The purpose of this notice is to identify potential sources who can provide Snow and Ice Removal Services for the Indian Health Service (IHS), Nashville Area Office (NAO), Mashpee Service Unit in Mashpee, MA.
The Government is seeking input to determine the availability of vendors who meet the definition of an “Indian Economic Enterprise” (HHSAR 326.601), and also/or sources that meet the small business size standards under the associated NAICS. The result of this market research will contribute in determining the method of procurement and acquisition strategy. This notice does not commit the Government to issue a solicitation or make an award.
Description of Services: The Contractor shall provide Snow and Ice Removal Services. Refer to attached Statement of Work (SOW) for more detail and requirements.

DESCRIPTION:
The Department of Defense (DoD) is replacing a protocol converter used to exchange Interfacility Data (IFD) with host nation Area Control Centers (ACCs) at its Outside Continental United States (OCONUS) air bases. The Standard Terminal Automation Replacement System (STARS) is the system that combines radar data with flight and track data received via the Interfacility Data Transfer (IFDT) interface for ATC.
STARS is designed to interface with Federal Aviation Administration (FAA) Air Route Traffic Control Centers (ARTCC). STARS is unable to interface with host nation ACCs at OCONUS installations; APEX is expected to provide this interface. Requirements to enable STARS to connect to host nation ACCs to exchange flight data (flight plans and amendments), track data (automated handoffs and point outs), and test data are described later in this document. The hardware and software shall be compliant with the Host Nation electronic standards. APEX shall be interoperable with ACC Air Traffic Automation and Flight Plan Systems and DoD STARS.
The APEX System will facilitate the following ATC functions between STARS and the host nation ATC automation system:

Subject: Payload Operations and Sustainment of the Existing Battlefield Airborne Communication Node Operations and Sustainment program
This RFI is solely to inform the Government’s market research for a Payload Operations and Sustainment contract for the Battlefield Airborne Communication Node (BACN) Operations and Sustainment program. Currently the BACN program consists of two primary contracts: (1) The BACN Operations and Sustainment Support (BOSS) Indefinite Delivery Indefinite Quantity (IDIQ) contract and (2) The BACN Platform Maintenance Contract.
The current BACN IDIQ contract was awarded to Northrop Grumman Mission Systems (NGMS) in January 2021. This contract provides support for the fielded BACN payloads and ground systems, including their operations, maintenance, and sustainment in both Continental United States (CONUS) and Outside the Continental United States (OCONUS) operating locations. Under this contract, NGMS also provides the personnel for all operations and maintenance support. The ordering period for this contract ends in January 2026 and the Period of Performance ends in January of 2027.
The Air Force Life Cycle Management Center (AFLCMC/HNAB) is seeking information from interested contractors who are capable of providing operations and sustainment support of the existing BACN weapons system. This RFI is intended to gather information and evaluate industry capabilities in providing the operation and sustainment of the BACN system capability.
The existing communication system facilities tactical edge information exchange by addressing communication issues associated with incompatible systems, adverse terrain and distance. It achieves these capabilities without modifying or placing size, weight and power (SWaP) loads upon end user platforms. The system operates as a multifaceted gateway communications system, providing the military commander with a versatile means of exchanging information from multiple air, ground, and maritime sources. This includes host nation, joint, and coalition forces via message replay, translation and forwarding.

The Bedford VAMC Campus, has a requirement for a Firm Fixed Price Construction contract that requires a general contractor to provide all labor, materials, tools, equipment, and supervision necessary to perform work under this Construction project in accordance with the Contract Documents, including technical specifications and drawings,and the attached SOW. The general scope of the requirement is to update the current WiFi within the medical center IAW the Statement of Work.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Defender Mobile Situational Awareness Toolkit (DMSAT) provides a Defender-enhanced mobile Common Operating Picture (COP). DMSAT provides mobile patrols, whether mounted or on foot, a view into the positioning of themselves and other Defender elements overlayed on a terrain map, as well as a means of communication. DMSAT is one of three lines of effort for the larger Defender Multi-Domain Command, Control, and Communications (DMDC3) initiative. DMSAT’s fixed and mobile capability is intended to deliver multi-domain situational awareness for Defenders at the edge. DMSAT consists of command post and mobile end user devices that connect Defenders to each other, their leadership, other base responders, and joint/coalition forces. DMSAT enables leadership to execute command and control with an enhanced understanding of rapidly evolving situations, the environment, and their forces.
Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. DMSAT aims to enhance the situational awareness and communication capabilities for users. This is accomplished through a hardware, software, and cloud service infrastructure. The Tactical Assault Kit (TAK) user interface software is the primary software user interface for DMSAT. TAK is a Government-owned and -maintained situational awareness software suite with a variety of plug-ins to expand on operational capacity and use cases of the software. TAK software development is managed by the TAK Product Center (TPC), and updated versions are released approximately once a quarter. The user interface can be viewed in a series of configurations on mobile end-user devices (EUDs), laptop orientation, and static computing capabilities. Mobile EUDs allow for the remote access, management, and sharing of data across the DMSAT network. The DMSAT network can be expanded with outside systems for data sharing purposes, due to the open interface standards and common data languages upon which TAK was developed. The modular approach to DMSAT allows users to interact with the TAK user interface with the appropriate hardware that fits operational needs in an effective and cybersecure manner.
DISCLAIMERS: We will use this RFI to inform our market research, acquisition strategy, and to help the Government promote competition for this requirement by identifying potential sources and gauging interest from industry. The Government is interested in hearing from all potential and interested businesses who have the capability to provide the products and perform the services addressed within this RFI.

Cape Cod Canal, Buzzards Bay, MA – Painting and Steel Repairs, Vertical Lift Railroad Bridge
The U.S. Army Corps of Engineers, New England District is issuing the Painting and Steel Repairs at the Vertical Lift Railroad Bridge at the Cape Cod Canal in Buzzards Bay, Massachusetts. The NAICS code for the work described below is 238320. The project is planned to be issued in November 2024 and will be unrestricted. The period of performance will be approximately 545 days. The estimated magnitude of this project is between $10,000,000 - $20,000,000.
The Vertical Lift Railroad Bridge carries an active railroad track across the Cape Cod Canal Navigation Channel in the vicinity of Buzzards Bay in Massachusetts. The bridge, constructed in 1935 under the direction of the United States Army Corps of Engineers, is a three-span bridge with one main moveable lift span which is flanked by a tower (257-foot tall) and approach span at each end. All spans are composed of bolted and riveted steel through trusses. The main lift span is 544 feet long and when in the raised position provides a vertical clearance of 136 feet above mean high water to accommodate vessel traffic below the bridge. The approach spans are 128 feet long.
The scope of this project shall include blast cleaning all the metalwork of the bridge down to bare metal and application of a high-performance paint system. The preparation methods will likely include solvent cleaning (SSPC SP 1) to remove all visible oil, grease, and other contaminant residues followed by commercial blast cleaning (SSPC SP 6/NACE No.3). The paint system to be applied is anticipated to be a three-coat system. Potential bidders may refer to EM-385-1-1 for requirements related to abrasive blasting, air monitoring and full containment on USACE projects. In addition to the painting, there will be a limited number of steel repairs required on the structure at the towers and center span. The bridge will need to be properly balanced at all times. All use of tools or equipment that may affect the balance of the span will require the Contractor to furnish and install balance blocks on the Bridge counterweights.
During the project, the navigation channel below the moveable span of the bridge will remain open. Additionally, the Railroad Bridge is required to remain functional to accommodate scheduled trains daily. The Mass Coastal Railroad utilizes the bridge to haul waste from Cape Cod typically six days a week. The State provides passenger rail service on weekends during the summer months. The passenger train typically requires the vertical lift bridge to operate six times per week from June to September.
Potential bidders shall note that there will be significant coordination requirements with MBTA, the Mass Coastal Railroad as well as the Cape Cod Canal Marine Traffic Controller to successfully sequence the work of this project.

Objective: DEVCOM-SC is seeking information on technologies or capabilities to achieve rapid biological decontamination of water for safe drinking. Outcomes will provide individual warfighters or small units with technologies to generate potable water at the point of need or reduce the demand for water in connection with combat feeding operations. Developed field portable capabilities should deliver potable water in austere environments
Background:
Membrane based filtration devices for biological decontamination of water resources have drawbacks such as short-service life due to fouling, potential for breakthrough if there is filtration membrane or seal failure, and limited throughput for field feeding (i.e. individual size, potable system with hand pump). Chemical treatments can be added to water for microbial decontamination but are not fully effective against Poliovirus and provide limited protection against protozoan cysts, therefore not meeting DoD Tri- Service Drinking water standards. Additionally chemical treatments impart objectionable color, odor, and taste and do not reduce raw water turbidity on there own requiring filtration for better platability. Developing novel technologies for biological decontamination of personal water resources that do not require filtration or chemical additives we will be addressing the Combat Feeding objectives 1) Develop scalable technologies to extract potable water and/or purify existing water from all sources and 2) Develop alternative hydration technologies to augment seven-day water needs. Improvements in water purification capabilities will enhance Soldier survivability by providing a microbiologically purified source of water and by improving palatability increase the motivation to hydrate.
Requirements:
Desirable water disinfection/purification technology(s) will meet EPA performance standards (OCAPP 810.26008) for emergency disinfection of small quantities of drinking water of questionable potability (i.e. water sourced from lakes, streams etc. that lack bacteriological monitoring data). Water treatment throughput/rate will meet requirements set forth in the Army Water Planning Guide (2023) for potable water consumption per day but can do so with varying strategies (i.e. high flow rate at source, treatment on the move). Environmental factors affecting water consumption needs will control recommendation for application of candidate water treatment technologies. The prototype device or system should be man-portable (i.e. collapsible, foldable, compact dimensions for the dry system), total system weight of 16 ounces (dry weight), have a low power requirement and be power satisfied by various sources (photovoltaic, battery, thermoelectric generator, or human powered). Ideally a “no power” requirement would be a preferred solution. The device must be capable of being used and operated with water temperatures from 39 to120°F (4 to 49°C), in environments with temperatures from -27 to 125°F (-33 to 52°C) and produce potable water at a rate of 1.5 - 2.0 L/hr upto 16 L/day (over 8 hr).

U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division in support of U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Agilent Technologies, Inc. located at 2850 Centerville Rd, Wilmington, DE 19808-1610 under the authority prescribed in FAR 13.106-1(b)(1).
The Government requires a full coverage maintenance and repair service contract for twenty (20) specialized lab instruments, as laid out in the redacted limiting competition document, that provides unlimited repairs and on-site service for the listed systems within 48 hours after call (excluding weekends and holidays). The vendor shall maintain the instruments so that they remain in operational condition to perform accurate, verifiable, and repeatable measurement/analysis on both the GC and LC systems. The contract shall include one preventative maintenance visit per system, annually, to include all parts, travel and labor. Upon conclusion of a visit, the vendor shall ensure all systems are in operational condition to deliver accurate, verifiable, and repeatable results.
As part of this requirement, the vendor shall adhere to the following conditions:
-The vendor shall use only Agilent certified and trained engineers to perform repairs and preventative maintenance.
-The vendor shall provide the Government a direct telephone line for support from an Agilent licensed trained service engineer.
-The vendor shall use only factory recommended replacement parts in repairs.
-The vendor shall provide all needed software updates and upgrades to the equipment.
-The vendor shall provide a certificate of calibration after the preventative maintenance visit for each system as well as a service report after each repair that documents steps taken in the repair and the parts replaced.
-The vendor shall provide a service guarantee that a factory authorized escalation of service shall be provided to the Government to resolve difficult problems with the above equipment, including escalation to the factory engineering expertise if necessary.
