results and allow miners to identify elevated dust/silica levels and take immediate corrective action to prevent overexposure or be routinely used to evaluate the efficacy of engineering controls to protect the workforce. In addition, the new silica rule by MSHA (Federal Register 28218, Vol. 89, No. 76, April 18, 2024 “Lowering Miners’ Exposure to Respirable Crystalline Silica and Improving Respiratory Protection”) may further increase the market for units that measure respirable silica dust, especially in real-time.

This continuing BAA focus area is included to stimulate potential research and development opportunities in this critical area. As background, the Continuous Personal Dust Monitor currently in use in underground coal mining (Thermo Scientific PDM3700) has significantly improved respirable coal dust monitoring capabilities and compliance with MSHA coal mine dust exposure regulations and demonstrated the value in providing near-real time exposure information directly to the miner and operator. By limiting solutions to a mass-based unit to meet regulatory requirements however, many promising alternatives are eliminated. As a result, NIOSH has opened this solicitation to other measurements techniques with the aim of driving technology to the level where every miner, irrespective of job categorization, could be provided a personal wearable unit.

Currently, there is no viable instrument to measure respirable crystalline silica dust in real-time. Measurement of respirable crystalline silica dust in real time would provide miners the ability to learn their potential exposure hazards and allow them to remove themselves from those hazardous areas. Developing a respirable crystalline silica monitor has unique challenges to overcome in order to be accepted in industry, capable of distinguishing silica from other dust types, ability to present exposure data in common units of concentration encountered in mining (mg/m3), miniaturized to be a wearable unit, durable to withstand a mining environment, permissibility requirements for use in explosive atmospheres for the coal market, low cost to be affordable such that every miner could have their own wearable device, etc. to name just a few.

Therefore, while non-regulatory coal and silica dust measurement is a focus area, emphasis should be placed on low-cost units to measure respirable crystalline silica dust in real time.

  1. Offeror proposed research, exploratory development, testing, or evaluations of new technologies to improve mine safety, or to adapt technologies from other industries for application in mining environments.

CONTEMPLATED ACQUISITION DETAILS:

1. This procurement is anticipated to be solicited as a Broad Agency Announcement (BAA) and will be solicited as full and open competition.

2. The Broad Agency Announcement will be made available via the Government Point of Entry (GPE) www.SAM.gov.
 

3. The applicable NAICS code is 541715.
 

4. Firm-Fixed Price Contracts are anticipated.
 

5. The anticipated Period of Performance for the contract is as follows: Work that will be completed in 36 months or less is desired under this solicitation, but this is not a firm requirement; projects requiring up to 48 months will be considered. The Period of Performance must be attainable; past contracts with a Period of Performance of 12, 18, and 24 months have required modifications to add additional time. Such contract modifications are costly to the Government and will require concessions on the part of the contractor. In the event additional time is requested to complete the contract, the Government will not be able to increase the overall price of the contract to cover any additional costs. Please ensure the proposed level of effort is appropriate for the work to be performed.
 

6. The tentative date for Broad Agency Announcement issuance is planned for December 12, 2024. The tentative due date for receipt of Concept Papers is January 10, 2025.

This is a brand name, commercial requirement. Due to the circumstances described herein, the activity
requests authority to acquire Pistol Cordless Nutrunner with accessories such as Battery and Chargers using
Other Than Full and Open Competition (OTF&OC) prescribed by / FAR 13.106-1(b)(1). These tools are
critical tools used during the F-15 Landing Gear Emergency Operational Checkout. They are used to perform
the Tasks Order (TO) outlined in accordance with 1F-15E-2-32JG-00-1. In addition, failure to procure
enough tools to support current workload will lead to delays in technicians will not be able to perform TOs
required to producing aircrafts. These specific tooling are modified in the unique format needed to do this
specific job. It would take an estimated 160 hours to research and find another vendor with this same
capability. That would include having that vendor modify the specific tool and bring it out for testing. This
process would cost an estimated $10,500 in labor and another $7,000 in research and prototype of the tool to
test. Atlas Copco Tools & Assembly LLC is the OEM; do not sell directly to government. In the southeast
US. Atlas Copco designed Southern Tool Services, Inc. (STS) as the authorized distribution for sales. Beau
Sasser, STS Sales Engineer - South Georgia email stated STS “While we are the authorized distribution sales
channel for Atlas Copco in the southeast US, for previous requests we have opted out of quoting the AFB
direct as we are not set up to support directly. All quoting activities and sales have been through resellers”;
Mid - Georgia Industrial Sales, is the reseller. Other companies do sell similar tooling; however, those tools
are not modified for this specific need by the technician's workload on F-15 Landing Gear Emergency

The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Institute of Electrical and Electronics Engineers, Inc. In support of this mission, NIST regularly hosts exhibit booths at scientific meetings and tradeshows to provide information and for recruitment purposes.

NIST will be in attendance at the 2025 IEEE International Conference on Robotics and Automation and requires exhibit booth space to provide information and for recruitment purposes. The conference only allows exhibit rentals directly through its organizer, IEEE. Therefore, IEEE is the only capable source.

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within Chatham County, Georgia.

Both the RRC services for in-house RRC beds and the Home Confinement services for Home Confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, March 2022 SOW”.  Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW.  Additional requirements for these services are referenced throughout the SOW as well.  This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for all line items.

The RRC In-House requirement will consist of a maximum of 55 beds in which 49 beds will be designated for males and 6 beds designated for females for the One-year Base Period and each of the Four One-year Option Periods

The Home Confinement requirement will consist of a maximum of 35 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods.

The Home Confinement Radius will be within 100 miles of the RRC.

It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.

TITLE:  Request for Interested Sources for Cisco and Aruba Network Equipment Contract.

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet requirements to provide Cisco and Aruba network equipment. 

Vendors must offer on-site support upon request for 120 days post-delivery for each delivery order, at no additional charge to the Government.

REQUIREMENTS:

Cisco Gold: Interested vendors MUST be at least Cisco Gold Certified partners prior to submitting proposals, and must maintain this certification throughout the life of the contract.

Vendors shall source all Cisco products directly from Cisco and the Vendor confirms to have sourced all new Cisco products submitted in this offer directly from manufacturer. No refurbished/re-certified products will be accepted. No substitutions of any Cisco products will be considered.
The Government reserves the right to verify the license validity of the Cisco products with Cisco Systems, Inc. prior to acceptance.

Orders against the contract would have DPAS rated contract with a DO-A7 rated order of 90 days or less certified for national defense, emergency preparedness, and energy program use under the Defense Priorities and Allocations System (DPAS) (15 CFR700), and the Contractor will be required to follow all of the requirements of this regulation. No partial shipments or partial payments authorized

Description

DLA Distribution at Marine Corps Logistics Command (MCLC), Albany, Georgia has a requirement for a

contractor to provide all management, supervision, and labor to perform receipt, stow, rewarehousing, inventory, issue and delivery of material in support of a maintenance activity utilizing the utilizing the Distribution Standard System (DSS) and Maintenance Center Productivity and Labor Management System (MCPALMS).

The North American Industry Classification System (NAICS) code for this requirement is 493110 and the small business side standard is $30.0M.  This acquisition is a competitive, 8(a) set-aside.  The SBA Requirement Number is 0303-20-111819-01.

The solicitation will result in a hybrid, firm-fixed-price and cost reimbursement single award indefinite delivery indefinite quantity contract for a five-year ordering period with no options.  The following services and anticipated contract pricing structure are as follows:

  • Warehouse and distribution services: firm-fixed-price

The current contract was solicited under SP3300-15-R-5004 as a competitive 8(a) Set-Aside. Contract SP3300-16-C-5004 was awarded to LogZone Inc. on December 15, 2015. The period of performance for the current contract is a one-year base period and four, one-year option periods, with the final option period ending December 14, 2020.  The current contract ceiling amount is $16,375,706.81, which includes the last option and processed modifications.

This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation.  The contract will be awarded using the provisions of FAR 15 utilizing “Best Value/Trade-Off Analysis” procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and cost factors, which offer the best value to the Government. 

It is anticipated that the FINAL Request for Proposal SP3300-20-R-5003 will be posted to this site on or about March 18, 2020.  Amendments to the Request for Proposal will also be posted to this site.  Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation.  There will be no advance notification of amendment issuance.

This Request for Proposal (RFP) is to establish a follow-on sole source contract to provide new production requirements and Contractor Logistics Services (CLS) required to sustain the Common Munitions BIT/Reprogramming Equipment (CMBRE) Systems to include the capability to repair CMBRE systems, provide consumable production, parts production, sustaining engineering, program management, and maintain cyber security requirements.  The contractor shall furnish all material, support equipment, tools, test equipment, and services.  The contractor will be responsible for providing, maintaining, and calibrating all support equipment at their facility or a subcontractor’s facility.  Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.  The CMBRE system consists of the CMBRE Plus (NSNs 6625-01-535-4586 and 6625-01-654-1986) along with adapter units (ADUs) and all associated cables.  Specifically, the CMBRE Plus consists of three cables: Test Adapter Unit (TAU) case, Controller Unit Test case, and The CMBRE Accessory Kit case.

In addition, the ADU-891 consists of two cases: one case houses a switchbox and munitions unique interface cable, and the other case holds the remaining munitions unique interface cables.  The ADU-890 is a single case containing a switchbox and munitions unique interface cable.  The CMBRE systems are used in weapons build-up areas by the United States Air Force (USAF), United States Navy (USN), and numerous foreign military forces.  All CMBRE Interface Test Adapters (ITA), Initial Spare Kits, ADU-891 Conversion Kits, and all associated cables will be covered under this strategic contract.

For the production portion of the contract, the supplier must provide the following:  ADU-890/E (NSN 6625-01-533-0798), ADU-891(V)1/E (NSN 6625-01-543-8090), ADU-891(V)3/E (NSN 6625-01-561-0677), ADU-891A(V)2/E (NSN 6625-01-638-6914), CMBRE initial spares kits, and assorted items belonging to the CMBRE configuration.

For the Contractor Logistics Support (CLS) service portion of the contract, the supplier must provide Program Management, Technical Support, Depot Level Repair, Engineering Services for Obsolescence Mitigation, meet and assist with cybersecurity of the CMBRE system, and as-needed and per Government request, development and implementation of FMS Familiarization & Fault Isolation Courses.

This Indefinite Delivery, Requirements type contract will include a basic twelve (12) month period of performance with four (4) twelve month option periods.  Per FAR Clause 52.217-8, Option to Extend Services against applicable orders will also be included.  Quantities are based on Best Estimated Quantities (BEQ).

Destination and delivery requirements are to be determined (TBD) and will be cited with the issuance of individual task/delivery orders.

Solicitation documents will be posted to SAM.gov website.  Electronic procedure will be used for this solicitation at SAM.gov.  No telephone requests will be honored and no hard copies will be mailed out.

Tentative Period of Performance: June 1, 2025 – May 31, 2030

Title: ICATT Pharmacy Services

SECTION 1 – BACKGROUND

At the start of the COVID-19 pandemic, the Increasing Community Access to Testing (ICATT) program contracted with pharmacies to provide community pharmacy and surge sites maintained through a public-private partnership with various national pharmacy chains, independent pharmacies, and laboratories. Since 2020, ICATT contractors have performed nearly 50,000,000 tests and administered nearly 900,000 vaccines. As the country transitioned out of the Public Health Emergency (PHE), the ICATT program integrated vaccination delivery, medical assessment, and therapeutics disbursement to create a single point of access for acute care services.

The ICATT program has been re-branded as Increasing Community Access to Testing, Treatment, and Prevention (ICATT) to reflect the inclusion of disease-agnostic medical countermeasures for under-resourced populations/communities and additional support for routine public health surveillance and research.

SECTION 2 – PURPOSE

This procurement will provide large scale nationwide testing, assessment services, therapeutics, vaccines, sample collection and forwarding, and surge services/emergency response across the nation. The option to participate in Outreach and Education projects, as well as provide 3rd party Data Acquisition, and Distribution of Medical Countermeasures is also included.

If effectively implemented, these strategies (thereafter referred to as countermeasures) will identify and track disease pathogens, minimize disease transmission, prevent outbreaks in institutional and community settings, support public health surveillance and research, and prevent the spread of disease in under-resourced populations/communities. Expansion of the ICATT program scope of services and the breadth of public health activities highlights the national importance of the public-private partnerships between the federal government and pharmacies. 

The government seeks partnerships with capable private contractors to develop and maintain a national model to provide countermeasures at no-cost to uninsured patients and other vulnerable populations.  The Contractor must have sufficient capacity to meet the needs in communities of interest nationwide.  The performance requirement is to provide pharmacy countermeasures to targeted populations and areas defined by the Federal Government, at an agreed upon price per service.

SECTION 3 – SCOPE OF WORK

Potential contractors would be responsible for the end-to-end program and site management of all provided services.  This could include, but is not limited to, executive management, control systems, quality assurance plans and processes, reporting procedures, data management and required government reporting, patient screening, registration, physical site management, materials storage and management, specimen testing and/or shipping, and results communication.

Contractors are required to participate in all tasks of Core Services and Surge Services/Emergency Response. The additional tasks are optional.

1. CORE SERVICES 

Task A: Testing

The program objectives will be achieved through providing diagnostic testing to ensure equitable access to services for under-resourced communities and to support public health surveillance and research.

The government is interested in contractors capable of providing a selection of the following tests nationwide. While not all tests listed below are mandatory, the Contractor is encouraged to provide a broad mix of tests and sites to ensure resource and test manufacturing limitations do not impact contract performance.

Task B: Medical Assessment

The program objectives will be achieved through providing medical assessment to ensure equitable access to medical services for under-resourced communities. The assessment may be provided by in-house pharmacist or via telehealth options. The Contractor shall provide program management oversight for medical assessment services.

The Contractor is responsible for providing appropriate personnel to conduct comprehensive medical assessments under the following terms:

  • Prescription Eligibility Determination: The appropriate personnel shall assess patients to determine their eligibility for prescriptions based on current clinical guidelines and regulatory requirements.
  • Test Interpretation: The appropriate personnel shall provide interpretation of diagnostic tests, ensuring that results are accurately understood and effectively communicated to the patient or their designated healthcare provider.
  • Non-Clinical Treatment Recommendations: The appropriate personnel shall offer evidence-based, non-clinical treatment recommendations tailored to individual patient needs, adhering to recognized standards and best practices in the field.

Task C: Therapeutics

The program objectives will be achieved through providing access to the appropriate therapeutics to ensure equitable access to medical countermeasures in under-resourced communities.  The Contractor shall provide program management for therapeutics services.

Task D: Vaccines 

The program objectives will be achieved through providing vaccination services to ensure equitable access to services for under-resourced communities.  The Contractor shall provide program management oversight for vaccine services and site operations.

TASK E: Sample Collection and Forwarding 

The program objectives will be achieved through the Contractor's obligations to      collect, handle, and forward biological samples for diagnostic purposes as per Government directives. 

Types of Collection could include but are not limited to collection by trained   personnel, observed self-collection, and unobserved self-collection samples listed below. 
              *Examples are provided for reference only but do not limit the use of sample type.

  • Respiratory Swab (COVID-19 Antigen, Flu A&B)
  • Conjunctival swab (Chlamydia)
  • Respiratory specimen (Tuberculosis)
  • Throat swab (Group A Strep)
  • Blood Sample (Cholesterol, HIV, Hepatitis C, STD)
  • MonoSpot blood test (Mononucleosis)
  • FingerStick (A1C, Glucose)
  • Urinalysis (UTI, STD)
  • Skin Lesion material (Mpox)
  • Saliva (COVID-19)

The Contractor shall submit specific specimens for further characterization (e.g., genomic sequencing, culture) to state or federal laboratories, or affiliated laboratories, as identified by the Government.  

CLIN 0002: SURGE SERVICES AND EMERGENCY RESPONSE 

The program objectives will be achieved through the Contractor's provision of a comprehensive plan and capability to mobilize teams in response to a public health emergency requiring surge services or a federally declared emergency response.

Surge and Emergence Response responsibilities would require:

  • The Contractor to sustain surge and emergency response capabilities for all Core Services covered in the Contract.   
  • The Contractor to sustain the capability to deploy to disease outbreak zones, including standing up flexible off-site service options to rapidly reach government identified affected communities. 

CLIN 0003: DATA ACQUISITION 

The program objectives will be achieved by providing access to pharmacy collected data on testing, immunization, therapeutics, or other medical services provided in commercial pharmacies, laboratories, retail health clinics, or other locations.

CLIN 0004: OUTREACH AND EDUCATION

The program objectives will be achieved through the Contractor's provision of Outreach and Education distribution services upon request. The Contractor shall have in place national large-scale integrated communications platform for use with information dissemination.

CLIN 0005: MEDICAL COUNTERMEASURES DISTRIBUTION  

The program objectives will be achieved through the Contractor's distribution of medical countermeasures as a temporary solution until state and/or federal services and programs are operational. Medical countermeasure dispensing and administration is the ability to provide medical countermeasures to partners, targeted population(s), or communities to prevent, mitigate, or treat the adverse health effects of a public health incident, including mitigation of disease spread. 

Questions

  1. Briefly describe the approach to managing end-to-end services for the Core Services tasks and speak to the readiness of existing systems to support the necessary infrastructure including: 
    • Capability to provide sites located in defined HHS contiguous regions.
    • Capability to provide sites that are operational for a minimum of eight hours a day, at least 5 days per week (any day of the week).
    • Capability to provide sites with extended hours (at least 3 hours) before 9am or after 5pm, if the demand in the areas require extended hours.
    • Capability to provide staffing to support all hours of site operation.
    • Capability to provide employee training in all areas of service requirements.
    • Capability of reporting data to a federally managed system.
    • Established process for performing insurance discovery and medical/pharmacy claims processing.
  2. When considering the proposed tasks in the Core Services, what challenges do you foresee in fulfilling the listed requirements?
    • Are all the activities in Task A currently available? And if not, which ones are not available?
    • If Task A capabilities are not available, could any be available under a sub- contractor relationship? Which ones?
    • If offered, would a phased-in approach support future implementation of capabilities not currently available?  Which capabilities would this apply to.  
  3. The management of end-to-end services would require an existing robust administrative, quality, and operational management system to be in place. Please provide capabilities or challenges with the following expectations.              
    • An existing online patient registration/scheduling system that describes the available services and processes and applies patient screening criteria and can accommodate drive-through and walk up patients.
    • Notifying patients of results including follow-up options.
    • Ordering of services by a licensed healthcare practitioner where required and/or allowed.
    • Distribution and tracking of appropriate therapeutics or treatment information.
    • Reporting all required data to public health agencies and the federal                                       government, and
    • Quality system essentials including assessments, continual improvement plans, customer focus, documents and records, equipment, facilities and safety follow up, personnel competency, process management, and more.
  4. When considering Surge or Emergency response requirements, please provide examples of your experience with the following:
    • Sustaining ongoing surge and emergency response capabilities for any of the Core Services tasks.
    • Capability to deploy to government identified high-need areas, including standing up flexible off-site service options to rapidly reach affected communities. 
  5. The potential Contract will include a CLIN for providing the distribution of medical countermeasures as a temporary stopgap in the event of an emergency.  Medical countermeasures (MCMs) can include antiviral drugs, antitoxins, antibiotics, personal protective equipment, and materials designed to prevent or mitigate disease spread, illness, or injury. Please describe your current capabilities or concerns with the following:
    • The Contractor shall have an established distribution system that can receive, store, track, distribute, and report for reimbursement.  
    • The Contractor shall distribute goods based on Government indicated areas of participating partners, targeted populations, or communities.
  6. The CDC seeks general feedback from potential vendors on the following topics and/or potential scenarios.
    • Provide recommendations to mitigate disruption of service due to potential legislative or regulatory changes. (ie. Public Health Emergency declaration, Prep Act, or similar legislation, CLIA requirements)
    • What current options and/or capabilities do you have to potentially provide pharmacy services to rural communities?
