This Sources Sought Notice is being posted to satisfy the requirement of Federal Acquisition Regulation (FAR) 15.201(e) and Defense Federal Acquisition Regulation Supplement (DFARS) PGI 206.302-1.

The Naval Air Systems Command, PMA-265 (Program Office for F/A-18 and EA-18G Aircraft), is soliciting information from industry to determine potential contractors who have the skills, experience, qualifications, and knowledge required to successfully support Block III Retrofit Kits and Weapon Replaceable Assemblies (WRA) to include, Advanced Cockpit System (ACS), Audio Management System (AMS), Digital Communication System, Generation 5 (DCS Gen 5), and Deployable Flight Incident Recorder (DFIRS) Mid-Life Upgrade (MUP) (DFIRS MUP), as well as ancillary services.

Supplies and/or services to be procured under include the following: the purchase of components, material, parts; obsolescence mitigation; technical support; troubleshooting support; engineering/trouble report investigations; feasibility and integration studies/efforts; interchangeability assessments; hardware/software/firmware redesign/development/updates; certification testing; configuration changes; data collection, processing, and analysis.

The Boeing Company and its subcontractors are the original designers, developers, and manufacturers of the Block III used on the F/A-18 & EA-18G . As such, they possess the requisite technical data and knowledge to meet the Navy’s requirements.

The contractor shall be responsible for obtaining from Boeing and/or its subcontractors, all manufacturing drawing and proprietary specification data necessary to support the production of Block III.

THIS SOURCES SOUGHT NOTICE ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements as stated in this synopsis. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. Vendors can additionally provide a capabilities statement of no more than 1 page in length that demonstrates the respondent’s ability to meet the requirements as specified herein . The Government is interested in receiving vendor’s commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. The following is a Sources Sought Notice. This Sources Sought is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330, Engineering Services(A-E) services.   This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. No SF330s are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This Sources Sought announcement  will not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice.

These services will be procured in accordance with 40 U.S.C. Chap 11, Selection of Architects and Engineers (formerly known as the Brooks Architect Engineer Act) as implemented in FAR Subpart 36.6 and DFARS Subpart 236.6.

The U.S. Army Corps of Engineers (USACE) Kansas City District (NWK) seeks qualified AE firms interested and capable of providing an array of design services for the Department of Veteran's Affairs (DVA) John Cochran Medical Center (JCMC)  located at 915 N Grand Blvd, St. Louis, MO 63106.  The Government is contemplating an Unrestricted (UR), A-E, Single Award Task Order Contract (SATOC), Indefinite Delivery Contract solicitation. The estimated ordering limitation of all task orders issued under the SATOC will have a maximum ordering capacity of one hundred million ($100,000,000.00) dollars. The base ordering period for this contract will be five (5) years with one option to extend the ordering period for an additional five (5) years. It is anticipated that a solicitation announcement will be published in the Procurement Integrated Enterprise Environment in the 2nd Quarter of FY2026.

Firms must be capable of performing work to support the planning, design, and construction phase services for the construction of a new health care facility and supporting facilities. Firms must be capable of progressing the current conceptual schematic design using the collaborative Integrated Design and Construction (IDaC) project delivery method. IDaC is a USACE alternative Early Contractor Involvement (ECI) delivery method that requires extensive collaboration between the Owner, Designer of Record (DOR), and Construction Manager / General Contractor. The A-E collaboration requirements include continuous open team communication; partnering; willingness for the A-E to incorporate alternative designs and materials and include changes to schedule; phasing plans; specifications; means and methods of construction throughout the collaborative design progression period that takes place during the construction contractor’s preconstruction phase services.  A summary of the IDaC delivery method is attached to this announcement.

Required services may include the preparation of special reports; planning and design charrettes; studies; development of design criteria for performance contracts; design of construction;  documenting basis of design; developing, updating, and reconciling construction cost estimates. The task orders may include but are not limited to design work involving site investigation, geotechnical reports, topographic surveys, preparation of contract drawings, technical specifications, design analyses, life cycle cost analyses, and continuous real-time computer aided cost estimating and cost reconciliation with third party estimates. Electronic security system design, anti-terrorism/force protection design, progressive collapse, seismic design, cyber security, and network engineering may be required. Resiliency, reliability, and sustainability will be important considerations.

Total building commissioning, with a perspective as designer may be required. Construction phase services, including shop drawing review, design during construction, site visits, etc., could be included in task orders. Building Information Modeling (BIM) technologies, CADD and GIS deliverables may be required. Specific requirements will be determined based upon project requirements and described in each task order. Project assignments will typically require performance in an office setting and on-site.

The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition and is considering various acquisition strategies to deliver this project and requests input from industry. The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response:

1. Organization name, address, email address, website address, telephone number, business size (small or large), and type of ownership for the organization; include UEI number and CAGE code.

2. Firm's interest in providing an SF330 on the pending solicitation once issued.

3. Experience:

            a.  Evidence of capabilities to perform work comparable to that required for this project (e.g. design of medical facilities and ancillary structures providing a wide variety of patient care services, design of a campus requiring phased demolition and phased construction, design of facilities utilizing the DVA's Technical Information Library).

            b.  Provide three recent relevant/comparable projects (not more than ten years old). Include the project name; dollar value of the project; description of the key/salient features of the project and those that demonstrate similarity to the work required under the proposed SATOC; identify the contracting office & the customer/user (include POC information); and identify/discuss the acquisition method (e.g., sealed bid, best value), contract type (e.g., Firm Fixed Price, Fixed Price Incentive Successive Targets [FPIS], and delivery method (e.g., Integrated Design and Construction [IDaC],Guaranteed Maximum Price [GMP], Design-Bid-Build, Design-Build, Early Contractor Involvement [ECI], Construction Manager as Constructor [CMc], etc.).   Responses should address the firm's capability to construct a hospital or medical center facility and the challenges associated with large, complex medical facilities.

4. Identify if, based upon the scope of this project, you would form a joint venture to execute this work.  Provide Joint venture information, if applicable, including UEI and CAGE Code.

5. Provide the firms plan to include small business participation to the maximum extent practicable.

Project Labor Survey – LCAAP Contaminated Waste Plant Construction Independence, MO

The Corps of Engineers Kansas City District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large scale construction project (between $100,000,000 and $250,000,000) within the Kansas City Metropolitan area.

The adoption of Next Generation Ammunition at the Lake City Army Ammunition Plant (LCAAP) will result in the addition of many new chemical compounds to the existing manufacturing base. Currently, ten (10) of these new compounds are believed to be incompatible with existing LCAAP waste streams. Many new materials are energetic in nature and will require specific processing to neutralize the energetic hazard prior to discharge into the local water sewage system or discarding as solid waste.

This project is anticipated to include construction of a new contaminated waste plant consisting of a new decontamination facility, renovating buildings 160/161 to accommodate the new waste streams and replacement of a critical lift station in support of the new Next Generation Squad Weapon program.

A project labor agreement is defined as a pre-hire collective bargaining agreement with one or more labor organization that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. § 158(f).

Federal Acquisition Regulation (FAR) 22.503 provides the following guidance:

(a) Project Labor Agreements are a tool that agencies may use to promote economy and efficiency in Federal procurement.  Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. 

(b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will--

(1) Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and

(2) Be consistent with law.  (Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR 52.222-34 Project Labor Agreement).

The Kansas City District requests responses to the following questions:

  1. Do you have knowledge that a PLA has been used in the local area on projects of this kind?  If so, please provide supporting documentation?
  2. Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project?  If so please elaborate and provide supporting documentation where possible.
  3. Are you aware of time sensitive issues/scheduling requirements that would impact the rate at which the referenced project should be completed?  If so, please elaborate and provide supporting documentation where possible.
  4. Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.
  5.  Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.
  6.  Please identify any additional information you believe should be considered on the use of a PLA for the referenced project.

The Agricultural Research Service (ARS) is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, Woman-Owned, and certified 8(a) firms and large businesses as potential sources for scientific equipment usage for ARS scientists located at the Donald Danforth Plant Science Center in accordance with the attached Statement of Work.  The associated North American Industry Classification System (NAICS) Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).  The Small Business Size Standard is 1,000 employees.  The following information is provided to assist the ARS in conducting Market Research to identify potential contractors for this effort:

Sources Sought for the Lease/Purchase of Modular Units for the Veterans Affairs Swing Space to support the construction of the John Cochran Hospital Replacement in St. Louis, MO.

The following is a Sources Sought Notice.  This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes and for determining the acquisition approach.  No proposals are being requested and none will be accepted in response to this notice.  THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.  The purpose of this notice is to gain knowledge of industry standards, interest and capabilities of the Small Business Community. This effort is classified through the North American Industry Classification System (NAICS) under 531120 Lessors of Nonresidential Buildings. ($27.5M Small Business size standard).

It is anticipated that a solicitation announcement for a total small business set-aside will be published on the Federal Business Opportunities website early Fiscal year 2025. The estimated lease duration is 5 years with options for extension of the lease duration.

The US Army Corps of Engineers, Kansas City District (USACE) is seeking contractors to provide temporary modular facilities for the VA Swing Space. The Swing Space will be the temporary replacement offices for the VA staff during the construction of permanent facilities on the current site. The project is the replacement facility for the John Cochran Hospital located in St. Louis, MO

The government is seeking 25,000-30,000 square feet of new prefabricated, modern quality, modular construction office space in the general area of the St. Louis John Cochran VA Medical Center. The space can be either two levels with elevators or a single level. The space will be leased, and the term may include renewal options for up to 8 years. The proposed space shall be fully maintained throughout the lease. Sources for space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease.

The Kansas City District is soliciting feedback from the Small Business Community as part of our market research efforts associated with this acquisition.  The following information is requested in this Sources Sought (SS) announcement with a limit of twenty (20) pages for your response:  Please respond to the appropriate section below.  Our intent is for all interested firms to submit a response to this sources sought.

The initial intent is for this to be a turnkey facility, with the selected contractor providing site plan, floor plan, furniture layout (provided and installed by others), site prep, concrete walkways, delivery and set-up, removal of facilities at the end of the lease.  The contractor would also be responsible for utilities, security fence, operation and maintenance of the facility and the site.

1. Firm’s name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include DUNS number and CAGE code.

2. Experience:  Evidence of capabilities to perform work comparable to that required for this project. Provide 3-5 recent, relevant, comparable projects completed in the last 8 years.  Submittal must include the project name; contract number; dollar value of the project; description of the key/salient features of the project. Include a detailed explanation of the scope of work your firm performed. Identify the contracting office and the customer/user (include Point Of Contact information).  Pictures of the construction and set-up of one project would be helpful.  A video if available of the Modular Industry Process from order to installation that would help educate our client would be helpful.

3. Based on the information above, please explain your standard processes, including lease terms, delivery time from award/order, what part of the scope would be done in house and what would be subcontracted.

4. Explain how you would provide the O&M for the leased facilities, what is the standard turn around on a maintenance call? Would these services be subcontracted?  The Lessor shall have a representative available to promptly respond to deficiencies, and to immediately address any emergency situations.

5. Explain your standard process regarding design, manufacturing, standard options other unique elements for consideration.

The General Services Administration, Supply Chain Management Contracting Division, is posting a Request for Quote (RFQ) for a special order item. Vendors quoting must be registered to receive Purchase Orders via EDI or through OMS Vendor Portal. This RFQ is a brand name requirement with an item product description (IPD) included at the bottom of the RFQ. All delivery locations will be within the Continental United States and shipments must be compliant with MIL-STD-129 marking and labeling.
