NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. This is a Request for Proposal for a dorm renovation at building 2621 is a new construction requirement for Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey. The work includes work for 62 bedrooms and 24,530 sq ft of demolition, construction, renovation, and incidental related work and will consist of areas that are typical of living spaces for dormitories. There is one bid option for the requirement which encompasses the entire dorm renovation. The construction requirement shall include but is not limited to the following: 


-Relocation of existing hot water systems; installation of new chilled water system, fan coil units, dedicated outdoor air system & HVAC control system. 
-Refurbish bathrooms and bedrooms with new finishes, plumbing fixtures, shower stalls, and casework. 
-Relocate telecom rooms, and refurbish hallways and public spaces with new finishes, signage, and window blinds. 
-New electrical service entrance switchboard, new LED lighting throughout, additional grounding, and telecom outlets. 
-Upgrade Fire Alarm System. 
-Demolition of all unused wiring systems and devices. 
-Hazardous material removal and remediation of asbestos, lead paint, and mold.

Notice to Offeror: Funds are not presently available for this. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.

DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District hereby issues a Request for Proposal (RFP) W912QR25R0014 to Construct a Vertical Skills Instructional Facility on Joint Base Maguire Dix Lakehurst (JBMDL) for the Army Reserves. This project is a design/bid/build project to construct new Vertical Skills (Material Handling) and General Instruction Classroom facilities at 9,500 SF. The building will be of permanent construction with heating, ventilation, air conditioning, plumbing, mechanical, security, and electrical systems. Supporting facilities include site development, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, and information systems. Sustainability, energy, and cybersecurity measures will be provided as will furnishings, equipment, and accessibility for the disabled. Force protection physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Facilities will be designed to a minimum life of 40 years including energy efficiencies, building envelope and integrated building systems performance.

The project contains options such as: resurfaced parking areas, HVLS Fans, HVAC enclosure, and collateral equipment.

The Contract Duration is estimated at 420 calendar days from Contract Award.

TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 Commercial and Institutional Building Construction.

TYPE OF SET-ASIDE: This acquisition will be a Small Business Set-Aside Procurement.

SELECTION PROCESS: This is a single phase, Design/Bid/Build procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government.  The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Management Plan, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.  All evaluation factors, other than price, when combined, are considered approximately equal to cost or price.  

DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000, in accordance with DFARS 236.204.  The target ceiling for this contract is approximately $11,000,000.  Offerors are under no obligation to approach this ceiling.

REPAIR BUOY YARD

This is a construction (service) requirement to perform a topographic survey and prepare the specified grading plan; temporarily relocate/demo storage sheds/containers; demo the HAZMAT area; demo perimeter fencing and vegetation; strip and stockpile RCA and RAP surface treatments for reuse; strip existing asphalt and remove, regrade and repair area per the grading plan; compact the subgrade; demo and relocate the storage container underground electrical service; place geotextile and geogrid reinforcement; backfill with compacted imported base course and grade; install asphalt and concrete pavement; install stockpiled RCA and RAP surfaces; install replacement perimeter fencing and HAZMAT fencing, load and seed disturbed areas; and reinstall storage sheds/containers.

Construction of the Buoy Yard will be performed in two phases to provide continued U.S. Coast Guard access to the Buoy Yard equipment laydown and storage areas.  Phase 1 will occur first and includes all work specified as outlined in the drawings.  Phase 2 will begin after the completion of Phase 1 and will consist of the remaining portions of the work.  Mobilization will not occur until April, 2025 at the earliest in order to help minimize impacts associated with cold weather concreting.  This requirement is not part of the USCG Standardization Program.

The intent is to ensure construction, maintenance installations, or existing conditions meet current building code and DOE regulations, and/or contract specific code requirements.

Under the general direction of PPPL AHJs and Princeton Technical Representatives (PTRs), inspectors will be requested to review construction, maintenance or existing construction work installed by PPPL employees or subcontractors in accordance with basis of design codes identified on signed and sealed plans and or site enforced codes and regulations identified in the Statement of Work. 
The inspector shall be required to provide a written report intended to assist PPPL AHJ’s and/or  DOE AHJs in confirming code compliant installations and or existing building and facility construction conditions.

INTRODUCTION:  

This Request for Information (RFI) is issued pursuant to FAR 15.201(e) and in conformance with DFARS PGI 206.302.This is a Request for Information/Sources Sought (RFI) notice to solicit comments, questions and feedback from industry regarding their interest in and capacity to conduct a “depot level” repair/overhaul of an electro-hydraulic device (Rapid Securing Device (RSD)).  The RSD is one of the main assemblies of a US Navy Helicopter Landing System called Recovery Assist, Securing, and Traversing (RAST).  The RSD is installed on multiple US Navy vessels and is used to secure and maneuver military helicopters on the flight deck. 

NAWCAD Lakehurst is requesting to establish an independent overhaul facility which will supplement existing organic repair/overhaul capacity with the capability to refurbish approximately 18-24 RSDs per year.  The repair/overhaul involves disassembly, corrosion control, inspection and testing of numerous parts and assemblies, changeout of mandatory parts, reassembly, and functional as well as load testing.

The contractor will be limited to closing only the westbound lane closest to the work area.  The contractor will be permitted to travel and haul in the eastbound lane, but it must be kept open for private and USCG traffic.  Full road closure is permitted for no more than 15 minutes and must be coordinated with local authorities.  Flaggers must also be present for full road closures.

The contract period of performance will be165 calendar days.

 Estimated cost range of the project is $1,000,000 to $5,000,000.

 Performance and Payment Bonds will be required for 100% of contract award.

The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $45 Million. [NOTE: Dredging-to be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.]

Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages:

1. Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.

2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.

3. Description of capability to perform similar or same projects listed above and manage subcontractors if applicable.

4. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects completed within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed projects, the Offeror’s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a sole source, Fixed Price Indefinite Quantity Indefinite Delivery contract to Rheinmetall Canada Inc. (CAGE 78959) in Saint-Jean-sur-Richelieu, Canada for the procurement of up to 354 quantity of Starter and Full Authority Digital Engine Control (FADEC) replacement components of the MSU-200, which includes pilot production units, production units, and ISIL spare parts.  Rheinmetall is the Original Equipment Manufacturer (OEM) of the fielded MSU-200 and is the sole designer, developer and manufacturer of the MSU-200NAV.  

The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  Rheinmetall owns the technical data for the MSU-200NAV and is the only commercial vendor that provides a turbine powered air start unit and has the ability to meet the needs and timeline of this requirement.

This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.  A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.  Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  No solicitation will be available for this procurement.

The Federal Aviation Administration (FAA) requires services to operate an air transportation service from the William J. Hughes Technical Center for Advanced Aerospace (WJHTC) at the Atlantic City International Airport FAA Ramp (ACY) to Ronald Reagan Washington National Airport (DCA) general aviation ramp.

The North American Industry Classification System (NAICS) Code is 481111 entitled, “Scheduled Passenger Air Transportation.” The size standard shall not exceed 1500 employees. This requirement is set aside for competition amongst small businesses under the 481111 NAICS code.

It is anticipated that the Government will make award to the lowest-priced, technically acceptable responsible Small Business Offeror.

The FAA reserves the right to review and verify each offerors program eligibility.
